BAGHDAD -- Interpol called for the arrest of fugitive Iraqi Vice President Tariq al-Hashemi at the request of Iraqi authorities on Tuesday on suspicion of planning attacks, a move likely to complicate attempts to defuse Iraq's political crisis.
Al-Hashemi, a Sunni Muslim politician with the Iraqiya bloc, fled Baghdad in December when the Shiite-led government accused him of running death squads, a dispute that risked upsetting a delicate power-sharing agreement.
The vice president, who is in the Turkish city of Istanbul, has denied he was involved in murdering six judges and other officials. He says the charges are politically motivated and has refused to stand trial in Baghdad.
"My defense lawyer will present an appeal to Interpol in the next few days," al-Hashemi said in a statement. "I won't submit to pressure and blackmail."

According to the BBC, Iraqi authorities allege al-Hashemi is linked to about 150 killings.
The case strained Iraq's fragile coalition of Shiite, Sunni and Kurdish political blocs and generated fears of a return to the broad sectarian violence that wracked the country during the darker days of the war in 2006-2007.
"This is an escalation ... while some Iraqi political blocs are trying to meet to solve problems, those which head the government are creating problems," said Ahmed al-Massari, a senior Iraqiya lawmaker.
Iraqiya complains it is being shut out of power, and briefly boycotted the government earlier this year after an arrest warrant was issued against al-Hashemi. Iraqiya and al-Hashemi cite the charges an example of Shiite Iraqi Prime Minister Nouri al-Maliki's flexing his authority for political gain.
Turmoil
The al-Hashemi case is being closely monitored by Iraq's neighbors concerned about the turmoil spinning into more Sunni versus Shiite violence, just months after the last American troops left the country in December.
The last 480 troops left Iraq early Sunday morning in high spirits, happy to be heading home for the holidays. NBC's Richard Engel reports.
The Red Notice issued by the international police organization calls on security forces in its 190 member countries to help locate al-Hashemi and bring him to justice.
Interpol faces legal threat for helping oppressive regimes hunt dissidents
"At the request of Iraqi authorities, Interpol has published a Red Notice for Vice President Tariq al-Hashemi on suspicion of guiding and financing terrorist attacks in the country," Interpol said in a statement.
While Red Notices are not international arrest warrants, some of Interpol's member countries treat them as such.
Turkish Prime Minister Tayyip Erdogan told a news conference that he believed al-Hashemi would return to Iraq after medical treatment.
"Al-Hashemi continues with his initiatives regarding his legal problems," Erdogan said. "We gave him all kinds support on this issue and we will continue to do so."
'Serious charges'
Interpol said the notice would restrict al-Hashemi's ability to travel and cross borders.
"This case also clearly demonstrates the commitment of Iraqi authorities to work with the world police community via Interpol to apprehend individuals facing serious charges,"Interpol Secretary General Ronald K. Noble said in a statement.
Al-Hashemi's trial was postponed a week ago after his lawyers argued that it should be held in a special court for political figures. It is scheduled to resume on Thursday.

The trial focuses on the assassination of three government officials. Al-Hashemi and his bodyguards are also charged with the murders of six judges.
Since December when al-Maliki's government accused al-Hashemi and sought the ouster of another leading Sunni politician, many Iraqi Sunnis say they fear he is trying to sideline them to consolidate his power.
The political crisis has been complicated since last month when the autonomous Kurdistan region halted oil exports and hinted it could break away from Baghdad in a long-running dispute over oil and land rights.

Four senior Iraqi political figures have threatened al-Maliki with a vote of no confidence unless he stops engaging in what they called "autocratic" decision-making at the expense of other partners in the power-sharing government.
But the Shiite, Sunni-backed and Kurdish blocs are still haggling over an agreement that will break their political impasse. Most blocs are sharply split over how to end the crisis and who might replace Maliki if his critics muster a vote against him.

The Interpol's Red Alert notice finally reached America- al-Hashimi has been holing up in Istanbul,Turkey with security personnel provided 24/7 by none other than Turkey's PM Erdogan. Al-Hashimi is in Basaksehr district in Istanbul (20 police officers' security for Hashami). Furthermore Turkey's PM Erdogan will not recognize Interpol's Red Notice although Turkey and Iraq have an extradition treaty dating from 1995. Turkey will not arrest him- al Hashemi is their guest. PM Erdogan also stated that Baghdad has not been arresting the Kurdistan Workers'Party members (PKK)in Kurdistan,Iraq,where they are- Turkey has been making numerous airstrifes on Iraq's Kurdistan to kill outright any Kurds even in Iraq. Al Hashemi is charged with aiding and abetting,financing the terror murder of 6 Iraqi judges and officials.
I do not understand the first part of your post - how has this "reached America"
The Interpol Red Notice has been abused by repressive regimes for quite some time. The big problem is that there is no legal body that has any oversight on the issuance of these notices that is separate from Interpol. Interpol generally accepts requests for Red Notices to be valid on their face and does not routinely review or question the facts surrounding the requests. They make the assumption that the requesting country's charges against the individual are valid. There needs to be a way for an individual to challenge these Red Notices in a legal forum, particularly since a significant number of them are based on politically motivated charges being made by repressive regimes. Maybe the ICC in The Hague should be designated to hear appeals to the issuance of Red Notices. For now, I think Erdogan is doing the right thing by refusing to take action on the Red Notice against al-Hashemi. Whether he is doing so because of his frustration with the Iraqi's failure to take action against the PKK rebels or because he really disagrees with the Red Notice is open for debate, but at least the outcome is the correct one. The problem is that this is only going to further raise the tensions between Iraq and Turkey. Turkey routinely violates Iraqi sovereignty with their cross border strikes against the PKK and this has been causing problems between the two countries for some time.
It seems clear in this particular case that the issuance of the notice as designed to harass al-Hashemi for political reasons. The Iraqi PM al-Maliki is trying to consolidate his power and push the Sunnis out of the government. After many years of living under repressive Sunnis rule under Saddam Hussein, some Shiites now want to get even. They do not want to share power with the Sunnis in any way. Hopefully the more moderate of the Shiites will get al-Maliki to back down and work with the Sunnis, or in the alternative succeed with a no confidence vote against him to remove him from power. If al-Maliki is allowed to continue on his current course, Iraq is going to descend into yet another round of major sectarian violence and civil war.
The above are great points regarding how Interpol can be used as a political weapon - see the case of the American NGO workers in Egypt, for example. What all the reports on this seem to miss is that there is a secretive, unregulated process called a 'diffusion notice' which has NO oversight by Interpol and cannot be retracted once issued. At least red notices have an appeals process.
It is the use of diffusion notices which undermines the credibility of Interpol as a politically neutral organization and I hope some folks in the media will research this as it is quite incredible how this can be abused.

As a vet myself, I will be glad when our troops come home. However, when they do, Iraq is going to explode literally and figuratively. Saddam was evil, no doubt, but give him credit for having control of that country, nutjobs included.

The Shiite government of Iraqi, is moving ever closer to the Shiite government of Iran; this guy is a Sunni, their enemy for the last 1000 tears, we have created a hell of a mess in the middle east; Bush and Cheney got us in this mess, Obama was elected on the promise to get us out within a year, he failed, he will not be re-elected.
You know, this is why the so-called "Arab Spring" is actually an "Arab Winter." The divisions between the Shiite and Sunni were kept in balance (somewhat) because it was "all in the family," the Islam family in this case. Only those playing in that game of balance really understood the frailty of it all and the chaos it would cause should it be upset. On the US side of things, Carter was the first to get involved, ousting the Shah of Iran and paving the way for Ahmadinejad (later down the road) to take over. Bush 1 threw a wrench in the balance with the Gulf War. Bush 2 carried it further by ousting the Taliban and Saddam. Now Obama has made the play of ousting Mubarak and Gadaffi.
I don't find it surprising that the US feels they have to get involved in every situation, but these are things that have been happening for much longer than the US has been around. It's high time we leave these people alone and let them rise on their own or destroy each other in the process.

I get really sick of politicians who feel obligated to integrate their personal relationship with God into their campaigns for office. That opens the door to actions based on religious "mandates" and even greater polarization. When your country is a melting pot, that's a recipe for the majority to abuse minorities and never realize or understand it.
What is amazing is that the Shia-Sunni split comes down to political differences in the 600s after Muhammed's death. Shia thought leadership should remain within Muhammed's family and Sunni believed that leadership should be selected by the community of the faith. Politics and religion... never a good plan.
Perhaps it less of a Shia-Sunni, politics-religion thing than a simple case of good vs evil thing.

You cannot democromize a nation of muslim ethnicity. The sunnis and shiats hate each other. There will always be wars and termoil between them. We lossed thousands of american soldiers for what? We didnt even get any oil out of the war. There were no weapons of mass destruction. you cannot change these people and we knew this but the Bush administration used fear to scare americans into a war. What about the extremes we tolerate in America? Do we not have racial bias? Do we not shoot those who frighten us by having AT&T headed ALEC write the "Stand Your Ground" legislation to make it legal? Do we not have an entire Tea Party, financed by Koch Brothers, Dick Army, and many religious zealots who want to convince us that their brand of religion is the only true way by claiming that America was based on Christian values when the authors of the Constitution were, in reality, Deists that believed in many gods?
Our Constitution, dividing our government from the trappings of religion and the power of religion, allows any religion to exist upon our shores. Haven't Christian Republicans convinced their sheep to ignore the Constitution and repeatedly legislate their "Word" over all other religions in the zealotry of religious fundamentalism comparable to Iraqi fundamentalism which seeks to deny the rights to co-exist with other religious philosophies?
Forcing one brand of religion down everyone else's throats is no god's plan. Only frightened men do that. How many lives will be lost in the cause of religious zealotry because zealots deny any government that does not live by their "Word"? Were not all other religions and beliefs ignored by the people in North Carolina when they deemed that one tiny segment of our population should have no rights to the benefits of marriage? Marriage is not matrimony. Each church has their own form of matrimony.
Don't the Christians of this nation deem their religion as the only valid one? Don't Christians deny the founding principles of our nation that was first populated by the Puritans who hated a National Church, and fled to our shores to escape it? Yet these Christians do the same as they do in Iraq and deny the ability to choose our own faith as Americans as the religious factions refuse to join hands and work together?
Zealots are zealots. It does not matter if they are Americans or Iraqis. In Iraq a representative of one of the religious factions has committed crimes, deemed by the world to be heinous, by the use of his death squads in killing many judges that opposed his religious party's convictions for the sake of power? Similarly, we Americans voted in North Carolina to kill the future of a small per centage of our populace to have the same rights as any other couple which include visitation rights when one is sick, Social Security benefits when one dies, and the right to exist in that state at all.
Bigotry and Religious intolerance are the building blocks of war. We do not need to remind ourselves how many wars were fought over religion. Too many. When will people learn to keep their religions to themselves instead of pushing it on street corners in the hope of redemption for their own sins? How many ornate houses of worship shall be enough to appease the hate against those who choose a different path?
How many times must one read the holy books to see that god's will is to build a population that would stop war and embrace peace and harmony? If that everlasting peace and harmony is achieved by letting us each seek our own path, then so be it. Why must there be so much religious intolerance that only breeds more suffering? When will the sheep awaken and see they are being manipulated by the rich and the powerful and the zealots?
In America we can oppose these fascists by voting. But a lazy populace who knows not what they are voting for is useless in achieving what is God's will. If we hide under blankets with our guns, with our racist attitudes, with our Bibles in the dark where they are not read, or carried into battle for the sake of power and glory, while denying religious freedom and the exclusion of the rest of the human race, we become lost, too.

If it is so beneficial, why must so many die when the holy books tell us "Thou Shalt Not Kill" and "Thou Shalt not Judge"? Why do we all ignore that? Does it make us feel good to set our boot heels on the necks of the infidels? Does it give us that tingle we so crave? Should we not ask ourselves who the real heathens are as we strike down equality for all on issues of race or sexual preference because of our fears of the unknown? How can we be worthy in claiming to value all life as we seek to protect what is not born, while sending our young off to war, or into defunded schools, or to jobless neighborhoods to die, for the sake of the politicians that bend our will away from that which is right?
