CIA foiled al-Qaida plot to destroy US-bound airliner

An alleged al-Qaida plot to blow up an underwear bomb aboard a jet headed to the U.S. was stopped by the CIA before it could be launched. NBC's Pete Williams reports.

Updated at 5 p.m. ET: The CIA foiled a plot by al-Qaida's affiliate in Yemen to bomb a U.S.-bound airliner this month, senior U.S. officials told NBC News.

Officials said the plot involved a bomb that improved on the one that had been sewn into the underpants of Umar Farouk Abdulmutallab, who failed in a plot to blow up a Detroit-bound airliner on Christmas Day 2009. That device did not detonate.

This bomb had a more refined detonation mechanism and was "totally non-metallic," which officials told NBC News would have made it more difficult to detect by traditional screening processes.


A U.S. counterterrorism official told NBC News there were “refinements on reliability” in particular that made this bomb more sophisticated and more likely to explode.

Michael Leiter, former director of the National Counterterrorism Center, talks to TODAY's Ann Curry about al-Qaida's failed plan to bomb an airliner headed to the U.S. and what the foiled plot tells us about the current state of al-Qaida.

In addition to being a threat to commercial planes, the official said this type of bomb could be used in crowded places, on other transportation systems or for assassinations.

The official noted that the bomb “was never near a plane” and “never posed a risk.” The plot was disrupted well before it threatened Americans or U.S. allies, the official added.

John Brennan, President Obama's chief counterterrorism adviser, talks to TODAY's Ann Curry about al-Qaida's failed plan to bomb an airliner headed to the U.S. and says the would-be bomber is "no longer a threat to the American public."

The U.S. received the device last month. The FBI is currently conducting technical and forensics analyses on it. 

The official would not specify which international security service provided the intelligence that led to the unraveling of the plot, as there is concern about retaliatory attacks against U.S. targets inside Yemen.

Counterterror officials deem the thwarted plot a "success story," NBC News reported. The FBI said in a statement that the successful operation was the "result of close cooperation with our security and intelligence partners overseas."

NBC's National Security Analyst Michael Leiter explains the latest terror threat may lead to more stringent screening overseas, especially now that growing instability in Yemen has left the region open as a safe haven for terrorism.

According to The Associated Press, the would-be suicide bomber was instructed to buy a ticket on the airliner of his choosing and decide the timing of the attack.

The U.S. official, who spoke on condition of anonymity because of the sensitive nature of the case, said the individual is not a threat but would not say where he is located. He did not provide information about the individual’s nationality or age.

It's unclear who built the bomb, but the device does bear similarities to other explosive devices built by master bomb-maker Ibrahim al-Asiri. However, Asiri may not have been directly involved in this plot.

According to one official, there is "evidence that Asiri has passed along his bomb-making knowledge to others." The official would not say whether Asiri or an apprentice were involved in this plot.

In an exclusive meeting, a senior U.S. intelligence official told NBC News that Asiri posed the single most dangerous threat to the United States. 

According to the official, Asiri is the most capable of carrying out al-Qaida’s threat to launch a significant terrorist attack to kill Americans inside the United States.

Asiri designed the first underwear bomb that failed over Detroit and he was also the maker of the printer ink cartridge bombs that were discovered before they were shipped to the United States.

The senior official said counter-terrorism officials were seriously troubled by the ink cartridge bombs because they were "particularly sophisticated."

Asiri has also implanted a bomb inside his brother in a failed attempt to assassinate Prince Mohammed bin Nayef, the Saudi deputy interior minister. The minister survived, but Asiri’s brother did not.

Asiri is not just a bomb maker but has also taken to “training the trainers,” sharing his skills with others. Officials believe he is responsible for this bomb, the one sewn into Abdulmutallab’s underwear and the one used during the attempted assassination attempt of Nayef. As director of Saudi counterterrorism, Nayef is one of the United States’ most trusted allies in the fight against al-Qaida.

For each bomb, officials are seeing a new level of refinement and sophistication.

The U.S. counterterrorism official said the thwarted attack and the recent drone death of Fahd al-Quso, an FBI “most-wanted terrorist,” was a “one-two body blow” to al-Qaida in the Arabian Peninsula, which U.S. officials have recently described as the most aggressive of the al-Qaida franchises. 

They also believe that al-Quso, director of external communications for the franchise, would have had to approve the planned May attack.

Officials also say the plot had no apparent ties to the anniversary of the killing of bin Laden. One official told NBC News the timing was coincidental.

A White House statement said President Obama was told of the plot in April. 

"The disruption of this IED (improvised explosive device) plot underscores the necessity of remaining vigilant against terrorism here and abroad," the statement read.

Animals can get along with one another (different species) better than we humans even can. I'm no big Obama fan, but I will say this: on his watch we have gone after terrorists and brought them down. No phoney-baloney "weapons of mass destruction" scavenger hunt that cost the U.S. a bundle. And I voted for Dubya. There are things I do not like about Obama, but I give the man credit for ridding us of at least some of the scumbags obsessed with taking us out.

    Af far as International relations and actually taking the battle to the enemy, Obama continues to smoke the former guy--and never once has he said "mission accomplished, smoke em out." We can do what we need to do, as far as defense, from our own borders and use unmanned drones operated with minimal personnel outside our country.     If you mean put a bomb on a plane headed for Yemen, I'll have to disagree with you on that one. It should never be about 'an eye for an eye'. Putting bomb on a Yemeni airline will most likely not get the mastermind behind the plot, but it will more than likely take out the innocent bystanders, the adults and particularly the children who just want to live and be left alone. Doing to them what they contemplated doing to us would be neither fair nor right and would, in the end, simply give them the impression that they have 'won'; we wold have gotten off our ethical and moral higher ground and gotten down on their level.

    War isn't pretty. War isn't glorious. War equals a massive taking of human life, which is a tragedy no matter who you are, where you live, and what you believe. There's no reason we as a species can't start to rise above our animal nature to lash out when a wrong is done us. My Dad, a Vietnam and Korean War vet, told me when I was growing up that violence should always be a last resort, and when you do find yourself backed into a corner, use the least possible amount of force necessary to accomplish your objective.

    Surgical strikes like the one that took our Fahd al-Quso are a far better use of our resources (in my opinion) our personnel and technology, utilizing the least possible amount of force while accomplishing the objective of removing Asiri as a threat.

    Its always better when YOU dont have to go and do it. Its very very easy to sit and make comments about things US citizens sign up for, while most couldn't be bothered. Sure it sounds easy to say..... lets just send a few drones over there all neat and clean. But remember there are young americans in places none of you want to be ever. Recon relies on eyes and boots on the ground. And the commands require american eyes and very few foreign eyes ( the brits are the closest). This could be true......it could be a way to keep us on our toes as citizens. When politics enter into military anything can happen.     Wow the most important part of the article to me was. That the devices are becoming NON metallic. Glad they even caught one. I wonder how fast the information on how to build the new devices spreads. And once it does how many will actually get through.

                I agree with Tod-2791955. I really find it hard that terrorist plots have only occurred in the last 4 years and only be successfully stopped in those 4 years. I am more likely to believe that terrorist plots have been planned and successfully stopped for three to four decades now, through multiple Administrations. I fully believe that the CIA and FBI have successfully stopped multiple plots over a long period of time, and not just recently.

                And if my belief is correct, why have we heard of at least 4 failed attempts (i.e. Christmas day bomber, Underwear bomber, Printer Cartridge Bomber, and this one) in the last 4 years while not ever hearing about any of the other successful ones prior? Are we serious supposed to believe that the only terrorist attempts that exist after September 11, 2001, were these 4 in the last 4 years? That under President Bush, other than the one successful attempt, the terrorist never tried to attack the United States again? That President Bush was more successful than any other President in history at scarring away the terrorist to not attack us? Seriously? We are expected to believe that?!

                I also find it a bad idea to really confirm to a nation's enemies that the United States intelligence forces have successfully penetrated their secrecy. Just that information is a major breach of our national security, let alone other possible clues that such announces can grant the "bad guys". Please do not make the mistake that our side is the only group that could get clues in the intelligence business base on small clues. The leaders of the terrorist groups have stayed hidden from the world, not just the United States, for years if not decades. That means they have to be intelligent enough and skillful enough at espionage to be able to do this against some of the most power governments in the world. And here, we have just given them a huge key data point on the Game of Spies and Assassins. For what purpose?

                So either we are to believe that President Bush was so great at preventing terrorist attacks on the United States for the last 7 years of his Administrations, or we have to believe that many more attacks have been prevented and we have only been told about these 4 that have occurred in the last 4 years. Which is it? And if it is the later, why was it necessary to give away to the enemy what some could at least believe to be a major intellegence data set to the enemy?

                According to Adam Goldman of the Associated Press who released this story about the foiled underwear bomb attempt, the Obama administration did not want this story released. Associated Press agreed for a while not to release it because of national security reasons, but after they thought conditions had changed, they went ahead and released it based on the public's right to know. In fact, other than the fact that the devices did not function correctly, those attempts should in a way be considered successful terrorist attacks. They placed a explosive device in an area for which the United States was trying to prevent and actually triggered those devices. The devices just failed to denote.

                  But the same thing cannot be said about the Printer Cartridge terrorist event or this one. Both of those events had "anonymous sources" telling press about the plan that was discovered. I would also suggest that both the Christmas Day bombing and underwear bomber had more information than what would be normally obtained via the local police or civilian investigations. For example, the name of the al-Qiada bomb maker and his possible location. I highly doubt the New York Police Department or the Detroit Police Department would have that information. But I guess it is possible.

                  That all being said, a pervious news article stated that this current Administration has gone after more "government leaks" than any previous Administration on record. If that article is true, than it should be believed that any "government leaks" of information right now about the United States intellegence results and assests would be sanctioned at least at some high level in the Justice Department.

                  Here is a question for you. How is it that an United States Ambassador can post satellite photographs of tank movements of the Syrian army on Facebook and not be in some violation of national security and state secrets laws? Would that not be telling the Syrian government that the United States military knows exactly where a part of their current military is located, giving them time to adjust such deployments? Granted, these questions are going a little tangent of the initial discussion, but it is still in the point that there ARE things that the government should not be telling people via the press and we seem to be seeing may of what I would have considered to fall into that area.

                  You make some good points in your posts. It's true that our government does leak like a sieve. The way it leaks, it's just a miracle that the "ship" of state hasn't sunk long ago. I worked in the intelligence business for 20 years, so I know how that works. But not all or even most leaks are officially approved for political purposes. There are many reasons why people leak classified information, whether personal, financial, or just because they can't help blabbering about what they know to impress other people, and they do sometimes end up in jail for it, though probably not often enough. As for you question about the U.S. Ambassador who posted satellite movements of the Syrian army, I can't really comment on that because I had not heard of it until I read it in your post. He may or may not have had permission to release those photos. I just don't know. But if the Syrian government does not know that the United States military knows exactly where a part of their current military is located, they are either extremely naive or just plain stupid. Our intelligence capabilities, at least in a general sense, have long been a matter of public knowledge. There was even a length article in Playboy magazine published back in the 1970's about the Signals Intelligence business run by the National Security Agency (NSA), and the NSA came out with an hour-long television documentary themselves in the early 1980's in which they "fessed up" to what they do in shocking detail. I, at least, was shocked by it, since I worked for them and the U.S. had always denied that it engaged in any such activity, and the very existence of NSA as an agency was only known to a handful of people when it was first formed in the late 1940's. It might surprise you to learn that a lot of material about the organization of the National Foreign Intelligence Community (NFIC) and the National Foreign Intelligence Board (NFIB) is in fact unclassified. Just read any Tom Clancy novel, and you will find frequent references to U.S. intelligence capabilities that people are "not supposed to know", although I have actually found some minor errors in his information. In fact, I read that when he published his first novel, The Hunt for Red October, in 1984 (which, by the way, was originally published by the Naval Institute Press, Annapolis, Maryland) he was suspected by many of being a spy because of the accuracy of his information. As I said, our government leaks like a sieve. It's hard to keep a secret for very long in a democracy.

                  Oh C'mon, AQ only did a couple of bombing and some undermining when Clinton was in office. There was nothing there to declare actual war on. Whenever they would do somthing we would fire a few small missiles at their compound. We had no laws or rules or international aggreeances with what to do. Not until after 9/11 was anything put in writing or wording as what to be done about a situation like this and a lot of countries backed this proposal up and adopted it to. I would also fully believe that the Administration did not send out a Memo telling its agency chiefs to start talking. All I am saying is that I do not recall in the past the CIA or FBI making public any of their success stories. It has always been the case from my experience that the American citizen always seem to see the agencies failures but never its successes. While that is sad in some ways for those dedicated members of the agencies, I have always believed it to be a good thing for our national security. I will admit though my knowledge and opinions are from a layman's view and not a professional in the job.

                    As for the US Ambassador posting satellite photos on Facebook, the person in quest was Robert Ford. He did it around April 7, 2012. Here is a quick burb from an Ireland based news page on the topic:

                    I just do not recall many announced successes of CIA/FBI stopping planned terrorist attacks on the US during President Bush's, or any previous Administrations, term. I cannot believe that the attacks would only be occuring under President Obama Administration, and never before. And finally, I do not believe any of the previous Administration was majorly more successful at stopping these things than the present one. So I have to asked why we hearing this now and never before?

                    Thanks for the link about the release of satellite imagery concerning the disposition of Syrian forces. I don't know quite what to make of it since satellite imagery is normally classified Top Secret Compartmented Information and requires that one with the proper security clearance be specially "read in" for access to that type of information. However, since I have not heard anything about Ambassador Robert Ford being arrested or "hauled over the coals" because of this, I can only speculate that he was given permission to release these photos, obviously to demonstrate that the Syrians were not sincere in their claim that they were withdrawing their forces. I think you are right, however, in your position that releasing such information can be damaging to our national security, but it has been done many times before for political and diplomatic reasons. Those who work daily with classified information and have a sense of responsibility usually get pretty mad, though, when it is done. Classification of information is always a difficult problem in a democracy. Ideally, you want the public to know as much as possible since they are the real government of the country ("We the people of the United States..." as the preamble to the U.S. Constitution puts it), but we don't live in an ideal world. We live in the real world where we have enemies and where what the public knows, our enemies also know. That's why we have to classify information in the first place and withhold it from the public. Sometimes politicians and diplomats find it necessary or expedient to release such information for their own purposes, though. For better or for worse, the President of the United States is the ultimate classification authority. All information that is classified is classified by his authority, and he has the authority to declassify it when he deems it to be appropriate. You're right, too, about the CIA and FBI not making public their success stories. That's generally true for the intelligence community as a whole; their failures are made widely known, but rarely their successes. It does happen, though, that their successes become occasionally known, such as with the Walker spy scandal in the 1980's. I don't really know how often that has occurred in the past compared to now.

                          Obama gets my vote. He lets the military and CIA do their jobs without being overly cautious about how it effects his reputation, he visited Afghan on the anniversary of OB's death, even when he was elected he was out of his bulletproof car shaking peoples hands.

                            There is ample evidence that Cheney and Tenet knew that 9/11 was going to go down the way it went down. They did know the where and the when. If you stop the "terrorists" at the airport, or arm the cockpit, or mandate that the door always be locked, 9/11 never happens. Preventative measures were never implemented even though the PDB of August 6 2001 specifically named the WTC as a likely target for hijacked aircraft. 9/11 was an inside job, and Cheney helped plan it for twenty years.                                   al Qaeda is running out of excuses for its hatred of the US and they know it. First, the excuse was oil. Then, it was our western way of living. Now that bin Laden was shown to be a lover of porn, I'm guessing his western ways are no longer an excuse. You know what I think? I think there's a world of guys out there so mentally insane that controlling the world is the only thing that matters to them.

                                  They are fooling themselves if they think killing innocent people will stop the US from protecting its citizens. al Qaeda like the Taliban is a shred of the power it once might have had. The US is technologically on the offense and showing up these mental midgets big time. Now, not even bin Laden is someone they'd have obeyed. They are glad he's done. Leaves room at the top for another savage.

                                  So what they are really after is the same as any common meatheaded control freak: power. What's really laughable to me is that they actually think they'll turn civilization back thousands of years.

                                    No, he won't. But the reason your post irritates me is I'm pretty sure you're alluding to Obama taking credit for the death of Osama bin Laden (which he has never claimed full responsibility for either). There's this idea going around that "anyone" would have made the same call Obama made, a sure shot at bin Laden. The willful ignorance in which that engages incorrectly assumes 1.) that it was a sure shot (those involved in the situation have said that intelligence reports were 50/50 on whether or not they had found bin Laden) and 2.) that U.S. intelligence just found bin Laden on their own without orders from the president.

                                    The facts are that Obama did make the call for the SEALs to go in, taking a big chance politically, and before that, it was Obama who made the decision to put resources toward finding bin Laden. The SEALs deserve a ton of thanks and credit, but they didn't go in there without orders, and the orders came from the top.

                                    The idea that President Obama takes "full credit" for everything is one of Rush Limbaugh's usual BS subjects. I've seen TV shows that first show Rush telling everyone what Obama said, then immediately show what Obama actually said. Anyone who's seen this will agree that its a real hoot. The funniest part is when I see people on these posts quoting Rush's version as if it's fact.

                                    As long as you have someone else tell you what the President said, you will never have an accurate picture of what's going on. Try listening to a speech or news conference yourself. I used to watch Bush's face time just to see what he's up to next. Try it.

He has claimed full responsibility for bin Laden several times, including the night he announced the raid (did you even watch that speech??).                                     Apples to oranges, Tracey. Contrary to what you may see on TV, the President doesn't "run" the CIA, nor does he "call the shots" for them. Try reading some history books. The actions in Mogadishu weren't CIA operations--they were military operations. The President does have direct control over these types of military operations.

                                      If so many people want to give Obama credit for anything the military and CIA do that's good, he has to take the bad with it. Like the Sgt. who massacred 16 civilians. Obama is his CIC and needs to shoulder the blame.

                                      Obama also deserves blame for the Ft. Hood shooting, which isn't too hard to do anyway seeing that Obama had invited the shooter to a meeting Obama held on how to improve relations with Muslims in this country.

                                      Obama deserves blame for the 1000's of soldiers killed in Afghanistan since he took office. He quadrupled the number of troops there because in his own words, "That's where bin Laden is hiding", even though he was hiding in Pakistan.

                                      I'm sure a lot more can be added to this list.

                                        Drone attacks are military operations on specific high value targets where every care is taken to minimize civilian casualties by using precision ordnance and/or timing the strike carefully.

                                          Why do they keep allowing any flights from YEMAN come in to the U.S.?!?!? Anybody?!?!?

                                          Are you really that ill informed? There are no direct flights from Yemen to the U.S., but there are lots of connecting points. Tell me how you monitor all those flights.

                                          ALEC is busy writing more NDAA style legislation for their Paid Politicians to pass for them to make them richer. This is utter BS, there are no US bound flights out of Yemen so the CIA is taking credit for saving who???? Europe? We can blame the CIA for starting all wars since their formation in 1944. Eisenhower fully believed they assassinated Patton and Patton said as much before they killed him. When Kennedy said, 'if they are going to kill me, they are going to kill me.' He was talking about the CIA. The current beef with Pakistan can be attributed to a CIA 'mercenary contractor' who shot two innocent people in Pakistan and walked away.

                                          The CIA just handed a drone over to Iran a few months ago. We can be sure that technoligy is being shared with Russia, Pakistan and China. The CIA has cost the USA it's reputation as a democracy. 700,000 people dead so the US Oil Robber Barons can run a frickin pipeline to bypass Iran. That's what we are defending, a tank of gas.

                                          Y'know what's fun? Just copy and paste all the comments on a story like this. Then do an auto-replace and substitute "Jews" for "Muslims" and "Judaism" for "Islam." Then try to tell the difference between that and Nazi propaganda.

                                          I also am extremely grateful to the CIA..underwear bombs..? What is next..The taking out of Bin Ladin..I agree it had to be done..but only half the problem was addressed..would have rather had time to hear his side of the story..I believe he was taken out in the way he was so his side of the story could not be told..to many would have been implicated..he was the scapegoat..now did I shed even one tear on the day he died..of course not..to kill so many innocent people is not forgivable to me..I do remember a couple of years ago on Christmas..they wanted to come to the table to talk peace..I new they would be the first to step up..our administration could not have that..it would have shown what heartless monsters have been put in control of our country..something most American's would not want to admit..means they have not been watching..because they are to involved in there own lives most..to really care about what is happening around the world..I believe a lot are starting to wake up..it is about time..watch them all very closely..people will die to save there dirty little secrets..but if possible they of course would rather someone else die..sad for me..I had to much time on my hands during all this stuff..was able to watch to closely..home taking care of a sick boyfriend ..who later became my husband..anyway..assassination..not a good Idea..the person gets to die a hero..like the those who worshiped this man..I would have rather heard his side of the story let the whole truth come out..and let the history books record for once the true story..not the one that the government wants us to believe..censored just like the News..that we see daily on TV..were they are not allowed to voice what they think or feel..just report as they are told..by the sponsors..enough for now..thanks for allowing me to join your conversation..remember they are very good actors..conditioned to say what they think you want to hear..with a smile..

                                            @Colette, Osama a scape goat? As i perceive it, from the time OBL went home after Afganistan. He was making us the scapegoat for all the woes of that part of the country. He than had one goal and one goal only, to bring down America. If my President can split his religious beliefs from state requirements he has two thumbs up for me. You need to go back before 9/11 and get a better picture. You have just live thru History in the making, from begining to end, and now (this part is over) it will be documented for future generations. Now we get the rest of the henchmen or will you say we will make scapegoats of them to?
