A senior Pakistani official told NBC News the United States' decision to cut aid to Pakistan would only contribute to the growing sense of anti-Americanism within the population.
He said the cut would deepen the perception within Pakistan that U.S. interests extend so far as its own foreign policy goals and would "strengthen our resolve to formalize and renegotiate our terms of engagement with USA."
Following the NATO crossborder strike on November 26 that killed 24 Pakistani soldiers, military and government officials in Pakistan have called for a reassessment of the relationship with the U.S.
The Army Chief issued new rules of engagement for his ground troops and commanders, granting them "full liberty" to respond with force if ever under attack, without any form of higher clearance.

ISLAMABAD - The United States has frozen $700 million in aid to Pakistan until it gets assurances that Islamabad is helping fight the spread of homemade bombs, a move likely to further strain ties between the countries.
A Congressional panel halted the payment to Pakistan, a nuclear-armed country that is one of the largest recipients of U.S. foreign aid, late on Monday as part of a wider review of defense spending.
Calls are growing in the U.S. to penalize Islamabad for failing to act against militant groups and, at worst, helping them, after the secret U.S. raid on a Pakistan garrison town in which al-Qaida leader Osama bin Laden was killed in May.
At least two dozen Pakistani troops along the Pakistan-Afghanistan border were killed by NATO aircraft, straining already tense relations between the U.S. and Pakistan. NBC's Atia Abawi reports.
Homemade bombs, or improvised explosive devices (IEDs), are among militants' most effective weapons against U.S. and coalition troops in Afghanistan as they struggle to fight a resurgent Taliban insurgency.
Many are made using ammonium nitrate, a common fertilizer smuggled across the border from Pakistan.
The freeze on U.S. aid was agreed as part of a defense bill that is expected to be passed this week.
The U.S. wants "assurances that Pakistan is countering improvised explosive devices in their country that are targeting our coalition forces," Representative Howard McKeon, a House Republican, told reporters.
The U.S. has allocated some $20 billion in security and economic aid to Pakistan since 2001, much of it in the form of reimbursements for assistance in fighting militants.
Although the frozen $700 million is only a small portion of aid to Pakistan, it could presage even greater cuts.
Harm to Pakistan-US relations
Salim Saifullah, chairman of Pakistan's Senate foreign relations committee, warned that relations, which are already at a low point, could worsen further following the decision, by the U.S. House-Senate panel.
"I don't think this is a wise move. It could hurt ties. There should instead be efforts to increase cooperation. I don't see any good coming out of this," Saifullah told Reuters.
There have been many proposals to make U.S. aid to Pakistan conditional on more cooperation in fighting militants such as the al-Qaida-linked Haqqani network, which Washington believes operates out of Pakistan and battles U.S. troops in Afghanistan.
The White House is being careful in its response in part because officials don't have all the facts. NBC's Kristen Welker talks to NBC's Lester Holt about the balancing act.
But Pakistan's civilian leaders have in the past warned against aid cuts, saying it would only harden public opinion against the U.S.
Pakistan says it is doing all it can to fight al-Qaida and the Taliban and has lost thousands of soldiers since it joined the U.S.-led war in 2001, some of them at the hands of coalition troops.
Islamabad has accused NATO of deliberately killing 24 Pakistani soldiers in an air strike near the Afghan border last month and shut down supplies for foreign troops in Afghanistan in anger.
The decision to freeze aid could prompt Pakistan to harden its stance toward Washington.
"I think the Pakistan side will understand the type of signal that is coming, which shows it's not only a question of aid," said former general and security analyst Talat Masood.
"The whole attitude of the U.S. and the relationship will be affected by these measures because they know Pakistan will not be in a position to control the smuggling."
Two fertilizer factories
U.S. lawmakers said many Afghan bombs are made with fertilizer smuggled by militants across the border from Pakistan into Afghanistan.
"The vast majority of the material used to make improvised explosive devices used against U.S. forces in Afghanistan originates from two fertilizer factories inside Pakistan," Republican Senator John McCain said in the Senate last week.
A Congressional Research Service report in October said the Pakistani factories, owned by one of the country's biggest companies, Pakarab, have been producing over 300,000 metric tons of ammonium nitrate per year since 2004.
The United States has urged Pakistan to regulate the distribution of ammonium nitrate to Afghanistan strictly. So far, Pakistan has only produced draft legislation on the issue.
Pakistan's fragile economy is heavily dependent on agriculture, so cutting down on fertilizer output would hurt the sector.
The provision freezing $700 million in aid was agreed upon by leaders of the armed services committees from both parties in the House and Senate, including McCain. It is part of compromise legislation authorizing U.S. defense programs expected to be approved this week, McKeon said.
The bill would also require the Pentagon to deliver a strategy for improving the effectiveness of U.S. aid to Pakistan, he said.

It is worth noting - for better or worse - that much of the foreign military aid that the US gives is tied directly to contracts for the recipients to purchase American military supplies. When the aid gets cut, so do big contracts with major American employers.
It seems if two manufactures in Pakistan are producing the majority of ammonium nitrate used to kill our soldiers those sales should be monitored; or if that is not allowed by the Pakistanis the production at those plants needs to be interrupted.
Most Pakistanis know nothing else but poverty and misery, while the military chiefs are helping themselves to the $ billions provided to them in so called aid. And this has been going on like this for decades, our money simply disappearing while ordinary Pakistanis don’t get a cent and continue to live in deplorable conditions.

The combined foreign aid in 2010 was about 27 billion dollars. Chump change when compared to the size of overall US economy and small price to pay for furthering US strategic interests and project soft power in the larger world.

$700m would pay for a lot of roads. Transit benefits for workers here are also about to be cut. We should be spending this money here in the US if we are so broke we're cutting back on teachers, policeman, and heating oil for the elderly.
I definitely agree - stop all Aid to Pakistan. They knew were Laden was.. as for cutting of all other aid to the rest of the world. VERY dumb idea. Our citizens should be taken care of first, but I believe that less than 1% of our GDP is given in foreign aid. Someone said that overall foreign aid adds up to 27 billion dollars which is "chump change" in the US budget. It also is suppose to go for keeping the areas stabilized. Well, let's have some other "super power" try their hand at it and see how long they'll last at doing it. We give them money, then they give us the ability to use their country for launching assults on Taliban. They allow us to move goods and services into our war zone on their roads - and assist us with "safe passage" so the necessary materials make it to our troops.
As long as we have troops in the area, we need to keep up the aid (bribe, rent, whatever...). As soon as the troops are gone, THEN pull the aid.

Why don't we cut our defense spending and stop buying $400.00 toilets? P.S. Aid to Pakistan is a joke, why not cut out the middle man and give the money directly to the Taliban.
Pakistan is really good at making promises so they can get money to make the politicians rich and then reneging on the promises. If this country were energy independent, we wouldn't have to worry about what happens in the Middle East.

Next Monday begin breaking down our bases in Afghanistan and Pakistan demolishing any infrastructure we provided.
Next Tuesday announce the fleet is on alert and the Pakistani's have 24 hours to notify us of their decision.
Next Wednesday, if no decision is made begin full mobilization of troops and equipment out of Afghanistan and Pakistan to be removed within one month.
Bring our brave men and women home. It's time to let our military rest, regroup and become strong once again on OUR soil.
If any movement of Iran is noticed into Iraq unleash the full fury of our carrier fleet against them.
Put this 700M+ into developing alternative energy sources. And then we could care less about Pakistan and co hating us.

American military personal are not allowed to engage in civilian law enforcement, Due to interpretation of the Posse Comitatus Act of 1878, restrictions are in place to limit direct involvement of military forces to
secure the border.

What is with this 'our strategic position' or what ever it is called.... playing world police as usual?
It realy is true that many folks in this country do not keep up on what is happening in the world or about history or even the recent past for that matter....
Many people forget or do not realize that there were 'terror' groups doing all sort of activities in Europe not all that long ago..... think about the the 1960-80s and called themselves by rather strange names.... yet the Europeans have lived with the hand they have been dealt and moved on with their lives. They simply keep an eye on these groups and do arrests as needs be, while we simply start a war with the country we suspect that may have harmed us and/or start a war with another that had nothing to do with the activity that harmed us.
Our leaders are are busy continuing to play world police and big spender/aider to exclusion of all else that is destroying our own country, which is more than any terrorist could do...... We are being destroyed and terrorized by canibalistic capitalistic greed of/by the few at the expense of the many, poverty, homelessness, lack of medical and mental healthcare, lack of affordable housing even as buildings are boarded up in the inner cities and now even in the suburbs (with all the forclosures) the deteriorating bridges, levees, dams, roads, contaminated water tables, being fracked for gas, lack of fast paced public transportation like trams, high speed rail etc, the necessity for protection of our land, seas and air, securing our own borders including our ports by employing enough folks to actually inspect these containers coming into our country and actually encourage and invest in technology that can/could be used to inspect these containers..... like putting TSA at the ports to pat down and x-raying containers LOL.... employing more folks to investigate and stop this human trafficking and closing down of sweat shops etc and taking care of our own elderly, disabled, veterans, children and people who are unemployed etc.
We spend enormous amounts of money on defense, giving military weaponry aid and even financial aid to other countries like Pakistan and Afghanistan yet we balk at spending monies to pay teachers, firefighters, police officers, nurses, or providing free higher education, providing trade schools etc or even providing free lunch for poor children and are trying to decrease funds to FEMA and other important departments like NOAA, FDA, EPA, IRS, the USPS, the FBI and a mirad of other things like the public safety nets, Medicaid, Medicare, and wanting to cut Social Security and food for poor starving people in our own country.
All the crap we are funding in the name of stratigic interest that is not helping us while having to borrow these monies from other countries who are benefitting in 2 ways...1. from us providing protection for them thus they do not have to spend much of their monies on providing protection for themselves and 2. they are still making a profit on the money we borrow from them as we must pay interest to them on the monies we borrowed..
Another thing is that we think so poorly of our military that we pay them so poorly that some even have to apply for welfare, while private soldiers for hire are now working in the field are paid thousands of dollars for their questionable quality of service, while being protected by our military, yet our military are paid at a fraction of what these soldiers for hire cost to do jobs that our military could and used to do before 2001.
To those who keep bringing up Ron Paul's name..... what has he done in the past 30 or so years that he has spent in Congress to solve and resolve these infrastructure deterioration and destruction of the middle classes being wroth by rampant greed of the few at the expense of the manyetc issues? What has he done to stem the tide of jobs being outsourced overseas, to bring about safety changes in the mines etc to protect workers, to improve the lives of the ordinary citizens of this country?
Will he be refusing the pension that he will be receiving or the continued free healthcare that he will continue to enjoy in retirement.... pension money that he does not need and free healthcare that he can afford to pay for? What has he done to make sure that we have the most educated American workerforce on the planet for example? What has he done to make sure that our citizens are fed, have affordable housing, reliable affordable transportation, keep industries/factories in our country? What has he actively done to cut the enormous wasteful defense budget, provide medical, rehab and mental healthcare, housing, food and jobs for the veterans that are here and those that are returning from the battle field..... what has he done to bring about or even encourage enlightenment and understanding amoung American citizens regarding issues of race, creed, colour religious beliefs etc instead of breeding, tolerating encouraging misunderstand, angst, negativity, selfishness and selfcenteredness etc?
We all know the mirad of problems facing and are actively at work in our own country that need to be address and resolved... so i'll not bother to list more of them. If you are not a part of the solution then you are a part of the problem imo.
People need to realize that the more we spend on wars, conflicts and pay or give to other countries -outside of food and medicines- just so they will not act up or do something stupid is the less we have to spend for the improvement of the lives of our own citizens and our own country imo.

How many roads do you think you can build with 700 million? Most metropolitan road budgets are nearly 100 million. So we can hook up the roads in maybe 10 cities in our entire country. How many illegals will that employ? Anyone remember that program to get America back to work that started in the beginning of Obama's administration? Did you have a roads project in your town? Neither Russia nor China have been happy with the presence of the US in Afghanistan. They are extremely happy to see us having trouble - they see our troubles with Pakistan as a game changer to extend their own influence into the region. They would love to see us leave. Once these Middle Eastern countries realized that our immature filthy rich were willing to engage them in these tit for tat, body for body filthy rich boy games, the Middle Easterners figured out an easy way to make money off their losses in the body counts, just like the US rich boys do.
If the US citizens want to see these conflicts ever completely end, then the decision will have to be at the polls at election time.

If we think carefully about the way we help other countries and curtail funding to those with ties to terrorists like Pakistan, I think we'll be alright. There were too many strange views in Pakistan about dealing with Bin Laden, and even stranger was their anger at our action in taking care of that business. As for the drones they threaten, it's time to pull out of that area and full funding too.
But most importantly, the problem in Pakistan wasn't a negative issue, that first began with this administration. Historically, we have continued to make poor decisions with foreign policy for a long time. However, there have been exceptions. Times when leadership took a careful look.

They chase us out of the country by closing our base, they allow insurgents to raid and destroy our supply convoys, they shelter our worst enemies and they ask us to pay them for the job they AREN'T doing? Just imagine what that $700 million could do for the 300 million people living in America! With that much money being sent to just one country that hates us, if we just stopped spending it on other countries, there's no reason why we can't have free health care in the USA. To Waldo: I agree with most everything you said in your post except for the part about helping with the explotation of America's oil reserves. Granted we need to become self sufficient from OPEC, but, not at the cost of contaminating our drinking water. If you look at all the reports coming out of PA, about fracking and the problems it creating in the quest for oil and natural gas, you have to wonder is the oil really worth losing a more valuable resource-potable drinking water? Whole communities are becoming unliveable because of fracking, and now with explotation of the Bakken reserve in the upper midwest, (North Dakota among others), we're in for trouble down the road.
Oh sure, there's little unemployment right now in ND, but 15 yrs. from now when all the oil have been sucked from the shale, and the ground water contaminated, no one will be able to live there, and who would want to consume any agriculture produced in the aftermath? Anyone for some heavy metals, benzene, tumors, and a shortened lifespan due to medical complications? No thank you, you can keep that harvest of corn!
As for foreign aid to Pakistan, screw em! We've sent over 20 billion to them since 2004. How much of that money was used in poppie production, and worse yet, for the 2 factories producing ammonium nitrate that eventually made it to a IED that blew the legs off a family member, or friend in the US military trying to defend our country in a land where we are clearly not welcomed to begin with?
Keep ALL taxpayer money here in US, provide jobs repairing our aging infrastructure, and feed and take care of the homeless in America. Then, after reducing foreign aid, balancing the federal budget, and putting Americans back to work if any money is left over, foreign countries would have to be able give something in return. Oil and Natural Gas finds now equal, at least TWICE what was discovered in Alaska decades ago in just the areas of the Dakotas. The oil and gas drillers are coming up with new technologies in the field of Hydraulic Fracturing to extract product and will continue to find new ways of extracting it. With the Middle East in constant turmoil, our need to fend for ourselves is essential. Natural gas is so abundant in this country that it can and will fuel a national resurgence in new manufacturing here at home because of natural Gas's projected low cost to provide heat and energy to new businesses here. I totally support the protection of our aquifers and I believe that we can have that and produce our own energy while massively decreasing OPEC's influence and the transfer of WEALTH from this country to theirs. The time has come.

All of the Arab countries are more interested in keeping their dictatorships and monarchies in power and their citizens in check than they are in the War against Muslim insurgency.
