Fugitive on US most-wanted list is captured in Mexico

MEXICO CITY -- The U.S. Marshals Service announced the capture of Vincent Legrend Walters, one of the law enforcement agency's 15 most wanted fugitives, in the resort city of Cancun.

Walters, 45, was wanted on kidnapping, murder and drug charges stemming from a 1988 San Diego, Calif., case.

The agency said Walters was apprehended Friday morning, then transported to Mexico City where he will await extradition to the United States.


Walters had been working at the Cancun International Airport under the assumed name Oscar Rivera, according to a statement released by the agency.

Walters is accused in the kidnapping and murder of Christina Reyes in September 1988, U.S. Marshals said in a statement obtained by NBC News. He was also indicted by a federal grand jury in 1989 on conspiracy to manufacture, possess and distribute crystal methamphetamine, carrying firearms during a drug trafficking crime and possession of unregistered firearms and explosives.

Walters was snared by an undercover Drug Enforcement Agency operation in 1988 after allegedly purchasing $20,000 worth of chemicals to make methamphetamine and negotiating an additional $200,000 deal with the undercover agents, Marshals said.

They described events this way:

When one of his associates became paranoid holding onto the finished methamphetamine, Walters handed it off to a local drug dealer, who in turn gave it to his friend Jay Bareno. Wanting their drugs back, Walters tracked down the local dealer, who no longer had the drugs, and kidnapped him, along with his friend and his friend's girlfriend to trade them to Bareno for the drugs.

Bareno agreed to exchange the drugs for the hostages. After returning the drugs, two of the hostages were released, but Christina Reyes died when she was gagged with a chemically saturated rag that killed her almost instantaneously.

Martin Walters, Vincent's brother, was caught soon after the crime and has since been convicted of Reyes' kidnapping and murder, they said. He is serving 25 years to life in prison.

"Vincent Walters is accused of committing a number of crimes that landed him on our most wanted fugitive list," said David Harlow, Assistant Director of the U.S. Marshals Investigative Operations Division. "Thanks to the hard work of our Deputy U.S. Marshals, local law enforcement and Mexican law enforcement partners, we were able to bring Walters in to face the consequences for his laundry list of accused crimes."

You know that is not how we do it. Come on now, we have lawyers and the judicial system that need to line their coffers. We will bring him back, spend millions on a trial, then spend fifty grand a year for upkeep in prison and give him three hots and a cot. Logic plays no part in America any longer. Let me guess, you aren't a member of the family or a friend of the woman he murdered and no one you know has suffered as a result of the drugs she sold.

So, by y'all's way of thinking, no matter what someone does, if it is going to cost money to capture them, bring them back to stand trial and then to hold them in prison, just let them go!

He was arrested in 1988? Why was he free to go to Mexico? Kidnap, murder, drug mfg, etc. and some dumb a** judge grants him bail? So he's free for another 24 years? The American "justice" system is a perverted mess. There is no justice. We create 100 laws to protect the guilty for every one that protects the innocent. True justice if this man actually killed someone is the death penalty. Not one that takes 20 years of appeals but immediate. Bringing him back to "face justice" is an illusion at this point and will only be a media event and politics.

And whether you like to believe it or not, there are financial aspects to everything our government does, and my comment was about how it is disfunctional in how it goes about it.

Well I to like Bandit's idea also. I was going comment that its interesting that Mexico is not resisting his extradition. Yes our justice system is messed up and we will end up paying his way here, his court appointed attorney, jurists, deputies, corrections officers salaries etc. Should I go on. Well he is guilty so take him across the border to our side. Have three people waiting armed with weapons, execute him and send the bill and his head to the Mexican Cartel! Then when the Mexican Government cries foul. Then we put them on notice as to why this person has been working in Cancun International for the time he has without a peep from authorities. Don't tell me that they are that horrible in screening their Airport Employees. This just wreaks of total corruption! How many smugglers did this guy assist through that Airport and its an International one at that?

Hey "bandit-3097615," why dump the guy in Pakistan...because police told me today that the United States is worse than Afghanistan as an explanation for their use of extreme measures of precaution during traffic stops here in the United States. If the police say that American traffic stops are more dangerous than Afghanistan traffic stops, then it must be true, or perhaps the police must be paranoid and delusional who we must worry about just as much as worry about fugitives being able to work in high security places, like as if birds of a feather flock together.

Maybe Vincent Legrend Walters did got his job working in covert operations for the CIA helping airliners such as Air America to smuggle drugs into Los Angeles. Perhaps this is just a covert way to bring home a deep incognito undercover agent for retirement. The birds are coming home to roost.           Cabo is absolutely fantastic too. Can't wait to go back there. Luxury abounds and the resort staff. . .fantastic. People KILL me when they talk about Mexico as if it was the size of a postage stamp. Buy a globe, people, and buy a clue while your at it. The general location of the drug cartel violence is far, far away from the resort sites, and even when there have been reports of crimes in or around said resort sites, it's been one or two incidences at the most. I'll take Cabo over Chicago any day of the week.

                                leave him the mexican jail,, we are over crowded with criminal mexicans in our jail...and it's costing us at the azz to take care of em.so the least the mexicans can do is keep him,,, for us... and we promise not to make a fuss about what you feed him,, or how you treat him....not to worry we will not sue.

                                        This idiot could not keep his mouth shot. Probably told another thug what he did and this thug turned him in to get some lesser sentence. We have more pressing problems these days that need more attention then this two bit criminal. It appears he rehabilitated himself nicely. Just as with any government, it appears that we cannot stop from stepping on our own tails. They will bring him back and spend millions on trial and and lock up for the next 30 years or so. Now he is a Mexican government's problem and we should leave it at that.

                                                Where are you guys getting your information? I see nothing in the report that states he's an American or according to post 1 that we have troops in Mexico. There are no details on his crime but some of you think he should be left their instead of brought back to the United States to face charges and possibly jail time. What am I missing?
