US, Turkey explore no-fly zones over Syria

U.S. Secretary of State Hillary Clinton speaks from Istanbul, Turkey, about the increasingly dire humanitarian situation in Syria.

ALEPPO, Syria -- The United States and Turkey indicated on Saturday they might impose no-fly zones in Syria as battles between rebels and President Bashar al-Assad's forces shook Aleppo and fighting erupted in the heart of Damascus.

U.S. Secretary of State Hillary Clinton said after meeting her Turkish counterpart Ahmet Davutoglu in Istanbul that Washington and Ankara should develop detailed operational planning on ways to assist the rebels fighting to topple Assad.

"Our intelligence services, our military have very important responsibilities and roles to play so we are going to be setting up a working group to do exactly that," she said.


She also said the U.S. would contribute another $5 million to the United Nations High Commission for Refugees and $500,000 to the International Organization for Migration to support displaced Syrians inside Turkey.

Asked about options such as imposing a no-fly zone over rebel-held territory, Clinton said these were possibilities she and Davutoglu had agreed "need greater in-depth analysis", while indicating that no decisions were necessarily imminent.

"It is one thing to talk about all kinds of potential actions, but you cannot make reasoned decisions without doing intense analysis and operational planning," she said.

"We share not only the frustration but the anger and outrage of the Syrian people at what this regime continues to do. But we also are well aware that his brutality seems to know no bounds and there is no doubt in the minds of the minister or myself that anything we do should be to hasten and lessen bloodshed, not to catalyze even greater and more horrible kinds of assaults," Clinton said.

Her remarks were the closest Washington has come to suggesting direct military intervention in Syria.

No-fly zones imposed by NATO and Arab allies helped Libyan rebels overthrow Moammar Gadhafi last year. Until recently, the West had shunned the idea of repeating any Libya-style action.

Saudi Arabia and Qatar are believed to be arming Syrian rebels, while the United States and Britain have pledged to step up non-lethal assistance to Assad's opponents.

Davutoglu said it was time outside powers took decisive steps to resolve the humanitarian crisis in cities such as Aleppo, where Assad's forces have fought rebels for three weeks.

In the latest battles, tanks and troops pummeled rebels near the shattered district of Salaheddine, a former opposition stronghold that commands the main southern approach to Aleppo.

Tank fire crashed into the adjacent Saif al-Dawla neighborhood as military jets circled over an abandoned police station held by rebels, firing missiles every few minutes.

Insurgents said they had been forced to retreat in the latest twist in relentless, see-saw battles for Salaheddine, part of a swathe of Aleppo seized by rebels last month.

Some rebels, outgunned and low on ammunition in Aleppo, have pleaded for outside military help, arguing that more weapons and a no-fly zone over areas they control near the Turkish border would give them a secure base against Assad's forces.

People resisting the army of President Bashar al-Assad in northern Syria cope with loss and prepare for fighting.

"The reason we retreated from Salaheddine this week is a lack of weapons," complained Abu Thadet, a rebel commander in Aleppo who said his fighters would regroup and fight back. "We can handle the bombing. It's the snipers that make it hard."

Ten of the 30 fighters in his brigade have been wounded, mostly by snipers lurking even in areas rebels claim to control. His men have broken holes in walls of buildings to try to create safe passages for them to move around in Salaheddine.

In Damascus, where Assad's forces have regained control of districts overrun by rebels last month, a resident reported an explosion near the Central Bank, followed by gunfire.

UN chief: 'There will be no winner in Syria'

"The explosion was huge. There has been fighting for the past half-hour along Pakistan Street. I am very close. Can you hear that?" she told Reuters, a bang audible over the telephone.

Syrian state TV said authorities were hunting "terrorists" who had set off a bomb in Merjeh, an area near the central bank, and who were "shooting at random to spark panic among citizens".

Despite their superior firepower, Assad's forces have been stretched by months of warfare against increasingly skilled and organized fighters who have taken them on in every city and in many parts of the countryside at one time or another.

Germany's spy chief said the Syrian army had been depleted by casualties, deserters and defectors.

"There are a lot of indications that the end game for the regime has begun," said Gerhard Schindler, head of the BND intelligence agency, in an interview with Die Welt newspaper.

"The regular army is being confronted by a variety of flexible fighters. The recipe of their success is their guerrilla tactics. They're breaking the army's back."

Jordanian and Syrian forces clashed along the border overnight when Syrian refugees tried to cross into Jordan, a Syrian opposition activist who witnessed the fighting said.

He said armored vehicles were involved in the clash in the Tel Shihab-Turra area, about 80 km (50 miles) north of Jordan's capital, Amman. No deaths were reported on the Jordanian side.

Thousands of Syrians have fled into Jordan, but tensions heightened after Assad's newly installed prime minister, Riad Hijab, defected and escaped across the border this week.

Most of the people living in the towns near Syria's largest city have fled, and those without money to leave were killed, rebels say. The Syrian troops have created a no-man's land, reportedly so that rebels can't re-supply the fighters inside. NBC's Richard Engel reports.

We spent 1/1000th the amount of money on Libya than GW spent in Iraq attacking the wrong country.

And supporting our ally Turkey in enforcing a no-fly zone is appropriate considering that the Syrians have already shot down a Turkish plane in international air space.

If Obama is allowed to remain in office for another four years there will not be a country in the middle east that is not an Islamic Republic. His idiotic foreign policies are helping the Islamists do in a matter of a few years what they could not accomplish in many centuries, establish on massive Islamist caliphate throughout the entire middle east. When Obama is through the only non-Islamist run country in the middle east will be Israel, and with his tepid support at best for Israel I would not be too assured of their future either.

Another clueless post from good old hater JS in SD. Assad is hardly a secular dictator. He is a member of the minority Alwali sect that has for decades persecuted the majority Sunnis in the country. Why can't you grasp the concept that the middle east is predominately Islamic. Do you expect these countries will become Methodist or Episcopalian?

a no-fly zone over a sovereign nation constitutes an act of war and must be approved by congress, of course that didnt stop obama from attacking libya without congressional approval and outright lying to the american people but it seems as long as 'your' guy is in charge he can do no wrong.

syria is not in a civil war by definition, it is being attacked by islamic followers who have planned for this, assad is a secular ruler regardless of his beliefs, he allowed multiple religions to prosper in syria as long as you obeyed his rule. islam allows no other religion and so they must convert the infidels or kill them as history and the quran tells.

we have no authority to tell another sovereign nation how to conduct its affairs unless we want to wage war and take their land and we have not fought a real war since the our own civil war. when you wage war you wage war to win and conquer, not capitulate and walk away like we have. we have lost more value from fighting wars than we have gained, where is all the land we should be having or all the treasures. of thats right we just like to spend money and lives with no gain in return, just for the hell of it all in the false name of democracy which has never worked due to the flaws of free will. lucky we live in a republic per the US constitution but i guess people never read the thing so we might as well be a democracy or whatever they tell you.

            Yeah it's going to piss them off, but I think they are also stepping a bit more back than previously. Otherwise, they would be all over this rumor claiming that the US should not interfere in the affairs of Syria. Each time Assad orders a plane, helicopter, or artillery barrage, it seems that Russia and China also dig themselves into a hole, because more resentment is gained towards them and Assad by the surrounding countries and even their current/former allies.

              In Bahrain, autocratic Sunni ruler put down the peaceful protests of Shiites majority.

              Then seventh century desert biogted Sunni Saudi and Arab League criminals and founatainheads of world Islamic radicalism and terrorism (al-Qaida, MB, Taliban and so on with different labels in different nations) bravely sent their forces to Bahrain!

              After this brave act, Sunni Saudis and co sent a "human rights" commission to Syria.

              The Sunni Arab League commission was headed by a Sudanese Gen responsible for the genocides of 300000 Christians in Darfur.

              When this "human rights" business did not work, Sunni Saudis outsourced their dirty job to fast backward marching Islamic fundamentalist Turkey's Ergodans.

              Even their seventh century dances are not working.

              Slowly the Saudis and co are trying to outsource their dirty jobs in Syria and Iran to the US and NATO forces like in Iraq!

              You see: oil is important!!!!

              There were genocides of Christians and many Muslim sects like Sufis, Shiites and others in Sudan, Nigeria, Mali, Pakistan and other places.

              In Iraqi wars, at least a million are dead!

              Compare with hardly 20000 dead in Syria!

              Are some not doing exactly opposite of what they claim?

The only credit he gets, is that hea gave the go ahead for the mission. Nobody is saying they want to support Syria, they just want the U.S. to stay the hell out of something that isn't relevant to the security of the U.S. Supporting the so called rebels is most likely going to result in Syria being controlled by or influenced by a group that is much more of threat to the U.S. than Assad. If Turkey want to set up a no-fly zone, have at it, just leave us out of it.

                        Part of what is wrong with our country today is people having no respect for other people. The woman has been given a job to do and she is doing the best she can with the President we have. She looks alot more tired than Obama does.. That is because she works. Dont be little what she does. And dont bring up Bill and Monica which has nothing to do with this situation. RESPECT goes a long way through your life time. You may not agree with what they are doing but give her respect for going there and trying on this countries behalf.

                          It seems to me the West, including the US, should not meddle in Muslim countries without the full consent of the UN security council. It is more logical to fight and debate any vetoes in the UN security council than risk escalating the Muslim problem into major worldwide conflict.

                          The longer we are involved in these Muslim countries the longer it will take to quench terrorism. Let the Muslims sort themselves out. That is the only long term solution.

                            conner, another asinine comment. When was Turkey attacked? A Turkish plane was shot down near Syria, possibly in Syrian airspace. Nobody knows for sure where that plane was, or what it was doing there. That's not an attack on Turkey and Israel has done worse to the U.S. when it knowingly attacked a U.S. Navel ship and killed 34 American servicemen. What is going on here has nothing to do with NATO, you might notice that no other NATO country was mentioned.
