Secretary of State Hillary Clinton announced the Assad regime in Syria must stop killing its people or face "serious consequences." NBC's Andrea Mitchell has more.
Secretary of State Hillary Clinton has ramped up her pressure on the Syrian regime in a stern speech to a summit in Istanbul, Turkey, warning of “serious consequences” if Bashar Assad fails to implement Kofi Annan's cease-fire plan.
She told the 60-nation Friends of Syria conference that "the time for excuses is over."
"Nearly a week has gone by, and we have to conclude that the regime is adding to its long list of broken promises," she said.
She added that the United States is adding $12 million to its non-lethal aid to the opposition, bringing the total to $25 million - and for the first time, is also providing communication equipment to the rebels "to help activists organize, evade attacks by the regime, and connect to the outside world.”
Clinton also told the conference: "The world must judge Assad by what he does, not by what he says. And we cannot sit back and wait any longer."
While the administration continues to have reservations about the Syrian National Council's ability to successfully challenge Assad, she is meeting with them during the Istanbul conference to urge them to work more closely with other opposition groups and translate their plan for a unified transition into political action.
She said: "That's how the opposition will demonstrate beyond any doubt that they hold the moral high ground, strip away Assad's remaining support and expose the regime's hypocrisy.”
Separately, the BBC has reported that Saudi Arabia and other Gulf states are creating a trust fund with millions of dollars to pay rebel troops. Troops who defect from Assad's army would be paid to encourage defections.
The Washington Post's David Ignatius talks about the meeting between Secretary of State Hillary Clinton and Saudi King Abdullah about whether Syria should accept a ceasefire.
Opening the conference, Turkish Prime Minister Tayyip Erdogan told foreign ministers and other officials present that the "legitimate demands of the Syrian people must be met, right here, right now."
The United States and its Gulf Arab allies, suspecting Assad of playing for time, urged Annan on Saturday to set a time-line for "next steps" if there was no ceasefire.
Violence has raged unabated despite Annan's mediation. Opposition activists reported at least 16 people killed on Sunday, mostly in clashes in northwestern and eastern Syria.
Syrian media derided the Istanbul meeting, which the Baath newspaper described as "a regional and international scramble to find ways of killing more Syrians and destroying their society and country, to reach the broad goal of weakening Syria."
A communique to be issued later on Sunday by the conference will give full support to UN envoy Annan's peace mission while stressing that it cannot be open-ended.
A diplomat, who was involved in drafting the communique, told Reuters the conference would work on additional measures to protect the Syrian people, while the U.N. Security Council should play an important role in ending the conflict.
Around 50 Assad supporters protested outside the conference center, waving Syria, Russian and Chinese flags and brandishing pictures of the Syrian leader. "Allah, Syria, Bashar, that's it" and "Down, down USA" they chanted, before police removed them.
Mahmoud Abdulatif, a Syrian lawyer who joined dozens in a similar protest outside a conference hotel used by delegates, accused Gulf Arab leaders and others of meddling in Syria.
"There can be no foreign involvement in Syria," he said.
Annan will brief the U.N. Security Council on Monday on his efforts to calm a conflict in which Syrian security forces have killed more than 9,000 people, by a U.N. estimate, while rebels have killed 3,000 troops and police, according to Damascus.
His six-point plan demands that Assad order his military to cease fire, withdraw troops from cities and open daily windows for humanitarian aid, but does not require him to step down.
The rebel Free Syrian Army said on Saturday it would stop shooting if Assad pulled heavy weaponry out of urban areas, but Damascus said its forces must stay to maintain security.

It amazes me how each and every day the political bashing goes on in our nation despite the good that it may be seeking in the world all in an effort to keep the other party from doing something good in the world and getting "credit" for what they've done. If you ask me, Hillary has been one of the best Secretary of State that our nation has had. What's happening in Syria is plain old wrong and the US and other nations shouldn't in good conscious just turn and look the other way. Syrian forces have already invaded Lebanon in their onslaught, which goes to show the severity of what is going on. What we are talking about is the will/desire of the people up against the armed forces of the nation. How would anyone think things would turn out? What is going on is plain outright murder of those who oppose Assad. Regardless of the religious beliefs of the people of a nation it is up to everyone to prevent such action from occurring.
You want an example of wrong, how about Romney coming out and equating the fact that his sons working to get him elected is serving our nation, when questioned regarding his sons serving in the military if he directs forces to engage another nation. As a retired veteran, that comment alone is not only insulting to every member of the armed forces and those who have served, but it goes to show that he's beyond what he asks other families to give if he should be elected. This coupled with the fact that his wife (whom I would believe shares his same beliefs after being married so long) has the audacity to come out and say that they're not rich, when more than 50% of our nation's workers make less than $29k per year.
Finally, the US is not talking about getting involved with boots on the ground. What is said is that the US is looking to provide the rebels with equipment (not fire arms and such) that would help them to coordinate their efforts. All they're talking about is $25 million, which is a drop in the bucket when compared to the amount of money our Congress wastes every year with pork barrel projects and things that will only benefit big business and their buddies that paid to get them elected to office and not the good of the majority of the citizens of our nation. Yes, we have A LOT of things wrong in our nation that need to be fixed, but first and foremost it is the members of Congress that continue to allow this to occur year after year and especially those who've made a career out of getting rich off the backs of the people of this nation, without any consideration of anyone other than themselves. Hillary previously said the intel clearly showed that the rebels were heavily made up of members from various terrorist organizations, many of whom were earlier in Afghanistan, Pakistan, and Iraq and killed US troops and Iraqi citizens. These groups also are very anti-Israeli and once in power could decide to start another war with Israel using the military supplies given.
So now we're supplying these Syrian rebels with communication equipment when we knowingly admit that they have strong links to the Taliban and Al Queda and once they take over they'll likely be just as bad if not worse than the current regime. At first I thought we're completely stupid but then I thought about the US could install tracking devices in the equipment and follow it to Afghanistan. ldo, Our successful efforts in Libya beat the hell out of attacking a sovereign nation in search of imaginary WMDs and fighting a useless war for almost a decade. Bush 41 was smart enough to court a serious coalition before engaging Iraq in defense of Kuwait. He was also smart enough to know when to disengage. Syria will be dealt with in the same fashion as Libya. Others will lead the way as America provides back-up. A minimum loss to our treasury and no loss of life by young Americans troops.

If you are suffering at the grocery store, it's because this country no longer makes or produces anything. It all comes from offshore where you can't even hope the goods are safe to eat. There are plenty of small business groceries that don't import 100% of the goods they sell. How much like Ghadafi Syrian President Assad is beginning to sound. His "righteous" regime that is killing civilians by the hundreds is "under attack" by foreign terrorist thugs. It is almost a verbatim playbook. And unfortunately, the result is likely to be the same after more women children and innocent Syrian families will be killed and forced to flee from their homes that are destroyed by government tanks and heavy artillery. Assad has been given a way out of this situation. All he needs to do is withdraw his war machine and halt attacks on civilians; he does not even have to agree to step down (although it is clear that he can no longer hope to retain the presidency).
It will not happen, but all other countries should immediately freeze all assets of the Syrian Assad family and their business associates and prohibit them from entering any other country, declare them personae non grata. If the Russians and Chinese have Syrian assets but have not delivered the goods (weapons) to Assad, they should keep the money and the guns. Should the Assad family try to leave Syria, they should be denied government protection and left to fend for themselves just like the tens of thousands of refugees they have created.
