Nations agree on landmark deal to fight climate change, aid poor countries

DURBAN, South Africa -- A U.N. climate conference reached a hard-fought agreement early Sunday on a complex and far-reaching program meant to set a new course for the global fight against climate change for the coming decades.

The 194-party conference agreed to start negotiations on a new accord that would put all countries under the same legal regime enforcing commitments to control greenhouse gases. It would take effect by 2020 at the latest.


The deal also set up the bodies that will collect, govern and distribute tens of billions of dollars a year to poor countries to help them adapt to changing climate conditions and to move toward low-carbon economic growth.

Currently, only industrial countries have legally binding emissions targets under the 1997 Kyoto Protocol. Those commitments expire next year, but they will be extended for another five years under the accord adopted Sunday.

The breakthrough capped 13 days of hectic negotiations that ran a day and a half over schedule, including two round-the-clock days that left negotiators bleary-eyed and stumbling with words. Delegates were seen nodding off in the final plenary session, despite the high drama, barely constrained emotions and uncertainty whether the talks would end in triumph or total collapse.

The nearly fatal issue involved the legal nature of the accord that will govern carbon emissions by the turn of the next decade.

A plan put forward by the European Union sought strong language that would bind all countries equally to carry out their emissions commitments.

India led the objectors, saying it wanted a less rigorous option. Environment Minister Jayanthi Natarajan argued that the EU proposal undermined the 20-year-old principle that developing countries have less responsibility than the industrial nations that caused the global warming problem through 200 years of pollution.

"The equity of burden-sharing cannot be shifted," she said in angry tones.

The debate ran past midnight and grew increasingly tense as speakers lined up almost evenly on one side or the other. Conference president Maite Nkoana-Mashabane, who is South Africa's foreign minister, called a recess and told the EU and Indian delegates to put their heads together and come up with a compromise formula.

Coming after weeks of unsuccessful effort to resolve the issue, Nkoana-Mashabane gave Natarajan and European Commissioner Connie Hedegaard 10 minutes to find a solution, with hundreds of delegates milling around them.

Actually, I read the headline and then the article and discovered that the headline didn't match the article. The bottom line is that since Kyoto they have been negotiating to come up with a new, more binding agreement. So, the "landmark" agreement reached today was that they will begin negotiations to come to an agreement. WOW! I'd think that the libs would be really pissed that this group spent all this time, money, and most importantly, carbon pollution to do absolutely nothing. But, such is the way of those who think they are so smart, at least in their own minds. Intentions are good, results need not matter.

This is encouraging news, and a good start to fighting climate change.

And to all of the people paranoid about a one world government, some issues are GLOBAL and thus require GLOBAL cooperation to achieve GLOBAL solutions against GLOBAL problems. Stop this red-herring, cop out BS about a global government, you all have been watching too much Alex Jones and Glenn Beck. And as for America's sovereignty being infringed upon! That's all we ever do to the world! That's our biggest business, why do you think we have a global empire with bases in people's countries? Climate change is real, and it's a big big problem, and until people accept this, of course global banks to help the poorer nations fight and adapt to climate change will seem silly and wasteful. But if you consider the consequences of climate change, this is MONEY WELL SPENT!

    I have been reading your posts and they are great. We certainly do not have a "one world government", and nothing close to it. However, we do have a global economy and it was brought to us by private corporations. I think our sovereignty as been compromised much more by global oil corporations and global manufacturers than any conference committee decision.

    All the arguments against climate change and global warming aside, the fact that there are more than 7 billion people alive on earth today has to influence the climate. While climate may experience cycles, human population has increased steadily. There has never been more than 7 billion of any single species alive on this planet at one time in all history. We should also count in a billion or so cattle and pigs that are, at any one time, being raised to feed some of us. An awful lot of respiration and perspiration there, don't ya know! We sure do need every bit of clean water and air we can get. Hug a tree tonight!!

    Some people are just prone to overreaction. The PATRIOT Act has done far more harm to our "freedom" than any sort of global climate deal, even the one EU originally pushed for. As for our "sovereignty", I don't think we have any room to talk given that we have been undermining the "sovereignty" of other nations for the past century. This type of behavior reeks of "American Exceptionalism" thus needs to be chopped off at the head immediately. The two decades long, U.S. dominated unipolar world is fast becoming a multipolar world and that is the reality. Get with the program or get left behind like relics of a past never to return.

    This is one case where the U.S. can't just bury our head in the sand and ignore. Weather patterns do not stop at national boundaries.

    Dl Miller, I am starting to fear the world govt people are not so crazy.... In europe countries are agreeing to give up control of thier own budgets including defense spending to UNELECTED officials. In The US, they are repealing Posse Comitatus and the Bill of Rights (North American Defense Act)... "Sea smurfs", North Com..... How does having 7 days worth of food in my house make me a terrorist? You gotta read that NADA, it's a nasty anti-constitutional bit of poop.

    It freaks me out man. They seem to be doing Regionals, then they will be easier to consolidate as a whole.

    I personally feel cap n trade is just more crony capitalism. They'll speculate pollution, and hence industrial production, sky freaking high, just like they did to oil/gasoline.

    A few guys at the to will have all the money trickle up to them. Watch and see. The Planet will be just as dirty. All about the money, always.

    I see a huge opportunity here for haliburton and friends. Install giant scrubbers in order to get carbon credits by the ton and resell these credits to polluters. WOW. Field services at its best. First help destroy and then help with rebuilding, both at the expense of public coffers. Where have we seen this pattern before?

The science of climate change is flawed and has been discredited by the fraudulent statistics and manipulations of the UN and EU……” so after reading the headline my first thought was….gee I was wrong…they actually have reached an agreement…

    To my surprise however, the only things they have agreed on was to set up more bureaucracy for wealth redistribution, to continue the talk fest and to extend the Kyoto targets by another 5 years.….” This is hardly a successful outcome for a “pressing issue!

    I wonder when someone will stand up to the UN and EU and get them to defend their fraudulent science and statistics that account for the bulk of the “Global Warming and now Climate Change” theories.

    To everyone grousing over the "global" solution to "global" warming: global problems need global solutions. Its like pushing for states rights when dealing with problems of air and water pollution - as if air and water know anything of state boundaries. To everyone who claims there is no such thing as human influence on climate change, congratulations on being able to exercise so much power based on such little knowledge, because that's what this is all about - your chance to make an impact without really doing a lot of the hard work of learning about this problem.

    Bitching on these pages is no longer enough. Our own Congress passed a bill that includes letting them arrest and hold without trial AMERICAN CITIZENS. Does this not bring memories of Nazi Germany? Now the UN wants to set up an outfit to tell us how to run things in our country. Now is the time for a class action suit against both the UN and our own Administration for the unconstitutionality of both these agreements. If not now when? I can guarentee you that if we do not change the way our Federal Government is headeded we will not recognise our own country in four more years.     Interestingly, Solar scientists are predicting the the current Solar Cycle (a 22 year cycle marked by 11 year highs and lows of intense radiation) will be one of the weakest on record. In the past, very low levels of Solar activity have been associated with extremely cold weather.

    Wouldn't it be ironic if the extra Carbon we've been emitting actually PREVENTED another 'Little Ice age', which could potentially kill a few BILLION people?

    Are any of those billions coming to America to aide the poor?

    Global warming is just as serious as the Y2K scam. The world did not end in the Y2K crisis they all made a big deal about, and all this global warming is a sham as well. Just another way to take money out of the taxpayers pockets and pad the politicians pockets.

    No one can control,the weather or any other disaster like an earthquake, tornado, ice-storms, floods etc. All one can really do is prepare for them and learn how to survive natural disasters.

    They are going to happen when Mother Nature decides on what's going to happen. Maybe all thee scientists or figure out how to stop the snow and ice-storms in the N-e areas of America. It will save the crops, or will it. We need snow for farmlands in places like Iowas, we need rain as well so we can survive.

    However, all this bs about Global Warming is just that. The people in the N-E states are still dealing with snow storms, blizzards, flooding and such. Instead of wasting money on all these bs scientists approved by our government and paid for by the
    American taxpayers, maybe we should put that money to better use and give i9t to the people to help them with heating cost in the cold winter months.

    In response to the comment about the Maunder Minimum in solar activity, there is already more than enough additional CO2 in the atmosphere to prevent another ice age. The level of atmospheric CO2 regarded as safe is about 350 ppm, versus 280 ppm pre-industrial and over 390 ppm today.

        Back up your claims. Show me evidence that this climate deal (a minor one at that) gives U.N. the power to control the lives of American people or American territory. You're just pissing your pants because a binding legal agreement will hold certain individual nations accountable for their actions, including the U.S., thus diminishing their hold over the "right to pollute". Accountability is the key point here. Any belief that two centuries of pollution driven by massive population growth and industrialization is not going to have any major impact on the ecology of earth is frankly, delusional. There are always consequences to ones actions.

          you are right 440. This is the very reason why our forefathers gave us guns...and why the other nations are for the most part, naked. They won't be able to get back their government. People wonder about the second amendment, this may be why. That may be the only way for us, but at least the founders gave us a chance. No guns in Britain or japan, or many other places for the commoners.

          I didn't ask my representative or senator to give away all our money..especially for unproven opinions.

That science you refer to is only as good as the motives of the scientists and those controlling the purse strings for their research. There have been many studies done by those on both sides of the issue which seem to confirm their own theories and debunk those of the opposition. Who does one really believe? With all the differing findings out there, the story of either side is just speculation at best, and I have a big problem with our tax dollars being used when there has been no concrete proof either way.

          I'm in the military and I'm fine by this. Believe it or not our planet doesn't give a rat's ass about borders and boundries. Once you reach the edge of America you're not going to hit some sovereign force field that keeps away the doings of other nations. In fact, if you haven't noticed, airplanes do continue to travel onward once they leave our waters. As if our atmosphere is, oh I don't know, a layer covering the whole planet seamlessly.           Certainly we are experiencing some interesting climate changes. What we were fed 35 years ago was that we needed to stop using fossil fuels NOW because of global cooling, and that we were about to enter an ice age because of our irresponsibility.

          This is one of the reasons why many of us grown ups are just as skeptical of the new leftie screamers telling us of the new pending doom, global warming, due to humans.

          The left has so politicized climate, with folks like Al Gore betting millions and billions on the new industry that will benefit from this global economic shift that would happen if they get their way, and you have a formula for fraud.

          We still have to rely 100% on computer models, as we need thousand of years of data to understand this science, and that data does not exist. We have been duped by computer models for decades, from the climate guys to government - hell, just look at all the CBO estimates that turned out to be total BS.

          Sorry kids, when your team screams the sky is falling, followed by their hands out telling us we need to spend billions and live in huts if we want to survive, its just too much to take seriously.

            But we are experiencing a renaissance of the isolationist, secessionist, "Don't tread on me" attitudes of the go-it-aloners. They threaten the very basis of the strength of this nation.             We live in a world community whether we want to admit it or not, just like Texas lives on the same continent as New York, and we must allow for compromises so that we can all get on with living. Climate change is a real problem and it is global in nature. Some countries are the biggest polluters, other countries want to modernize but can't do it if they are forced to adhere to "rampant government regulations." Where have I heard that before? The poor countries don't want to face crippling regulations, but the richer countries want the poor to pay the same rates as them even though they cannot afford it. Where have I also heard that? If we are serious about the solutions we must find compromises - this is a democratic process. We choose to abide by it. We are not giving up our sovereignty. There is no cabal and there is no leader to this organization to which we would be giving it up to. This is an agreement to compromise. That is something neighbors do. It is what States do when they send Representatives to Congress.

            If you think the UN is dangerous then you must follow the logic that the Federal government is dangerous because it represents people other than those close to you. Why, then the state government would be dangerous too as it represents far off cities. Perhaps we should eliminate all laws and live in tiny neighborhood-wide fiefdoms for fear of being dominated by tyrannical neighbors simply seeking compromises.

            Running away from compromise doesn't make the world's problems go away. But it may ease the speed with which nations resort to other means of conflict resolution, and that is the primary reason to value the UN. It gives a voice where before were only fists and guns.

But in order for one to understand this, one needs to look beyond their daily path of to-do's, self-gratification and chores. You need to look at generations beyond your place.                 It is called "Global Warming". Man's findings and observations indicate that the greenhouse gases are trapping more reflected light in our atmosphere whereby heating up the planet. Additionally man's waste in the form of plastics has collected in the great gyres of the oceans. Gyres are like calm places in the midst of currents going in a clockwise or counter clockwise direction. One gyre has collected an area of plastic larger than Texas. Yes, to end the argument, this hydrogeological engineer believes global warming is occurring and man is the factor of this change.

                Mike, I must disagree that climate change is the single most important issue that we must face. The most important issue , and one that everyone avoids, especially politicians, is over-population.

                There are about 5 billion too many people on the planet. Remember that we are talking about a sustainable level of population, a level that provides amply for the population and allows for satisfactory renewal of resources that will carry that population into a virtually limitless future.

                And, a world population of 2 billion more than likely will have little or no significant effect on our global climate, leaving the climate to follow its natural cycles.

                In fact, many of our social problems are rooted in over-population. Get the population under control and a whole lot of problems will fade away. We might even be able to enjoy long periods without wars.

                    Legally binding!? That makes no sense, since all countries are sovereign. No country can enforce its laws on another, except through raw military force and the military is the biggest source of pollution. Besides while it is known that global warming is occurring it has yet to be proved whether its mostly caused by humans or mostly caused by nature. Also this global warming course is beyond human capacity to reverse. Even if humans stopped consuming all fossil fuels and went back to the stone age global warming would still steam on, I for one am not willing to reduce my quality of life in exchange for NOT reversing global warming. If human technology is causing it, then human technology can reverse it, so instead of trying to FORCE us to reduce our quality of life redirect all the money and effort into inventing technology that can reverse it. Common sense has a funny way of providing real solutions.

                                While people like me who trust the climatologists wait for people like you to be convinced of climate change, the world burns around us and it will become too late. America is quickly becoming an embarrassment of a nation, and I'm embarrassed at how my country is handling this critical issue. Our inaction and lack of leadership on this issue is a disgrace to the people who fought and died for this country, not the signing of any kind of deal that would help us to fight this.

                                      It doesn't say how much we are on the tab for... And Our general population never even had a voice. I bet that we might be able to sue our GMT to not participate, because, on a constitutional level somewhere, What has happened is illegal I'm sure. If I were in the military right now, I would just throw up violently and completely.

                                      We are drowning in debt, we simply cannot afford to be the chief financier any longer of these out of control united nations.                                       The climate email crock was a fake scandal financed by Americans For Prosperity (backed by fossil-fuel interests). YOUR ANGER IS MISGUIDED! We're drowning in debt, so why don't we cut the 1 trillion dollar luxury military budget we have? Would you be OK with that? Because 100 billion to help the poorest nations (the ones who did nothing to cause this looming climate catastrophe) seems like THE LEAST WE CAN DO.                                       As a Soldier, even I can agree with cutting a little fat from the military budget Zach. What I can't agree with is giving 100 billion on top of the hundreds of billions we already give to nations and causes world-wide. The poorest nations on this planet are that way for a reason. The monies given to them go straight into the corrupt leaderships pockets and some may trickle down to those who need it most.

                                      I will not accept that it is the United States of America's fault that these countries corrupt leaders fail to bring prosperity to their nations and people. We may be a major contributer to global pollution, but at least we are activley engaged in attempting to find a solution.                                       The vast majority of climatologist agree that climate change chang is real, and a slightly smaller number have concluded that mankind is a major factor in causing it. Rest assured if certain people have their way, a lot of people will be displaced by rising sea levels. This will be a major cause of conflicts in the not too distant future. But it accomplishes nothing for some to cut back, while other countries increase their emissions to produce goods more cheaply.

                                              The warming of the globe would be a salutary development. Our civilization today is based on the warming of the earth that has occurred withing the last few thousand years. If the earth had not warmed life as we know it today would not exist. Warmth is life , cold is death. Before the warming that allowed our present life style the earth was in the midst of an Ice Age. Glaciers extended from the North Pole down into the United States and covered portions of it with up to a mile of ice. The history of the earth demonstrates that Ice Ages come and go and eventually we will be the victims of another one. Accordingly we should do all that we can to stave it off by keeping the earth warm.

                                                In the 70's we were being taught by TEACHERS..........that another ice age was on our way. I guess that wouldn't have made enough money for the government so 'global warming' became the new thing and way to tax trillions of dollars from the citizens. And to think America was covered by a sheet of ice, many times, and each time magically went away...........probably not from a lack of emission controls on our cars and factories. Egypt was once tropical and..........magically dried up. If I didn't know any better, I'd say the earth changes climates on its own naturally. Good thing we have TEACHERS to tell us its our fault and taxes will fix it! (thumbs up)

                                                  You should know that MANY of the things that I was taught in school are now proved to be incorrect or just so much "b.s. ", I am 57 yrs old.

                                                  I remember asking my teacher in fourth or fifth grade when learning about the "Grand Banks" off of Canada and I asked her why the don't worry about over fishing and exhausting the fish supply? Her reply was "Oh they could NEVER fish out the grand banks it's just too big". Well, here in the 21st century, the grand banks HAVE been severely damaged and fishing has been severely restricted to the dismay of many people.

                                                                    Global warming is most likely caused by humans. Time to reverse the world population growth. Limit number of children born, sterilize the unproductive and third world peoples, euthanize the old and infirm. Fewer people need less energy and goods and cause fewer greenhouse gasses.                                                                     THAT'S a 'breakthrough?? Ain't enough lipstick on that pig- fortunately. The biggest disaster will be if they actually ENFORCE what they are talking about.
