Updated 5:30 p.m. ET: BAGHDAD -- Iran and world powers exchanged unusually detailed proposals at talks in Baghdad on Wednesday in hopes of defusing a long, volatile standoff over suspicions Tehran's atomic energy program may be a disguised quest for nuclear weapons.
The stakes could hardly be higher: global oil markets are jittery over extended Western sanctions imposed on Iran's vital crude exports and the specter of a Middle East war arising from possible Israeli strikes against its defiant arch-enemy.
But no breakthrough appeared to be in the offing in Baghdad, where the six powers were testing Iran's willingness to curb its uranium enrichment work. Differences remained, notably, over when Iran would be rewarded with relief from economic sanctions.
A Western official said the discussions would resume on Thursday. He was speaking after Iranian chief negotiator Saeed Jalili and European Union foreign policy chief Catherine Ashton held a bilateral meeting that went on late into the evening.
After a 15-month diplomatic freeze and exploratory talks in Istanbul last month, envoys for Iran and the United States, Russia, China, France, Britain and Germany convened with both sides publicly upbeat about the scope for an outline deal.
"The EU three-plus-three side put forward a detailed proposal, which includes confidence-building measures that can pave the way for Iran to demonstrate that its nuclear program is for peaceful purposes and for it to comply with its UNSC obligations,” U.S. State Department spokeswoman Victoria Nuland said, NBC News reported. “And then this approach would also include step-by-step reciprocal steps aims at near-term action on our part if Iran takes it own steps.”

The end goal for Washington is "full compliance by Iran with its international obligations and full ability of the IAEA to inspect and verify any obligations that it has undertaken," Nuland said.
Iranian media close to the Tehran government said Jalili presented a five-point package covering a "comprehensive" range of nuclear and non-nuclear issues.
The official news agency IRNA sounded a note of discord by quoting Iranian officials as referring to the big-power proposal as "nitpicking" while student news agency ISNA said: "Apparently from the Iranian point of view this package is not balanced."

However, those leaks did not appear to be Tehran's final response as the talks ran on into the evening.
The powers' overall goal is an Iranian agreement to curb uranium enrichment in a transparent, verifiable way to ensure it is for peaceful purposes only. Iran's priority is to secure an end to sanctions isolating the country and damaging its economy.
The pivotal proposal by the six, led by Ashton, was for Iran to halt its enrichment of uranium to the higher fissile concentration of 20 percent, her spokesman Michael Mann said as talks got under way.
That is the Iranian nuclear advance most worrying to the West since it largely overcomes technical obstacles to reaching 90-percent, or bomb-grade, enrichment. Iran says it is enhancing the fissile purity to such a degree only for medical research.
"We have a new offer on the table which addresses our main concerns about the Iranian nuclear program. The 20-percent enrichment question," Mann told reporters. "We hope the Iranians respond positively and we can make progress today."

In a separate interview with Iran's state-run English-language Press TV, Mann said no final deal was expected in Baghdad because progress was likely to be only gradual.
He said toughened sanctions, especially an EU ban on Iranian oil exports due to take full effect on July 1, had helped to draw Iran finally into serious negotiations.
Iran has hinted at flexibility on higher-grade enrichment although analysts caution that it would be unlikely to compromise much while sanctions remain in place.
In previous meetings the two sides could not even agree an agenda, with each largely repeating known positions and Tehran refusing any dialogue on changes to its nuclear path.
Iranian Foreign Minister Ali Akbar Salehi, speaking to reporters in Tehran, said: "The ideas fielded to us speak of the fact that the other side would like to make Baghdad a success. We hope that in a day or two we can bring good news."
Salehi also warned that Iran would not bow to pressure: "Their policies of pressure and intimidation are futile. They have to adopt policies to show goodwill to solve this issue."

The IAEC should investigate the israel nuclear facilites than just single out Iran to please US and israel. Israel's possession of nuclear weapon is a known fact and is a danger to world peace. Iran just want to protect themself with nuclear deterrents.
Most of the world will brief a sign of relief is Iran has nuclear weapon to provide a military balance and deterent against any attack on its nuclear installation by israel.

Ruken - Cite one illustration where Iran has been caught lying about its nuclear enrichment. Bet you cannot. Iran is now and has been under IAEA inspections. There is no room to lie about something easily verifiable. Iran should be allowed to enrich to 20%, for it's medical isotopes or the world should provide Iran with the isotopes. I have an idea. Lets force Israel to undergo IAEA inspections on their nuclear sites. If they don't acquiesce, lets place sanctions on them.

This is another stall tactic from Iran,Go ahead and ease the sanctions and they will go back to where they left off and then it will take another 3 to 4 months to put them back in place,They said they will not bow to pressure and watch as before .Once sanctions are lifted they will not let the inspectors in.

If Iran would stop enriching to 20% purity, and verify this with IAEA monitors in place 24/7, and grant access to suspect military installations, they should be rewarded with lessening of sanctions. The next step would be for Tehran to end all support for terrorist organizations. This would only happen with a strong peace deal between Palestine and Israel, that grants statehood to the Palestinian people.
I believe the biggest obstacle to peace is the Palestinian claim to Jerusalem.

Don't you think that if it were that easy it would have been done? Israel has taken out facilities in other countries so they are obviously prepared to do so but they aren't because the facilities in Iran are hardened or built into a mountain side.
Knock out their surface to air defense structure then carpet bomb every thing that looks military or of economic value. Then the bunker facilities should be pounded until there is a big hole deeper than the bunker. Seems to me that someone's got to be the "bigger person" here and make a concession, and I don't think Iran will be the ones to do it. There's got to be some way the US/EU can offer a little more carrot and a little less stick in the short-term with unequivocal promises of reversing that tactic if equivalent Iranian concessions are not forthcoming. Pick one of the more reasonable concessions the Iranian government wants and give it to them -- put the ball in their court -- and then give them a reasonable amount of time to reciprocate on a comparable concession the US/EU side wants. If they do, then great, we're making progress. If they don't, then that's it -- Iran will have proven that diplomacy is a waste of time. I don't advocate going to war or doing anything illegal, but everything else, by all means.
What I can't figure out is why Russia and China insist on making themselves such obstacles on this issue. One would think that Russia, with all the problems its had in dealing with Muslims, would want the same safeguards we do regarding Iran. As for China, it seems to me they can trade just fine with Iran whether Iran's got nukes or not, not to mention the fact that a secular state like China should likewise find nukes in the hands of a touchy Islamist regime a distasteful proposition.
On Russia and China, I think they like to see the US/western Europe twist in the wind a bit before they actually help, although they are helping more now than before.

Are you paranoid? Israel is neither a party nor a subject of the talks. The subject is Iran's compliance, and it must be achieved, by agreement, or sanction, or force.

These talks are a total waste of time. Already the Iranians are balking at some of the issues. This is just another stall tactic. US needs to threaten Iran with eminent military action by a date in the VERY near future if they express even the slightest hesitation on complete and unrestricted access and inspection of thier nuclear facilities.
We have played this game of 'cat & mouse' for over a decade and Iran simply plows ahead with thier nuclear plans. ENOUGH of this. Big stick with no comprimises.

The United States and the Japanese were sitting at the table talking the day Japan attacked the United States first at Pearl Harbour. Some times diplomacy just doesn't work. A lesson should have been learned and remembered. Hell there were allot of Japanese who entered into service after their war against us began. Even after we dropped two A Bombs on them they would have continued had they the resources. I am not promoting war. But this Middle East Iran nuclear case has to end now before anyone can be attacked or live under threat of their nuclear capability. Iran must not be given anymore time or chance to stall or compromise. This is the deal. Take it or pay the price. I hope our position is we have a line drawn in the sand. We have negotiated in good faith and you've lied to us and stalled long enough now. July your sanctions will be in place and we advise you to stop advancing your nuclear program beyond making energy. You Iran have 90 days to comply and allow full open inspections and should the inspections reveal you are operating to satisfaction and do agree to continue monitoring of your nuclear program we will consider some easement of some of the sanctions. If you Iran continue to attempt to stall us and we cannot verify what we want you are creating a situation of continued insability in the world which is unacceptable and will answer for this as we the people will not tolerate what you are doing and will stop you with every option available to us. Sanctions and verification are our line in the sand. Cross us any longer or any more you will wish you only had sanctions on you. You have 90 days to fully comply and we will take our next step. That's about as diplomatic as I would be.

Isreal is a small country. Even if it has high tech weapons, it cannot win any hand to hand combat- Smart isrealis know that past wars with egypt/syria were won with US help and weaponry and relatively solid military structure with good men. Right now, conscripts are more like"make love, not war types", plus there are many gays too.
So, its difficult for isreal to win a war or a battle against people who are not scared from death..
Plus, the weaponry is also improving in other countries too.. They are not holding M-1 s anymore.

I know Israel took out a couple nuclear sites and for good reason too. Iranian officals have public stated they want to kill all Israelis. Iran does not want Israel to exist. Yes, it is a threat to other nations -- it is a very active one, too. The Iranian government sponsors terrorism and there are decades of records to prove it.
