Secret Service officers sent home from Colombia, involvement with prostitutes alleged

NBC's Kristin Welker reports.

Updated at 11 p.m. ET: A dozen Secret Service personnel providing security for President Barack Obama at an international summit in Cartagena, Colombia, have been relieved of duty because of allegations of misconduct.

The Associated Press said it received an anonymous tip that the misconduct involved prostitutes in Cartagena, site of the Summit of the Americas. A Secret Service spokesman did not dispute the allegation.


The Washington Post reported that Jon Adler, president of the Federal Law Enforcement Officers Association, told the newspaper the accusations relate to at least one officer having involvement with prostitutes in Cartagena.

A U.S. official, who was not authorized to speak publicly on the matter and requested anonymity, put the number of personnel at 12, the AP reported.

Adler told the Post that the entire unit was recalled for the investigation. He later told the AP he had no specific knowledge of any wrongdoing.

The incident threatened to overshadow Obama's economic and trade agenda at the summit and embarrass the U.S. The White House had no comment.

Secret Service spokesman Ed Donovan would not confirm that prostitution was involved, saying only that there had been "allegations of misconduct" made against Secret Service personnel in the Colombian port city hosting Obama and more than 30 world leaders.

“The Secret Service takes all allegations of misconduct seriously,” Donovan told the Post.

Donovan said the allegations of misconduct were related to activity before the president's arrival on Friday night.

Obama was attending a leaders' dinner Friday night at Cartagena's historic Spanish fortress.

The personnel involved had been sent back to their permanent place of duty and were being replaced by other agency officers, Donovan said. The matter was turned over to the agency's Office of Professional Responsibility, which handles the agency's internal affairs.

"These personnel changes will not affect the comprehensive security plan that has been prepared in advance of the president's trip," Donovan said.

Mike, just for the sake of correctness, after 9/11 the US Secret Service was moved under the Dept. of Homeland Security and no longer reports to Treasury. So it will be Napolitano not Geithner investigating this at the cabinet secretary level.

    This is a serious and regrettable matter. The Secret Service is an agency of people with honor and integrity. They are and have been above politics. To protect whoever is President is their mission and they have performed this mission diligently and wthout publicity. These men who were accused of involvement with prostitues are described as "uniformed agents." I am not sure of the difference. Are these more like police ?

    Getting involved ith a prostitute in a country where a bomb went off to "welcome" our President is not only stupid but a great security risk. A chance word could reveal Obama's schedule and give valuable information to those who might want to harm him. Remember the Polish girls that were sent to romance our Marines in Europe during the Cold War ? Sex and Security do not mix.

    I am sorry the Secret Service has this security breach on its otherwise fine record. I hope the difference between "uniformed" and "civilian" agents will be made clear. But really - how can they be so stupid ? So utterly stupid ? Were they drugged , the lot of them ?

    This is just ridiculous, the name calling going on here. This happened BEFORE Obama arrived, and it hasn't been made clear exactly what the misconduct was, although it is believed to be for using the services of a prostitute. How anyone can blame Obama or his administration is beyond me. The service includes men and women of all political parties, and are not appointed by the White House. Now if we find out this guy was hired during the Bush Administration are you going to blame him? And who knows whether this had happened before or not?       Well, this is certainly embarrassing. Even though these guys like to think they stand in the background and aren't notice, they really are pretty high profile. Any bad light shed on them reflects poorly on the president and their superiors too. It was a monumentally stupid move on whoever was involved. Their minds should have been on their job and not in their pants. It's also possible this could have compromised the security of the president. If they hadn't been caught, it's possible they could have been blackmailed by the prostitutes for information that shouldn't be made public.

      I don't care which president is in the white house. Those involved in this just plain screwed the pooch.

                        I respect the detail as well, but I really just don't get it. Did they really think they could do as they please while in another country and protecting a US president? I understand pressure, boredom, and power. It is like why on earth did Clinton pick a young intern to have a sexual encounter with? Again, did he really think nobody would notice? All these people could have chosen lives where it didn't matter a bit what they did. Instead they chose a life that should show the very best character a person could have. I am not saying it is easy. But really, the stupidity that is often shown in Washington is frankly getting to be too much. We have federal employees partying on taxpayer's money and living it up when clearly they have to know at some point that circus would get reported.

                        These people are human? Bull - those people have a job to do - a very important one. Regardless of whether anyone on here likes President Obama or not - he is still The President. And protecting the President of this country is an important job.

                        If any guy, any woman, involved in law enforcement pulled some stunt like this -they should be relieved of duty, should be reprimanded, whatever punishment is deemed necessary. Behavior like that is a disgrace to whatever uniform the person in question is wearing. A police officer - they are supposed to be representing law and order. The Secret Service - in a way they are representing our country and our government.

                        And when I read this - the first thing that popped into my mind was what they've repeatedly said about those guys in the Secret Service - the night before President Kennedy was assassinated. Where were they? They were out visiting bars filled with ho-bags shaking their ta-tas, getting boozed up. And what else were they reportedly doing? Laughing about the fact that they had left President Kennedy unguarded back at the hotel.

                        Whether you like President Kennedy or not - that poor man trusted those dill holes to do their job, to protect him, to protect his family. Instead, they betrayed him, betrayed that trust, and his head was shot off. I am so sick of the divisiveness in politics today, in this country. In the past, the citizens of this country frequently didn't agree on many things, but they could at least "agree to disagree", try and be civil to each other, and they still respected the office of The Presidency.

                        Now? Being belligerent and refusing to compromise on anything is considered a virtue, and trashing the office of The Presidency is considered a patriotic duty if "your guy" isn't the one in the Oval Office. Lincoln would be disgusted with that mentality. The fact is, these tools in the Secret Service weren't doing their job, they were engaging in behavior that could have put the President's safety at risk.

                        Again, regardless of whether you like President Obama or not - I don't see how any person, if they actually loved their country, would be making jokes about something like this, sniping, trying to blame republicans, or democrats, or President Obama himself for this slack, unprofessional behavior. I've actually heard people expressing disappointment that they weren't able to stay in Colombia long enough for the President to be shot. And that kind of mentality is sickening. It was vile back in 1963, when the scumbags in this country actually cheered upon learning that President Kennedy had been assassinated and it's just as disgusting now.

                        Eliza, I agree with some of what you say although I think you're a bit over the top. The president wasn't in the country at the time of this incident so the likelihood that anything these guys did compromised the safety of the president is remote or non-existent. When traveling with the president the agents are not on duty 24/7. These guys were probably off duty and made some bad choices. You're right though that while in this foreign country they were representing our nation. Their decision to engage in this behavior will make it more difficult for the president to do his job, something none of us (republicans included) need at this point. The best the administration can do is investigate quickly, punish appropriately and move on.

                        HOORAH ELIZA DAY !!! I agree with your sentiments in general, although it wasn't the SS partying a bit the night night before the Kennedy murder that got him killed, it was the senior agent in charge ordering the SS men off their proper stations around/on the Kennedy's limo and onto the following car that got him killed by leaving the shooters with clear shots into the limo. Perfidy in action. He handed Kennedy to them on a platter, so to speak.

                        Personally, I don't care if the SS spend their off time (here in the US) banging hookers and chugging Southern Comfort IF they can perform their jobs and it doesn't interfere with their performance. But when they go to other countries they represent the American Nation and People. Their penetration of some floozy while out of country could easily be the penetration of a foreign intelligence service into presidential security or American national security.

                        Honestly, it's about time we drop the Puritan pretensions and establish some organization that would supply such relief to our soldiers and other such as these SS details that spend their time preparing for presidential visits overseas. I'm sure there are plenty of people willing to supply such services if they're treated respectably, paid a decent living wage & given medical care.                                 This is a tad more than a 'teachable' moment. Their job is to scope out the area, insure that no threats or dangers threaten the President prior to, during, and after an official state visit. Whoring and boozing are not exactly protecting the president. So, while they're getting laid and 'enjoying' themselves, they're not doing their jobs since their job includes prep PRIOR to the president's arrival.

                                Now, what happens if a lifethreatening moment occurs during his visit, something that should have been prepared for? Whose head rolls? If it is the President of the United States, then really bad things happen as a result. They are there to protect the President. If they can't do without nookie for a few days then they are REALLY in the wrong job.

If proven true, it is at least a dereliction of duty and behavior unbecoming officers in such posts on a foreign soil. Although the issue of sexual misconduct and scandal is not new, when one accept a position of responsibility, there just are certain things one should not be doing.

                                            WRONG- the reason it promotes unethical treatment of women is because it is ILLEGAL and they have gangs running highly profitable illegal activity that is not regulated by any authorities.

                                            If it was legal the black market issues would fade away and the regulation of it would make it safer for all involved-kids-women and men.

                                            It should be legal and the taxes made on it could be used to fight illegal activity (ie. not following the legal regulations).

                                            MANY women are afraid that if men have a legal alternative to their sexual monopoly that they will lose some of their POWER over men! Nothing new here -women want their cake and eat it (all) too.

                                            This is one of the main reasons muslim men are willing to blow themselves up to avoid democracy coming into their countries ; they see that western women have BIASED legal power over western men, in their countries men have the power..........they are not interested in giving that up.

                                                                Whatever they do in their own time may not matter much in the US, but when they are on a foreign soil, they represent the United States and are supposed to be alert to being called at anytime to serve. This kind of behavior can be termed justly as behavior unbecoming and officer entrusted with their level of duties. I understand your point about human needs, but with certain jobs come certain responsibilities and certain written or unwritten personal conducts and behavior that that make one effective or diminish one's effectiveness. This situation is certainly a good example of this.
