Checkbook diplomacy? China pledges $20 billion in credit to Africa

BEIJING -- Chinese President Hu Jintao on Thursday pledged African governments $20 billion in credit over the next three years and called for more China-Africa coordination international affairs to defend against the "bullying" of richer powers.

Hu made the lending pledge during the opening ceremony of the Forum on China-Africa Cooperation in Beijing. The credit line is double the amount offered in 2009 at the last forum held in Egypt. 


Hu promised more Chinese help for African countries in building agricultural technology centers, training medical and other personnel, and digging wells to expand access to clean water. China will encourage investment and assistance in infrastructure that facilitates trade within Africa, he said. 

China has emerged as Africa's main trading partner and a major source of investment for infrastructure, pouring billions of dollars into roads and developing the energy sector across the continent. 

But the loans could add to discomfort in the West, which criticizes China for overlooking human rights abuses in its business dealings with Africa, especially in Beijing's desire to feed its booming resource-hungry economy.

Hu brushed off such concerns in his speech at the Great Hall of the People, attended by leaders including South African President Jacob Zuma and Equatorial Guinea's Teodoro Obiang Nguema, a man widely condemned by rights groups as one of the world's most corrupt leaders.

"China wholeheartedly and sincerely supports African countries to choose their own development path, and will wholeheartedly and sincerely support them to raise their development ability," Hu said.

China will "continue to steadfastly stand together with the African people, and will forever be a good friend, a good partner and a good brother", he added at the summit held every three years since 2000.

Sudan's president, who is accused by an international court of war crimes, is visiting China, one of the biggest investors in his country.  The visit comes just days before the oil-rich south of Sudan declares its independence.  NBC's Adrienne Mong reports.    

Hu also pledged to "continue to expand aid to Africa, so that the benefits of development can be realized by the African people." He did not provide an amount.

Hu said the new loans would support infrastructure, agriculture, manufacturing and development of small and medium-sized businesses in Africa.

'Checkbook' approach
Critics say China supports African governments with dubious human rights records as a means to get access to resources.

The EU has rejected what they call China's "checkbook" approach to doing business with Africa, saying it would continue to demand good governance and the transparent use of funds from its trading partners.

Such criticism draws rebukes from China that the West still views Africa as though it were a colony. Many African countries say they appreciate China's no-strings approach to aid.

"Africa's past economic experience with Europe dictates a need to be cautious when entering into partnerships with other countries," Zuma told the forum.

"We are particularly pleased that in our relationship with China we are equals and that agreements entered into are for mutual gain," Zuma added.

"We certainly are convinced that China's intention is different to that of Europe, which to date continues to intend to influence African countries for their sole benefit."

China's friendship with Africa dates back to the 1950s, when Beijing backed liberation movements in the continent fighting to throw off Western colonial rule.

Growing trade links
Chinese state-owned firms in Africa also face criticism for using imported labor to build government-financed projects like roads and hospitals, while pumping out raw resources and processing them in China, leaving little for local economies.

"Certainly quite a number of us are thinking we need to move into more value addition," South African's Trade and Industry Minister Rob Davies told Reuters.

"We need to export mineral products in a more processed form ... We need to bite this bullet very seriously."

Trade has jumped in the past decade, driven by Chinese hunger for resources to power its economic boom and African demand for cheap Chinese products.

China's trade with Africa reached $166.3 billion in 2011, according to Chinese statistics. In the past decade, African exports to China rose to $93.2 billion from $5.6 billion.

Industrial and Commercial Bank of China 601398.SS, for example, the world's most valuable lender, has invested more than $7 billion in various projects across the continent.

Sincerity and China are not mutual.

They have an agenda - cheap foreign labor (easy marks, too - poverty and Islam and relatively backwards culture FTW!) and vast areas to turn into farmland to cheaply feed their people.

Awesome, they can't be any more devious than Europeans who have ensured that Africa got WORSE between 1500 and 1960. This type of cooperation should help both sides, as I see China using all of the resources that they can to mobilize folks to end 550 years of global European supremacy. They're making big bucks off of this and providing jobs for their people as well.

Let's say the very worst of what you said is true -- it is still leaps and bounds better than what Western Europeans have offered the world over the past 600 years. Of course China is going to want something out of the deal if they're helping, but that doesn't mean they aren't being sincere. Asia, South America, Africa, a lot of folks in Eastern Europe, and the indigenous folks around the planet have a common adversary (Western Europe and Russia's quest for world domination) - I'm sure China want's all the resources possible to overcome that system.

This is no different from US government policy.

Look at what we give Egypt alone: according to the US State Dept. website, U.S. military aid to Egypt totals over $1.3 billion annually. In addition, the U.S. Agency for International Development (USAID) has provided over $28 billion in economic and development assistance to Egypt since 1975. Exactly. The Chinese are enlisting the ranks of the world to change the status quo and the face of who is making moves on the planet. They're not looking to be masters of the planet, but the leader of changing how business is done on the planet. Until I see otherwise, I'm on board with China's continued development and partnerships in South America and Africa.

hostile tactics, not aggressive hostile tactics.

I really
think it’s time the world leaders sat down and really talked it out. History stands
a very good chance of repeating itself. Firstly, one edition of the the Magna Carta
stated no free person in the world may pay interest to a Jew. That was probably
done for self-preservation against a passive hostile foreign entity working
around the laws of the time. It might be time to re-draught a new addition to
include no free person may owe interest to a Chinese. Secondly, history does
show us all what happens when a passive hostile foreign entity tries to take
over another countries import, export, interest markets, and key government
positions, banking systems, railway, transport systems, media outlets and more.
That’s right there are still some people alive who can talk about pre-war
Germany and the reasons why the German people were very unhappy with a passive
hostile takeover of their country. If you are angered by this you should be, we
are not talking about the death of five or ten Jewish bankers we are talking
about the slaughter of millions of Jews as a result of the anguish caused by Germans
becoming beggars in their own country. How would you feel if it happened to
your country, and is it happening now? Gee whiz I seem to recall the U.S making
rules preventing this from ever happening again and protecting the free people
of the world.

All of
those trillions of dollars china is making could return to Europe, England,
Australia, Africa, India the U.S. and more places if the governments stop
shipping raw materials to china and purchasing products from china. If Europe and
the U.S. turn their countries into viable tax havens for big multi-national business,
if Australia invites Japan to continue to build high end technology in a clean
environment without radiation it can be done. It’s better to work cheaper in
our own countries than give trillions of dollars away to a communist country
who hates your very guts. China has made money from cheat, lie, steal, copy and
price fixing the value of their currency. Give them no more quarters to do so
and the world will swim again. I will not buy anything made in china EVER
again! If you want my money then make cloths in Europe, if you want my money
make cars in the countries that made the technology possible. If you want my
money make cell phones in our countries and give people back some dignity and a
job!

    What would term limits in congress do? It would make congress a revolving door for corruption. The fat cat corporations would spend spend spend to get their candidates into the job. And since their paying out the arse, they'll be more aggresive about getting their policies pushed through.. It has merit, I'm just looking at the downside. Besides what does that have to do with China taking over as a superpower.. Go chinese.. see what it's like having the world hate you because you tried to help..       Lack of leadership and CORRUPTION. Seems that most of Africa's leaders/governments pocket the aid money and loans to fund their own personal fortunes rather than use it to help their people.

      Africa is a highly volatile continent. Civil wars, genocide, corruption...almost all cyclical. It is a high risk investment, which could go either way for the Chinese, but I'm sure they will get what they want out of the deal unlike the US. They seem to have a longer term view towards their policies and give them time to pan out. This all started decades ago and is just now coming to fruition.

          When Obama was loaning Brazil $2+Billion USD to preform 'deep water' drilling, instead of developing US oil fields.

          China had loaned Brazil $10+Billion and secured oil & NG supplies for decades. This was prior to the US deal by Obama. The USA paid Brazil to help China receive their oil/NG supplies...

          Just like the USA giving Pakistan Billions, while China was building a deep water port and conducting Joint Military Exercises...

          Or Afghanistan and the Chinese building a railroad, for their copper mine and 'rare earth' development...

              yes because africans are genetically inferior to europeans or asians, and that is why so much of the continent is in such dire poverty. Not the fact that the europeans systematically enslaved, forcibly removed, raped, pillaged and occupied the continent for at least 100 years (longer for coastal regions). Not the fact that europeans/the west basically did what china is doing, and investing very little into the country (enough to extract all the resources) and shipped the riches back home. Not the fact that the colonial/apartheid system did nothing to develop infrastructure or education or do anything to bring Africans to more modern standards of living. Not the fact that they also just kind of drew lines in the sand to carve up the countries, completely obliterating ethnic/tribal/linguistic divisions that now forced those who were enemies to exist in the same country. Not the fact that after the europeans wiped their hands clean of the continent they left dictators and strongmen in their wake who brutally controlled the populace in order to maintain power and wealth for themselves. its no small wonder things like radical schools of islam, tribal allegiances, and pirates have become attractive for the poor, because after at least two centuries of oppression by europeans, they've had enough. douche.

                  China should take a lesson from the U.S. We have been trying to BUY loyalty from the other countries since WW11 and it has NOT worked.

                  In fact it has made things worse. Why? Because all these countries now look at the American tax payer like a bank.

                  Why work or solve your own money problems. The American tax payer can just keep paying to support their own families and 2 or more of another countries families.

                  The mind set of other counties is that America has an endless supply of money when in reality we are so far in the hole it has become not a little hole but a black hole that sucks everything we have.

                  No matter how much we feed it, it still wants more. The counties on the other end of the black hole do nothing to stop the sucking of money, and why should they?

                  They have got the American tax payer to support them.

                  China would be better off spending that money on it's own people, in it's infrastructural demands and let the Europeans go to he*l.

                  A Simple fact of history is that it has been infinitely easier to rule by control (see China) than to rule by liberty (see USA). China is willing to allow African nations to continue to use forced compliance while the USA is not.

                  So Robert, just come out and say it, you prefer the easy way to "peace" rather than the hard way. You prefer to support the majority that is content with "prosperity" via forced compliance than the minority who want the freedom to choose their route to prosperity.

                  Just after WWII I was stationed in China.There was a story going around that one day the yellow race would rule the world.As a Marine I thought that meant militarily.Now it looks like China will do it with money,thanks to our politicians.

                  I know China is grabbing for power in the region, But I also know their intentions are good, we do the same thing all the time. Profit and resources. Maybe China will succeed where others have not?

                  The USA, UK, France and others have tried to tame the dark continent and have failed in varying degrees, or have failed completely.

                  The people of Africa deserve a chance at development and industry, a chance to help make the earth a better place to live.

                  I worry about dictators and thugs taking advantage and ruining everything

                  The thing I find abhorent about China, is their stupid ideas about Elephant Tusks, Bear balls, Ivory, Rhino Horns etc. but the Japanese are just as bad with the Vietnamese and Koreans close behind.                     Nick, China does not want to build an empire. If they had wanted to, they would have conquered Kenya and Africa back in the 14th century. Instead, the Chinese 46 ships fleet only brought back giraffs and zebras. They did not kipnapped the Africans into slavery, like the Europeans & later the Americans did. Only ignorant Americans think China wanted to conquer the world, whilst your own military budget is 10X that of China's, & larger than the entire world's combined.

                      I agree with both Gary Gnu and Robertlevy. China is smart and they are officially the world's super power. They are strategically positioning themselves to be a world leader.

                      They know the importance of partnering with Africa and developing them as a strong nation. It will be for the well being of China and the rest of the world.

                      Africa has the natural resources and an untapped labor pool China needs. At the same time China will provide a way for Africa to increase their GPD, which they desperately need.

                      Think about it....Europe is still in the Stone Age (as far as economic policy is concerned, the US is not far behind) and will wither away, so you can not partner/trade with them. At this point and time the US has no natural resources, so you can not partner/trade with them. There are few very countries left that have vast amounts of natural resources available.

                      The US will be playing catch up soon enough. The US should have opted to partner with Africa first, it would have changed our future for the better.

                      Now is the time for Africa to restore their people and country. I see them being in the Top 5 as a world leader in the future.

                          A big reason, as naively stated in the article, that we care about this is because China has a bad track record for human rights. We don't give a damn about human rights either, and we don't factor that into how we do business. Who would have thought? China is just following our winning formula. Examples: weapons contracts with Egypt, Libya, Israel, and Pakistan. Sales and loans to nation-states that play loose and fast with the rules is how developed nations make the most cash. Odds are development fails and a few big shots blow all the cash on cars and yachts. Then, the people of Africa will get stuck forever indebted to China. Oh wait...didn't that already happen to us?

                          No strings are attached in the sense of military alliances or requiring a certain form of government. China's deals are strictly business, with economic benefits resulting to both sides. If China makes a deal with a corrupt or oppressive government, and later that government is overthrown, chances are the new government will continue the deal, as they want to continue receiving the benefits and China did not take sides in the struggle for power.
