Fighting continued for a fifth day near key government installations, indicating that Syrian President Bashar al-Assad's control is faltering. As the opposition advances, Russia and China still refuse to support a resolution calling for tougher sanctions. NBC's Ayman Mohyeldin reports.
Updated at 7 p.m. ET: Russia and China vetoed a Western-backed U.N. Security Council resolution on Thursday that threatened Syrian authorities with sanctions if they did not stop using heavy weapons against an uprising and withdraw troops from towns and cities.
The 11-2 vote was the third time that Russia, a key ally of the Syrian government, and China have used their veto power to block U.N. Security Council resolutions designed to put pressure on Syrian President Bashar Assad and halt the violence in the 16-month conflict that has killed thousands of people.
The veto came on the same day that a Syrian opposition monitoring group said 250 people had been killed in fighting. The British-based Syrian Observatory for Human rights said 155 civilians, including 44 people in Damascus where pitched battles have raged for five days, and 93 security forces personnel were killed.
The number could not be independently confirmed.
The vetoed resolution would have extended a U.N. observer mission in Syria for 45 days.
A frustrated White House declared that Russia and China placed themselves on the "'wrong side of history" and the "wrong side of the Syrian people."
White House spokesman Jay Carney told reporters aboard Air Force One that the vote was "regrettable" and "highly unfortunate."

The 11-2 vote, with abstentions from South Africa and Pakistan, was the third double veto by Russia and China of a resolution addressing the Syria crisis. The two countries are Damascus' most important allies.
Carney said the lack of U.N consensus "will have repercussions for the countries that vetoed the resolution for a long time in terms of how they're viewed by the Syrian people. Because there is no doubt that Syria's future will not include Bashar Assad."
Heavy fighting has been reported close to the Syrian government headquarters in Damascus – a day after a bombing killed President Bashar al-Assad's key security aides. Britain's Prime Minister David Cameron has issued him a direct warning; stand down - or risk a full blown civil war. ITV's Paul Davies reports.
He added: "It is a mistake to prop up that regime as it comes to an end."
Britain's U.N. Ambassador Mark Lyall Grant told the council he was "appalled'' by Russia and China's vetoes.
"The effect of their actions is to protect a brutal regime. They have chosen to put their national interests ahead of the lives of millions of Syrians,'' he said.
Britain has drafted a new resolution to extend a U.N. mission in Syria "for a final period of 30 days" and it could be voted on later on Thursday, diplomats said.

His French counterpart, Gerard Araud, said proponents of strong U.N. action on Syria would not be dissuaded.
"We simply couldn't be accomplices of a strategy which brought together false diplomatic action and paralysis,'' Araud told the council. "This double veto will not stop us. We will continue to assist a Syrian opposition on its path to democratic transition in Syria.''
The vote creates uncertainty for the 300-strong U.N. observer mission in Syria, sent there to monitor a cease-fire and implementation of international envoy Kofi Annan's peace plan. The mission suspended operations amid intensified fighting. Its mandate expires Friday.

- Syrian rebel fighters took over three border crossings, including the Bab al-Hawa gate, a vital commercial Turkish border crossing. Rebel forces seized control of the customs and immigration buildings on the Syrian side of the northern frontier. Rebels also attacked Syrian forces and took two crossings along the Iraq border. Iraq sent troops to the Abu Kamal crossing, the mayor of Qaim, Fahan Fitaihan, said. In the remote Sinjar mountain range, rebels attacked a Syrian army outpost and killed 20 soldiers and their commander. "We have security concerns because the border crossing now is out of the Syria government's control, and nobody can anticipate what will happen," said Iraqi Army Brig. General Qassim al-Dulaimi.
- Rebels attacked the main police headquarters in Damascus, leaving dozens of security personnel and militiamen loyal to Assad dead or wounded, an opposition activist said. Rebels armed with AK-47s, small machine guns and explosive devices cut off two main roads leading to the complex in the central Qanawat district and attacked it at around 4:45 p.m., the activist said. Other opposition activists in Damascus said rebels had managed to blast their way into the heavily fortified complex and seize weapons before withdrawing, following a one-hour firefight.
- About 20,000 Syrians traveled across the main border crossing into Lebanon in the day since fighting tore through several districts of Damascus, a Lebanese security source working at the border said. The number of Syrians, many of them day-workers, who travel through the official Masnaa border crossing usually hovers around 5,000 per day, the source said.

I never thought that I would say this. I don’t condone the atrocities being committed by Syria’s regime against their people, but for once I agree with the stand Russia and China are taking, vetoing UN Syria sanctions. Perhaps they both know that widespread upheaval and killing would follow Assad’s demise. With radical Islamists in charge, anything could happen and the conflict could widen well beyond the region, dragging everyone in. Do we really want that to happen? I don’t thing so!

I get what you're saying. But without UN guidance, radical Islamic rule is inevitable. If we don't do something, Assad will continue to kill. If you're right, and this does lead to his demise, there's a very high chance that a radical Islamic government will take over (see Egypt for a reference. The country that elected it's own government after Mubarak left)
Our problem with dealing with other countries in the past is that the U.S. has normally gone in alone when building or rebuilding a country. If the U.N. at some point chooses to get involved, we'd actually have to (and get this) work...TOGETHER! Which is nearly impossible to do with China and Russia around.

If Russia was smart, they would have abstained and let China take the heat since they only needed one veto. Assad's regime is nearing its end, and this will not be looked upon favorably by the rebels when they take over.
Of course, we don't know if the new regime will be anti-American either. It seems strange that Bush was able to work with the Russians and Chinese to get things done, but Obama doesn't seem to have much influence. It must be that 'leading from behind' strategy that makes them thumb their noses at us.

Well I can understand China's vote. That would be hypocrisy.
While publicly America portrays the UN Sanction as a peace effort aimed at halting the civil war, secretly, America want Assad to remain in power, but at the mercy of the Western powers. The primary purpose of the UN sanction is to prevent various weapons from adjacent nations flowing into the hands of Syrian rebels. The Syrian government is well armed with tanks, rockets, helicopter gunships, and several divisions of infantry. Without an adequate and steady supply of arms, the rebel offensive would have grounded to a halt last year.
To counter the well armed Syrian government forces, Russia is supplying the rebels with fancy RPGs that defeats reactive armor, a few 20mm and 'Kat' rockets while China is supply the rebels with AK-47 assault rifles, light mortars and other small arms. Much of the arms are smuggled by sea and land, financed by special interest groups and extended credit from China and Russia. As to the Syrian rebels' few heavier weapons, the 40mm, tanks, and artillery, they have been captured from numerous government defectors as well as through take-over of some government armories.
The Civil War in Syria is a deadly proxy war played out by Russia/China and America as to who shall exert control or influence over post-civil war Syria. For the past two decades, both Russia and China have witnessed America's unbribled military aggression in the Middle East, from blatant invasion of Iraq, Afghanistan, and Pakistan to subtle military operations in Yemen and Somalia. The constant sabre rattling between Iran and America only increased the concern that America will invade Iran, a back-door to interior of Russia and China.
In all wars, the first casualty is truth. Americans should have learnt that lesson long ago during the Vietnam War when the US government propaganda brainwashed the America people to sacrifice more than 58,000 of her precious sons and daughters for nothing. Nothing, except for the war mongers and war profiteers. And lest the American people forget there is the daily reminder that nearly 10,000 body bags came home from waging the current 10th year of wars in four Middle East countries under the nebulous cause of "War on Terrorism."
If America is so interested enforcing a UN Sanction for a Middle East peace, America should unilaterally withdraw military forces from Iraq, Afghanistan, Yemen and Pakistan and halt all aggression against these nations.

That's a post I see on here every day. And the answer is no, our government wouldn't react any differently. BUT you have to take into account what happened in Syria before this was a full blown civil war. It was peaceful protesting met with bullets and tear gas fired by the Assad regime killing men, women and children. After that, why would you expect anything less than a full blown civil war?
After seeing the images of half dead children shot in the head by Assad snipers, he lost all credibility and any support he had left from the western world. the international opinion of Assad is complete crap now. And without Russia and China, he would've been out of office a year ago.

It sounds to me Syria is in the middle of a civil war and Western Countries are placing pressure on China and Russia to support one side over another because they want a regime that favors Western countries. If the rebel side was to win would they not kill supporters of the other side?

I imagine it's as frustrating and disheartening to UN leaders as the U.S. veto on sanctions against Israel (for not withdrawing from the occupied territories). The rest of the world knew Israel was in violation of UN law when Israel refused to withdraw from developments illegally created in areas of the West Bank and Gaza Strip. Israel continues to violate UN law, while the world knows we will continue to use our veto. What's different about China and Russia using their veto? Protecting vested interests in financial and political relationships trumps protecting human rights. It's all wrong and shameful.

The UN and the Arab League conducted a meeting with about 20 of these rebel leaders a few days ago. It did not go well. Each one of these tribal leaders wanted to control all of Syria and they refused to work with each other
I wonder if China, Russia, or Iran would send in there own peac keeping forces. I would agree to this it would stop the Killing and they are working with Syira. It would calm the situation Iran is close and could move troops fast to quell the situation. China is wanting to take a bigger role in the world this would be a good place to start.

Revealed: CIA secretly operates on Syrian border, supplies arms to rebels (fast and furious)
American secret service operatives are distributing illegal assault rifles, anti-tank rocket launchers and other ammunition to Syrian opposition, the New York Times reports. But due to some rebels’ links to Al Qaeda, the CIA’s task is precarious.
The paper reports that for weeks now, officers based in southeast Turkey have supervised the flow of illegal arms to numerous opposition factions ready to fight the regime of President Bashar Assad. The only problem is some of the rebel groups have links with terrorist organizations such as Al Qaeda, so the CIA mission must be careful not to arm proven terrorists by mistake.
Arms and ammunition are being brought into Syria mainly over the Turkish border with the help of Syria’s Muslim Brotherhood network and other groups, the report says. Expenses are being shared by Turkey, Saudi Arabia and Qatar.
The NYT source, an unnamed Arab intelligence official, revealed that American officers are also collecting information on Syrian opposition groups and recruiting informants among their ranks. The source said the Obama administration is considering sharing its intelligence data, such as satellite images and detailed information on the location and maneuvers of Syrian troops.
According to the source, CIA operatives might be helping the rebels with organizing a rudimentary intelligence organization. The CIA agents have reportedly not set foot on Syrian soil, however.
While, it seems, supplying Syrian opposition with arms, the US would like to see Syria’s allies, Russia in the first place, stop supplying weapons to the regime of President Bashar Assad. Washington has expressed concern with Russia performing maintenance of Syrian Mi-25 assault helicopters.
Moscow has consistently denied supplying to Damascus any types of assault weapons that can be used against armed rebels. Russia’s Foreign Ministry says the country has only supplied Syria with defensive capabilities such as anti-air missile systems.
Russia is not violating any international sanctions against Syria, and Moscow has declared it will not cease military cooperation with Damascus.
Prior to the report about CIA officers operating on the Turkish-Syrian border, the Obama administration’s declared policy on the conflict in Syria centered on diplomacy and humanitarian aid. The State Department has reportedly allocated $15 million in medical supplies and communication equipment for armed opposition groups in Syria.
In the meantime it seems the Pentagon is considering various options for interference in the Syrian conflict, including establishing no-fly zones over the country, as was done in Libya a year ago.
American and Israeli generals are also concerned with securing alleged stockpiles of Syrian chemical weapons, the very existence of which has never been proven

Assad: US trying to destabilize Syria
Syrian President Bashar al-Assad says Washington plays a role in the turmoil in Syria by supporting the armed gangs (terrorists) to destabilize the country.
Assad told the German ARD television channel on Sunday that the United States is “part of the conflict,” and that “they offer the umbrella and political support to those terrorists to… destabilize Syria.”
The latest remarks by the Syrian president come at a time when the anti-Syria Western regimes have been calling for Assad to step down.
Russia and China remain opposed to the Western drive to oust the Syrian president.
US Secretary of State Hillary Clinton said on June 30 that Assad “will still have to go.”
Diplomats meeting in Geneva on the same day reached an agreement on a Syrian-led transitional governing body that could include members of the present government and the opposition and other groups, and shall be formed on the basis of mutual consent, said UN-Arab League envoy to Syria Kofi Annan.
The US secretary of state added that the Syrian president “will never pass the mutual consent test.”
On July 3, Russian Foreign Minister Sergei Lavrov said that some Western participants in the Geneva meeting “have started in their public statements to distort the agreements that were reached.”
The New York Times published a report on June 21, quoting some US and Arab intelligence officials as saying that a group of “CIA officers are operating secretly in southern Turkey” and that the agents are helping the anti-Syria governments decide which terrorists inside the Arab country will “receive arms to fight the Syrian government.”
President Assad said on June 3 that Syria is “facing a war from abroad,” and that attempts are being made to “weaken Syria, [and] breach its sovereignty.”

French journalist killed by Syrian opposition: Report

French journalist Gilles Jacquier, who lost his life in central Syria earlier this year, was killed by the Syrian opposition’s mortal fire, a report says.
“This investigation was carried out by French intelligence and based on a ballistic study carried out in the area. According to my contact, the mortar fire came from the Sunni rebel zone,” wrote Georges Malbrunot, a member of the editorial board of Le Figero, in the French newspaper.
This is while Western reports have put the blame on Damascus, saying Jacquier was killed by a Syrian army shell.
On January 11, Jacquier, 43, was killed in the central Syrian city of Homs.
The Western journalists were on a government-authorized trip to the city at the time of the attack.
Gilles Jacquier, working for France 2 TV, was the first Western reporter to die since the beginning of the unrest in Syria in mid-March 2011. He had covered conflicts in Iraq, Afghanistan and Kosovo.
The Syrian government had previously blamed armed groups for the attack.
Syria has been experiencing unrest since mid-March 2011. Many people, including large numbers of security forces, have been killed in the turmoil.
While the West and the Syrian opposition accuse the government of killing protesters, Damascus blames ''outlaws, saboteurs and armed terrorist groups'' for the unrest, insisting that it is being orchestrated from abroad.

US is trying to look like the freedom defender, but its actions in countries like Bahrain shows that our government cares about its interest much like Russia and China. The reality is, we have a vested interest to see a regime change in Syria. Unfortunately, it may not play out well for us even when eventually Assad will be gone. Look at Egypt, they hate us more than ever and things don't seem to go in a good direction for us or the egyptian people (although we give them 2 billions a year!)
When the US gets involved in the wars of other countries the death toll triples in a month.
I am surprised. Any day now Assad will flee leaving many of his friends to the rebels. And the Syrian people will hate them for years.
