Secretary of State Hillary Clinton is threatening what she called "appropriate action" if North Korea goes ahead with the launch of its long-range rocket. NBC's Richard Engel reports.
Updated at 8:11 a.m. ET: PYONGYANG -- North Korea said on Wednesday it was injecting fuel into a long-range rocket "as we speak'' ahead of a launch condemned by its neighbors and the West.
The launch is set to take place between Thursday and next Monday and has prompted neighbors such as the Philippines to re-route their air traffic just in case.
Japan said it would shoot down the rocket if it crossed its airspace.
The launch of the Unha-3 rocket, which North Korea says will merely put a weather satellite into space, breaches U.N. sanctions imposed to prevent Pyongyang from developing a missile that could carry a nuclear warhead.

"I think the fuel injection will be completed at an appropriate date,'' Paek Chang-ho, head of the satellite control center of the Korean Committee of Space Technology, told a group of foreign journalists in the North Korea capital, Pyongyang.
He would not comment on when the fuel injection would be complete. "And as for the exact timing of the launch, it will be decided by my superiors,'' Paek said.
Space consultant James Oberg asked, "When would we get the first radio signals from the satellite?" The director said the first radio signals would be received about 12 hours after launch.
Oberg told NBC News that he had plotted the orbit of the satellite and said it would not really come directly over North Korea for about 11 or 12 hours. However, radio amateurs outside North Korea have a much better opportunity to pick up signals from the satellite beginning in western Australia 20 minutes after launch. The U.S. eastern seaboard would be able to hear it in the following hour.
The director said the satellite would be broadcasting North Korean songs celebrating the "Dear Leader" and encouraged people around the world to tune in and listen.
Regional powers said the launch is a disguised test of the North's long-range missile.

South Korea, which remains technically at war with the North after their 1950-53 conflict ended with a truce rather than a peace treaty, warned Pyongyang it would deepen its isolation if it went ahead with the launch.
Security sources in Seoul, citing satellite images, have said that North Korea, which walked out of "six-party'' disarmament talks three years ago, is also preparing a third nuclear test following the launch, something it did in 2009, and a move bound to trigger further condemnation and isolation.
U.S. Secretary of State Hillary Clinton warned that history pointed to "additional provocations" from North Korea after the launch, apparently a reference to a nuclear test.

"This launch will give credence to the view that North Korean leaders see improved relations with the outside world as a threat to their system,'' she told cadets at the U.S. Naval Academy in Annapolis, Maryland.
"And recent history strongly suggests that additional provocations may follow."
She also called on China to do more to ensure regional stability.
China, impoverished North Korea's only major ally, on Tuesday reiterated its pleas for calm and said it had "repeatedly expressed its concern and anxiety about the developments," Foreign Ministry spokesman Liu Weimin told a press briefing in Beijing.

It will be interesting to see what, if anything, Obama will do if the North Koreans go ahead with their rocket launch and set off another nuclear test. My guess is all he will do is make another speech and waggle his finger the way he seems to like to do, almost like he is scolding some child. I doubt he will take any real actions at all, except maybe to agree to give North Korea the food aid they need if the North Koreans promise to behave from now on. I do not see Obama taking any kind of hard stance or taking any kind of concrete action. It is doubtful he would even push too hard for any new UN sanctions for fear of upsetting China.

Sir I do not know what type of agreement we have with the North Koreans, It was early in the morning and I could not sleep so. I was just poking at the story.I am just tired of their tough talk and shooting at a helpless fishing vilage that did not do anything to give reason to be shot at in the first place. I mean Like we'd really do that. I am sure that China would not like that either and my be considered an act of war. Was it not the north that took shots at a small fishing village a little while back, and are we not in aliged with that of the south? I mean the Japanese have said if it crosses their airspace they would do just as I said? and with who's missiles would japan be using? our I would guess

America needs to realize we have no right at all to stop other countries from having just as capable of a defense as we do. The sooner all nations have nuclear weapons, the sooner wars will be basically a thing of the past (as we know them).
Even if 10 million people die every 20 years from a nuke to nuke confrontation, if under a non-nuke world 10.1 million people would of died over that same 20 years, we just saved 100,000 human lives.
I'd also point out, no two nuclear nations ever went into a full-on Hot War. Why? Mutually assured destruction (mutual combat with equal arms technology) doesn't just apply to guns, swords, and fists...it also applies to nukes. Deterent factors INCREASE nonviolent results due to game theory mathematics.
So, we're simply afraid of the irrational HOW we might die, not the rational chance of it happening. It's no different than fearing flying even though it's far safer than car travel.
We need to get a grip on our fear, and think rationally. Our government knows this (their computers that launch nukes are based on game theory math), and keeps us in fear of a LESSER threat to our lives so they can avoid losing exploitive status as a nation with nukes versus nation's without them. In game theory those who have nukes will be exploitive mathematically of all nations without them...so in order to avoid being exploited mathematically, nations must get nukes. It's not disputable...it's pure math.
The world is better off with nukes, is safer, and is less exploitable. We as Americans should embrace this as stop listening to government propaganda which is designed to make us hate outgroups, love the ingroup, and ignore the mathematical facts that are beyond reproach.

Some job he did of deterring them. The bulk of Iran's progress on the nuclear front was done during Bush's presidency. I go way back as a North Korea watcher. I was a senior North Korean intelligence analyst at the Far Eastern Watch Center (5th AF) from 68-70. In fact, I was plucked from Vietnam two days into a six-month extension to replace the bunch that were fired as a result of the Pueblo incident.
This is just a ploy for young Kim to consolidate power. By making a public show of standing up to Obama (as well as the hated Japan and South Korea) Kim will go a long way to showing that he is capable of handling the NK Army.
My best swag is that the launch will be accompanied of followed shortly by a nuke test and some sort of provocative incident, most likely by the NK Navy.
With the ranking members of the government and military it will show that Kim is capable of following the same pattern of brinkmanship that has kept the West off balance since 1953. But more importantly, the series of activities will exercise the chain of command. There will be thousands of "watchers" --- political cadres --- who will look for the slightest hesitation or failure to follow orders to the letter. Any one doing so will simply disappear instantly.
The Chinese are no longer on board with anything that Korea does. They are more than anything afraid of the sudden appearance of millions of starving refugees on their border. They also fear that North Korea will draw them into Kim's adventurism. The older folks in South Korea are still violently anti-Communist and would like to have reunification. But the younger generation has come to realize that North Korea is so much like Albania that reunification would be a economic and social disaster.
But everyone with any sense realizes that North Korea holds all the aces. If we don't play along with their script, the entire Seoul-Inchon Corridor (which includes South Korea's financial and governmental centers as well as 40% of its population and most of its manufacturing) would simply disappear in about 15 minutes of intense artillery, heavy mortar, and rocket fire. Also disappearing would be about 28,000 US troops and two air bases. Commando activity in the rear would also commence and would do a lot of damage. The US would have absolutely no real comeback. North Korean facilities are hardened to the point that we really don't have the means to take them out with conventional weapons (including "bunker-busters" and MOAB's.) In fact, it is the North Koreans who are coaching the Iranians on how to do the same in Iran.
And, as for the idea of shooting down the rocket, that is just a pipe dream. Anti-missile missiles simply don't work all that well in real-life situations. The new launch facility in North Korea is on the northwest coast near the Yellow Sea. The Yellow Sea is international waters, but has at least 20 advanced Kilo-Class submarines laying in the mud at the bottom of these shallow waters where SONAR doesn't work very well due to high sediment content. That is how the North Koreans sank a South Korean Navy state-of-the-art anti-submarine warfare corvette without being detected. If the US Navy were to send even a single ship into the Yellow Sea for the purpose of shooting down a missile, the ship(s) would be most likely lost. If a North Korean sub or shore-to-ship cruise missile didn't get them, a Chinese sub would be sorely tempted because they could easily blame the North Koreans.
The idea of an invincible US Navy is a thing of the past. The Chinese have deployed land-based anti-carrier ballistic missiles that can hit a flattop without the carrier having a chance to defend itself. And the Yellow Sea is like the Persian Gulf --- it is shallow and difficult for a group of ships to maneuver in becauise of various territorial water and military exclusion zones. At least 20 times during 2010, a Russian, Chinese or North Korean submarine has surfaced within hailing distance of a US Navy capital ship without having been detected. This just scares the crap out of military planners.
So before the hawks talk bombing North Korea or taking any direct actions more substantial than sanctions, a lot of "thinking caps" need to be donned. Our military is still over-deployed and badly in need of troop renewal and equipment refurbishment or replacement. And these people have been preparing since 1953 to absorb everything the US can throw at it from the air without losing siginficant troops, equipment of supplies. It's not gonna happen.

The US refuses to recognize Iran's right under the IAEA to have a nuclear energy program. The US violated its treaty with Gadaffi after signing a non-aggression pact. The US invaded Iraq after it was determined Iraq had no WMDs. If other countries want to be safe from the US, they need to start a consortium of countries to have multi-national cooperation for nuclear development considering the US has attacks any nation that can not defend itself. Obviously "sanctions" don't work; if they did NK would have stopped playing with nukes and FED it's people....but they (NK Govt) don't care about their people, they just want nukes. Obviously you aren't aware of American traditions of secession (we seceded from England), Civil Disobedience (an idea anarchist Henry David Thoreau invented and was credited for, by Gandhi and Martin Luther King Jr.), and individual sovereignty (the government only has sovereignty via our CONSENT...if we do not consent it is illegitimate provided we have not FIRST harmed or defrauded anyone).

And look up Lincoln's own words for yourself...he backed an Amendment to KEEP slavery for all time, the original 13th Amendment (which passed Congress and he signed previous to the war breaking out). He insisted white supremacy was correct (yes, he was an admitted white supremacist). He tried to deport blacks to Africa, but they starved to death in the pilot program. He thanked his man in the field for provoking the first shots of the Civil War fired by the South as his "favorable outcome". He even said that if he could thwarted secession of his tax cattle (humans) in the South, and won the war, without freeing the slaves he gladly would of done it. It was never about slavery for Lincoln...it was about "preserving the Union", or keeping half of his tax cattle on his tax farm in line. Why does North Korea and Iran think its so cool that they are finally are able to produce missiles 60 years later than the rest of the world? Dont they know every super power has at least a few dozen nuclear weapons and that Russia and the U.S. have several thousands that we haven't finished disassembling yet? They flaunt with missile as if they now rule the world and expect the free world to accept that? We have enough missiles to destroy humanity and the world as we know it more than enough times, but at some point even enemies can agree that there would be no point in doing so. Even if they launch a missile in a worst case scenario, the whole world will react and their country will not exist within the week. Iran and North Korea think that it's "cool" to have a nuke because it will-- yes, WILL-- keep America from dropping bombs on their heads "in the name of justice and freedom" (that is, corporate profits). It isn't about who has more nukes than who, or who can kill more people than who; it's about who can kill upwards of a million people, period, and that can be done with one bomb or ten bombs when it comes to nukes. Since nobody wants to risk ANY nukes being used against them, possessing a nuclear weapon is a deterrent par excellence to ANY military aggression. Neither Iran nor North Korea are interesting in nuking the United States; they are interested in preventing us from attacking them.

Exactly HOW would we shoot it down. We can only hit missiles with missiles during the boost phase except during very carefully arranged conditions in tests. We would have to fire from the Yellow Sea to even have a chance of doing so, and any firing against a NK missile from the Yellow Sea would be seen as an act of war by both the North Koreans and the Chinese. The ship doing the shooting would likely explode shortly after they fired. And the same goes for the laser firing 747's -- they would have to be orbiting over the Yellow Sea to get a shot during boost phase, and can you imagine how easily either the North Koreans or the Chinese could shoot down a 747 which is having to fly in a situation where it cannot even do evasive maneuvering.
We have NEVER demonstrated an ability to shoot down missiles with any accuracy. The Patriots were active against SCUDs in the Persian Gulf. While Pres Bush contended that Patriots shot down 41 or 42 SCUDs that it engaged, further analysis scaled that way back. The military now says 40% were shot down and 70% damaged, but virtually every credible source today says that it is unlikely that the Patriots shot down a single SCUD. While the Patriots have been continuously upgraded since then, there is still no likelihood that a Patriot can hit any missile after boost phase except by chance.

Actually the US and Russia signed a document agreeing to keep offensive weapons out of space. But like so many other treaties, such as that setting up the International Courts of Law, we signed it in bad faith. The treaty was never submitted to Congress for ratification. So it is just a piece of paper with nothing behind it. This sort of thing is why the US has such little credibility.

Here's a bit of very old intelligence analysis for you: We generally consider that the North Korean rocket would not be suitable as a weapon because it is liquid-fueled and three stages. The optimum would be a single-stage solid fuelk rocket, next would be a two stage rocket with an upper stage that is solid fueled, and in a distant last place is a three-stage liquid-fueled rocket. If everything else is equal, a three stage liquid-fueled rocket would have less than 1/18th of the reliability of a Minuteman.
But the weapon is the real issue. Most Americans (but not intelligence people) assume that putting a simple Hiroshima/Nagasaki weapon on a North Korean rocket would be virtually impossible because of its weight. This is simply not true. All you have to do is to strip all the shielding off the bomb and suddenly it is about 80-85% lighter. You can have technicians put the earhead on the rocket at the last minute and they would not learn of their fatal radiation exposure until it was too late or would do it because their families would be sent to the camps if they did not. Any competent high school physics student with access to simple machine tools, military-grade explosives, and the fissile material, could build a "gun" type bomb that would weigh less than 200 lbs.
One thing that puzzled the "experts" among the journalists is why the North Koreans are not putting the satellite on the rocket until the rocket is fueled. We mount satellites early in the assembly process. But the "experts" decided that it was because North Korean technicians simply did not know how other countries do things. But it could also be because you would place an unshielded warhead on the rocket as the last thing.
So don't count on the North Koreans not being able to put warheads on missiles because the warheads are so heavy. If you strip off the bomb casing, parachute, shielding, and other unnecessary weight from a bomb, the warhead is suddenly light enough to loft. The same goes for Iran or Pakistan --- people who would be suicide bombers would also allow themselves to be killed by radiation in order to have a part in the destruction of Israel or India.

This is total BS. They're missile should be shot down before it's too late. Spy satellites are often disguised as weather satellites, and history has shown that the NK's cannot be trusted. For all we know, there is a nuclear bomb within the satellite and a "malfunctioning" guidance system will have it explode over an unsuspecting country.

If the South Koreans were to take a shot at that rocket, the entire Seoul-Inchon Corridor and all forces along the DMZ would disappear in an about 15-minute fusilade of artillery, guided and unguided rocket, heavy mortar, and pit mine firing. They would take with it South Korea's financial and economic centers, the most central military headquarters, US forward-dispersed forces, about eight military air bases, 28,000 US troops, and about huge proportion of South Korea's population and manufacturing capability along with their primary port. You're talking about hundreds of thousands of casualties and and the effective loss of South Korea in just the opening shots.
Chris, I served with Korean War veterans and military personnel stationed in South Korea after the Truce was signed. South Korea is ready and so is our military should North Korea begin offensive action. Granted, a million man North Korean army would move far in any invasion of the South, but, they would be detected quickly. It's not like all of a sudden a million men start moving South from their homes. There would be staging and assembly points that would be easily detected.
We worry too much about this. That rocket will not make it into space. It will most likely fall into the ocean. They are really stupid because now they will not get the food aid we were giving them.

There's your answer. Yeah, we'd probably win....but how do you define "win" if a nuke hits our homeland?
i thought most of the democrats on here were for equality for the poor. yet you talk about how we need to sanction north korea, which is by all accounts a poor country. can somebody please explain the double standard here. is it that democrats only want equality for americans? is it only us wealthy countries that get space technology? i figured the democrats would be all for this advancement and demanding that we, as a country in the top 1% need to be giving north korea rocket fuel and assistance from nasa and norad for free ,simply because it is unfair that we have a few hundred sat. in space and n. korea has none.
Good point. We should encourage Barry to send them more food, the launch crew looks hungry. After all we should redistribute wealth to less fortunate. Isn't that the Democratic theme song these days????

Crazyness: Actually, yes. American democrats' views on the bounty of our government usually applies only to Americans. There is NO major (or minor, for that matter) party or political school of thought that advocates rich countries simply giving money to poor countries because we feel sorry for them.
America actually DOES do that, but it's not a partisian or political issue; we do it for diplomatic and economic reasons.
This is one issue that isn't partisian (or at least, it wouldn't be if people didn't keep blaming Obama for "failing" to deal with NK).
