The U.S. and U.K. are considering letting Syria’s President Bashar Assad have immunity from prosecution if he agrees to relinquish power, according to reports.
The Guardian newspaper reported that Secretary of State Hillary Clinton was aiming to convince former United Nations Secretary-General Kofi Annan to host a peace conference to discuss the idea further.
The paper said Yemen President Ali Saleh’s departure from power – in which he was given immunity from prosecution despite the killing of civilians – was seen as a potential model.
The Telegraph newspaper said Assad would be given safe passage to Switzerland to take part in the peace talks under the plan.
The paper said British officials believed it was “worth having a go” with the idea, but added that a well-placed British government source admitted it was a “very optimistic” scenario.
'Transitional process'
The plan was drawn up following bilateral talks between the U.S./U.K. and Russia at the G-20 meeting in Mexico, where the British source said Russian president Vladimir Putin had “indicated that they were not hooked on Assad staying in power indefinitely."

“Of course they go on to say that it’s not up to the international community to decide. But those of us who had bilaterals with Putin thought there was just enough out of these meetings to make it worth pursuing the objective of negotiating some sort of transitional process in Syria,” the source added, according to The Telegraph.
The Telegraph said the official was asked if this might involve immunity for Assad. “It is hard to see a negotiated solution in which one of the participants agrees voluntarily to go to the International Criminal Court,” the source replied.
The paper said Western officials hoped the peace talks in Switzerland would take place in “the next few weeks.” The summit would be attended by Assad or other Syrian government officials, opposition figures, U.N. Security Council members, and other countries such as Turkey, Saudia Arabia and possibly Iran.

“The Russians argue that the Iranians should be invited,” the British source said, according to The Telegraph. “As far as we are concerned, the answer is no. We have no illusions: it could capsize just on whether Iran is invited or not, but it is worth a try given the gravity of events.”

A U.K. Foreign Office said in an email sent to msnbc.com and other media that the British government was continuing “to do everything we can to bring an end to the violence in Syria.”
“If Assad accepts a political transition then there is a range of options that could be considered, but there is no new offer, and the longer the killing goes on, the fewer options Assad will have,” the statement said.
“The details of any transition need to be agreed, including with the Syrian opposition, and we will continue to collect evidence so there can be no expectation on the part of those killing that they can avoid justice and accountability,” it added.
However, a Foreign Office spokesman told msnbc.com that the U.K. would not be able to intervene if Assad was given a safe haven by another country.

Oscar Fernandez-Taranco, the U.N. assistant secretary-general for political affairs, warned on Tuesday that time was running out for the current U.N.-backed peace process for Syria.
"The Secretary-General (Ban Ki-moon) remains gravely concerned about the intensification of violence and rising death toll, as well as continued human rights abuses and unmet humanitarian needs," Fernandez-Taranco said, according to Reuters.
UN suspends Syria monitoring due to rising violence
Ban said last month that at least 10,000 people have been killed in the Syria conflict, but U.N. diplomats say the actual number is likely much higher.
"The situation in Homs is particularly alarming," Fernandez-Taranco told the 15-nation Security Council during a discussion on the Middle East, Reuters reported. "The tragic human suffering from the escalating conflict calls for urgent and concerted efforts to avoid a full-scale civil war."

Why is it that evil murdering dictators for the most part get to just leave their country with millions or billions of their citizens dollars and live like a king in the "West" after we brand them a terrorist and say publicly they have slaughtered their citizens indiscriminately.
Because the West is more willing to take him in than to intervene in a country's civil war, or worse- to start WWIII.
If Assad gives up his power, would not just one of his brothers or supporters/Generals just take over. Would the Syrian situation be the same.
To fix the problem wouldn't the whole regimen have to be removed?

Eric- NY, if Assad's built his government anything like Mubarak, then sadly yes. Immunity grants to dictators only make a real difference if the people get a chance to establish a new, improved, different government--if the new boss will just be same-as-old-boss, you only end up with a "Not Guilty" murderer at large in your country and a citizenry held hostage by another murderer.

The West intervening and giving Assad asylum is not a good idea. Hello folks, here we start the killing in Syria, provide the rebels (mercenaries) arm them to overthrow the current sovereign leader and in our magnanimity allow him a refuge. Is there no end to our graciousness, class and style? Boy do we have style. In our short history we have bombed over 65 countries. We have been a country for 236 years and have been at war for 215 years.
Why do you think all those people are dying in Syria? It’s because we want this strategic piece of land so that we can continue our “war on terror” and take over the resources of western Asia.
Syria is not Libya. Waging an all-out war against Syria is a further step towards WWIII. People who support a UN or NATO intervention in Syria are by extension in favor of World War III.
The ultimate goal is Iran and Syria is just a stumbling block. Ultimately Russia and China will not allow this.
We are broke, our allies are broke but yet we can somehow come up with the taxpayer funding to invade another country? Now why is that? Middle class and the poor get the bill for the war and the rich get richer for funding and supplying all the materials used in war. In the past year, Syria has seen a massive infusion of arms and terrorists from outside its borders. At the same time, the U.S. has attempted to manipulate world public opinion and exploit the chaos it unleashed in Syria.
The U.S., NATO, Saudi Arabia, and Israel continue to stir up trouble in Syria to get a larger war going in the region. The U.S. and their allies have openly admitted to funding the rebels. They are not only supplying armaments they are supplying U.S. paid mercenaries.
Reports of another “false flag” are surfacing that opposition rebels are planning to use chemical weapons and then blame the atrocity on Assad’s regime. Rebels attempted to stage a similar ‘false flag’ recently when British Channel 4 reporter Alex Thomson was purposefully led by rebels into a trap whereby it was hoped he would be killed by government troops and his death used as a propaganda stunt.
Washington’s goal is to build up an international consensus to carry out a larger military operation against the Assad government under the cover of a “humanitarian intervention.” So far, that consensus has been lacking because the case for a military solution is based on total lies and U.S.-Israeli war propaganda, much of which has been repudiated by evidence gathered by independent journalists and eye witnesses on the ground in Syria.

You always have to ask, when terrible incidents occur, whether it is car bombings, whether it is massacres of civilians, cui bono, who benefits? Assad gets nothing from this. Only the opposition gains. Assad is the victim. The victim is being blamed for the perpetrator’s crimes. But again make no mistake. The nexus of this struggle emanates from Washington, doesn’t matter whether it is Obama, [former US President] George Bush or anybody else. Syria, and other regional countries, have been targeted for regime change for years, at least a decade. It was only the question when each one would come up. Syria’s turn came up and violence has been raging since early last year.”
Folks this has been pre-planned for a while, Syria has been on the list for a long time and now their time has come up. Do you really want another unnecessary war? Keith, so what is YOUR solution? Let the two factions keep fighting while the most vulnerable pay the price? (and both sides treat kids as shields.) Nope, I would negotiate some kind of deal where he GETS to leave, IF and only if, he convinces everyone in his family to go to. I would let him take a 'small amount of money' (say 5 million for each male adult family 'leader') so that no country has to support them, and to make it more likely that they will be willing. And then I'd pay for their plastic surgeon to have their appearance altered.
Kicker is, I doubt if any country would take him. (Chavez maybe?) And if he leaves, and does not take his family, there will be little change.
And sadder still is that even if he is SLAUGHTERED, chances are things will not be better in Syria.
Tribal militarism is the norm in that area, and I don't believe there IS a word for 'compromise' in Arabic.
Let this run it's course. We don't have a dog in this fight (we haven't had a dog in a lot of these fights actually) and certainly don't need to harbor this guy in the US. The Syrian people need to fix this themselves.

I firmly believe that the Syrian people are responsible for resolving their own situation. However, if the 'simplest' solution is to get Assad out, then yes, give him asylum in the West. Think about it, if we get involved, it will cost millions of dollars of taxpayer money to 'force him out along with thousands more lost lives'. Its not the right solution, but it could be the 'best'.
