Tropical Storm Isaac hugs Cuba coast, expected to be Cat 2 hurricane in Gulf

Florida's governor declares a state of emergency as residents and tourists flee Key West. Storm preparations are under way all along the Gulf Coast. NBC's Thanh Truong reports.

Updated at 6 p.m. ET: Tropical Storm Isaac was hugging the northern coastline of eastern Cuba on Saturday after claiming at least four lives in Haiti. Isaac should become a Category 1 hurricane on Sunday just as it nears the Florida Keys, the U.S. National Hurricane Center said, and then grow into an even stronger Category 2 storm with 100 mph winds.

Isaac "could be significantly stronger than currently forecast" once it enters the Gulf of Mexico, the center said in an advisory.

It will first sweep past southwest Florida and the Florida Keys, where "hurricane conditions are expected ... Sunday," it said in a separate update.


Republicans effectively cancel first day of convention

Isaac is a massive storm, with tropical storm-force winds extending 230 miles from the center. Key West International Airport was halting all flights at 7 p.m. Saturday until the storm had passed.

Tropical Storm Isaac is picking up steam as it barrels through the Caribbean. The Weather Channel's Mike Seidel reports on the storm's effects.

In Haiti, a woman and a child in the town of Souvenance were killed in the storm, a local official reported. A woman in the southern coastal city of Jacmel was crushed to death when a tree fell on her house, government officials said.

In the capital Port-au-Prince -- where some 350,000 people are still living in tents or shelters after the 2010 Haiti earthquake -- a girl, 10, was killed when a wall fell on her.

Power outages and flooding were reported as Isaac moved across the hilly and severely deforested Caribbean country.

"There's a lot of rain, a lot of wind," said Magdala Jean-Baptiste, who huddled with her frightened children in their home in the southern coastal city of Jacmel. "We haven't had any power since the storm started yesterday. We passed the night with no sleep." 

Tropical Storm Isaac lashes the island of Hispaniola, killing at least three people in Haiti, where thousands still live in tents after an earthquake over two years ago. NBC's Mark Potter reports.

In neighboring Dominican Republic, Isaac felled power and phone lines and left at least a dozen towns cut off by flood waters. The most severe damage was reported along the south coast, including the capital Santo Domingo, where more than half the city was without power.

Cuba prepared by closing beaches and evacuating tourists in vulnerable areas, NBC's Mary Murray and The Weather Channel's Mike Seidel reported from Havana. Flights across Cuba were also suspended. 

In Baracoa, a city on Cuba's eastern side, high seas began topping the seawall Friday night, Radio Baracoa reported. 

Now with 60-mph winds, Isaac should exit Cuba on Sunday and then move south of the Florida Keys and into the Gulf.

Florida Gov. Rick Scott on Saturday declared a state of emergency to make sure local and state agencies would be ready. Republicans effectively canceled the first day of their national convention in Tampa, on Florida's central Gulf Coast, deciding to gavel it open on Monday, then immediately recess to some time on Tuesday.

Gulf of Mexico operators began shutting down offshore oil and gas rigs on Friday ahead of the storm.

Tampa's weather forecast includes rain and high winds Sunday night and into Monday, The Weather Channel reported. The winds could gust up to 60 mph.

The Weather Channel's Bryan Norcross tracks Tropical Storm Isaac's movement and predictions about where it is headed.

Monday and Tuesday include a risk of tornadoes across south Florida. 

Officials were handing out sandbags to residents in the Tampa area, which often floods when heavy rainstorms hit. Sandbags also were being handed out in Homestead, 20 years after Hurricane Andrew devastated the community there. Otherwise, however, convention preparations were moving ahead as usual.

Isaac's exact path is still unclear, but the hurricane center said models suggest it will make landfall somewhere between the Florida Panhandle and New Orleans on Tuesday night.

The storm's anticipated path did shift closer to the Keys than previously forecast and emergency managers urged tourists to leave the islands if they could do so safely. A single road links the chain of islands to the Florida Peninsula.

The good news about this storm is twofold: central Florida will get MUCH needed rain, and the mouth breathing radical left wing liberal anarchist protesters will have their protest parties rained out while normal Americans sit inside in comfort in a convention center.

All those fires out west burning down liberal Democrat dominated regions were bad and I'd never wish someone...no matter his/her political affiliation...lose their home, their livelihood, and most importantly their life. Nice to see the difference between left and right in America.         I remember the republicans praying for rain on Barack Obamas first convention and it went fine. HOwever, remember Minnesota. Lo and behold there was a hurricane in the gult and they still were affected in Minnesota with the rain they prayed for. Who would pray for rain on a convention. Republicans of course. Now when you talk about haters the dems do not come close to republicans and their hateful rhetoric that has been going on for at least 6 years. If I talk to a republican they go on and on about how Obama does this and does that hasn't done this and that which are all lies and how he accused Romney of murder which you guys should know was an absolute lie. And Hannity said this is the most hateful, slimy, vile campaign. It is but I am surprised he would admit the republicans are doing that. I haven't seen anything at all that would even get close to the republican hatred. Remember when Hagee said it was divine retribution when the hurricane hit New Orleans.         I find it interesting, that after our county commission allowed a Walmart and Sam's Club to pave a huge area of low land prone to flooding, that the tax payers have had to pay for new retention ponds and cypress trees to keep them open and safe from damage, that they created.

        Nice going "job creators!" We built this business on our own! Even the RNC event in Tampa is being held in a "public"center. Paid for by Florida tax payers.

        And tax payers bailed you out again.

        Karl I can honestly say that I know much more about Barack Obama than you do Mitt Romney and Paul Ryan. I knew long ago that Ryan likes no gov programs including soc sec and medicare. I didn't know why. If you are a Christian and will vote for Ryan who got into politics because of the atheist Ayn Rand there is nothing more than needs said. When I was going to be stuck with voting for McCAin I thoroughly checked Obama out with literature, documentaries.Anything I could and I liked what I saw and he has never waivered or disappointed me from what I thought he was. The constant bickering between politically charged spokes persons (self appointed) has accomplished nothing, absolutely nothing, except increase the animosity between the parties and been divisive and detrimental to anything constructive being accomplished. I, for one, listened to the Republicans make statements that their only, I repeat ONLY , agenda is to get a white man in office and that "Muslim" out. They appear to me to be willing to do so, not at their expense but rather at the expense and the well being of the Nation. I hold them responsible for the failure of the economy to rebound, for the job loss, the continued caution of business to put the past behind them and move forward with solutions for the problems that affect the Nation. I also hold them in contempt for propagating the war machine and feel they are a serious threat, not only to this nation but other nations of the world as well. Their hatred of the common man is obvious, they view us as something to exploit just as Stevenson exploits those who are addicted to gambling (especially in China where he makes a hundred fold what he makes in the USA).         Moonie - I was going to say something similar. Everyone is arguing politics when people have died and thousands more are affected in Haiti. Those poor Haitians! Not only do they have to deal with a corrupt government and 90% unemployment, but then they had the massive earthquake and hundreds of thousands are still living in tents in that horrible heat and humidity. And now this! I have been to Haiti three times, once before the earthquake and twice after with my disaster relief team. I have never met a more loving and kind people in all the countries around the world that I have traveled. And yet these things still happen to them. My heart is breaking for my friends who live in Port Au Prince. They have no electricity because of the storm so I can't even contact them to see if they are ok. :(

                        Carol I agree with you somewhat. But poor prople there and in USA cant afford to move. If it was possible I am sure they might. I doubt a poor person loves to live in the slums we have here. Jobs are whats needed here. BUt they went overseas. The poor cant win.                             American jobs went away when people stopped buying American made products.

                            You WANT American Jobs to grow? Buy American Made. Check out Walmart, and Home Depot. See how many of the products there are made here. Few and far between.

                            We wanted more more more for less. What we have today is the result. It will only change when WE change, and check the products we buy.

                            If your local retailer doesn't have the type of product you want stamped "Made in USA", find another retailer.

                            Manufacturing still exists in this country. You may have to look hard for it, for certain products, but they are out there. Mostly in small family owned companies.

                              The idea of the GOP having their convention in a place during the hottest, stickiest and hurricane prone time of year is actually typical of conservative decision making during crucial moments.

                              This decision will go down in history like the decisions to launch 2 wars and cut taxes at the same time, Reagan's tearing down Carter's solar panels off the White House, Huckabee backing Akin, 2 terms of George W Bush, McCain picking Palin, etc., etc., etc...

                              It would be funny if it weren't so sickening...

                              While I pray for any innocent victims of this - and any - storm, I have to wonder if the RNC and the 1% were affected, whether the Tea Partiers would then say, "God ordained it." :( By the way, I already prayed for the dear departed, namely a woman and two children, in Haiti who died without shelter that might have been provided had they and other citizens of the planet received a hand up from these irresponsible, disgusting people.

                                  Obama can't just open a checkbook and write the Haitians a check to help them out. The CONGRESS has to vote to give them humanitarian aid. And they won't do that, esp the House, because God forbid that Obama should ever have a "win". They don't care about AMERICAN citizens. Why on earth would you expect them to care about Haitians?

                                  Wow all those high paid ladies of the evening are going to lose out as well as the gentlemen's clubs and the baths. The convention is the only time that that the conservatives can take off their girdles and let loose!! The storm wouldn't dare hit the convention center because the GOP is the "chosen party" or at least they pretend to be. I hope there's more than one conservative "Prince Harry" moment in Tampa. It would at least prove they have some humanity, human or humane would be a stretch.

                                  So I hope the sin entrepreneurs in Tampa don't suffer as a result of the storm and God knows the conservatives could use a little loosening up! A hight colonic for all of them would do the entire nation good and think of the fertilizer.

                                  Hollywood gives a few dollars and think the job is done. Some of the hollywood types should have gone to Hati to help administrate the funds. They are all talk and no action unless it's on film. Common knowledge that the Hatian government is corrupt. 5 million in help but 50,000 spent on tents the rest goes to the Papa Doc types.

                                  I'm confused.....is this article speaking of Haiti and Cuba of South Florida? Or the actual countries, since both seem to be exactly the same.

                                  It's amazing how illegals have infiltrated all borders, and our nation seems to only focus on Mexico...wow !!

                                  How do you even begin assisting a country like Haiti? Besides these natural disasters, you have a nation of uncontrolled births, dishonest government and crime.
