Nearly one year ago, U.S. Defense Secretary Leon Panetta predicted the strategic defeat of al-Qaida was within reach if the United States could kill or capture up to 20 leaders of the core group and its affiliates.
In an interview with Reuters, Panetta disclosed that only a "small handful" of the individuals on that original list remained on the battlefield and that Saudi Arabia -- the birthplace of late al-Qaida leader Osama bin Laden -- was reporting a drop-off in recruitment.
"We've not only impacted on their leadership, we've impacted on their capability to provide any kind of command and control in terms of operations," Panetta said Thursday.
The White House has confirmed the death of al-Qaida leader Abu Yahya al-Libi in a weekend drone strike in Pakistan. NBC's Jim Miklaszewski reports.
The U.S. defense chief visited Saudi Arabia on Wednesday and, after paying U.S. condolences over the death of the late crown prince, spoke about al-Qaida with one of his sons, Saudi Prince Mohammed bin Nayef, who has run the kingdom's operations against the terror network as a deputy interior minister.
"I asked him the question, ‘As a result of the bin Laden raid, as a result of what we've done to their leadership, where are we with al-Qaida?’" Panetta recounted, adding that al-Qaida and bin Laden "came out of Saudi Arabia."
"Bin Nayef said, ‘For the first time, what I'm seeing is that young people are no longer attracted to al-Qaida in Saudi Arabia,'" he said.
Panetta did not single out which leaders from his target list last year remained, but current al-Qaida chief Ayman al-Zawahri is one he named last year. He is still believed to be living in the border region of Afghanistan and Pakistan.

Asked how many targets remained, Panetta said, "It's a small handful and it's growing smaller all the time."
Panetta to Pakistan: 'Time to move on'
On other topics, Panetta in the interview:
- Defended the U.S. decision not to arm opponents of Syrian President Bashar al-Assad, but said he was concerned that shoulder-fired missiles stolen from Libya last year could make their way to Syria. He said he had seen no direct intelligence yet suggesting they had.
- All but ruled out an apology over an air strike last year that killed 24 Pakistani soldiers, as Islamabad has demanded, saying it was "time to move on" in the troubled U.S.-Pakistan relationship.
- Said Iraq had given assurances to the United States that it would not release a suspected Hezbollah operative accused of killing American troops, whom the United States turned over to Iraqi custody last December just before the last U.S. troops exited the country.

After addressing questions about the future of al-Qaida's top leadership, Panetta shifted his focus to the group's ability to survive as a movement at all.
"We'll keep the pressure on at the top and we'll keep going after their leadership," Panetta said.
"But the real issue that will determine the end of al-Qaida is when they find it difficult to recruit any new people,” he added.
The killing of bin Laden in a covert U.S. raid in Pakistan last year has been followed by a series of unmanned aerial attacks that have crushed al-Qaida's network along Pakistan's border with Afghanistan.

The latest high-profile al-Qaida leader killed in the U.S. campaign was Abu Yahya al-Libi, the group's second-in-command, who broke out of a high-security U.S. prison in neighboring Afghanistan in 2005 and was a key strategist.
Beyond the Afghan-Pakistan region, another key figure killed last year was Anwar al-Awlaki, an American imam who became a senior leader of al-Qaida's Yemen-based affiliate.
While successful tactically, the drone strikes have further poisoned U.S.-Pakistan relations and, critics say, raise questions about international law and could boost militant recruiting.
Only about eight hard-core al-Qaida leaders are still believed to be based in the lawless borderlands of Afghanistan and Pakistan, compared with dozens a few years ago.

Where does this article say that Alqueda has been eliminated and terrorism is dead? That is a feeble post. Terrorism will never stop as long as there are idiots who believe they can change the course of history by being a terrorist. U.S. President Barack Obama also said last week that the Al-Qaeda was “on a path to defeat,” but Seth Jones, a former U.S. Special Operations Command senior adviser, says the evidence he has collected points to the contrary.
“Al-Qaeda has adopted a selective engagement strategy, and governments collapse in countries where Al-Qaeda has a support base…..
“The biggest variable is the weakness of multiple governments coming from Arab Spring,” he said. “Al-Qaeda activities, the number of attacks now, has actually increased, even around the time of [the killing of] bin Laden.”
He added that Osama bin Laden’s death had “a little bit” of an impact on Al-Qaeda, mainly in the core element in Pakistan. He noted however, that, “at the same time, and this is part of a conscious decision by Al-Qaeda, is they have established what you might call a mergers and acquisitions strategy, where they have reached out and cut deals with a range of affiliated groups.”These groups, Jones said, include Al-Qaeda in Iraq, al Shabaab in Somaila, as well as Al-Qaeda in the Arabian Peninsula based out of Yemen and Al-Qaeda in the Maghreb.He said these groups “clearly, especially with the Yemen group, have continued to plot attacks against the U.S. homeland and its interests, including U.S. embassies in Africa. If you take the formal affiliates and the less formal allies, what Al-Qaeda’s done is become a little more decentralized. The central part in Pakistan after bin Laden’s death is less important than it was.”
Al-Qaeda is regenerating. And we have got to focus our intelligence and special operations and FBI presence on probably about eight or nine countries, to work with their governments, including Afghanistan and Pakistan. We cannot leave in 2014 based on the trends right now in this area.”

Great. We've killed most of the big cockroaches in the kitchen. If you've ever had an infestation, you know what happens next. The dimwitted believe that if you cut off the head, the body will die, but this mechanism doesn't work that way. When you dig below the water table, water flows into the hole, seeking its level. You can scoop water out until you are exhausted, but new water will keep flowing in, maybe even faster than you can scoop it out again.
We need to find a solution that will work going forward, and I wish I had suggestions. It's a sure bet that the present strategy and tactic will only bring temporary relief, and encourage the terrorists to become even more clever and secretive in their operations. We need to find an avenue to total peace (preferred), or total war (last ditch) - anything else will just prolong this drawn-out agony of wasted lives and expense.

Never would have believed it, since Vietnam truism has been that big guy with the big weapons can't win against guerilla-type tactics where the little guys hit, then run and blend back into the population. Of course we don't have a complete victory at this time, but I think the repubs who can't find a way to give their Commander in Chief any acknowledgement of anything positive, and the hard-core liberals who will never acknowledge that a military strategy actually worked need to wake up and start being a little more objective.
I was strongly against our second involvement in Iraq, strongly questioned our motives in Afghanistan as being just to get Bin Laden and am uncomfortable with the idea that part of our strategy is to go in and essentially assassinate key people in countries outside our borders, but I think that in the end, only the most stubborn can continue to say it hasn't worked. Very, very expensive, but it looks to me like we have come very close to doing something that many countries and multiple wars over many years have/has not been able to do-- break the back of a philosophy/constituency in the region that will eventually allow for real change and stability.
I am not saying whether it was right or wrong, but am beginning to think that our drones, our intelligence, our sophisticated, surgical technology and persistence may actually succeed at something that has failed for centuries, and it could put us in a position that will be very advantageous economically and globally. Only time will tell whether it was worth the cost.

It just points to an abysmal lack of imagination and vision from Republicans. This is not surprising since everything they always want to do is a repeat of their past foreign policy failures.
Remember, they said that it was not worth the resources to go after "one man" Bin Laden. Typical Republicans. After they botch the job, they either ignore it or make up something to say it is not important even though they said it was important before they screwed up the job.
