ULUGAN BAY, Philippines - Hundreds of American and Philippine troops waded ashore on Wednesday in a mock assault to retake a small island in energy-rich waters disputed with China, a drill Beijing had said would raise the risk of armed conflict.
The exercises, part of annual U.S.-Philippine war games on the western island of Palawan, coincide with another standoff between Chinese and Philippine vessels near Scarborough Shoal in a different part of the South China Sea.
China has territorial disputes with the Philippines, Vietnam, Brunei, Malaysia and Taiwan across the South China Sea, each searching for gas and oil while building up their navies and military alliances.
China said last week the drill would raise the risk of confrontation. On Wednesday, Chinese Vice Foreign Minister Cui Tiankai said China was committed to dialogue and diplomacy to resolve the dispute.
"We are certainly worried about the South China Sea issue," Cui told a news briefing in Beijing, saying "some people tried to mix two unrelated things, territorial sovereignty and freedom of navigation."

The comments come before high-level talks with the Obama administration. China, which claims the South China Sea based on historical records, has sought to resolve disputes bilaterally but its neighbors worry over what some see as growing Chinese assertiveness in its claims in the region.
"Location (of the drill) is irrelevant," Ensign Bryan Mitchell, spokesman for the U.S. Marines, told reporters.
"These exercises take place on a regular basis. This year it happens to be in Palawan. The planning for this took place months ago prior to any events that are currently in the headlines."
China, Russia begin naval war games
President Barack Obama has sought to reassure regional allies that Washington would serve as a counterbalance to China in the South China Sea, part of his campaign to "pivot" U.S. foreign policy towards Asia after wars in Iraq and Afghanistan.
Philippine military officials sought to play down the exercise. Lieutenant General Juancho Sabban, military commander for the western Philippines, said the drill "simply means we want to work together, improve our skills."

Sabban's area of command includes Reed Bank and the Spratlys, a group of 250 mostly uninhabitable islets spread over 165,000 sq miles west of Palawan.
The Spratlys are claimed entirely by China, Taiwan and Vietnam and in part by Malaysia, Brunei and the Philippines.
Huge oil reserves
Proven and undiscovered oil reserve estimates in the South China Sea range as high as 213 billion barrels of oil, the U.S. Energy Information Administration said in a 2008 report. That would surpass every country's proven oil reserves except Saudi Arabia and Venezuela, according to the BP Statistical Review.
A Philippine exploration firm, Philex Petroleum Corp, said on Tuesday its unit, Forum Energy Plc, had found more natural gas than expected around Reed Bank, where Chinese navy vessels tried to ram one of Forum Energy's survey ships last year.
The Philippines is due to open oil-and-gas exploration bids in Reed Bank on Friday.

Vietnam reasserted its claim to the Spratlys and the Paracel islands, known in Chinese as the Xisha islands, further west of Scarborough Shoal in what it calls the East Sea.
Self-ruled Taiwan, which China considers a renegade province, reiterated its claims over territories in the South China Sea and urged "countries concerned to exercise self-restraint so that peaceful resolutions can be reached through consultation".
Sabban said the military drill was not focused on China.
"Never was China ever mentioned in our planning and execution," he told reporters. "China should not be worried about Balikatan (shoulder-to-shoulder) exercises."

Nearly 7,000 American and Philippine troops were launched from U.S. and Philippine ships in the simulated amphibious assault to recapture an island supposedly taken by militants.

The annual war games come under the 1951 Mutual Defense Treaty, part of a web of security alliances the United States built in the Asia-Pacific region during the Cold War.
The drills are a rehearsal of a mutual defense plan by the two allies to repel any aggression in the Philippines.
Hundreds of kilometers to the north, a Philippine coast guard ship patrols near Scarborough Shoal, a group of half-submerged rock formations 124 nautical miles west of the Philippines' main island of Luzon.
Philippine and Chinese ships are often in the same areas of the South China Sea, with two Chinese maritime surveillance ships a few miles away from the coast guard vessel and five Chinese fishing boats working the waters nearby.

The Taiwan People ARE Chinese........Taiwan Leadership is exiled Chinese Nationalists. Taiwan's Official name is Republic Of China (ROC). They Governed Parts of Mainland china from 1912 until 1949. When the Japanese surrendered they gave back Taiwan ( Called Formosa) to the ROC. The ROC officially held the United Nations Seat for all of CHINA until 1971 when the PRC ( Peoples republic of China) was finally recognized as the Governing Body of Mainland China. In the 80's and early 90's Taiwan became a Multi-party Democracy and has built a growing economy (ranked 19th) and due to its technological advancements is an important part of the Global Economy. The PRC claims Taiwan as under its sovereignty as part of China proper and realistically, Since the japanese returned control to China and the ROC lost its war with the communists evacuating the mainland for Taiwan and in the process taking with them many national treasures and the countries gold reserves along with 2 million of the Elite Business and Political figures who were instrumental in the governing of China.
Officially that Civil War is still going on and Only the intervention of the USA and its allies has kept that war from spilling onto Taiwan's shores. From an Economic standpoint, China gaining Taiwans resources would be a Bad thing for the American Economy. Since China took HONG KONG they have grown into an Economic Powerhouse and adding Taiwan would likely tip the scales enough that in a few years the Chinese YEN may be what the world economy would become based on...This would undermine the USA to the point of Financial Ruin and would likely be considered an Economic Declaration of War by the USA.
That would of course be BAD for everyone. Still, The Chinese have very valid points and while I am no fan of communism or China's humanitarian record, perhaps you now understand More than you did about WHY China does not trust the West and why they are so adamant to get Taiwan back into the fold!!
The real question here is China has been suddenly working harder on their war machines, the navy in particular.
It appears that any country can claim just about anything, but what's clearly needed is an international mechanism to settle claims once and for all time.
Perhaps China should use their foreign reserves to 'buy out' the claims of other countries - like the United States 'bought' the Louisiana Purchase from France and Alaska from Russia.

China has to eat. They need energy to meet the new generation of educated working urbanites who dream is to live like Americans. Problem population and culture. Conventional war in Asia could solve many of its problems in a low key people consuming adventure. Reducing global population levels can only help with these problems. Asian war could be a political necessity for Asian governments to survive with the changing global economic demands.
We hold many cards but the simple truth is our life style is unsustainable even for us, our Asian allies and Europe and to add 1.3 billion China people to that list is global suicide anyway. I guess my simple conclusion is we could change our economic statagies and support the existing populations or we can fight to reduce populations through the glory of war. We have interesting choices ahead. I do not plan on wasting my family fighting another corporate driven war. My guess is we will need to harvest the Oceans and develop space resources with creating new artifical habitats for billions of people in near space. The big question is do we have time.

Actually in this case, China is the bully. It has been known that the Chinese has been poaching in the area all of the live sharks, giant clams and the coral. Those are protected marine species by the Philippine govt. and the International Convention of endangered species of flora and fauna. They do not have the right to be in the waters so close to the Philippine shores. When the Chinese govt. was asked about this and the fisherman who did this they actually took their fisherman's side. Anybody would see this as a threat. The only stupid people are those who think the US should not get involved. The Philippines is a small country but in a very strategic location.
The last time I looked at a map, China is in Asia, it's their back and front yard. Eventually there will be a showdown over these waters.

The Philippines was once ruled by Spain. If you look at some of the old charts from 1932 and even before, they will say that those waters belonged to the Philippines when they gained their independence. The Chinese have still yet to learn that everything doesn't belong to them.

My belief is that, based on this country's history of wars, we will be at war with China somewhere between 2017 and 2021. China has a pressing need for cheap oil and coal resources. More important, China has an extreme population imbalance in terms of young males which they will have to put to use somewhere if they wish to avoid major social breakdown on their soil.
Plot China's moves on a global map. The Panama Canal is run by a Chinese management company, which can very quickly convert to a strategic military asset. China is becoming an active player in Venezuelan oil. China is now becoming a major player in the Caribbean, with "investments" in Dominica, Trinidad/Tobago, Antigua/Barbuda, the Bahamas, Grenada, and Jamaica; almost all are banking havens, which means China should expect very generous treatment as far as the movement of money is concerned. China has already been very active in the Cape Verde Islands for years and is basically the only game in town for Angolan oil; it's also no accident that Cape Verde is equi-distant from the Panama Canal and Angola. Every one of these moves serves two purposes: to cut off the US from Angolan and possibly Brazilian oil in the south Atlantic along with encircling this country's greatest vulnerability, the US eastern seaboard; Washington is too close to the water and could be taken quickly by someone who has a good gameplan.
One thing I highly recommend regarding China is becoming familiar with the Hukuo caste system; understand it well and you understand why China has a major source of civil amd social unrest that it will have to put to use through war. The basics: males age 20 and under outnumber females of the same age by 32 million and China is in the midst of a mass population migration of mostly young males from rural areas to urban areas. They're moving to find economic opportunities and female opportunities, only to find neither. Hukuo also moves with them. A very basic nutshell of Hukuo: your birthplace determines your rights and privileges in Chinese society, and it stays with you for the rest of your life; an urban birthplace entitles you and your children to free health care and education while a rural birthplace entitles you to pay the whole nut out of your own pocket. You have the potential for millions of young men with no stake in society. Send them into combat with everything to gain and no other option than to fight and they will fight like f*cks; this makes them very dangerous.

The US and it's joint forces performs exercises like this all the time and the location is irrelevant. I know China, like Korea is very sensitive to any military action, mock or real when it is within "sight" of what they claim as their territory but take a chill pill. When I was on active duty in the Navy and working with the Marines, we held ops like this in Gitmo, Pueto Rico, Germany, France Scotland....pretty much wherever the climate was right for the exercise. Take a chill pill China and enjoy your industrial revolution and the raping of the world economy while it lasts!!! Japan will tell you that it doesn't last forever.

This is nothing new... how many wars has America participated in since 1776? They point fingers at one country for being aggressive yet they have military bases all over the world and has fought more wars in recent times than anyone else. Asia had its own disputes but it was not to the brink of war. American military presence will surely raise the possibility of war. Let's face it America is built on warfare..... The country's global hegemony isn't sustainable without constant attacks of strategic regions. Middle East and now Asia...... They have invaded countries based on false pretense.... Yes, there is a reason why our military spending is so high. No one else can do what the U.S. can do. Let's not get carried away with the U.S. being the most war-hungry country. In the aftermath of WW I and WW II we had to reluctantly change our foreign policy in an effort to avoid WW III. We were dragged into both of those wars kicking and screaming. After WW II we looked at the global landscape and said that we can no longer live in isolation. With the nuclear era the world became smaller. Europe was decimated. No other nation could do what had to be done for the next 50 years, which was to serve as a counter-balance against a wave of aggressive communism seeking global dominance. Now, we clearly screwed up along the way, particularly in Vietnam. But, our military expenditures destroyed the Soviet Union. We are not perfect - particularly our elected "leaders". However, if, for the time being, there is only one true super power nation, I for one am damn glad it's the United States. It would be great if we didn't need our military. But that's a fantasy world that will not exist in our life times. Likely the best hope with China is that they will continue a move to some form of democracy. Communism has always and will always fail. It's simply a matter of time. The Chinese people are likely not much different than us. Their government is the problem (just as ours is). The more China becomes intertwined in global commerce and the more they move away from hard line communismn, the less likely there will be an armed conflict between our two nations. Both would have too much to lose. You claim that the presence of American military will surely raise the possibility of war. I would argue that the lack of American military would lead absolutely to war.

That was an excellent comment. I really agree with your logic. It
is true. When we took a "isolationist" approach after WWI and when we
gave away territory in the Pacific- it only came back and bit us in the butt- a
la Pearl Harbor. Wilson tried to keep us included in foreign affairs with the
Versailles treaty but the public would not back it. It is so interesting to see
how governmental power/control has changed over time considering the public
(for the most part) STILL doesn't back foreign involvement- but the government
does what it has to and NEEDS to do.
World War II was a valuable lesson in shaping our policies today.
While we were keeping to ourselves in the 1930's- Hitler was ravaging an entire
continent. This taught us that we need to stay involved and keep tabs to avoid
such a war. Of course, over time, we still haven't gotten it right but as
Americans, we need to be patient. The US- if no one else- clearly needs to
assume a policing role because otherwise we could see history repeat itself. No
one likes to see dead American soldiers fighting other countries battles, but
unfortunately those are the consequences of joining a military that acts as a
policing force around the globe. I have faith that over much more time the US
(with the right leadership) will find a way to balance its economy, foreign
policy, and military- but for now- they are doing more harm than good for this
world.

I have to disagree with you Wake Up. Can you please explain the reason that our federal government spends $600 BILLION more than the #2 spender, China ? From the what I can see it's a form of global dominance with over 700 military bases OUTSIDE the US, most of them easily tied to corporate interests.
Our government has created a need for perpetual war, it may not be that they are war hungry, but they have made war a necessity. The only products made here in America off American sweat is weapons and trash these days. Top that off with a private central bank, like The Federal Reserve, need to finance wars and you have an economy centered around war.
Also the American public DID NOT want to be involved in WW1. Woodrow Wilson was elected President campaigning that he wouldn't involve America in WW1. After he was elected the Creel Committee was created, which was a government run propaganda office using lies, half truths, and challenging citizens patriotism to gain public support for America's entrance in WW1. And it worked, which is why the government is so successful in their propaganda to this day.
I'll agree that America's entrance in WW2 was practically unavoidable, and the right thing to do. But then our government ruined most of the good it did by employing and utilizing some of the worst Nazi scientists and intelligence officers the SS had to gain control over Korea and Southern Italy using torture and murder.
If you look closely at communism, there's reason to believe that was overblown as was the perception that they could achieve global dominance. It was another time the US federal government used something to create hysteria and a bogeyman to rally the people. Vietnam and Russia were the first example used in America of communism. Yet what threat were the Vietnamese really ? They were a country already torn in half, one half communist, the other not communist. Then suddenly to the north you have a billion people suddenly evil communists (Russia). Then look at the Cold War, America was racing against Russia, yet America was always ahead of Russia. First man on the moon, first nuclear weapon, only country to use a nuclear weapon. The Cold War with Russia was used for questionable US involvement, more than nit wasn't. Operation Cyclone, The Cuban Missle Crisis, and Operation Northwoods to name a few.
I'm not saying those weren't evil regimes, they certainly were, but also overblown to enhance the public support of The Cold War.
I'm not saying we don't need military either, I'm saying we don't need an authoritarian military empire bent on perpetual war and global dominance.

Our government wants no part of a war with China, partially for financial reasons, but mainly because they have a formidable military. Yet they only spent about $115 billion on military, which has doubled in the last 5 years.
My point being if America cut it's military spending in half, we would still have the largest most powerful military in the world by about $400 billion, and we'd have $500 billion to put towards the deficit.
There is nothing in The Constitution that say America needs to be the world police force.
We have enough trouble here in our own country, there is no need to be imposing our will globally when we have such a mess in our own house.
I think you have somewhat of a point that we are an
authoritarian military empire- but I don’t think we have a choice. We spend A
LOT on our defense, but that’s because we have to. There is a reason why we
have authority and why other countries come to us for help and it is because of
our incredible military strength. If we want to continue our role as this
police like force then we have to have a budget that covers the military
technology necessary to keep that role.
You are right- China does spend a lot less on its military
but they are light years behind us. They currently have ONE aircraft carrier.
The US has 11, 10 of them nuclear-powered. And those numbers stem back to the
policy theory. We need those symbols of power in every ocean if we want to
assure security.
I understand that this idea of policing the world is
uncomfortable and in many ways it is unfortunate. And you’re right, it is not
in the constitution and we have many messes in our own country. But the truth of
the matter is that if we don’t assume this watch-dog role, then NO ONE will.
And when no one can truly promote the kind of order this world needs then
things can get out of hand and snowball into what we had in the first half of
the 20th century.
I'd be able to agree with you Nick if it wasn't for the selective enforcement by the world police force. If it's about freedom, democracy, liberty, or doing the right thing then how come our military isn't in places like Sri Lanka, Nigeria, Burma, Ethipoia, Somalia and etc.
Then you have to consider the American government's intelligence arm undermining democracy in numerous countries around the globe and then supporting directly and indirectly the new dictator or military junta that takes control. Which in turn usually creates the next bogeyman to stir hysteria amongst the general public in America later on down the road.
And honestly if any country even had the sustained capability to attack the US on our own soil, we have enough military and America loving citizens to do what is necessary to repel an attack.
So since the "good war", WW2, what war or armed conflict our federal government involved us in was for freedom, democracy, liberty or doing what's right ? What has this endless cycle of war brought us ? A mangled economy dependent on war (and trash) where the only people actually paying (physically, emotionally, and financially) for it are the citizens of the countries involved.
We are as guilty as the politicians and elected officials because we allow it. Personal responsibility and civic virtue used to be a way of life in America, now we just depend on a group of fat cats that we supposedly "elect" into office to make decisions for us. Meanwhile close to $15,000 of my check goes to federal income tax alone annually to pay for war so a corporation can make a product outside of this country for peanuts and then make a huge profit on it pimping it back here.
And we wonder why there's no jobs here.
I understand your views completely and I understand why there
is a perceived selective enforcement because like police anywhere in the world-
they can’t be EVERYWHERE at the same time. But actually, the US army has
provided military expertise to the Sri Lankan military for years now. Also, in
November of last year, Washington sent a number of troops and advisers to help
the Nigerians deal with their Islamic terrorist problems. And as recently as
January, the United States has been intervening to help conduct elections and
military reform in Burma. Our army even has a military and drone base set up in
Ethiopa. There really aren’t many places they haven’t been, or tried to be. I
also feel that the US has showed some responsible restraint in places like
Syria and Libya.
I don’t think it is fair to say that no conflicts since WWII
have been fought for freedom, doing the right thing, etc. I think that the
majority of our involvements are done for all the right reasons. I think
sometimes we even involve ourselves too much when trying to do the right thing.
You don’t think that fighting to remove Saddam
Hussein or Osama bin Laden was the right thing?
Everyone has different opinions on whether our countries
involvements are worthwhile or justified.
That is all true, but we're talking about places where there are serious crimes against humanity, and either mass genocide or the potential for mass genocide.
While I can agree that Afghanistan, Iraq, and Pakistan have and had their troubles, that's where the largest numbers of US troops are by far, yet none of those countries are in any of the genocide watch groups top ten. Meanwhile we send 10-12 troops and some trainers to the places that are hot beds of crime against humanity (I'm aware of my sarcasm towards the numbers).
I do think that getting Saddam out of Iraq was the right thing, even though we were lied to about the reasoning. I would have been okay with the truth, I can't accept the WMD lies.
I also think that killing Osama Bin Laden was the right thing as well, way too late as he obviously was no longer in any form of power or control over Al Qaeda ten years later.
But here's the truth of the matter, and my largest issue with the ouster of Saddam and killing of Bin Laden. The American federal government created both of those monsters, as well as numerous others (Jallaludin Haqqani as well).
I can't accept that getting rid of both of these evil men was doing what's right when both of them came to power with US tax dollars and federal government training, support, and assistance.
More time, effort and money was spent putting those two in positions of power than will be spent on the minor assistance you mentioned above in regards to countries like Sri Lanka, Nigeria, Burma, etc.
And I won't even go into what our government has done in South and Central America. The list is long, horrific, and quite frightening.
We have no business over there but what is really important is the vast oil reserves which verifies that the "energy cabal" has been lying to us for years about the "lack" of oil and our government is a conspirator in this farce. Oil should be at $15.00 PER BARREL.

You are quite wrong. Filipinos need to know that America is their ally, and US soldiers can actually act in their neighborhood, cooperating with their troops in a coordinated manner. Indonesians need to know that America means business when it signed a treaty with a nation. Australians need to know that US troops and vessels can actually operate in the Pacific....
Military exercises are not just for the military. They are part of the communication with the world.
Until the 1950's the recognized territorial limit was 3 miles. Many nations then upped it to 12, with the possibility of an economic zone with limited powers out to 200. China is way, way out of the norms of civilized nations with this stupidity of taking a gigantic area of the Pacific "because they feel like it".
All nations must join now to get them to back down publicly and quickly, possibly through the UN. China is doing well economically and is a valuable member of nations. But this could stop all of that cold -- If we all accept the military challenge, what stops them next from claiming San Francisco because it is on the Pacific which "they own"? Or Hawaii or Australia from claiming the Pacific because they are in it?
This may be remembered as the Neville Chamberlain moment of appeasement to a country with great military power. Could we have prevented the 40 million killed in WWII if the world had said no to Hitler? If it had reacted early to the Japanese claiming [wait for it] the South China Sea and then the whole Pacific.

The only products made in America off American sweat are trash and weapons. An economy can't survive off endless trash and war.
I do agree with Todd's post. We shouldn't have to take wage cuts. If we shut down, or severely reform the Federal Reserve, who set our cost of living and wage scales top to bottom, we wouldn't have to take wage cuts.
People are quick to cite organized labor as the downfall of America production. But if you look at how the corporations that left to produce their goods outside the US, they carefully, with federal government assistance, destroyed organized labor in other countries as well. Creating sweatshops and slave labor.
Also the federal income tax is not only un-Constitutional, but a large reason our government is able to spend such an obscene and obnoxious amount of money to control corporate interests outside the US with the military.
The people need to remember that this country was founded on personal responsibility and civic virtue, we are just as guilty for allowing and paying for it as the politicians and corporations are for doing it. We need to organize as a people instead of allowing our government to atomize and isolate us. We need a labor party to compete with the Dems/Rep, made up of American everyday citizens.

I'm talking about an organized party controlled by the people that will address the issues in our society, especially labor and the working class, which our federal government has allowed the corporations to gain control of. And it would impede on the corporate controlled Democratic and Republican parties, that do nothing to assist the citizens of this country. It would essentially bring the power of government back to the people, where it was supposed to be all along.
I don't want the people to share the profits of the corporations equally or anything like that. I'm not against socialism in it's proper form, but socialism is against a good number of the founding principles of this country.
Maybe a different name instead of labor party. I'm just saying that we need our government to impose excessive taxes, tariffs, and maybe even embargos if companies don't want to make their products here in America. You can go outside the country for cheap labor, but you'll pay hefty fees to get the finished product back into the largest consumer based country in the world.
Now they are not only allowing these companies to leave, they assist them in numerous ways, from political sabotage to the use of force. And the American companies with factories outside of the country don't have to pay as much, because it's viewed as a inter company transfer.
It would help the economy by bringing back large numbers of jobs, it would create revenue for the government to possibly allow them to ease their taxation without representation, and it would ease and possibly eliminate this country's need for war.
