Libyans could be turning against the West, think tank says

Libyans who overthrew dictator Moammar Gadhafi could now be turning on the West, according to a counter-extremism think tank that says militant Islamists are exploiting the country’s fragile security situation.

A recent string of attacks on Western targets – including one on United States diplomatic offices in Benghazi – has been carried out by an armed group whose “language and choice of targets reflect a Jihadist influence," according to the London-based Quilliam Foundation.


The warning echoes concerns by observers and some U.S. intelligence sources that the collapse of the Gadhafi regime could be exploited by groups seeking to turn Libya into an Islamic state.

Fourteen armed militias were killed ear Tripoli on Wednesday in the third straight day of fighting, underscoring the country's volatility ten months after Gadhafi's overthrow.

The country is preparing for a July 7 election to choose a national assembly that will write a new national constitution. Bouts of deadly violence, mostly in the southern Sahara and in the mountainous west, have highlighted old feuds between rival factions that pre-date the Gadhafi era.

“The recent events in Libya underline the fragile security situation in the country and the difficulties faced by the Libyan authorities in creating a stable environment, thus generating a security vacuum ready to be exploited by various militant groups,” Noman Benotman, a former Libyan jihadist who now works for the Quilliam Foundation, told msnbc.com.

Benotman said a group named the Sheikh Omar Abdul Rahman Brigade has claimed responsibility for attacks in Benghazi in recent days -- two against the neutral International Red Cross (ICRC) headquarters and one each against the U.S. offices in the city and the British Ambassador’s motor convoy.

The brigade is named after “The Blind Sheikh” Omar Abdul Rahman who is currently serving a life sentence in the U.S. for his connections to the 1993 World Trade Center bombings.

Benotman said the first attack on the ICRC mission, on May 22, was carried out after the group accused the organization of distributing Bibles and facilitating missionary lectures aiming to convert Libyan Muslims to Christianity.

The Sheikh Omar Abdul Rahman Brigade, and similar groups, “take advantage of the accessibility to weapons, explosives and combat facilities available in the country since the Libyan revolution,” he said. “Inspired by a Jihadist ideology, the group can also increase its impact and attract dozens of Libyans who were previously involved in fighting to overthrow the Gadhafi regime.”

He said Libyan authorities “still face a serious gap in their attempt to control the security situation between the bureaucratic and the operational levels.”

In September, U.S. intelligence officials told the Washington Times that Jihadists among the Libyan rebels planned on the Internet to subvert the post-Gadhafi government and create an Islamist state.

The sources said spy agencies were stepping up surveillance of Islamist-oriented elements among Libyan rebels, and that a U.S. government report circulated Tuesday detailed how extremists were observed “strategizing” on Internet forums about how to set up an Islamist state in Libya.

More than 600 former al-Qaida–linked militants, rounded up by the Gadhafi regime during the post-U.S. invasion Iraq insurgency, were freed from Tripoli's Abu Salim prison during last year’s political revolution.

However, Benotman’s warnings were played down by Richard Dalton, the former British Ambassador to Libya and Associate Fellow of the Middle East and North Africa Programme at British think tank, Chatham House.

He told msnbc.com: “Libya is not a fertile area for Jihadism, and not a natural recruiting ground for Islamist extremism. Apart from some eastern and southern areas, there is little evidence that Jihadists are posing a substantial threat to the country’s security any more than they would in any other country in the region."

“There is not a political vacuum in Libya. The overall picture is one that is heading more towards progress than setbacks and the ability to overcome incidences of violence.”

The former Libyan intelligence officer Abdel Baset al-Megrahi, who was convicted of taking part in the 1988 Lockerbie bombing but was released after eight years for health reasons, has died in Libya of prostate cancer. NBC's Jim Maceda reports from London.

Dr Omar Ashour, director of the Middle East Graduate Studies Program at the Institute of Arab and Islamic Studies, University of Exeter, and a visiting fellow in the Brookings Doha Center, has reported that former Jihadists in Libya, such as Abd al-Hakim Belhaj, the commander of Tripoli's Military Council, have been forced to “mature politically, recalculate strategically, moderate behaviorally [and] modify their ideological beliefs”.

“The National Transitional Council, with the support of NATO has a good chance of avoiding an Iraq-like or an Algeria-like scenario in Libya,” he wrote in an article for Foreign Policy.

What's happening in Libya is exactly why we should not give ANY ASSISTANCE to the Syrian Rebels (activist). I believe the U.S. is giving arms to the Syrian Rebels and the CIA is very active in supporting the Rebels with both Military and Humanitarian aid. The U.S., Clinton and O'Bama, are dreaming if they don't believe the money given to the Rebels is used to buy Arms. I believe the people who start these revolts should live or die based on their own abilities. Gadhafi, without question, was a dictator; however, he kept the Islamics in check. The same applies to Egypt, the Islamics are taking control of the country and will attack the U.S. in the future. We do not want another War (hot or cold) with Russia. We give these countries the blood of our soldiers and money from our citizens and the thanks we get is being attacked by the same people we rescue using the arms we purchased for them.

What is left out of the article- ICC (International Criminal Court) representatives went to Libya to see Saif al-Islam (Qaddafi's son held by the rebel faction) in prison and they were accused on spying,filming with phone,furnishing material endangering state security (ICC statements,blank forms signed by Saif)and are being held in prison- UN resolution for R2P stated that ICC would be in charge of prosecuting Q's g'ment. Libyan Transitional Council is impotent - there sectarian wars being waged in Tripoli,Miserati,Benghazi, various rebel fractions in turf war- Turkey making oil deals with Libya. Pre-anarchy stage- this is the way Obama adm./requirement to protect civilians/ his atrocities board- yes - a board of members in WH thinking very hard what to do- these sectarians killings and detaining unaccounted SubSaharans/former Libya 'g'ment workers/Ukrainians who were oilworkers et al without any process to courts/Red Cross/Aid agencies is the inertia/lethargy of US/Obama miscues in the today's decable/calamity/perversity. This is what happens when your government is run by corporate lobbyists.

These ME and African dictators wanted more cash for their oil. American oil companies wanted the oil for cheaper prices. They lobby our government, all the way back to Clinton, to steer American foreign policy in a direction they wish. Unfortunately they are just as ignorant as the idiots in the White House.

It doesnt take the "man on the street" to realize that Muslims cannot live in peace unless there is a dictator ready and willing to kill them if they act up.

American Muslims dont count. They would probably be the first under the knife if an Islamic War occurred on our soil. IMO there is nothing more pathetic then an African American Muslim. Especially considering that many African Americans became slaves when Arab Muslims bought them from Zulu and other strong African tribes. It is laughable to me that a person would choose the religion of their captors for no other reason then to snub Christianity.

What a wonderful planet we could have if we removed religion. Organized religion is the most destructive force on this planet, right above nuclear weapons and Lady Gaga.

Well I must say that is not true. It may seem true but, there are many people in other countries that are smart enough to know the difference between the people and the government. They may not agree with our actions but, to say they " all" hate us is an untrue statement. Now I think we have had some very questionable stances towards many issues in the last 2 decades but, we can turn this around in the eyes of the international community. I know many Iraqi's that are very happy that we did what we did there. I also have seen the outcry against us. The question is do we sit back and allow for the sake of our reputation extremist rogue governments that really do hate us remain in power or should we assist the people in oppressive countries free them selves of that. I am not sure if it is in our best interest to continue to try and help these situations. We ultimately are going to look bad no matter what we do, even if it is the right thing in our minds. I truly believe that situation evolving with Iran is going go very bad for us if we do not get it back on track. this is the scariest thing a foot right now. It troubles me that we are willing to become at odds and basically back in hostile relations with Russia and Chine to protect a small young country like Israel. I agree that they should not feel threat all the time but, i also know that choosing to live in that area of the world make that a part of the package.

This may come as a major surprise to you but, if you ask most of those women about their traditional religious garb they are very happy to be wearing it. Now nuns wear something very similar because of their religious devotion .....so do you feel they are oppressed as well. It is not oppression when it is a choice. I think this mentality is where we as Americans are going about this the wrong way. This article demonstrates that yes they do not want to be abused and killed by a mad leader but, they also do not want to be forced to stop following their religion of choice neither. If we are there to free them from oppression statements like your proves that maybe there is ill intent and we are aiming at changing them as a people entirely. They do not want that. I would also like to point out that no one in Tehran orchestrated the attacks on 9-11 nor in Mogadishu...so why exactly do we level them? The majority of the terrorist were from Saudi Arabia where they teach extreme hatred and death to Americans maybe that is where we should bomb in your reasoning?

Really though, who didn't see this coming? It was only a matter of time. I'm all for helping the down trodden and supporting the rise of democracy but we have to stop being so mentally challenged when it comes to these issues and stop putting other interests first. Fool me once, shame on you, fool me twice; how many times do we have to be fooled? I still don't understand what benefit the US really had here in this. Yeah Daffy was a bad guy but like all these nations in the middle east or that have large Muslim influence its a double edged sword. I'd love for these people to have democracy and stop their stone age thinking but until the Muslims themselves undergo a real Renaissance, like the rest of the world did several hundred years ago there won't be any change. And try as we might it becomes ever more apparent no matter how much we do and how many dollars we throw at it, it doesn't change.

It is time to strongly reconsider our stance with these countries and our other so called friends. I'm tired of it and I'm tired of the constant backstabbing. And yes without NATO these guys would all be sitting in a shallow mass grave somewhere so they would be wise to remember that. Whatever happens in Syria happens. Until they become a direct threat to us I'm afraid we need to just let them be. If times were different and we didn't have a plate that was already over following then maybe but right now, no.

So to the think tank boys, the rest of us average Americans got this covered and called it long ago, find something else to focus your brain power on.

We just dont hear about them, because it is not what our government wants us to hear! I mean if we were to know about the truth, we wouldnt feel this way, and would not support the false wars!           Really now. Did anyone rationally think this outcome would be anything else? The Libyan fiasco was simply a power struggle between factions and the west (NATO and Obama) elected to choose sides. Why? Because one faction had the presence of mind to employ the word "democracy" which served to enthrall the west and entice them into providing substantial military assistance.

          Libya has begun it's descent into a western hating Islamic theocracy and there's virtually nothing Obama or anyone else can do about it. Once again, Obama and his NATO buddies were played for fools.

            The West will really cry when China get Libya's oil!!! I don't know who are rebuilding oil infrastructures, but I can bet that China has gotten its share because of its "hand-off" policy (China do not care about human rights or religions).

            Well, we borrowed trillions from China to conduct the Bush/Cheney Iraq War. This is the payback. Check online about China's huge mining operations in Afghanistan. Don't see the Chinese military taking IED hits on patrol.

            Atlas, you forget that it was FDR and the subsequent Dems that brought us out of the depression, built our industrial might, passed child labor laws, formed OSHA, and continue to support fair wages and benefits for our workers. Don't see much of this happening in China, or the other Pac Rim nations, anytime soon.

              Despite all these, many including Hillarys, Romneys, McCains want Syrian and Iranian interventions.

              Romey can use McCain's experience in Vietnam on how the US airlifted soldiers from Saigon airport. That was the only outlet available.

              He will need it in Afghanistan, Syria and Iran.

              Of course, Bushes got tired with their Iraqi wars! Also Saudis and co and oil companies may not need their services.

                Free education, even if studying abroad, free healthcare, a dowry and a free house when you get married, free electricity, and much more. Most Libyans were very happy with Gaddafi.                 We are attempting the same thing in Syria as I type this, but Russia isn't having it this time.

                    We have played out this scenario over and over since WW11 and it's time Congress and our leaders take a good hard look at what we have accomplished by all this foreign aid.

                    Nothing. We go from one nation begging for help to that same nation stabbing us in the back. They have it in their heads that the American tax payer is put on this earth to support them.

                    It is our liberal socialist leaders who have been in power since WW11, who have let this happen. All that money taken from the mouths of our children, elderly, sick, and given to people who in the end will kill us if they can.

                    The mind set of this country and it's place in this continuing policies of giving aid to every country has got to come to an end. We have NOT bought any allies and if our leaders can't see this yet, then they are truly ignorant and blind.

                    We need more people like Obama in charge like we need another hole in our money bucket, that is leaking so bad, it has gone from a trickle to an all out flood.

                                        It was a well known fact that the Libyan insurgency was dominated by hard core Islamists including Al Qaeda. They did not start to turn against the West today, they have never been allied with the West, they used the useful idiots in Europe and USA to topple a regime led by a mad man, Gadhafi, and replaced it with a regime led by lunatic Islamists.

                                        This, and many other tragedies in Tunisia, Egypt and probably, soon, Syria are, to some extent, the outcome of Obama's outreach to the Muslim world.

                                                    Monkey, please enlighten us on your post. In what timeframe of history did General MacArthur serve in the Middle East? Really, I'd like to know, as I suspect you are getting your history lessons from one of those "anti-liberal textbook" publishers attempting to reconstruct history to their own twisted version.

                                                    As a primer for your research perseverance, Many/most ME countries prior, during, and post-WWII were colonies of European nations. But, still don't see any reference to MacArthur helping to de-stabilize the Middle East (?).

                                                        Helping the Libyians out was a good one....now the ones in charge are bombing the Red Cross Office and other "Western" building. Good call NATO!! You put terrorists in charge of Libya. Maybe Gadaffi was involved in terrorism...but the past 20 yrs he kept his nose clean. These new guy couldnt wait to start bombing Western targets

                                                          we overthrew a secular leader using extremists. we shouldve learned from afghanistan experience. but still it wont backfire, to protect our country and economy we need to invade libya and make it our own colony so we can get out of this terrible economy. who is with me?

                                                                Certainly it was a smarter way to remove a dictator than bush with iraq, so that was true.

                                                                did he claim the libyans would LOVE us for it? And anyone who knows anything about these countries knows there are a wide range of fractions and thoughts...many people in libya might well love us, but of course there will be others who hate us.

                                                                so yes, you missed something...facts and common sense.

Cherry-picking and twisting intelligence information to convince Congress to wage a war on a sovereign nation is straight-up treason. They make a bunch of noise and we buy their loyalty for billions. Simple. I say let them suffer from their own devices and see how the muslim brotherhood treats them. Protect our borders and spy, spy and spy some more to keep an eye on things. This Arab "bait & switch" (also played by the N. Koreans) is getting old.
