Traffic police Second Lt. Nguyen Manh Phan ordered bus driver Phung Hong Phuong to pull over the 39-seat passenger coach Monday, but the driver allegedly refused to show his paperwork and tried to drive off, but Phan managed to leap onto the front of the bus.
Video footage of a Vietnamese traffic policeman clinging to the windshield wipers of a moving bus, whose driver was trying to avoid a ticket, has been released by cops in Hanoi.
The bus travelled for more than half a mile at speeds of up to 31mph with Lt. Nguyen Manh Phan hanging on to the front, a police spokesman told the Associated Press.
It reported that the video was filmed by another officer.
The driver, Phung Hong Phuong, allegedly refused to show his paperwork and drove off, but not before Phan leaped onto the front, the spokesman added.
The driver was eventually pulled over after being chased by police and residents. He was arrested for allegedly acting against public officials, an offense that carries a maximum three-year prison sentence, the Associated Press said.
It reported that Phuong previously served nearly four years in prison for a fatal traffic accident, and was released in 2010.
The Associated Press report could not be independently verified with Hanoi police.

The cop was crazy to jump on that bus! What the heck was he expecting to accomplish... Block the driver's vision?

He didn't "jump" onto the front of the bus. If you watch it is more like he stepped onto the front of the bus. It was slow enough it almost looked staged. Why don't we see the officer hollering at the driver to stop or anything?
That was stupid and dangerous ....

He was released from prison for killing someone while driving and he is allowed to drive a bus.
Do he now prove after this he should not be allowed to drive, or will they let him fly a plane instead.
Third world countries generally have much less stringent occupational, health and safety restrictions.
How is it that people are more concerned with the spelling of the article or the method of the Police rather than the fact he is trusted to transport people right after geting out of jail for allready killing someone while driving- Talk about not getting the point- Oh wise ones!
You can talk about whatever you want Gene, and you do have a good point about that, but I know I can't get past spelling or grammar errors enough to think about the story.
It's like watching a play of Romeo and Juliet where the actors are just plain horrible. You find yourself thinking less about the romance and tragedy when such poor acting draws your attention away from the plot/message.

I'm not usually one to cry fake, but this definitely seemed staged. Nobody seemed to have any sense of concern, alarm or panic. The bus driver didn't seem to be trying to shake the guy off or even really get away. The person filming sounded pretty calm about the whole thing, too. Am I the only one that got this impression?

Luckily for the driver he didn't do this in the US, otherwise he'd be facing 60 years in prison. America has become so Draconian the last twenty-odd years, which means that punishments are VASTLY inappropriate for the offense. Is it possible this is because most jails and prisons are a for profit industry? The three judges in Pennsylvania who were caught accepting MILLIONS in kick-backs for sending children to prisons for minor offenses is just the tip of the iceberg folks. For profit industries ALWAYS create enormous corruption and immoral behavior.
Just like the Military Industrial Complex, which is why America is always looking for the next vague justification to bomb, shoot and murder other people in sovereign nation.

International press has been reporting the courageous act of this police agent. I just wonder if the police agent was insane or not. However, I praise him for his stunt skills.
The question why the bus driver decided to keep driving and put the policeman’s life in danger. One should wonder if the bus driver was also running for his life toobecause it has been found not safe to be in the Vietnamese police’s custody. It has been a sad fact that common occurrence that people are usually beaten up in police custody even more minor traffic violations. Furthermore, these police (murderers) are usually given light sentences as those deaths are considered as “accidental deaths during official investigation.” Basically, Vietnamese police has license to kill. For the first 3 months of 2012, there have been 5 deaths during police custody and nobody has been arrested or punished. Furthermore, minister of interior or security would have resigned if those deaths had occurred in the West.
This is an excellent video training presentation for prospective police trainee. There are two problems here: First, the police officer should use his gun (if he has a weapon) and use it and fire one shot of warning, and if the driver fails to stop then shoot to kill. This is a case of an assault with the deadly weapon (the bus). Last, Police should have a weapon patrolling the street. My observation was: the police used his best judgment to hang on to the bus as to prevent a catastrophic multiple passenger accidental carnage:
