International inspectors have confirmed that late Libyan dictator Moammar Gadhafi had an undeclared stockpile of chemical weapons, the organization that oversees a global ban on such armaments announced Friday.
The Organization for the Prohibition of Chemical Weapons said inspectors who visited Libya this week found sulfur mustard and artillery shells "which they determined are chemical munitions," meaning the shells were not filled with chemicals, but were designed specifically to be loaded with chemical weapons.
"They are not ready to use, because they are not loaded with agents," OPCW spokesman Michael Luhan said.
He would not divulge the amounts of chemicals in the previously unknown stockpile, except to call it "a fraction" of what Gadhafi disclosed in the past.
Libya's interim leaders declare independence from 42 years of rule by Moammar Gadhafi, whose cause of death remains under investigation. NBC's Adrienne Mong reports.
Libya's new rulers told the Hague-based organization about the chemicals last year after toppling Gadhafi from power. The longtime Libyan strongman was killed in October after being captured by rebel fighters.
The newly confirmed chemical armaments are stored at the Ruwagha depot in southeastern Libya together with chemical weapons that Gadhafi had declared to international authorities in 2004 as he tried to shake off his image as an international pariah and rebuild relations with the West.
He declared his regime had 27.6 tons of sulfur mustard and 1,543 tons of precursor chemicals used to make chemical weapons. His regime also declared more than 3,500 unfilled aerial bombs designed for use with chemical warfare agents such as sulfur mustard, and three chemical weapons production facilities.
Those stockpiles were being destroyed until a technical problem halted destruction last year at the same time as the popular uprising began that led to Gadhafi's ouster and death.
Rebels reportedly protect Moammar Gadhafi's son, Seif al-Islam, from angry mobs after he is captured without a fight in Libya. NBC's Richard Engel reports.
Libya was to have completed destruction of its chemical weapons by April 29 of this year, under the terms of an international treaty, but can no longer meet the deadline after the turmoil that roiled the country last year. The country's new government now has until that date to file a plan and proposed completion date for destroying its entire chemical weapon stockpile.
The BBC reported that other countries were also behind in meeting the terms of the international treaty. It said the US has acknowledged it will take as long as 2021 to finish destroying the final 10 percent of its chemical weapons. Russia is farther behind in its effort, having destroyed only about 48 percent of a large cache of chemical weapons, the OPCW has said.

All known sites of Iraqi CBRN agents were bombed on the first day of the campaign. So you're not going to find any in significant amounts. Thousands of artillary and mortar chem shells were found. If you read the Geneva Convention not only the agent but also any delivery system for them is considered a chemical weapon. So he did have them.

Also note that they were declared, and mustard gas is old stuff of WWI. Mostly sounds like they had empty shells. Shells without agents considered chemical weapons. Also, how is mustard gas considered a WMD. Napalm is worse, and US was using that just a few years ago (if if looks like napalm it effectively is). Mustard gas has been around for ever. Reporting also assumes that the leader knew about it. It is easy to loose things in warehouses.

Mass Graves of Iraq: Uncovering Atrocities
IntroductionThe discovery of mass graves in Iraq graphically testifies to the brutality of Saddam Hussein's regime and the challenges of building a more pluralistic and law-based state. Both the dead and the living are victims of the crimes that are buried in these graves. We cannot bring back the hundreds of thousands of missing Iraqis.
However, identification of as many bodies as possible and accountability for the circumstances of their deaths will enable them to move forward to build a society that respects and protects fundamental human rights and dignity
Most of the graves discovered to date correspond to one of five major atrocities perpetrated by the regime.
The 1983 attack against Kurdish citizens belonging to the Barzani tribe, 8,000 of whom were rounded up by the regime in northern Iraq and executed in deserts at great distances from their homes.
The 1988 Anfal campaign, during which as many as 182,000 people disappeared. Most of the men were separated from their families and were executed in deserts in the west and southwest of Iraq. The remains of some of their wives and children have also been found in mass graves.
Chemical attacks against Kurdish villages from 1986 to 1988, including the Halabja attack, when the Iraqi Air Force dropped sarin, VX and tabun chemical agents on the civilian population, killing 5,000 people immediately and causing long-term medical problems, related deaths, and birth defects among the progeny of thousands more.
The 1991 massacre of Iraqi Shi'a Muslims after the Shi'a uprising at the end of the Gulf war, in which tens of thousands of soldiers and civilians in such regions as Basra and Al-Hillah were killed.
The 1991 Kurdish massacre, which targeted civilians and soldiers who fought for autonomy in northern Iraq after the Gulf war.Opponents and critics of the regime from all religious and ethnic groups were also executed and buried in mass graves. Many of these are believed to be located at or near prisons and former military establishments.

Many of the members of congress mentioned had a job of being the checks and balance to the President. For example, its the job of the members of the Senate Select Committee on Intelligence to review the intelligence groups. They all have top secret clearance and most have direct access to much of the raw data that was available to the President of the United States. The House Permanent Select Committee on Intelligence has 4 sub-committees designed to review the same things. Those sub-committee are Subcommittee on Intelligence Community Management, Subcommittee on Oversight and Investigations, Subcommittee on Technical and Tactical Intelligence, and Subcommittee on Terrorism, Human Intelligence, Analysis and Counterintelligence.
The way the process is supposed to work is that the President of the United States wants to do some military objected against another location. He gives notice to the leaders of Congress his intent prior to starting those military actions. He than can start the actions but has 60 days to get 'official' Congressional approval for the actions. If he does not get that approval in 60 days, he has an additional 30 days to withdrawal the military action. During all this time, those committees listed above have a responsibility and access to ALL of the intelligence that the President is basing his decisions on. While they cannot give out the details of that information, by law, they can and are expected to give the rest of Congress their opinion on the validity or accuracy of the intelligence and their opinion is greatly respected in this area.
So to say that they cannot be blamed for the Iraq war is completely wrong. It is THEIR JOB to verify and balance the decisions made in this area. And they have full access to the data at the time. Saying later that a statement like "Well, I did not actually read the report. Beside the CIA lied to me." is negligence. It is on par with your surgical doctor telling you, "I am sorry that I castrated you when you came in for an appendicitis. I did not read the chart. Besides I did not stayed in a Holiday Inn last night."
BTW, while President Bush DID get Congressional approvial, even from those House members who cannto read, prior to actually attacking Iraq. The current President never even bothered to get Congressional approvial for his war on Libya.
I am curious also on how much it is costing the United States on having inspected on the ground in Libya checking these chemical weapons sites. How much is it going to cost the United States to destroy them by 2021 as stated in this article. When comparing the costs of war between Iraq and Libya, are the costs of destroying the chemical weapons in Libya for the next 10 years added in to the equation as it was for the previous 10 years in Iraq...oh sorry, many of you say that Iraq did not have WMDs so there was no cost there, right?

If some of you were to take the time to get to know the topic instead of just passing along your partisan BS and trying to keep our nation divided, you might actually take the time to help find solutions to problems instead of fanning the flames. In 1990 I arrived on a place called Johnston Island and was involved in the beginning of the destruction of the US stockpile of chemical munitions. As each day passed, barring problems of the then being developed technology, we destroyed more and more of our stockpile. In about 1997, the final munitions were destroyed and the technology was approved as a means to destroy the rest of our stockpile. Since then, several plants were built at various locations as NO ONE wanted to transport these aging munitions to a central location. Now, I'm not sure which is accurate the story, which states that we still have about 10% of our stockpile remaining, or RT Colorado who states that we have now completed the destruction program. But, as Colorado pointed out, it was idiots like some of you, who kept challenging the program and caused it to become years behind. But, in the end it got approved and the program for destruction continued. As for the who sold them propaganda that some of you are trying to spread, it doesn't take a genius to develop these chemicals just a chemistry degree and the precursors for producing them. The trick is development of the means to deliver them. As for Iraq, I would suggest looking beneath the sands in the desert area for some that are buried and in Syria. I'm quite confident that, that's where you will find what wasn't destroyed. After all after DS, we buried tons of equipment so that we didn't have to bring it back and go through the nut roll of getting it past the Dept. of Agriculture.

Greg you sound frustrated with people who are just passing comments without reading some stuff. Well if I read well you did the destruction of similar weapons for the US, yes! There is just this paranoia about weapons of mass destruction that leaders fail to understand, or somehow ignore - with all the challenges the world is facing whats the need for a nation to invest in weapons of mass destruction save for the muscle of it? And once a nation does the investment, who wants to just watch his investment sit there without paying the dividends, not even the youngest enterprenuer. If Gadaffi really had these in the desert, whether he knew or didn't know, he should have been killed the previous year because he wasn't a responsible leader. This planet has more than enough problems created by all nations, like the ozone layer thinning - who else should shoulder more blame than the nations who have launched rockets into air space to put pegs on the surface of the moon and the mars? And now everyone must take responsibility because its becoming unbearable, NO!
And if RT Colorado is lying by saying the process has been completed he must face his lies somehow, or someone will. The US being the largest state (economy, footprint, technology, legislature etc), have no option but to lead by example. Frikkie, Yes you are correct, I was involved with the chemical demilitarization program and each and every day that went by, I felt that I was doing a good thing for the world in getting rid of them. The most poisonous chemical munition that our nation and others has developed for chemical warfare is VX gas. No, it's not like the movie "The Rock" the stuff will not melt your face off but, it is horrible stuff. In the mid 60s the US developed thousands of rockets filled with this stuff and get this, we never had a system to deliver it! All that money wasted, period. This in addition to thousands upon thousands of containers, mines, artillery shells, and others. Now, to give you an idea about the stuff and how bad it really is, at it's maximum lethality, it takes 1 micro-liter (a drop) to kill a person, that's all. We began the program by destroying the rockets, we had these things stockpiled in pallets of 15 and would move 2 pallets at a time, in airtight containers, through the destruction process. Taken at it's maximum lethality and the amount of agent that was in each rocket, the potential of each load that we destroyed, if delivered could potentially kill almost 1.5 million people; in other words everyone in New York could have been wiped out with what we destroyed in a single day. So yes, this was by far the highlight of my life to date. Mustard gas on the other hand is not quite as deadly, is easier to produce and has been around since WWI. Quite honestly, it's the poor mans/nations big bullet.
I think you hit the nail on the head in regards to your statement that the leaders of the world are the ones responsible for what is going on within their country. That is however, if they are aware that it is going on. I also agree that we have a lot greater responsibilities to the people of our nation than to determine the make up of Mars, which has already been declared as uninhabitable. Plus, as you pointed out, every time we launch a rocket through our atmosphere we are causing immense amount of destruction to it and are subjecting the world's population to increased hazards such as global warming; and yes, global warming is real, has been proven, and if not addressed seriously will cause great problems to future generations. No, I don't have any proof, I'm not a scientist but, I would bet everything I own, or will ever own, that global warming is what has increased the rebellion by nature against the world in the form of increased and more sever hurricanes, typhoons, decreased rain fall and other events by nature.
I'm proud of the effort that the United States has put into keeping it's word to the world and destroying the stockpile of chemical munitions. I myself believe that our next phase should be that we assist Russia and other nations possessing these instruments of destruction to destroy their stockpiles. It would definitely prove to be a better use of our assets and finances than A LOT of the BS that our Congress wastes money on each and every year with their pork barrel projects that line the budget of this nation.
As for those who still have it set in their mind that our nation still does possess chemical munitions, trust me, I know A LOT more about the topic and the realities of it than you and we are abiding by the agreements that we have made with other nations in our pledge to not have these WMDs. I will say however that, that doesn't mean that we don't have everything lined up to create these if needed but, as much a fear and how it is viewed as such a horrific thing, I really don't see our nation or any of the permanent members of the UN Security Council from ever using them. Our means and ability of fighting wars are well beyond having to resort to such an event. Simply put, we don't need them. Keep in mind, we still have Nukes and have never said that we wouldn't use these, just as Russia hasn't, that's why we still have them. But, nations that are trying to exert their power, leaders who are trying to puff out their chests to show how bad their nations are, leaders who are out of their mind (and there are many) and terrorists may find use in these and those are the ones who need to be stopped. This is why the permanent members of the UN Security Council need to work together to rid the world of the possibility of these ever being used.

Clinton had chances to get OBL. If you want to go into history is was Carter who hampered the intelligence community for decades and we are finally fixing.
