QUETTA, Pakistan —The beheaded body of a kidnapped British doctor working for the International Committee of the Red Cross was found by the roadside on Sunday in the southwestern Pakistan city of Quetta, police and Red Cross officials said.
Khalil Rasjed Dale, 60, was abducted by suspected militants on Jan 5 while on his way home from work.
"The ICRC condemns in the strongest possible terms this barbaric act," ICRC Director-General Yves Daccord said in a statement. "All of us at the ICRC and at the British Red Cross share the grief and outrage of Khalil's family and friends."
British Foreign Secretary William Hague also condemned the killing.
"This was a senseless and cruel act, targeting someone whose role was to help the people of Pakistan, and causing immeasurable pain to those who knew Mr. Dale," Hague said in the statement.
A senior police officer said the Pakistan Taliban had claimed responsibility for the killing, saying a ransom had not been paid.
Police discovered Dale wrapped in plastic near a western bypass road. His name was written on the white plastic bag with black marker.
A sharp knife was used to sever his head from the body," said Safdar Hussain, the first doctor to examine the body. "He was killed about 12 hours ago."
Dale is only the third Westerner killed in such a fashion in Pakistan. The others include Wall Street Journal reporter Daniel Pearl in 2002 and Piotr Stanczak, a Polish geologist, in 2009.
The Pakistan Taliban has been fighting a bloody insurgency against the Pakistani state since its formation in 2007. It is close to al Qaida and it claimed credit for a failed car bomb attempt in New York's Times Square in May 2010.
Quetta is the capital of southwestern Baluchistan, Pakistan's biggest but poorest province, where Baluch separatist militants are fighting a protracted insurgency for more autonomy and control over the area's natural resources.
Pro-Taliban militants are also active in the province, which shares borders with Afghanistan and Iran.
Dale had worked for the ICRC and the British Red Cross in Somalia, Afghanistan and Iraq before coming to Pakistan. He had been managing a health program for Baluchistan for almost a year when he was abducted, the ICRC statement said.
"We are devastated," Daccord said. "Khalil was a trusted and very experienced Red Cross staff member who significantly contributed to the humanitarian cause."

what are these people thinking about when they go into these countries when things like these happen, it can't be the money. Maybe its the glory or something. this is kind of a new thing thats happening it's got to have some liberal background thought. During WW2 people did not act like this maybe they were smarter then. in all the wars I can think of people did not do this and if they did they did not go around flag waving all the time and making ststements about these people goverments and how bad they are that just pisses people off and these people have been killing like this for thousands of years and a few smart-ass liberals are not going to change a thing and the media is wrong for even bring stuff like this up. If people want to be bleeding hearts and get killed then so be it.
People go into these areas knowing full well they are risking their lives and do so because they feel a calling to help the people in a deprived or depressed area get food, shelter, education, health care. They understand that suffering is apolitical and offer aid regardless of politics if they possibly can. It isn't a liberal or conservative thing. In some circles it is considered a "christian" thing and it certainly is a compassionate thing.

He was there to offer aid. These people don't want help. They don't want anything but to fight and kill one another so let them. I was in Iraq and I feel for the kids but they are willing to kill even their own children. We have no business there in any of the middle eastern countries. We belong here, helping our own people, esp. our vets. It takes forever to get an apt. at the VA so let some of those doctors help out there. We have no business trying to waste money and effort on people who are intent on continuing doing what they've done forever. Christ couldn't get them to accept peace so what are the chances we will? Just leave them alone. My heart goes out to that mans family. He went to help and they killed him for it. God speed home. Shame on those who condem him for trying to make a difference. He wasn't there to treat terrorist but to help the people there, like women and children. You haven't been there then don't judge. You don't know how hard it is to see those children and women suffer at the hands of these people.

Sometimes it is best if we just leave these people alone and let them figure out what they want to do with themselves, if they don't want our help, let's just leave them be, then when they are ready to change they will let us know, how many more good people who only want to help have to die before we get the message that all the help in the world changes nothing if people of good will with nothing to gain , go to these places risking their lives and trying to help get killed, who does this help? If you want to help these people leave them be send money, send food, send you blessing and prayers BUT do not go there and die for nothing! This doctor died for nothing, no one but his family will remember what he died for, there are lots people in countries where he would have been helpful his skills are in great demand, he would have been appreciated and respected for his efforts...he went to a country that clearly still hates outsiders, not all the people but enough not to risk a life and a skill that is much needed in the world, I am sorry to hear he died in a country where people hate you because you are not of their faith, anyone thinking of going to serve in places like this, should think of other countries where you do not have to worry about some nuts cutting your head off because you want to help people clearly this doctor died for nothing and his skills to help people live are gone and his death was a complete waste, if you are a doctor or a nurse or a person with a needed skill please consider working in a country where your life is considered worth something, and where your head will not get cut off because you came to help someone who hates you, DON'T DO IT ! STAY WHERE YOU ARE WANTED.
I wish someone would explain why we feel we must associate or befriend Pakistan? Here is a Dr - a humanitarian - just think of the horrific torture to which he was subjected. They prove time and time again - they hate the US (and our allies) and anything we stand for. They hid Osama bin Laden - they have killed hundreds (if not thousands) of those from the West - AND their own people who do not abide by they archaic laws and religion. They torture and kill women (and children). Basically, they are despicable and we owe them nothing, but disdain.
This is a perfect example of how ruthless the Taliban operates. The fact that we had to seek,search and kill Bin Laden without the knowledge of our supposedly ally Pakistan is proof enough that Foreign Policy is a complicated issue. Pakistan cannot be trusted. But they hold a bizarre twist in aiding the free world in keeping peace in the Middle East. In my opinion we need more clandestine operations in Pakistan to destroy the Taliban leaders.

Karen, you are absolutely correct. Clothing made in pakistan is of the poorest quality. But what can one expect? Everything in pakistan is of poor quality...the universities, the religion, the guys with the unkept long beards, the food, the art, the intelligent quotients of its people, and the hard copies of their korans.

Here's a great idea: Let American import millions of Muslims who hate our Christian heritage. Let the Catholic Relief & Lutheran Relief Services import thousands of neolithic Somalians to Maine & Minnesota.
