Canada has been sending letters to government scientists notifying them that their jobs will be eliminated or affected by the closure of the country's marine pollution program -- but at least one isn't going without making some noise.
"It's perplexing that we face the loss of this program, given the 25,000 chemicals on the market and the ever-increasing threats posed by shipping and oil and gas exploration and development in temperate and Arctic waters," Peter Ross told msnbc.com. Ross is perhaps Canada's best known marine scientist for his work on identifying killer whales as the most contaminated marine mammals on the planet.
"As can be expected when one is told their position is being terminated, one is shocked and saddened," he added. "However, when told that the entire pollution research and monitoring program for Canada's oceans is being eliminated, I was speechless."
The program, which employs 75 staff, is set to be shut down by April 1, 2013, the Victoria Times Colonist reported.
"I cannot think of another industrialized nation that has completely excised marine pollution from its radar," Ross said.
The program is under the Department of Fisheries, which is shedding a total of 400 jobs. More than 600 others will be "affected." Of the some 1,000 jobs impacted, three quarters are with the Canadian Coast Guard.
A Department of Fisheries spokesperson told the Colonist that the cuts would produce $79 million in savings and that an advisory group from academia and the private sector would instead provide advice.

Ross countered that those groups wouldn't be as accountable as government agencies are. "I can't think of any scientist or agency outside of government that is held to account on issues related to public health, the health of marine fish or mammals, or the identification of emerging pollution concerns in the coastal environment," he said.
Ross also published an opinion piece, titled "Silent Summer," on environmentalhealthnews.org. He concludes:
"It is with apprehension that I ponder a Canada without any research or monitoring capacity for pollution in our three oceans, or any ability to manage its impacts on commercial fish stocks, traditional foods for over 300,000 aboriginal people and marine wildlife.
"Canada's silence on these issues will be deafening this summer and beyond."
So what's the plan for Ross? "My personal and professional hope," he said, "is to transfer somehow to a university where I will be able to continue to work on ocean pollution priorities."

$80 million is chump change on a national budget scale and scrapping their entire marine pollution research department in order to save that amount is unconscionable. This is just another outcome of conservative short term corporate thinking.
They are not broke. Harper and his rightist Conservatives need to pay for their crazy plan to build new prisons, despite their being no notable rise in the crime rates. But he wants to increase penalties in his war on cannabis, instead of doing the sensible, conservative thing and legalizing and taxing the popular intoxicant.

Look what they did to the economy. That was corporate self-governance at its finest. Just because the government of Canada will no longer support the program does not mean it will be abandoned, like the articlesaid the reamer's will simply move to the private sector, and they will get their funding from universities instead. in the long run they will probably be more efficient. government is a waste and runs its programs poorly Canada's present government knows this, why should the government have to be everywhere when the private sector is fully capable of dealing with the issues and is already in place the less the government is involved the better. if the US was to downsize its government about 75% it might become functional, big gov doesn't work, that is a proved fact while the private sector gets things done. the universities will make the reasearchers be accountablefor their funding and prove their worth or get out and the tax payers will get a break the government cant shed dead weight as easily as the private sector, this in my mind is more in line with fixing the problem and allot more fixing is needed. Canada g'menbt's decision to discontinue Marine Pollution Program and others is more than mindboggling - it is hazardous to their health. Canada has been one of the nations in the Geohab (http://www.geohab.org/ which is the vanguard in research for multiple scientific fields. Pollution is real- people/fauna depend on unpolluted supply of foodstuff,ocean flora ditto. Peter Ross (like in Ross Sea) and his fellow scientists have to apply for international funds if Canada refuses to fund. Canada is a signatory to certain international treaties too.

We have a revenue problem not a spending problem. If we collected taxes at the level they should be at we would not be running deficits.
Governments always have limited funds to spend, and they must set priorities to allocate those funds to accomplish the greatest good. Obviously, they feel that academia can perform the task sufficiently well that those resources can be used more effectively elsewhere. I don't think that most people can deny that 'environmentalism' sometimes goes to extremes that don't properly balance other pressing needs - such as jobs and economic growth.
Without looking at the details of the decision, it's easy to 'jump to conclusions' on one side or the other, but that is irrelevant.

Good point. Government always has limited resources to spend, and they must allocate those resources to do the most good. Liberal states (think California, Illinois and New York) typically mis-allocate those resources, and they usually have severe financial problems. Their solution is always "Raise Taxes", which drives business away and creates even bigger deficits.
California is the biggest joke - they have perhaps the highest taxes in the country, along with the most stringent 'environmental laws' and intrusive regulations that drive businesses away, along with one of the highest unemployment rates, and all they want to do is 'Raise Taxes again' as the 'solution'.

Hmmmmm ... I came of age during the 1950s under President Dwight David Eisenhower, Republican. It seems to me that we were at our most powerful at that time. Pres. EIsenhower decided we needed an Interstate Highway System (and I do remember the 2-lane federal highways we had at the time), and by god, we built it. We instituted National Defense Student Loans to encourage students to attend college and university after being shocked when Russia launched Sputnik. It enables millions of students to attend college and gain a degree with minimal and affordable loan repayments. I was in an Honors program where I attended, and almost all the students had NDSLs ... most of the guys were majoring in engineering ... no one had ever heard of "Recreation Studies". What I'm trying to say is that the federal government invested in this country, and it paid off handsomely. Only with the rise of Reaganism and the Republican Right have we seen a disinvestment in America, a growth of debt, the rise of propaganda masquerading as news (I'm talking Fox News here, you pinheads), and the steady and ever-increasing deterioration of America the Great.
Some of us have memories and do not buy into the ever-changing narrative. What we are today is what we were warned against in the 1950s. Only then it was called communism and propaganda. We have created our version these days ...rampant and uncontrolled capitalism and propaganda.

Did you actually read this article? 3/4 of the cuts will be to the 1000 person Canadian Coast Gaurd, which among other things polices the Canadian fisheries. I can see a point in time, in the future, that the USCG will have shoot on sight for any Canadian fishing boat, without exception. The Canadians will overfish their waters and then turn to ours. Unfortunately, since fish can't tell the difference between US and Canadian waters, they will have already damaged our stocks and fishing industry as well. Who will monitor the run-offs of Canadian logging and mining operation, or Canadian gas and oil fields? Private advisors like universities in Texas and Oklahoma, who rely on the oil and gas industry for funding and jobs? Or schools in Colorado and Wyoming who have similar relations with the mining industry?

Remember also that Eisenhower warned against the Military-Industrial complex. He recognized that Nazi Germany developed as it did do to the support of its newly enriched arms developers and manufacturers. There was a real need to create jobs, but (just as now) little or no demand for civilian goods. Answer, buy guns. But once the guns were built, collaborating with ambitious politicians to sieze land by force, created a greater market for even more guns and newer, better, more horrendous weapons.
Another product of the 1950's was the smog of unrestrained coal-burning, resulting in as many as 150 deaths in one day in London, as great as some of the worst German Blitz raids of WWII. Yet, I just saw an ad, from the coal industry, complaining that Obama's enforcement of clean air standards (passed under GW Bush and dating back to Richard Nixon) was going to destroy their industry and the American economy. So I guess, in their minds, we must sacrifice our lives to their profits.

It's too bad that we can't have an intelligent debate about some of these environmental regulations. There is no doubt that some regulations have been a bit 'over the top' when it comes to stifling reasonable growth and prosperity, but the minute someone suggests revising a regulation that has been found to be ineffective, it's always something like;
"Their going to poison the entire planet, and all for some rich corporation to make more money".
The Canadian oil sands are huge business. Harper's government doesn't want any information about how toxic and polluting these industries truly are. Neither does he want to staunch any income from this 'new' energy.
I am a fiscal conservative, I am against a bloated bureacracy and all that that entails. I also have a modicum of common sense and do not buy into the jobs mantra at the expense and destruction of the environment. I remember when the rivers of the US were so polluted and toxic that in some areas they literally caught fire. No living organism existed in many of our waterways and it was all due to no regulations on companies and corporations. The air was so foul it was unbreathable, acid rain was and is real. Pollution, not this 'climate change' meme should be the guiding light. When you can't breath, have no food and your water is so foul it is undrinkable, you had better pay attention. That is China currently, great economy, poisonous environment.
I will most certainly side with the conservationists, it was their outcries that finally got the Clean Water Act enacted and today our rivers are cleaner than they have been in decades. Throwing the baby out with the toxic bathwater is beyond idiotic. Sane regulations, intelligent government regulations are necessary, big business will not police itself, history has proven that time and time again.
The state of our air and water is vitally important, most research scientists and people working in those fields are deeply dedicated to preserving our natural resources for future generations. Without them and others of their kind we will definitely become a toxic third world nation. Do I sound extreme? Only to short-sighted individuals who buy into party lines and rhetoric.
Does the EPA push rigid and poorly thought-out regulations, yes. The problems occur when agendas rather than facts are promoted. The left has a definite agenda as does the right. Somewhere inbetween these extremes lies the solutions. Intelligent usage, safe usage should be the guiding principles. Not draconian rules that punish business for being a business and not no regulations to allow certain businesses to pollute and destroy with impunity.
We all survive on one planet, we all need clean air and fresh water to survive. We all should put down our ideologies and work together to preserve our environment and do so sensibly and intelligently. I know I am whistling in the dark here, but I am tired of being propagandised to by extremists on either side of the aisle.

Agreed. We obviously need reasonable regulations to ensure a clean future for our children and grandchildren, but the key word is REASONABLE. To me that means a proper balance between the cost and benefits of all regulations - existing and proposed. All to often, we have regulations that require costs that are far out of line with any reasonable benefit - they were written in such a way that costs were considered irrelevant. I think science has advanced to the point that we can make reasonably accurate estimates of the costs and benefits of regulations, which should guide our decisions.

For the sake of accuracy, most of that debris was swept out to sea prior to the Fukashima emergency. I thought the same thing at first.

That sounds a lot like bribery to play nice. Perhaps that is what you intended. However financial, or personal loss for not playing nice which is a positive reaction, is the legal way to deal with such situations.
The Canadian reaction will resolve this eventually, we do need to see just how destructive the right is planning to get. Then react long term, to eliminate such actions.

Those who came here to support the elimination of Canada's entire pollution control program should be ashamed of themselves. But they're not and never will be. So instead, they should be eliminated from having any voice in any position of power. I see conservative / evangelical / (U.S.) republican / pro-corporate corruption as a DIRECT THREAT to my species continued survival. What has been said here to this point demonstrates this clearly.

Placing investor assets at further risk is not the answer, as the value of corporate paper, both stocks and bonds, are already at risk in the market. When a company is fined or shut down, it is the investor who pays. But the decisions made and actions taken come from management, which seldom suffers. In truth, the employees will generally suffer first, through staffing reductions and pay and benefit cuts. Then Investors will suffer from added debt and issue of new corporate stock, diluting the value of their existing bonds and shares. But meanwhile, the Board (the top managers) will continue to reward themselves and the favorites (the CEO and CFO, typically). So even mediocre performance, mismanagement or malfeasance can get rewarded, while the investor already suffers. Meanwhile, management can spend the investors' money to advertise and promote social or political agendas contary to the investors' interests or desires. But -- "Corporations are people too, my friend." Just not the people who actually own them.

Seriously? This falls into the category of generally very bad ideas. First, what are they going to do if something like the Exxon Valdez happens again? After all, Canada is very dependent on fisheries and they need to be about to monitor the health of the water to determine if the fish are safe to eat. Just think about the Gulf of Mexico and the Deepwater Horizon spill, that shut down the fisheries in the Gulf for a long time. Without regulation and monitoring, unfortunately people tend to pollute if there are no consequences and in the end, will result in a greater expenditure of money than had a program been maintained. Plus, the quality of life of populations that have to deal with problems created by issues related to exposure to pollutants that can be endocrine disruptors overall is much more taxing on society long term.
Without at least someone to monitor the water quality (even if it was universities or something) you will end up with bad fisheries and things like the Cuyahoga River in Ohio (where the actual river was so polluted that the water started on fire 13 times before it was cleaned up) or the dead zone in Lake Erie where there was so much phosphorus in the lake that everything was dead in the western basin. The other issue is that there are many waterways (think Great Lakes) that are borders between the US and Canada. IF Canada does not control their marine pollution, with currents and the way pollution does not recognize man-made political boundaries, the United States might suffer as well since the source of pollution could be Canada. The sports fishing industry in the Great Lakes is a $125 Billion industry. (Yes, that is billions of dollars that come into the US economy. If the fish disappeared like they have before in Lake Erie (see link above) due to pollution, then the US citizen suffers because Canada is not doing the monitoring on their side of a waterway or lake that they share ownership of.
Lastly, if you still do not believe that pollution in another country can affect people in the United States, consider the case of Brownsville, Texas which had at least 3 times the rate of birth defects than the rest of the country. The cause was an auto factory (GM) and other factories in Mexico which were sources of industrial pollution. Yes, one of the reasons that these companies worked just across the border was that they did not have to follow the environmental regulations in the US but in the end, it still affected US residents, led to a huge lawsuit, and the establishment of several monitoring organizations like the Texas Center for Birth Defects Research and Prevention ( http://www.nbdps.org/aboutus/states/TX.html ) in Texas. Thus, environmental monitoring is not a bad thing as it does keep us safe.

It is appalling to imagine an 'advisory group from academia and the private sector' replacing the government scientists that are best qualified, and have been doing this type of important work for decades. The 'private sector' often has their own corporate, and 'potentially' greedy interests (for their own short term financial gain'; and 'academia' has been progressively de-funded and replaced by the very same interests. We are left with the 'fox guarding the hen-house'; which in turn leads to dead coral reefs, toxic oceans, etc. Gulf of Mexico seafood can't possibly be safer to eat after many 100,000's of gallons of oil has contaminated it, and we have more spills to look forward to in the years ahead of us. I was in Halifax, in the mid-90's and they pumped all the raw sewage from the entire city, into the harbor. Zero treatment, Zip! It was the nastiest thing ever with bits of this and bits of that boiling up, just off open air restaurant and bar decks in the historic waterside neighborhood. Poo Canada!

Lomac, ground water emptied into Black Creek, flowing into the highly toxic Mona Lake, which empties into again Lake Michigan,watched while friends that I graduated with die early, and their children born with horrible birth defects. Finally closed after it was found to be dumping barrels of highly toxic, explosive jet fuel substance , NOTE: they do not manufacture this substance: into their waste water system that flowed into a municipal plant. It came to light when the plant suffered considerable damage when the substance blew up and debris was found half a mile away. Witnesses said that there were over 20 barrels plus shipped in during the night and when explosion happened there were only 5 barrels left. That is what happens when businesses self regulate folks and lobbyists bribe government officials to turn a blind eye to monitoring so Michigan became the dumping grounds for chemical companies. Yes polititians can and are being bought even today. And the pollution is still causing harm to environment and defective babies are still being born. AM VERY SORRY TO HEAR THAT OUR NEIGHBORS TO THE NORTH ARE JUST BEGINNING THEIR NIGHTMARE. The right have opened that door and it will not close now.

A bridge elsewhere: New Brunswick taxpayers must cough up $4 million to fix a bridge 3,600 km away. Then Atcon was removed from the project and went into receivership. An audit said the province must repair work done by Atcon.
Gearing down: P.E.I. spent $330,000 building a parking lot for trucks for times when the Confederation Bridge is closed due to stormy weather, but it never gets used because it’s in the middle of nowhere. The watchers: Infrastructure in Quebec is so shabby that the government paid $170,000 per month for guards to keep heavy trucks off Montreal’s Mercier Bridge 24 hours a day.
A bridge too far: Ottawa is spending $1.16 million to design a pedestrian bridge over a busy highway, even though no decision has been made on whether the bridge is actually needed.
