Freezing temperatures and heavy snowstorms across Europe have caused massive traffic and energy problems, and left at least 37 dead. The rare snow in Rome also forced the closing of The Colosseum and other tourist attractions. NBC's Stephanie Gosk reports.
KIEV, Ukraine – Russia and Ukraine took extra precautions on Friday to protect homeless people during a brutal cold snap, ordering new facilities and medical care after scores of people have frozen to death on the streets of Europe.
As the death toll from the past week rose to at least 175 on Friday, Russian Emergencies Minister Sergei Shoigu ordered the creation of facilities nationwide to feed and provide medical assistance to the homeless.
The weeklong freeze — Eastern Europe's worst in decades — is causing power outages, frozen water pipes and widespread closure of schools, nurseries, airports and bus routes.
Other parts of Europe experienced frigid temperatures unseen in years. A roundup:
Ukraine
In the hardest-hit country, health officials have told hospitals to stop discharging the hundreds of homeless patients after they are treated for hypothermia and frostbite. The goal is to prevent them from dying once they are released into temperatures as low as minus 32 Celsius (minus 26 Fahrenheit).
Authorities also have set up nearly 3,000 heating and food shelters.

Thirty-eight more fatalities were reported from frostbite and hypothermia in Ukraine on Friday, raising the nation's death toll to 101. Emergency officials have said many of the victims were homeless.
Bosnia
Bosnia reported its first deaths. Five people died Friday in Sarajevo, most of them while shoveling snow, Dr. Tigran Elezovic said, and one person died in the southern city of Mostar, where ambulances could not reach the victim because of snow.
Rome
Thick snowflakes fell on Rome on Friday, forcing the closure of the Colosseum over fears tourists would slip on the icy ruins, and leaving buses struggling to climb the city's slushy hills.
The snowfall prompted authorities to stop visitors from entering the Colosseum, the adjacent Roman Forum and the Palatine Hill, the former home of Rome's ancient emperors.

Northern Italy also has been gripped by snow and ice that is disrupting train travel.
Netherlands
Police in the eastern city of Wageningen reported that a homeless man found dead Thursday in a shed died of hypothermia, making him the first confirmed Dutch victim of the cold.
Traffic around the Netherlands was thrown into chaos Friday by snow. Trains ran with long delays and several flights in and out of Schiphol were delayed or canceled.
Poland
The Interior Ministry recorded eight more deaths on Friday and said two other people died of asphyxiation from carbon monoxide-spewing charcoal heaters.
Croatia and Montenegro
In Croatia, some highways were closed and waters of the Adriatic Sea froze in some areas. Buses that travel from Zagreb, the capital, toward the coast have been canceled. In Montenegro, the airport in the capital, Podgorica, was closed due to heavy snow.

It's interesting that you say that BigMowma, I was just going to comment on MN's weather this year. It's been an incredibly mild winter, as in no snow on the ground (and in January/February at that!) and about 30-40 degrees F most days. Typically a Minnesotan winter would consist of plenty of snow and temperatures around 0-10 degrees F with quite a few days of temperatures below 0. It's absolutely bizarre and I've never seen anything like it. I'm not going to speculate on this board about why this is, or how future weather patterns will be, but just note it as the experience here.

If you are ever stuck in cold weather without heat, recycle the warm air exhaled from your lungs. One time my car broke down in Canada and I spent the night in the cold. By exhaling into two rubber hoses, one went to the center of my back, the other went to the center of my chest, and inhaling through my nose, I was quite warm all night. Also keep you head covered and stick your hands into the sleeve of the other arm grasping the other arm's wrist. If all the skin is covered you won't lose any heat through your arms. You can keep your feet warm by taking off your shoes, sitting indian style and sticking your toes into the back of your knees. You will need a blanket to make that work.

I think the difference is that Mitt being religious (and who gives 10% of his income to his church) feels that churches and charities would likely handle that instead of the government.
A lot of the Republicans that people on this forum dislike so much often give a lot to their church or to charities which a lot of times have pantries for the poor, gathers coats for children that don't have any, gives to the orphan homes, gathers food, etc.
Unfortunately though there are areas that don't have churches or easily accessible charity organizations, there are people who won't go to a church for help or know who else to go to, etc. That is why the government has to play a role even as much as some people wish that it didn't have to. People are going to get missed if the government isn't involved.
However, that doesn't discount the work that churches and charities do.
But to say all Republicans are punks and don't care about the poor is generally an inaccurate misrepresentation (there are always exceptions). They just may not agree on what is the best approach to help.
At the end of the day compromises have to be made. All people are different and have different needs and the president is the president of everyone. So religious or not everyone is American and needs access to help from time to time. And unfortunately the government is often the best vehicle to get that help even as poorly run as government tends to be.
That 10% isn't a gift, it's a tithe. Basically it's a tax the church makes you give if you want to remain in good standing.

I don't know about freezing weather, but in the summer of '96 all of us roasted in Chicago, I think the official number of heat-related deaths was around 750. I know that heat is different, and it wasn't all homeless people, but it is death due to weather. There were so many people dying that the county had refrigerated semi-trailers outside of the morgue for almost a month.

Bobbski I googled "national homeless winter deaths" and came up with more sites for LA than any where else. I did get a hit on that DC had five homeless die in 2001 from the cold. I also think that more people die from slip and falls and heart attacks shoveling snow than freezing to death.
The Republicans should take notice that Russia and Eastern European nations are taking steps to protect their homeless population.
Per the International Declaration for Human Rights "Everyone has the right to shelter, clothing, employment that pays a living wage, education, and necessary social services in times of unemployment, disability etc.
Show some real compassion Republicans/Tea Party members and give the poor a fighting chance to graduate to the middle and upper economic classes.
That is why I volunteer at the homeless shelter that is supported by my church. Not only do we feed and shelter them, we help with job training, interviewing skills, rides, etc.
I personally think that this works better than government and doesn't cost the taxpayers a penny.
They have a fighting chance. Its called free education, welfare, wic, food stamps, aid to dependent children, housing allowance, etc, etc, etc....
There's also government assistance to go to college.

There is satellite and there is weather experts. And listen to them. When the storm comes, not yet arrive, the data about the storm will have shown on the weather map, including the analysis...
Take the preventive measures. People may need to be humble to the nature, such as cold weather.
It is good that they have opened up shelter for the homeless and the needies for those may not have sufficient energy source to protect them.

I've spent a fair amount of time in the Netherlands... none of the apartments I've rented have thermopane windows. And I can say there heating systems are not meant for extreme cold - I imagine most cities are feeling the pain of the cold. A friends mother is visiting southern France where she was looking forward to temps in the 70˚F range... it's been snowing!
@Iccomo, your friends mother does not know it actually snows in Southern France? I am sorry, that is like expecting 70 degrees weather in Colorado or Montana during the winter.
I grew up in the Netherlands and their homes ARE insulated against the cold, including appartments. I lived in a home in Southern Germany that had double pane windows. The pain they are experiencing is being able to stay warm while being outside in the cold.
It is sad soooo many people die because of climate change. But i still say, that the sealife, animals, & plants are dying at even higher rates and by the hundreds of thousands. They hardly make the news. Never appear on fox news. Not even the huge snowy owl shot in honolulu.
Bless those in Europe who are trying to avoid suffering and loss of life in subzero temperatures and ice and snow. They show how to attempt to help the "very poor." Not so, Mitt Romney. By the way, I teach English and "compassionate conservative" is, in my opinion, an oxymoron.

Of course those with an agenda ignore everything he said after the first seven words.
Taking it out of context is unfair to Romney, although he had better learn to be more careful if he wants to be President. But just remember that taking things out of context is equally bad when you do it to the other side.
I just love the way that we call homeless people "The Homeless," as if they are a homogeneous group! I love the stereotype, too: mentally ill and strung out on drugs and booze!

As far as homeless in Europe...since the Wall in Berlin came down there have been homeless all over the place and for all kinds of reasons.....before you judge anyone or any place or any government....go there and actually live the life there. Until then you won't know what it really is like and how it works...or not.
