Report: Secret US program releases Afghan insurgents in exchange for peace pledges

WASHINGTON -- The United States has been secretly releasing detainees from a military prison in Afghanistan as part of negotiations with insurgent groups, the Washington Post reported in its Monday editions. 

The "strategic release" program has allowed American officials over the past several years to use prisoners as bargaining chips to reduce violence in restive provinces, it said, citing U.S. officials who it said spoke on condition of anonymity.

The freed detainees are often fighters who would not be released under the legal system for military prisoners in Afghanistan. They must promise to give up violence, the report said.

More than ten years after the beginning of the war, Afghanistan faces external pressure to reform as well as ongoing internal conflicts.

Officials would not say whether those who have been released have later returned to attack U.S. and Afghan troops, the Post said. 

Releases have come amid efforts to end the war through negotiation, which is central to the Obama administration's strategy for exiting Afghanistan, the report said. 

US offers 'safe passage' to Afghan Taliban leaders

Those efforts have yielded little to no progress in recent years. In part, they have been stymied by the unwillingness of the United States to release five prisoners from Guantanamo Bay — a gesture insurgent leaders have said they see as a precondition for peace talks, the report said. 

Unlike at Guantanamo, releasing prisoners from the Parwan detention center does not require congressional approval and can be done secretly, the Post said.

The program's goal is to quell violence in areas where NATO is unable to ensure security. Releases are intended to produce tactical gains, the Post said. 

On the one-year anniversary of the death of Osama bin Laden, President Obama made an unannounced visit to Afghanistan and said his goal "to defeat al-Qaida and deny it a chance to rebuild is now within our reach." NBC's Atia Abawi reports.

'Outside of normal protocol'
U.S. officials would not say how many detainees have been released under the program, though they said such cases are relatively rare. The program has existed for several years. 

"The Afghans have come to us with information that might strengthen the reconciliation process," the newspaper quoted U.S. Ambassador Ryan C. Crocker as saying. "Many times we do act on it." 

Releases through the secret program from Parwan must be approved by the top U.S. military commander and military lawyer, and are the only exceptions to the prison's judicial review board, the Post said. 

The strategic partnership forged between the U.S. and Afghanistan commits a war-weary American public to at least another 12 years in the country. Tony Blinken, national security advisor to Vice President Joe Biden, discusses.

It quoted one official as saying the procedure was "outside of our normal protocol," the paper said.

These Afghani prisoners are obviously not that dangerous otherwise US would not have released them. Essentially, it is an admission that they are political prisoners.

The recent series of event have demonstrated America's eagerness in getting out of Afghanistan: publicly announcing America's exit from Afghanistan; regularly negotiate with the Talibans; safe passage granted to the Taliban leaderships; reduction in military operations during the negotiation; and release of Taliban prisoners to further negotiation.

All of the above are reminiscent of the protracted Vietnam War negotiation conducted by Henry Kissinger and Le Doc Thuo (sic). In the end, America lied to everyone, especially the American people, with slogans such as "Peace with Honor" as an exit strategy. Even before the ink was dried on the peace treaty, North Vietnamese tanks were crashing into and surrounding major South Vietnam government buildings as well as the US Embassy. Americans fled not in an orderly manner, but hurried using Huey helicopters as the only safe passage. As the Americans ran from South Vietnam witha tail between its legs, there was neither Peace nor honor.

Defeated and bled dried by the Taliban, America will abandoned Kabul the same way as it abandoned Saigon. Kabul will be renamed just as Saigon renamed as Ho Chi Minh City. And what about the fleeing Americans? The American government will declare a great victor and have a big confetti parade in NY Time Square in celebration of the liberation of Afghanistan from the Taliban.

The American people will eat it up. Swallow it up.

I do not believe that this situation is entirely the fault of Mr. Obama. The previous administration, especially Mr. Cheney, had a lot to do with this. You mention being sold out by BO, but have you looked at the U.S. Congress?

I am a Republican and a veteran. You need to stop wagging your finger, and pay attention to the facts. Those are, both Republicans and Democrats took up the challenge of where the Soviet Union and the Russians failed.

In the combined political belief that the U.S. could get the job done, we now are in a gigantic money whirlpool. The military expenses in Afghanistan are totally unbelievable, in sucking dollars, and in injuries and lives.

All of us must wake up and realize that we cannot change the ethics or mores of a 14th century feudal system, and drag them in 2012.

The U.S. and NATO forces need to get out of Afghanistan NOW, no later than June 30, 2012. Let the feudal societies fight amongst themselves. I do not give a damn who wins. We just need to put them on notice that if they screw with us, we will nuke them, and turn their civilized areas into glass deserts.

I must address the Dr Paul issue. When outside the decision making arena such as Ron Paul is, he cannot possibly making military decisions in a black and white fashion. You RP supporters see decisions as if they have no consequences. You are even more naive than Obama supporters which is hard to believe. In a perfect world one nation should be able to pull the plug on strategies that are failing, but is DOES NOT WORK LIKE THAT. It isn't that in a big general sense some of what Ron Paul says doesn't have merit. Everybody, nobody their political views, are sometimes right.

We do as a nation need to decide what the scope of our military should be. We do need to address the scope of the federal reserve. Ron Paul would be in way over his head as his Obama now.

The US over the past couple decades has been fighting wars with one hand tied behind their backs. It is why our wars are failures. OBL wanted to knock out Obama, so that Biden would take over. The thinking was that Biden is such a lightweight it would further cause a US decline in power. OBL said he would bring us to our knees by bankrupting us. He has done so. It is time to admit that.

It is laughable to suggest that prisoners in Afghanistan will now after being held in prison for years will see being a terrorist as a mistake. I have land in Fla to sell you......Really how stupid are we expected to be.

I brought this up in another post and I see msnbc quickly grabbed it and reported to protect Obama. It has been reported in many other news reports long before msnbc broke the news. If any of you read other reports of ridiculous happenings out of this administration, report them on newsvine and you will quickly see msnbc's rebuttal. Most of the reports on msnbc and other leftwing reports are only telling us what fantastic leadership we have in our president.

My guess... and we are all guessing here... is that we're in a position of having to release these people anyway. If so, why not try to leverage their release for some notion of peace. Seriously, we aren't very good at "winning the hearts and souls" of those we invade. "We're letting you go out of the goodness of our hearts and because we now trust you not to fight anymore" wouldn't fly with any of us, now, would it?

"Secret U.S. program" is a misnomer. It's not a secret to the people who are being released. It's not a secret to those who are releasing them. It's not a secret to the families and friends of those who are being released. It's not a secret to the Taliban and to the Karzai government. Who does that leave? Congress would never agree to make deals with an enemy of the United States?

Is it possible that he knows that aiding and abetting unlawful enemy combatants is against the LAW?

We, here, do not know the level of "crime" of those being released. Terrorists? Not likely. We have some in Gitmo that we have refused to release. Taliban? Maybe. Citizens suspected of being Taliban? More likely.

We've always had the debate about the extent of our beef with the Taliban. They harbored terrorists. We warred with them because of that. But now, if you decide you cannot "end" the Taliban, what choice to we have but to try to make peace with them?

We have learned the location of Bin Ladin was known for months before they could convince Obama to give the go ahead. He wanted a PICTURE to prove Bin Ladin was really there. Then when he did give the go ahead the leaked memo from Panetta's office shows he really did say that if it went wrong it was on the Admiral's head that planned it not his.

So, fast forward one year ahead when he goes to Afghanistan on the anniversary of killing Bin Ladin and makes a deal with Karzai AND lets loose all the insurgent prisoners, some of which had to be captured during a killing of our and Nato soldiers. What else could that be except an appology for killing Bin Ladin?

And the French who are overrun with Muslims just elected a Socialist. The whole world is loosing it's mind. If we don't take back our country and our freedom this election, it will be gone forever and America will never be great again.

It's way past time to get out of Afghanistan and close the prisons. If they take up arms against the US again, then we should retaliate militarily by directly killing their troops - but we cannot afford the cost of trying to turn them into a 21st century democracy. Even if this is possible, it will take decades, hundreds of thousands of troops, and trillions of dollars.

Look at it from their perspective for a minute. They don't share or like our world view (just as we don't share or like theirs), and we are occupying their land. What would you do if China took over the US to impose their form of government - even if they did it because they truly thought it would help the US citizens? I know what I'd do...I'd fight the occupiers until they finally left my country.

There is no military solution to Afghanistan. We should have made peace with Taliban 10 years ago. I have a friend who is stationed where Obama made his suprise visit... they said that he was there ONLY for primetime television in America, and promptly left the moment his speech ended. He did not stay for a memorial service for the soldiers they lost that week that was scheduled for 30 mins later... I'm sorry, where am I supposed to believe that Obama gives two sh*ts about our men and women over there?

Releasing known terrorists and "negociating" with a terrorist organization is completely stupid. They have no honor, and sure as hell have NONE of my trust... why would we ever think that they would "keep their word?"

Did we release prisoners before WW2 ended. I think only the Germans did that by leaving camps when they knew they had no chance. You know some of these people have no other way to feed them selves and will end up back in the Taliban fold.

When America supports an insurgent force we call them "Freedom Fighters" When America does not; ignorant people use the term Insurgent interchangeably with Terrorists.

By your definition the Soldiers that fought in the American Revolution (On the American Side) were terrorists. Those soldiers were an insurgent force.

    The United States has been secretly releasing detainees from a military prison in Afghanistan as part of negotiations with insurgent groups, the Washington Post reported in its Monday editions.

    They must promise to give up violence, the report said.

    Are they friggin serious? These insurgents, these terrorists, these islamic jhihadists are bred and born with nothing but pure hatred for the United States and we're supposed to believe that if they are released they are going to somehow, just miraculously turn away from the violence they were born to live? These people want us DEAD. Yeah, DEAD, every last one of us. As far as I know some of these poor, poor insurgents could be the very ones that nearly blew my son's arm off!! SCREW THAT!!     These Afghani prisoners are obviously not that dangerous otherwise US would not have released them.

    Yeah, just like the Muslim Brotherhood was "obviously not that dangerous" otherwise Obama would not have been calling for Mubarak to step down and hand Egypt (and billions worth of US made weapons) over to them. Sort of like Qaddafi was "obviously not that dangerous" otherwise Obama never would have stood there shaking his hand. And just like Assad was "obviously not that dangerous" otherwise this administration wouldn't have continued to refer to him as a "reformer" even after the killing of his own citizens had begun.

    I wonder if these guys got an apology as they walked out the door? I suspect so, it's one of the few things our President seems to be really good at.

    Don't be ridiculous, we're not going to supply anyone with a foreign made weapon. They each got a brand spanking new M-4 and a ride on a UH-60 right up to the Pakistani border. We'd have taken them all the way back to their camps but didn't want to upset the Pakistanis by crossing into their airspace. Much simpler to just pay the Pakistanis to shuttle them the rest of the way.

          I must address the Dr Paul issue. When outside the decision making arena such as Ron Paul is, he cannot possibly making military decisions in a black and white fashion.           OBL and his plan didn't bankrupt us...our domestic financial policies bankrupted us. Our economy collapsed because of high-risk mortgages, real estate speculation, stock market corruption, banking incompetence/greed/corruption and the corruption of our government though the corruption of our elected officials by bribes in the forms of campaign contributions, etc. We were morally bankrupt long before the money part caught up to us...OBL had nothing to do with that. Clinton created the sub-prime mortgage industry as well as the phenomena of off-shoring our jobs with NAFTA as well as revoking the parts of the law that prohibited banks from gambling with depositors money in investment markets. Our economy collapsed because Clinton's policies came to fruition. Oh, did I mention that Clinton even let OBL go so he could later plan and execute 9/11?

          Clinton did more to ruin us that OBL ever could.

            It was the idiotic actions of George Bush, Sr and Jr, which have brought economic disasters, losses of faces, making Muslims of all brands as enemies of the US (or Muslims of all brands consider the US and west as enemies) and West and losses of soldiers.

            Due to Iraqi wars (1991 and 2003), the US and allies options are being limited and slowly being are tied from all sides.

            On the appeasment part, I agree with you. It is dumbest to appease the Islamic religious Nazi nut cases.

            Also unless Paki militant areas are bombed to ground, there will not be worthwhile results in Afghanistan.

              I agree that GWB caused problems with the Muslim world by invading Iraq, but I don't agree the initial Afghan invasion or the 1991 war caused general problems with Muslims.

              The 1991 war was supported by most countries worldwide since it was for legitimate reasons (Iraq was attempting to conquer and occupy another country). We had support in the Muslim world for this military action - especially since we did not invade Iraq after we had defeated them militarily. Sure, the extremists that thought all non-Muslims should be forced to convert or die were ticked off, but that's always going to be the case.

              The Afghan invasion was also supported by most countries worldwide. We didn't have as much support in the Muslim world, but even most Muslim countries supported the initial invasion. The support broke down when we changed from retaliation to occupation.

                Ron--your 2.8--Western European nations and the United States did NOT take land from the Arabs to create Israel. We fought that in EVERY way we could short of being compared to Hitler. We blockaded Israel to ships loaded with war refugees, as well as ones carrying old, dated weapons, because we (and primarily England) handed the keys to the ARSENAL in the area to the ARABS when the war ended.

                My father was with Patton's troops toward the end of the war, and liberated a smallish work camp, and after further detaining the Jews who survived THAT long enough to fatten them up to just anorexic looking, put them (AT GUNPOINT) back on trains and shipped them back to the then Soviet controlled satellite counties that Hitler had taken them from. My father was a Lieutenant, and said the Jews would get down on their knees and BEG him to just shoot them rather than do that. All they wanted was to be released to WALK to Israel (or die free in the journey.) Instead, we sent them back for STALIN to finish Hitler's job.

                In four years in the military, my father said it was the ONLY thing he ever did that he was ASHAMED of--putting those poor Jews forcibly on the train back to Hell.

Close all the prisons and use the money saved to feed and house the homeless.                 Insurgents captured on a battlefield are not "prisoners of war". Not even close. If you don't know that, I'd suggest you actually read the Geneva Conventions. They are classified as "enemy combatants". A person has to meet specific criteria to be correctly be considered a "prisoner of war".

                  Who in the right sense would open battle fronts in both Afghanistan and Iraq, the toughest battle zones in the world, at the same time?

                  Who with a little sense would have Saudi Arabia and Pakistan, both backstabbing experts, as allies on war on terror?

                  9/11 was due to Saudis and Pakis and some funding from UAE.

                  While withdrawing from Iraq, huge forces had to be deployed. No one bothers about the mess in Iraq. Many have become blind on Iraq.

                  When did obama change parties? When he took control of the head office he became responsible for the whole situation. He knew what he was getting into so this should not be a surprise. Just like a CEO taking over a failing company, he thought he was the one to put it back on track. And to demonstrate his willingness to accept responsibility for the situation he increased the number of troops in the GWOT.

                  Unlike a CEO, he has tried blaming all of his failings on the previous leader. Now that he has been the leader for over three years and the situation is worse he garners little compassion is his shortcomings.

                  I blame both parties. My solution is to get out of Afghanistan as fast as we can safely withdraw our troops and equipment. At most, I'd give them a 1 year notice...but I would have given that notice 6 or 7 years ago.

                  I also give Obama a lot of blame for the current situation. He could have gotten us out by now, but instead he decided to increase our presence with the surge.

                  I thought (and still think), there is some hope for Iraq becoming a stabilizing country in the region since they have a fairly educated population that has been living under a somewhat secular government for decades. Afghanistan is a completely different story. Only a small percentage of the people can read and write, and they have been living under decades of religious fundamentalists. (but, even if it works in the end, I still disagreed with going into Iraq - it's not our job to tell others how to live their lives)

                        To my knowledge- NATO/ISAF have been in Afghanistan since the start to oust Al Queda. Now Obama adm. is unilaterally releasing terrorists from Parwan detention center under its (not ISAF's) Strategic Release Program with a promise that the muhajeedins will forgo armed struggle. No wonder there are so many attacks on NATO forces/ISAF forces thanks to unilateral Obama program. This 'secret' program on top of $80 mill. State consulate speaks volumes of sheer incompetence and outright betrayal of US partners on the ground shedding their blood for Obama adm to endanger coalition partners without consultation/input/warning. The reality of all these misteps keep accumulating and didn't Obama tell everyone- the War on Terror is over- AQ has been defeated. At last some reporters are astarting to report the facts on the ground.

                          You're slanting the story without providing substance.

                          The release that took place while Bush was president was primarily for the "round up" prisoners. When we first went to war we were grabbing everyone that we suspected could have anything to do with 911 or terrorist activities. When we finally got to where we could investigate it was found that many of them (your 500) were about as close to "the cause" as I am to you. They were suspected but found to be useless.

                          The prisoners that are being released now are high level. That's why they've been held for so long. They are being released in hopes that their high level status will allow them to negotiate to their people, a more peaceful standing against us. Now that's the story, that's the current administrations reasoning. I know a much easier way to assure they won't attack us again but I can't make that call.

                          Bill Clinton gave nuclear technology to N. Korea for a promise that they would only use it for energy production and peaceful purposes. That has worked out pretty well don't you think?

                          Lastly, mygirl1 nailed it. This is now, this is baracks administration. How do you justify piss poor administration action and philosophy by pointing at a previous administration? It's the primary cause in a giant flaw in our reasoning. "Oh yeah, well they did this or they did that". Guess what? It still doesn't mean that it's a smart thing to do. Quit pointing at Bush it's been nearly four years, stop using it as the crutch it makes you sound petty, frail, and very, weak. Like barack.

                                      Wasn't the point of the war to end the Taliban rule because they harbored Al Qaeda? That happened over 10 years ago. So we are there to what.... create democracy in a country that is split into tribal factions and warlords and local chiefs and has pretty much been that way for a thousand years? How is that going? How much control over the country side is there outside the capital, Kabul unless there are soldiers present, and even then its risky... 98 percent of opium comes from Afghanistan and there is a huge drug trade... and it still goes on. Killing civilians creates more recruits for Al Qaeda and the Taliban.... and it still goes on. And now we are releasing captured Taliban because they promise to be good? LOL The Afghan army is pretty much a joke. Corruption is rampant, including the President there. Could it be the huge quantities of Lithium found there recently? Or rare earth minerals? Or just keeping the American War Machine going.... you know, the one that enriches all the defense contractors, the private armies of mercenaries we employ there, the arms merchants, or the drug trade....... come on....... its been over 10 years against a rag tag group of guerillas numbering in the hundreds or possibly low thousands. If the Afghans wanted bad enough to be free of them, you might think they could do it themselves. And now we signed an agreement that will keep us there for more than a decade to come? Huh. No ulterior motives? Yeah, right.

                                        HE MAY BE COMMANDER-IN-CHIEF of the MILITARY to our destruction but he's NOT TOP COP so WTF????

                                          Negotiating with terrorists is fundamentally wrong and counter productive in the long term. The thing that our western leaders have to keep in mind is that the fight against terrorism is a struggle between ideas, between the differences in values on everyday life. Although they can cheapen the lives already sacrificed by our soldiers by negotiating yourself out of Afghanistan, it will not end the differences in our values and the fight will continue.

                                          The way to fight global terrorism is by implementing a smart risk management policy that will give us consistent progress with time. To defeat this enemy we have to fight by their rules only hit them 10x as hard. Instead of secretly releasing them they should be secretly executing them and "clean" the prison cells for the next batch. Until this enemy feels fear they will continue.

                                              haha Thats pretty funny.. I'm from the United States though.. and not everyone here is like that.. It is really hard to live in this country sometimes.. Just understand that its not the whole country.. There are 300 million people here.. A lot of dumb people.. But still many smart ones too. I have hope that its not too late to slow down this corporate sponsored political system we have enacted. Peace brother.
