Pakistan to let trucks roll into Afghanistan after Clinton apologizes for US airstrike

The routes, which supply U.S. troops with everything they need to survive, were reopened after Secretary of State Hillary Clinton told Pakistan 'We are sorry for the losses suffered by the Pakistani military." NBC's Jim Miklaszewski reports.

Pakistan said it will reopen land routes that the United States and other NATO nations use to supply troops in Afghanistan, seven months after the roads were closed in response to an attack by U.S. aircraft that killed 24 Pakistani soldiers, NBC News reported on Tuesday.

The move comes after U.S. Secretary of State Hillary Clinton spoke on the telephone with Pakistani Foreign Minister Hina Rabbani Khar and apologized for the incident in Salala last November.

"Foreign Minister Khar and I acknowledged the mistakes that resulted in the loss of Pakistani military lives. We are sorry for the losses suffered by the Pakistani military," Clinton said in a paper statement.


On the phone call, Khar informed Clinton that the supply lines through Pakistan into Afghanistan are opening and that Pakistan would not charge a transit fee for the routes.

"Pakistan will continue not to charge any transit fee in the larger interest of peace and security in Afghanistan and the region," the State Department said.

Pakistani Taliban warned they would attack trucks and oil tankers carrying supplies for the foreign forces in Afghanistan.

"We were shocked after hearing that Pakistan was going to reopen NATO supply line," Ihsanullah Ihsan, spokesman for the Pakistani Taliban told NBC's Mushtaq Yusufzai. "Pakistan is a U.S. slave and wanted the entire nation to become its slave. But we are here and have made all preparations for creating hurdles for NATO supplies. We have a modern strategy to attack NATO supplies from wherever they pass through via Pakistan."

The supply routes were closed by Pakistan in protest of a U.S. strike Nov. 26 on a Pakistani border post at Salala in the country's tribal areas. The strike killed 24 Pakistani soldiers, and the incident was borne of mistrust and miscommunication, according to a U.S. military investigation. But Pakistani officials maintained the strike was deliberate and they closed the overland supply routes, demanding a U.S. apology. 

U.S. officials have used careful language in the months since, saying they "regret" the loss of life, but stopping short of an actual apology.

Pakistani and U.S. officials told NBC News recently that language acceptable to both sides was the subject of many high-level discussions. Several U.S. and  International Security Assistance Force delegations have visited or reached out to Islamabad in the last seven months, including a recent flurry of activity that involved a visit last week from ISAF commander Gen. John Allen and a weekend phone call from Clinton to newly appointed Prime Minister Raja Pervez Ashraf.

A series of domestic political crises in Pakistan contributed to the delay, including the sacking of one prime minister and appointment of another, keeping the civilian government pre-occupied with maintaining power and unable or unwilling to make significant, foreign policy decisions.

A U.S. official told NBC News that discussions to reopen the supply lines widened to include negotiations over back payment for coalition support funds, which the U.S. pays to Pakistan for operations in Afghanistan, drone strikes within Pakistan  and a higher rate per container for use of the supply routes.

Many in the U.S. had pinned their hopes on the Chicago NATO Summit in May as the turning point in declining U.S.-Pakistan relations, but were disappointed when Pakistani officials failed to make any significant moves before or during the meeting. 

The reopening of the supply route marks the first significant step toward repairing relations.

Officials on both sides said recently that the alliance was at an all-time low, a feeling that is reflected in the general Pakistani population. The most recent Pew Research Poll showed anti-Americanism at a new high in Pakistan, with 74 percent of Pakistanis polled saying they considered the U.S. to be an enemy. 

Defense Secretary Leon Panetta welcomed Pakistan's decision to reopen the supply lines.

"As I have made clear, we remain committed to improving our partnership with Pakistan and to working closely together as our two nations confront common security challenges in the region," Panetta said.

The United States has NEVER apologized for being in a War, or times of War.

Pakistan has hurled us over plenty good in the past years. They are Traitors, killers, Terrorists and will take the opportunity at will, to close the road again. Watch.

Hillary made a huge mistake.

The US is a weak nation. Other Countries do not respect the US. We are "USED".

If the US makes mistakes during war then its fine to apologize for them. It's not a sign of weakness, but one of courage that we can take ownership of our mistakes.

The apology cost us nothing and got us what we needed. Why do people see an apology as a sign of weakness? It's no skin off our noses if we do, it's not like we had to send them free jets with that apology. Having said that, for my money, we should get the hellout of Afghanistan and we won't have to apologize for anything. In the mean time we need that route to supply troops and we would also need that route to exit the country if people come to their senses and end this pointless war.

In response to Eric......... I am sure if it was Bush's administration making that apology, we would never hear the end of it. America has gotten so weak that most countries defy us and there is nothing we can do about it. Its a wonder that Clinton did not bow down to Pakistan which is the norm for Obama.

War is Hell which only those who experienced it first-hand can understand. The result is the loss of life for both those used to engage the enemy as well as those on the sideline. Clinton doesn't understand either nor does Obama. It's always easy to point fingers at the other guy after the horrors begin but understanding it's brutality before hand is not something those who know nothing about it can grasp. It's amazing how Clinton who herself supported war (Iraq included) is out there apologizing for an errant air strike, kinda to little to late. I doubt the apology would seem adequate if one of those lost belonged to her.

As far as needing Pakistan to launch operations into Afghanistan...that solution is easy. Pack up and get everyone out of there. We are not going to "win them over".

I am not saying that this is the case here, but in some societies apologizing at the national level is seen as weak.

Honestly there is no wining with Pakistan either way any ways so I do not see that it is an issue. If they think it was an accident, and they are good with an apology, it is fine with me.

Pakistan has nuclear weapons. There are terrorists in Pakistan. The U.S. wants to do everything it can to ensure that the nukes don't fall into the hands of those who would use them against the United States. We can't just ignore them and trust Pakistan to keep them safe.

Why did NATO or the US Government not apologize for Osama Bin Laden's death as Lulu pointed out. Pakistan was harboring he and his families, having tough security, knowingly for all the time, he was hunted down.

Pakistan represents the Taliban Terrorists. This Country is one of them---Hillary said she was "sorry" for the Military Deaths, but did not apologize for the US Air Strike that killed them. Sorry means nothing.

Has the US received apologies for all those who have been murdered by the Extreme Terrorists?

To Human: It would have been cheaper to go through Asia, and Russia---a new route. We are still giving billions to Pakistan--this is a small token of achievement for who?

So what proof do you have that the United States hasn't agreed to tender money or military equipment to Pakistan as part of this "harmless apology". Let's not fool ourselves into thinking all there was to this apology was a few harmless words. It does not take months of careful negotiations to get to that end. There is more; however, it will likely not be revealed to the American public.

Human...I would never want our troops short supplied. I just don't want them picked off on this "supply route" that has been hit time after time and looted as well. How many of these supplies do you think will actually get to our soldiers? The Taliban will pick them off one by one as they promised. Actually if Bush would have apologized for his mistake in entering Iraq, I would have had a little more respect for him, but he didn't. The United states hasn't gotten weak, the reason most countries defy us is because of Bushes policies. Shoot first ask questions later. Don't get your facts straight before going into another Country and taking out their leader. As far as Obama bowing to another leader of a foreign country, that is a sign of respect one gives to another. Not a sign of weakness. I am proud of President Obama and his ability to see through the rhetoric given off by the Republicans and do the right thing every time. If he doesn't, he apologizes instead of trying to pretend it didn't happen like the Republicans love to do.

We really need to stop all aid money to Pakistan and stop issuing Visas to the Pakis to come here. The Pakis here are a national security threat anyway and they should have their Visas revoked and be sent home. No more money and no more Visas and no more apologies to the Pakis.     Pssssst liz-523093, seems you have 'conveniently' forgotten Bush apologizing to CHINA, for a U.S. EP-3 Aries II spy plane that went down within it's borders for an emergency landing after crashing into a Chinese military jet. The U.S. military men were sent home of course, but then the Chinese took their time sending that plane back to the U.S. in pieces after getting all the info they wanted.

      Ahhh, the United States is not at war with Pakistan. I'm not sure if the U.S. has ever apologized to allies for friendly fire incidents during time of war. But even if we have not, I see not issue in saying, "Sorry, we thought we were attacking the common enemy, instead we killed a number of your soldiers."

      Some people are getting a crease in their panties because Pakistan's aims and actions are not perfectly aligned with those of the U.S.. Sorry, that happens in time of war. During WWII, we were not always in perfect agreement with the Soviets, and we knew they represented a post war danger. But we maintained the official alliance because it served our mutual interests to do so, at least until the Japanese surrendered in August of 1945.

      Pakistan is not a perfect ally. But their cooperation is valuable to us in achieving our primary objectives in the region. That is why Bush worked with them. That is why Obama is working with them. That is why either Romney or Obama will work with them.

      When I read some of the suggested solutions here, you'd think people were dealing with a cheating girlfriend (or boyfriend), not a complex problem involving international relations.

          Just a educational point here, and one that has been lost in our NEW WORLD ORDER History Lessons...

          Following World War II, defeated Germany was divided into 4 sections amongst the allied powers, with Berlin the Capital being likewise divided, with the intent of rebuilding the country. A Four Power transitional government, called the Allied Control Council was set to aid in the reconstruction. When Russian views differed from the other allied views on how best to rebuild Germany, the Soviets ordered ALL non Soviet forces out of Berlin in April of 1948 and thus began the Berlin Blockade. By June of that same year, ALL supply routes, that is Road, Rail, and Sea were closed off hampering allied efforts of resupply and country rebuilding. It pushed the limits, starving out not only allied forces but the local population as well. The situation was dire enough, that there were plans for invasions, armed military escorts, and even all out war.

          However, another more rational, more innovative solution was reached, The only US aircraft initially available were 102 C-47's and 2 C-54 Skymasters, capable of hauling only 3.1 tons of supplies each. On June 26, the first C-47's landed at Tempelhof Airfield, foreshadowing the great operation that was to come. The mission was called "Operation Vittles", because as the General in Charge said "We're haulin' grub." It was determined that in total supplies, 3,475 tons would be needed daily, which far exceeded the capabilities of the aircraft available. In order to accomplish this feat, with the available aircraft, over 1000 sorties would be needed to fly in the required supplies. On June 28, President Truman made a statement that abandoning Berlin was out of the question. He then ordered US B-29 Superfortresses to be stationed at British airfields to show the Soviets that the Western powers were not taking this lightly.

          Additional C-54s were ordered into the theatre and thus began the Berlin Airlift. On May 12, 1949, the Soviets capitulated. The blockade was over. It was decided to continue supplying Berlin by air in addition to the land routes in order to build up a sufficient supply of goods. The Airlift officially ended on
          Sept. 30, 1949, fifteen months after its meager beginnings in June of '48. In total, the US delivered 1,783,572.7 tons, while 541,936.9 tons were delivered by the British totaling 2.3 Million tons from 277, 569 total flights to Berlin.C-47's and C-54's alone traveled over 92 million miles in order to do so. These
          were astounding figures, considering that in the beginning it seemed impossible to even try. Nevertheless, even the greatest operation is not without risk. A total of 101 fatalities were recorded as a result of the operation, including 31 Americans, mostly due to crashes.

          The moral of the above story is just 1 shining example of how a little ingenuity, stead fastness, and determination makes ANYTHING possible. Had he wanted to, President Obama could have accelerated the timetable of withdrawal from Iraq so that American troops would be out earlier than the deadline that the Bush Administration had negotiated. Instead, he announced in February 2009 that the United States would essentially be sticking with the timetable negotiated by his Republican predecessor.That decision was roundly praised by Republicans, including some of the same Republicans who are criticizing him now. Now, it appears, Republicans are attacking the President for doing something that President Bush wanted to do and for changing his previously stated position on withdrawal from Iraq, based mostly on the advice he received from his military commanders at the time.

                          I sure you know the reason that he did not extend the troops stay, it was because the Iraqis were demanding that any troop action could be prosecuted by the Iraq criminal system. The President being a smart man decided to opt for having the largest embassy in the world with over 45,000 people assigned to the embassy. Over 1/3 of those are contractors providing security and have the shield of diplomatic immunity...........pretty smart and essentially we have 15,000 troops still there doing our work.

I think that all foreign aid should be cut by 50% and then screened for any more. I am for any federal candidate for any office that promises to CUT FOREIGN AID.

                                                    If you know a guy is a gun broker than put him in jail. If you need proof, than arrest at the point of transfer. To do this you have to work with the Mexican government, which from everything I have heard was not part of this program.

                                                    If a gun shop owner is selling guns to a known gun runner and breaking the law to do it, he should be prosecuted. I do not understand why there was all this dicking around on this. Also think about this, how is it to their advantage to have these guns cross back across the border and be used against Arizona citizens? You are saying that the gun shop owners are ok with this?

                                                    The correct term is "straw buyer." He uses money provided by the gun runner to purchase the weapons.

                                                    The NRA is why the laws prevent prosecutions. NRA opposes ANY law that restricts access to any gun or ammo.

                                                    Yehvra, there are approximately 5,000 'gun shows' in the U.S. a year, and approximately 50 advertised gun shows from now to Dec. just in TX, NM, AZ, and CA, in which NO registration OR background checks are done. That totals out to approximately 5 million guns walking with no knowledge of who the buyer really is or what the purpose of guns purchased are, and the NRA likes it that way. There is also a law on the books called The Firearms Act, in which FELONS can apply for guns because of not being protected under the 2nd amendment. But I guess that's all okay with you.

                                                                      If all it took to open the roadway to properly supply our military, was to say the magic word "sorry" how come it took seven months? Maybe that wouldn't have been enough - could it be t he Pakis were looking for more money - and has it been delivered under the table, or more incredibly, they found out we meant business? These people sheltered Bin Laden, and imprisoned the doctor who led us to him. We give them millions of dollars so they'll be friendly. We so need to get out and leave those folks to themselves.

                                                                      I suppose that this half-hearted apology by Clinton probably has right wingers' panties all in a bunch. Diplomacy is too uncomfortable to their delicate little sensibilities.

                                                                      Diplomacy is fine...At the right time and place. Opening these routes means more dead soldiers. Why do that at all? Just bring the troops home and leave Afghanistan to fend for themselves. It is what they wanted. It is what they asked for. It is what their own troops have killed our "trainers" over. Give it to them. Give them their country back and then stop all aide to the Pakis. Watch from afar as they destroy each other--it is all they know and what they will do.

                                                                      Fighting in Afghanistan is like Vietnam and General George Custer in Montana. We are in a land-locked situation with a sanctuary for the enemy who can retreat to safety at will. A simple apology may hurt the ego of you right-wing chicken hawks, but it will get our supplies in and our troops out with our equipment. Big egos always gets in the way of good judgement.                                                                                 Yes, it's exactly the same. On an almost daily basis, we bomb Pakistan with drones. We invaded their country to blow away bin Laden, and indeed do so at will anytime we think there's Al Queda or other troublemakers. We dictate to them the size of their military, their policy towards India and Israel. We have direct access to their banking system and can freeze assets of Pakistani citizens or organizations almost at will. We control their economy through foreign aid and the IMF. And to put an end to a tempest over having bombed 24 innocent Pakistanis to death, the Secretary of State says, "oh sorry" and the Pakistanis are right back to doing our bidding.
