President Obama goes to Afghanistan to sign post-war agreement

President Obama speaks from Afghanistan about the post-war deal he just signed with Afghan President Hamid Karzai.

President Barack Obama and Afghan President Hamid Karzai signed an agreement that provides a framework for a lasting U.S. commitment to Afghanistan after the long and unpopular war comes to an end.

Standing in front of Afghan and U.S. flags, Obama and Karzai signed the Strategic Partnership Agreement just after midnight local time. Obama called it "a historic moment for our two nations," adding that the deal with Afghanistan allows the U.S. to wind down the war, but still stand by Afghanistan and its people.

"Neither Americans nor the Afghan people asked for this war, yet for a decade we've stood together," Obama said. "Today, with the signing of the strategic partnership agreement, we look forward to a future of peace. Today we're agreeing to be long term partners."


Karzai says the postwar agreement will seal an "equal partnership" between Afghanistan and the United States. According to pool reports, Karzai thanked the United States for helping the people of Afghanistan.

Obama and Karzai signed the agreement at the presidential palace in Kabul shortly after the U.S. president arrived in Afghanistan on Tuesday on an unannounced visit.

The partnership spells out the U.S. relationship with Afghanistan beyond 2014, covering security, economics and governance. The deal is limited in scope and essentially gives both sides political cover: Afghanistan gets its sovereignty and a promise it won't be abandoned, while the U.S. gets to end its combat mission but keep a foothold in the country.

"When it comes to an enduring U.S. presence, President Obama has been clear: we do not seek permanent military bases in Afghanistan," a statement from the White House said. "Instead, the Strategic Partnership Agreement commits Afghanistan to provide U.S. personnel access to and use of Afghan facilities through 2014 and beyond."

The agreement opens the possibility for continued training of Afghan forces and targeted operations against al-Qaida, which is present in neighboring Pakistan but has only a nominal presence inside Afghanistan.

President Barack Obama is in Kabul to sign a 10-year security agreement with Afghanistan. NBC's Chuck Todd and Jim Miklaszewski report.

Obama planned to be on the ground for about seven hours in Afghanistan, where the United States has been engaged in war for more than a decade following the Sept. 11, 2001, attacks. The trip carries major symbolic significance for a president seeking a second term and allows him to showcase what the White House considers the fruit of Obama's refocused war effort: the killing a year ago of 9/11 mastermind Osama bin Laden.  

Air Force One touched down late at night local time at Bagram Air Field, the main U.S. base here.   

Media traveling with Obama on the 13-hour flight had to agree to keep it secret until Obama had safely finished a helicopter flight to the nation's capital, Kabul, where Taliban insurgents still launch lethal attacks.

Obama will also give a speech designed to reach Americans in the U.S. at 7:30 p.m. ET.

His war address will come exactly one year after special forces, on his order, began the raid that led to the killing of bin Laden in Pakistan.

Since then, ties between the United States and Afghanistan have been tested anew by the burning of Muslim holy books at a U.S. base and the massacre of 17 civilians, including children, allegedly by an American soldier.   

Obama's overarching message will be that the war is ending on his watch but the U.S. commitment to its ally is not.

Politics, too, set the tone for what the White House hoped would be a positive message and image for Obama: the commander in chief setting a framework to end the war while reassuring Afghanistan, on its soil, it will not be abandoned.   

At home, Obama's Republican opponent, Mitt Romney, has retorted to the Obama campaign's suggestion that Romney might not have gone after bin Laden as Obama did.

"Even Jimmy Carter would have given that order," Romney said of the Democratic president ousted after one term.    Obama has tried to portray inconsistency in Romney's position on the merits of targeting bin Laden. Without mentioning Romney by name, Obama has said he has been consistent and if others have not, "let them explain it."   

Obama aides said the anniversary of bin Laden's killing is not a focus of the trip. But they do not mind that Obama's mission will serve as a reminder, six months before Election Day.   

Sen. John McCain, R-Ariz., released a statement saying he was pleased the president had traveled to Afghanistan to hear directly from the troops on the ground about the progress made there. McCain said there is a need for the United States to remain engaged in Afghanistan in the coming years.

"I hope the President's speech tonight will emphasize the degree of our commitment in Afghanistan, rather than the plans for withdrawal," McCain added.

More than 1,800 U.S. forces have been killed and 15,700 more have been wounded in Afghanistan.   

The wars in Afghanistan and Iraq combined have cost almost $1.3 trillion. And public support for keeping troops in Afghanistan seems lower than ever.   

Obama has gone twice before to Afghanistan as president, most recently in December 2010, and once to Iraq in 2009. All such trips, no matter how carefully planned, carry the weight and the risks of considerable security challenges. Just last month, the Taliban began near-simultaneous assaults on embassies, government buildings and NATO bases in Kabul.   

Still, it would have been unusual for Obama to sign the "strategic partnership" agreement without Karzai at his side.   

Nearly a year after Osama bin Laden was killed by U.S. forces, President Barack Obama, Admiral Mike Mullen, and Secretary of State Hillary Clinton spoke exclusively to NBC's Brian Williams and reflected on the raid. The hour-long special, 'Inside the Situation Room,' airs Wednesday, May 2 at 9pm/8c on NBC's Rock Center.

The deal is essential for locking in America's commitment and Afghan's sovereignty when the post-war period comes. Negotiations have dragged as Afghan officials have demanded specific assurances, financial and otherwise.

Both sides have scrambled to get a deal before the NATO conference in Chicago later this month. Negotiators seemed to clear the way for Obama and Karzai by finding agreement over the conduct of night raids and authority over detainees.   

The president was to travel back from Kabul to the Bagram base to spend some time with troops.   

He was then to give his speech in a straight-to-camera delivery reminiscent of an Oval Office address, before flying back to the U.S. He is expected back in Washington on Wednesday afternoon.   

The United States has 88,000 troops in Afghanistan. An additional 40,000 in coalition forces remain from other nations.   

Obama has already declared that NATO forces will hand over the lead combat role to Afghanistan in 2013 as the U.S. and its allies work to get out by the end of 2014.   

One important unsettled issue, however, is how many U.S. troops may remain after that.   

U.S. officials are eying a residual force of perhaps 20,000, many in support roles for the Afghan armed forces, and some U.S. special forces for counterterror missions. The size and scope of that U.S. force -- if one can be agreed upon on at all, given the public moods and political factors in both nations -- will probably have to be worked out later in a separate agreement.

Support for keeping American troops in Afghanistan is dropping all along the political spectrum, a new Pew Research poll says. And just 38 percent of people say the military effort is going well, down from 51 percent only a month ago.   

Overall, polling shows, Obama gets favorable marks compared to Romney in handling terrorism, and the president's public approval for his handling of the Afghan war has hovered around 50 percent of late.   

The trip allows Obama to hold forth as commander in chief in the same week he plans to launch his official campaign travel with rallies in Virginia and Ohio.   

"We've spent the last three-and-a-half years cleaning up after other folks' messes," Obama said at a fundraiser last weekend. "The war in Iraq is over. We're transitioning in Afghanistan. Al-Qaida is on the ropes. We've done what we said we'd do."

    Well Matthew in Houston, no other First Lady had a law suit filed because of her vacationing on the tax dollars of Americans. No other kids of a President got paid vacations by being listed as "senior staff" on the paperwork.

    Obama and Biden have been negotiating with the Taliban. The Muslim Brotherhood was honored guests at the White House just a couple of weeks ago. Now Afghanistan is to become another South Korea and we are without a doubt promising, make that Obama promising billions of our dollars while many of our own people go hungry and there are not jobs to be had. November is our only hope for not becoming a Socialist Third World Country or worse one under Sharia Law.

    Richard: Obama is very good at giving away taxpayer monies. He goes against congress on a regular basis to do so. Just recently he gave $192,000,000 to Abbas and the Palestinian Authority, under cover of darkness, as usual. He then turns around and says that we aren't taxing the rich enough. Hell, there aren't enough rich people on the planet to cover his largesse.

    Obama thinks in millions and billions, trillions, since it's not his money he can be real free with it. Trillion here, billion there, pretty soon you're talking some real money...like our national debt.

    Vote buying isn't cheap, fortunately, there are ambassadorships to the Neatherlands and other countries which he can use as rewards along with cabinet and other bureaucratic positions. Printing fiat money helps, as does borrowing and raising taxes. People of foreign countries will enjoy many things (oops, make that corrupt government officials of other countries) that Americans are struggling to acquire.

    How many billions were lost to Karzai's brother's banks? Oh, nevermind, lots more where that came from....

    First, let me state I did make a simple arithmetic mistake on my previous post.

    Second, you seem to be making an assumption as to what party affiliation I am without information to go on. Just to correct you, I am considered an independent. I do not participate in my state's primary elections but do vote in every general election in the fall for the last 20 years or so. So you do no one any good by making your general assumptions and put downs based on a political party bias.

    Third, I got my information from MSNBC article posted on April 22, 2012, at approximately 4:21 PM EDT. It stated the following line,

    ...White House National Security Council spokesman Tommy Vietor said President Barack Obama expects to sign the document before a NATO summit in Chicago next month, meeting the deadline set by the two sides. Many had started to worry in recent weeks that Karzai and Obama would miss that goal as talked dragged on and Karzai continued to announce new demands for the document.

    The late May summit will see Western leaders try to agree on future funding and support for the 352,000-strong Afghan police and army. That support is expected to amount to $4 billion a year, with the Afghan government contributing around $500 million a year of that....

    While I cannot be sure since I am not privy to the White House staff information, I am actually not surprised that President Obama signed the deal in Afghanistan tonight instead of waiting until the NATO conference in Chicago later this month. The reason I am not surprised by this is because of issues that have recently occurred in Pakistan. Pakistan was originally expected to attend the NATO conference in Chicago, but after their demand that President Obama make an official on the air apology, it appears that Pakistan may not go to the conference.

    This surprise trip to Afghanistan to sign a 10 year strategic agreement that was going to be signed in Chicago is most likely being done in part as a message to Pakistan as much as one to Afghanistan and as a domestic political ploy at home to get re-elected.

    That all being said, it still does not negate the fact that the agreement commits the United States to giving Afghanistan 3.5 billion a year for approximately 10 years. BTW, I believe this is about the amount we give to Egypt or Israel each year. And if the college economist experts can be believed, this agreement amounts to approximately half of what is expected to be the annual revenue from the President Obama only economic plan known as the "Buffet Rule".

    So thank you, Observer_1, for continuing the present day partisan bickering. That is the only way this country seems to do to fix our current problems. Of course, there will be 8 weeks in November and December to turn this counties fiscal issues around before the Perfect Storm occurs sending it into a second and more serious Recession. So we have plenty of time to continue the bickering.

I too was a registered independent for the longest time until after this last election and I've seen how the GOP has conducted itself towards our president, then registered Democrat.     See, this is the type of bias statements that I mentioned does not fix the problem. What has the GOP leadership done that would classify as "treason"? Name an actual act for which any or GOP leader has done and ONLY the GOP leadership has done that would be classified as "treason"?

    Was it because a GOP President invided the sovereignty of another nation? Was he the only one that did so? What actions make it treason for a President to "go to war" with a country?

    Was it because a GOP politician took campaign money from company and may or may not have made favorable decissions for that company? Is that only done by the GOP politicians and we have to exempt General Electric's situation from the example?

    My point is that causeing they are treasonist and only they are treasonist does not help, and is actually WRONG. The politicians, GOP or Democratic, are the same. They do the same things. The work the same way regardless of the policy. They got elected to Congress or the White House or what ever by a group of people who want them there. They are doing what everyone does to stay there and nothing different then what any of the rest of them are doing. To say that the GOP politicians are committing treason is to say that the Democratic politicians are committing treason as well because they do the exact same things.

    You can agree/disagree with the choices that a GOP politician expresses/makes. You can agree/disagree with the ones that Democratic politicians make. But do not call them treasonist without giving proof that they are knownly working against what they believe is the good of this country and are doing it in direct difference than all other politicians. If you cant do that, than just vote them out as was done for the White House position by the people of the United States on the promises made by then Canidate Obama.

    Frankly IMO, all of the politicians presently in Washington have failed to do the job I have sent them there to do. IMO, every single politician who holds a set in Washington today and is up for re-election in November should be voted out. Vote against the incombent. This includes everyone of them from President Obama down to Representative Behnor (sp?) to Senator Mchanel (sp?). Every one of them.

    But this country has followed to much of bias political partisianship for to long and most citizens see it as everyone of the other party are wrong and all of those in my own party are white as snow. Why? All I can think is that because they like to be entertained.

    I am not going to counter everyone of your links, but I will give you some more examples.

    Ok. This article is about the use of the CIA regarding a practice that has become known has "Enhanced Interigation Techniques". You are making this as an example of a treasonist act by the GOP leadership. I will point out that first, "War Crimes" are not treasonist. They are bad and wrong and a crime, but they are not treasonist. If "War Crimes" were treaonist, President Lincoln and President Roosevelt would have been at the top of the list of president that should have been convict of treason. Lincoln used the military to kill civilians of his own country and burn their towns and homes. Roosevelt imprisoned thousands of Japanese Americans without trials and held them indefinately for a period of time. Some of which were abused while in custody.

    Secondly, if the GOP that was in power was in the wrong about this technique should not the Senate and House committees who KNEW it was occur not be in the wrong as well? And half that committee were Democrates. One of them from the House committee eventually become Speaker of the House.

    Ok. This one is about the lady who reported problems behind our "War on Iraq" and how she was demoted. It reports that she received a settlement. So was her demotion, treasonist for leaking what would be considered classified? If so, I would like to point out that no President had his Justice department go after more "whistleblowers" than the current Administration. Here is a quote from a news article:

    Former CIA officer Jeffrey Sterling was charged in January 2011 with telling New York Times reporter James Risen about a botched sting operation that may have given Iran critical information about how to build a nuclear bomb. One count of the indictment against Sterling charges him with mail fraud--because the (apparently true) revelations about Iran appeared in a book by Risen that was sent through the mail (Secrecy News, 8/1/11).

    Again, I am only pointing out that the action you state that are so bad and done by the GOP leadership are also being done by the Democratic leadership. And also making the point that they are not "Treasonist". In fact, here is what the United States Constitution actually defines as "treasonist" in Article 3, Section III:

    Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court.
    The Congress shall have Power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person attainted.

    It is furthermore an interesting fact that the only crime that is actually defined and stated in the US Constitution is that of "treason". The founders believed that it was such a serious crime and charge to make that they felt that it needed to be explicitly defined in the Constitution. They did this to prevent the government from abusing the use of the crime for actions less-treasonist, the very action you are doing when you call the GOP actions treasonist.

    LOL... I am independent and hang with mostly independent voters, in my real life, away from this vine. I will not vote for Obama and every independent I speak to states the same.

    Polls are nothing until election day. Then they are still never accurate. They will change daily with bias from the media and polling stations.

    The vote is what counts and my educated guess is that Obama will not prevail. The unemployment rate alone states volumes for his tenure.

What makes this truly sad is that no one really believes that we finally got UBL because of Obama. The reality is that we got UBL in spite of Obama. It wasn't as if Obama did something different, he just happened to be sitting in the Oval office when UBL was finally located.

    But anyone that thinks this is enough for Obama to be re-elected, isn't giving the America voter much credit. As the saying goes, you can fool Obama supporters all of the time, but the rest of the people just aren't that gullible.

    I am glad that the President has gotten another chance to leave Washington and do a little traveling. I am intrigued by the statement: "We've done what we said we'd do". The President promised the nation that the 2012 federal deficit will not exceed 229.27 billion dollars yet the White House is predicting that the 2012 federal deficit will exceed what the President promised by more than a factor of 5. I want the President to explain how he if going to keep his promise to the American people.

    May I just say that this is a good example of why we don't let others know about our plans. Mind you, we had such a successful run in Afghanistan that the President should be expecting everyone to come out and give him a parade on the anniversary of the death of many of their leader/financier. It's like the Afghanis were letting the Talliban know that the President was making a visit today for some reason. I have no idea why, maybe a 21 gun salute? Imagine how that assault a year ago would have gone if we had let the Packistani government know that we were coming......

    OK, on to the agreement. I think it went something like this: PBO-"Here are the keys to your country, here's the title, and here is our signed payment plan to help you enjoy your new country. And for your extended warranty, we'll throw in some US troops to use as you wish and blame for anything, and I mean anything, that goes wrong. Have fun!"

    I'm just not a fan of a politician (of either party) grandstanding for their own gain. Here the President is waving the "war is over" treaty on the exact day as the OBL's death- no possible connotation there, right? Did you know that this month is (if I recall correctly) the most deadly for US troops this year? They aren't really enjoying the fruits of their labors. Add to that the President took Afghanistan's side when it came to reports of the Koran burnings (later exposed to be a reasonable thing to do, that Afghani help did the burnings, etc.) and I'm sure that the military isn't really enjoying the visit. I'm just saying that it would be better for politicians to keep their mouths shut and let the military do their jobs. While we are at it, how about letting our intellegence agencies do their job without villifying them and limiting them to getting timely information from detainees via polite request.

    Shaking my head - The sources of the polls were named when they were mentioned (I already lost them in the stack on my way down the page). If they were at all likely to change your view even slightly, you probably would have already gone and looked.

    I have no doubts that different polls show different stats. Many folks are going to work off of different measuring methods. We won't know the real feelings until November, though, when everyone who feels like speaking up is worthwhile will do so.

    AND, Romney's economic plan doesn't lower the deficit, raises taxes on the poor and lowers taxes for the rich.

    I find it interesting how the left is able to attribute the STARTING of two wars to GW Bush while never mentioning the little event in American history known as 9/11.

    Bush ignored the warnings of Richard Clarke and others about Bin Laden and Al-Qaeda before 9/11. It is possible that if the warnings had been taken seriously and appropriate resources made available, 9/11 might have been prevented. Taking down the Taliban in Afghanistan was possibly the one thing Bush did right, but rather than getting Bin Laden when we had him cornered in Tora Bora we let him escape to Pakistan, because Bush pulled our special forces out of Afghanistan and sent them into Iraq. The justification given never rang true, and subsequent events clearly showed their fallacy. I doubt we'll ever know the real reasons the Bush administration was so keen on using 9/11 as an excuseto go after Saddam Hussein, but taking his eyes off the ball in Afghanistan and invading Iraq got us into two quagmires simultaneously. Coupled with the "temporary" reductions in taxes that benefit primarily the ultra-rich, Bush turned the budget surpluses and payments against the national debt that he inherited from the Clinton administration into the biggest budget deficit in history up until that time. Contrast the situation Bush inherited from Clinton and that Obama inherited from Bush, and it is apparent that Obama has done remarkably well. I hesitate to imagine where we'd be today under McCain/Palin. Now the Republicans carp about Obama not fixing Bush's screw-ups fast enough, simultaneously try to block everything he tries to do, vilify any of his accomplishments they fail to block, and cry foul if he mentions anything positive he has been able to do in spite of their opposition. Obama will surely be re-elected, and many Democrats will ride his coat tails into office. My fear is that there will not be enough of them to gain the super-majorities to overcome Republican filibusters.

      The only reason we are staying in Afghanistan, is to protect the TAPI gas pipeline which is under construction to transport trillions of dollars worth of Israeli owned gas from Turkmenistan to Afghanistan to Pakistan and on to India. This is being done for Israel. Read below and see links.

      the wars in Iraq and Afghanistan in 2011 without major restrictions on the
      conduct of operations. Why are U.S. (and NATO) troops being kept in Afghanistan
      for another 4 years? What's really going on there? What is the cost and who is
      involved in this game??

      The real reason for the U.S. invasion and occupation of Afghanistan is to build and
      secure a 1,080-mile long gas pipeline designed to carry trillions of dollars of
      Israeli-owned gas from Turkmenistan to Pakistan and India. You could ask how
      come Turkmenistans gas could be Israeli-owned, here is the answer:

      Following the break-up of the Soviet Union, Israeli agents sought to gain control of the
      strategic assets of the newly independent Soviet republics. In mineral-rich
      Turkmenistan, a Mossad agent named Yosef A. Maiman was very successful in
      gaining control of the republic's immense resources of natural gas. Yosef
      Maiman, born in Germany in 1946, grew up in Peru and studied in the United
      States before becoming an Israeli citizen in 1971. As an agent of Israeli
      intelligence, Maiman heads a network of Mossad-controlled companies that serve
      Israeli interests. As the chief executive of the Merhav Group, Maiman has
      controlled the development of Turmenistan's gas resources. Maiman's key
      colleagues at Merhav are the former head of the Mossad, Shabtai Shavit, and
      Nimrod Novik, chief adviser to Shimon Peres, the current president of Israel.

      Maiman was described as "a leading miner" of Central Asian gas fields by the Jerusalem
      Post in 2004. Given their control of the immense gas resources of Turkmenistan,
      Maiman, Merhav, and the "Mossad" would all profit if and when the
      U.S.-led coalition were able to "pacify" and control Afghanistan so
      that the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline could be
      built allowing the gas of Turkmenistan to be sold to energy-hungry India . The TAPI pipeline
      project would bring billions of dollars into "Mossad" coffers every
      year. This is the real reason for the war in Afghanistan and why the
      Zionist-controlled Obama administration has increased the war effort in Central
      Asia. It has nothing to do with terrorism or 9-11.

      Now you can easily understand why there was need for the "justification" of
      this war, which was planned before the 9/11

We lost too many brave men and women because a catholic decided that others needed to be exterminated during the holocaust. And for the past two decades, many prominent Christian preachers/reverends, etc. have been involved in far too many scandels, while the catholic church was tripping over themselves to molest little boys and hide other priests who did as well. We have soldiers in our military dying and becoming horribly injured as they fight for our freedom around the world -- they are of all races, ethnicities and religions -- and they bleed just the same.             Texas A&I - His statement was likely (I don't claim to be psychic) more about your statement that Obama was born Muslim, though admittedly, the "birther" thing was primarily focused on location.

            Regardless:

            1. A person's religion does not matter for presidential candidacy. Granted, some are considered far more acceptable than others, but his religion shouldn't matter.
            2. Just because a person is born into a religion, doesn't mean that that person must remain that religion for life. Sure, he could change his name - but that would be a hassle and a waste of time better spent on real issues, and he would only be accused of trying to "cover up."
            3. He has stated that he is Christian, and has publicly participated in Christian events. Supposedly, he had even made some non-Christians a bit uncomfortable with Christian actions. I would imagine that to the crazy fundamental sorts of Muslim (and possibly the more moderate ones as well), that would be considered a horrible crime. (Fully admit, I don't know what the policies on that would actually be.)

                    You do realize this "hunt" began immediately after 911, with the bulk of the hard, tireless efforts being done by the CIA and military. Any President that happened to be in the White House, or on the golf course would have said, "sure, if you have him and know it go for it". Not one, regardless of party would have said NO.                     All the President does is review what the military gives him and decide whether it's in the best interest of the country to take action and deal with the result. Clinton had the same choice to send the Seals after Bin Laden, and said he wasn't ready to give them permission because the possible retaliation from terrorists outweighed the benefit. In hindsight that was a really bad decision but it was forgotten after the whole Monica Lewinsky thing and most people don't know he had the chance to do something.

That is, the courage to send our military to Iraq on the lie that Sadam had weapons of mass destructions, thereby causing the loss of thousands of service members' lives while he sat back here and pretended to the world that he had just saved it.                                   @airmanc5--Agreed. I still don't understand how he can take credit for it. The "go" action was executed with a handwritten note (from Director Panetta) when the POTUS couldn't make up his mind. They told Obama about what was happening AFTER the operation had started. He had wavered too many times and somebody had to take the reins and be decisive.
