KABUL, Afghanistan -- Five Taliban detainees held at the Guantanamo Bay military prison have agreed to be transferred to Qatar, a move Afghanistan believes will boost a nascent peace process, President Hamid Karzai's spokesman said on Saturday.
The transfer idea is part of U.S. efforts to bring the Taliban to the negotiating table to avoid prolonged instability in Afghanistan after foreign combat troops leave the country at the end of 2014.
"We are hopeful this will be a positive step towards peace efforts," Karzai's spokesman Aimal Faizi told Reuters, adding the Taliban detainees would be re-united with their families in Qatar if the transfer takes place.
The Afghan government says President Hamid Karzai will hold talks with the Taliban in the hopes of starting a peace process. NBC's Atia Abawi reports from Kabul, Afghanistan.
It would be one of a series of good-faith measures that could set in motion the first substantial political negotiations on the conflict in Afghanistan since the Taliban government was toppled in 2001 in a U.S.-led invasion.
A year after it was unveiled, the Obama administration's peace initiative may soon offer the United States a historic opportunity to broker an end to a war that began as the response to the September 11, 2001, al-Qaida attacks on the United States.

But the peace drive also presents risks for President Barack Obama.
He faces the potential for political fallout months before a presidential election, as his government considers backing an arrangement that would give some degree of power to the Taliban, known for their brutality and extreme interpretation of Islam.

Despite months of covert diplomacy, it remains unclear whether the prisoner transfer will go ahead.
Doubts are growing about whether the Taliban leadership is willing to weather possible opposition from junior and more hard-core members who appear to oppose negotiations.
Most dangerous inmates at Guantanamo
Karzai's top aide, Ibrahim Spinzada, visited the Guantanamo facility this week to secure approval from the five Taliban prisoners to be moved to Qatar.
Karzai's government has demanded the five former senior members of the Taliban government, held at Guantanamo Bay for a decade, give their consent before they are transferred to the small Gulf state where they would be under Qatar's custody.
U.S. officials hope the peace initiative will gain enough traction to enable Obama to announce the establishment of full-fledged political talks between the Karzai government and the Taliban at a NATO summit in May.
That would mark a major victory for the White House and might ease some of the anxiety created by NATO nations' plans to gradually pull out most of their troops by the end of 2014, leaving an inexperienced Afghan military and fragile government to face a still-formidable insurgency.
The Taliban detainees are seen by some U.S. officials as among the most dangerous inmates at Guantanamo.
Their possible transfer has drawn attack from U.S. politicians from both parties even before the administration formally begins a required congressional notification process.
Among the prisoners who may be sent to Qatar is Mohammed Fazl, a "high-risk" detainee alleged to be responsible for the killing of thousands of minority Shiite Muslims between 1998 and 2001.
The Economist's Lucy Morgan Edwards, author of "The New Afghan Solution: The Inside Story of Abdul Haq, the CIA and How Western Hubris Lost Afghanistan" talks about the recent announcement to end U.S. combat in Afghanistan next year.
They also include Noorullah Noori, a former senior military commander; Abdul Haq Wasiq, a former deputy intelligence minister; and Khairullah Khairkhwa, a former interior minister.
Karzai has complained the United States has repeatedly sidelined his government in a process that is supposed to be "Afghan-led" after it emerged that U.S. officials had established contacts with the Taliban in Qatar.
But his worries seem to have eased, and there are signs that the Kabul government is prepared to extend greater support to the Qatar process, even though it wants Saudi Arabia and Turkey to facilitate talks as well.

Taking them prisoner and telling everyone they did was the mistake.. If they capture them they should interrogate them then shoot the uncooperative ones first.. This amounts to slapping the service men and women who risked life and limb to capture these fruit cakes.. Guess the new rules of engagement need to include the order that any of the combatants that are caught should be released and sent home at once.. It would save all the hassle down the road and let them get back to killing our troops faster..
Obama has put the Taliban in thec proverbial "Catbird Seat" by announcing the date when we will give up and go home. The Taliban know that all they have to do is wait us out, and they will do just that.
Any 'promises' that the Taliban make will be worthless, but Obama is desparately looking for anything to help him get reelected.

What ever happened to the policy that we do not negotiate with terrorists. Does Obama really think that the Taliban can be trusted to keep any agreements they make. They believe that it is perfectly acceptable to lie to the "infidels" to advance their goals. A soon as we pull out of Afghanistan the country will fall into total chaos. Even now the Karzai government has only limited control within the capitol city of Kabul. Outside of Kabul the Karzai government has virtually no control at all. Most of the country is controlled by various tribal leaders and warlords, not the central government. Once we pull out, the current government will collapse completely and there will be a period of anarchy until the Taliban gets organized and either bribes or uses force to get enough of the warlords and tribal chiefs to submit to their rule. Within a year of our pulling out, or two at the most, Afghanistan will be right back to where it was when this all started in 2001.

It will only come back to haunt us if we remain in Afghanistan. It should be obvious that the Taliban will be a significant if not the dominant force in ruling the country when we finally decide to leave and there's nothing we can do about it.

Yes, there have been "czars" appointed by Presidents for a long time. But, previously, those czars were only used in an ADVISORY capacity.
Obama has been investing his czars with the AUTHORITY to make and implement POLICY. That power is SUPPOSED to be reserved for appointees that have been confirmed by the Senate. You know, that pesky 'advise and consent' clause in the Constitution that Obama has repeatedly violated.
THAT is what makes some of Obama's czars ILLEGAL.

We did not go to war in Afghanistan against the Taliban. We went to Afghanistan to root out Al Qaeda. Having now killed most of the top Al Qaeda leadership, is it not worth while to experiment with negotiated solutions? Ultimately, the country belongs to the Afghan people, to either make work or screw it up. If this fails, it is only five men. The opportunity may be good to let the current Afghan government develop a workable solution. If it doesn't work, nobody over there can say we didn't try. Who cares if the Taliban remain in some kind of power coalition? So long as they don't start another war on the USA or bomb our embassies. If they do, then we will take them out.

Wait, in November '07, I was pretty sure that Guantanamo Bay was right about to close. That was the information I took with me to the voting booth.
That's the bad thing about "capturing" someone, eventually you have to do something with them. I say a simple prisoner exchange, as have typically been done in most wars. We give them their leaders that have already given up any information that they are going to, in exchange for the people that killed the two military officers. Another option would be to release all of them, electronic tag them, then drone strike their locations in about a month once they are settled back in. We release them upon a public announcement calling an end to the insurgent attacks and the siging of a peace agreement. You have to get something back, or they will spin it as a victory. If not, just keep them tell they rot.
The Obama administration need to be locked up at Gitmo.

Your talking about Iran/Contra where the CIA sold weapons covertly to Iran to support the Contra rebels in Nicaragua. That was the scandal that put Oliver North on the radar. The weapons sold to Iran, were to support them against Saddam Hussein whom we were openly supplying against our enemy Iran.( yes it does actually make sense. Iran and Iraq were fighting an evenly matched war for years because we were feeding weapons to both sides.) The whole idea was to let those two adversaries beat each other to death while we and other countries profited from their fight. The Contras at the time were considered freedom fighters and a preferable choice to the regime in power in Nicaragua. So in essence the CIA came up with a way to back freedom fighters with cash earned from an enemy, that we were using to beat down a threat without it costing the tax payers a dime. To bad they got caught. Maybe there would not have been a need for the Iraq war, or all the BS we are hearing from Iran over their nuclear arms program. Billions might have been saved and Iran could have helped pay for their own destruction.

Frankly, With our increasing hunt and kill efforts with drones and special ops -- We should let them all go over a modestly short time frame and track the to their holes, if they restart their bad habits with their buddies - pop.. I retired from military recently and have seen enough of most of the last ten years and the waste - The shift in the last 2-3 years on hunt and kill and increased use of drones/special ops on those we "reasonably know are bad guys and threats" works and should increase wherever we have can get a sight on the bad guys. We need to get our folks out of the peace keeping , nation building business -- not working............We can grow the capability and be even better at hunt and kill the bad actors that are threats and get out of situations with large volumes of troops that are a risk doing activities that are not as effective as the new strategy...

I think the 187 civilians killed by air strikes is very suspect! We (U.S.) still claim the Iraq Occupation killed only 78,000 civilians. How many times the government says: We don't negotiate with terrorists and the facts of life contradict us at every turn in this maze of deceptions.
The oldest one I remember was the Iran-Contra affair. The next one, the negotiations with the inusrgency not to attack our "brave heroes" and the check is in the mail. The other one is the at hand. Supposedly, we were dead set against having any contact with terrorists, but once they saw our "heroes" couldn't defeat the rag time army, they folded and how conveniently, around election time. It's was reported by the media, now, but it has been well known around top brass military circles that they have known for long time the "war on terrorism" sounds macho, macho, but in reality is an effort in futility and it takes over a decade, as with the Viet Nam, that all along has been a horrendous mistake. Records proved that Robert McNamara had said, of course it wasn't known then, but upon his death, that the Viet Nam had been a big mistake from almost day one, not that he cared to shared what he really thought at that time. Ditto here, but with a tad difference, it has become the longest waste of men and resources ever and when we least we can afforded: in the middle of an economical tsunami, or if you prefer, a second great depression. War, any war, except a defensive war, should be as a last resort and only to defend the country. Too many innocent civilians killed for trivia pursuit reasons or for oil, natural resources. No other country in the world can manipulate evil and good as we can. We have beaten the Nazis at their own game of deception. During their time, the whole world knew what genocide was and who the perpetrators were and the world did something about it. Now, no such luck. If we commit genocide, then it's O.K., have black boxes, gulags, torture 24/7, crimes against humanity, war crimes and the rest of the criminal enchilada and then it must be O.K. because we are now the only power and the monkey knows which tree to climb and better not try to climb the tree of evil and the rest of the world refuses to bell this criminal a la carte cat. Oh, hypocrisy, how I love thee, let me count the ways. Why do still have prisoners there, I don't understand, specially, since the media, the retard pervert, and his puppeteer, Mr Deferment knew from day one that 95% of all prisoners were innocent as claimed by the Red Cross from day one. If any prisoners were guilty, they have paid dearly for whatever they did. A true democracy doesn't behave like the worst tyrannies in the world, it should be more like Norway, were justice and libery for all is not just slogan.
The Nazis, Viet Nam, McNamara...why not dwell on the crusades also? Maybe go back to Roman times.

Negotiating with terrorists? Wonder how that will work out? BAD!!!!!
Once again it just shows we are wasting our soldiers lives for nothing stupid politicians and military of our country. Please quit supporting defense contractors they are rich enough and the money should be used for our internal problems.
That dam country over there wants the talibashers to run it and it's present gov't is worthless. Both presidents, cheney, all congress and generals should be ashamed of theirselves for getting us into this mess. Screw the defense contractors and the former vp for wasting our soldiers lives for money.
I still believe we should try them or release them. If guilty of war crimes, then life in prison with no parole or execution. They should go into our civilian prisons if guilty of war crimes. If released a tracking chip should be inserted into every skull. If they go back into terrorism, use the tracking chip as a homing beacon for a missile. Then get our kids out of that hellhole and leave them be if they just kill each other. If they have larger aspirations, use VERY LARGE missiles, no more wasting our children's lives or any more money than the missiles costs.
Most of you people need to look up the definition of terrorist in the dictionary. Maybe some of these guys fit the definition, maybe not. But classifying the "Taliban" as only terrorists is not correct. Our military knows this, and you should too. I'm sure you would not consider yourself as a terrorist if an invading force was on our soil. I'm not saying we should not have gone to Afganistan, I believe we should have. Al Qaida were the "terrorists" we were hunting. Sure the Taliban gave them a place to operate from, but primarily the Taliban are an Afgan sect (extreme by our standards) that mostly just want us out of their country.
We ought to leave and give the Taliban back their country so they can go back to the 7th century, but first destroy all we built and explain the next time they harbor terrorist there will be one big crater for the country.
Darn they won't get to play soccer on the new million dollar field Obama's henchmen are building.

Of course President Obama's apology didn't quiet the riots in Afghanistan. It wasn't enough. Of course the Afghans have killed Americans and one Norwegian in retaliation, as well as unnumbered Afghan civilians.
When a religious group gets this upset over four Qurans being slightly scorched, one wonders how outraged they must be when they hear of women's noses being cut off, or Christians being beheaded, or Christian churches being torched.

We set these people free so they can terrorize some more. I certainly don't advocate we detain them indefinitly without charging them but at the same time don't want these detainees freed. Its a no win situation.
