Russia tells US: We don't want your aid money

Russia accused the United States on Wednesday of using its aid mission in Moscow to try to influence Russian politics and the outcome of elections, a day after Washington announced Moscow had ordered the mission's closure.

The U.S. Agency for International Development, or USAID, has spent more than $2.7 billion in the two decades since the fall of the Soviet Union, State Department spokeswoman Victoria Nuland told reporters Tuesday as she announced the closure, adding that it had planned to spend $50 million this year.


In a statement Wednesday, Russia’s Foreign Ministry said Moscow had serious questions over the operations of the U.S. Agency for International Development (USAID) in Russia's regions, especially in the North Caucasus where Russia is fighting a persistent Islamist insurgency.

"It's about attempts to influence political processes, including elections of various types, and institutions of civil society though the distribution of grants," the statement said, according to Reuters.

On Tuesday, Nuland said that while USAID would leave Russia “we remain committed to supporting democracy, human rights, and the development of a more robust civil society in Russia, and we look forward to continuing our close cooperation with Russian non-governmental organizations.”

She added that USAID had worked over the years with the Russian government to “fight AIDS there, fight tuberculosis, help orphans, help the disabled, combat trafficking, support Russian programs in the environmental area, wildlife protection.”

“So it is our hope that Russia will now, itself, assume full responsibility and take forward all of this work that we were proud to do together so that the Russian people continue to have the benefit,” she said.

'Rich enough'?
Asked if the Russian government had expressed “specific points of dissatisfaction with USAID’s work” or had simply said “We’re rich enough, we don’t need it?”, Nuland said she would let the Russians “characterize their motivations.” But she added that “I would say it tends to trend toward the latter, their sense that they don’t need this anymore.”

USAID's ordered departure comes amid a broader crackdown on Russian civil society groups after fraud-tainted parliamentary election last year prompted massive anti-government protests.

President Vladimir Putin blamed Washington for trying to destabilize Russia and accused Secretary of State Hillary Rodham Clinton for signaling the start of demonstrations.

Steven Pifer, a former U.S. ambassador to Ukraine who is now at the Brookings Institution think tank, told Reuters that he believed the decision on USAID reflected some reluctance by the Russian government to see foreign support for pro-democracy efforts in the country.

Members of the band Pussy Riot, arrested in February after storming a Moscow cathedral, were sentenced to two years in jail Friday. Critics say the arrest was Putin's personal revenge, raising questions about justice in Russia. NBC's Duncan Golestani reports.

"They see AID's efforts in Russia as being a prime funder of the NGOs that are concerned about their elections and concerned about the regression of democracy in Russia," Pifer said.

He said the Russian government may also be "trying to make it more difficult" for the outside world to support pro-democracy NGOs in Russia.

Russia a 'great power'
Matthew Rojansky, of the Carnegie Endowment for International Peace, told Reuters that Russian authorities "have made clear for the better part of a decade that they see Russia as a great power and a provider of assistance, not a recipient." 

"Add to that tension over the pre- and post-election protests, which the Kremlin alleges were orchestrated by U.S.-funded NGOs (non-governmental organizations), plus the deep disagreement over U.S. democracy-promotion activities in the Middle East, and you can see why Russia may have taken this decision now," he added.

NGOs receiving foreign funding and engaging in political activity must now register as "foreign agents," which is likely to undermine their credibility among Russians.

Another law sharply increases the punishment for taking part in an unauthorized protest rallies. State television has denounced the country's only independent election-monitoring body, Golos.

Grigory Melkonyants, the deputy director of Golos, which gets most of its funding from the U.S., said closing the USAID office "is an unfriendly move toward the U.S.”

He criticized the Kremlin's "paranoia and nervousness" and "inability to understand the reasons behind serious public discontent. They are looking elsewhere for culprits and think it's rooted in the American funding."

"The Russian government's decision to end all USAID activities in the country is an insult to the United States and a finger in the eye of the Obama Administration," Senator John McCain, an Arizona Republican, said in a statement.

"There should be no confusion as to why this decision was made: an increasingly autocratic government in Russia wants to limit the ability of its own citizens to freely and willingly work with American partners on the promotion of human rights, democracy, and the rule of law in Russia," he added.

oldvetfromorlando, aren't you able to read something and respond to it without invoking the President's name? As stated above, the USAID has been in Russia for two decades - 20 years. Obama, on the other hand, has only been president for 4 years; yet you blame him.

Why have we been giving money to Russia or anybody else for that matter? To make it worse, we borrow money from China in order to give the money away. We cut programs in our own country in order to give money to our enemies. When will this insanity stop? The Democrats call for higher taxes on the rich. The Republicans call for cuts in social programs. Instead, we should be calling with a common voice for a stop to all of the foreign aid and for an immediate return of our military from Middle Eastern cesspools.

Why bring up Obama you ask.....Because for over a decade and a half we were welcome there, Now under Obama they want us out. His diplomacy doesn't work that is why President Obama has been brought into this. Some of you need to wake up and accept the fact that even though President Obama speaks smoothly and has the right words to make you all feel warm and fuzzy inside. Words mean nothing it is actions that count. His words don't work in other countries. Russia and other nations don't like Obama and therefore are booting us out thanks Hillary and Obama the world is becoming even more unstable.

If Russia can take care of themselves, great. The world is becoming a better place, although I'd like to see more rapid progress. Those that can only blame Obama for everything from solar flares to ingrown toenails can go on doing that. It keeps them busy and out of trouble.

So true. I can't understand why the people of America don't see this. EVERYDAY we are borrowing money and it's become worse under Obama AND will get much worse if Obama is re-elected.

It's like you having to borrow money to pay your bills every month. It will eventually catch up with you.

I think it was a bold and decisive move by Russia. They have seen the impact of Obama's support for unrest in the ME and don't wish to go down the radical path themselves...

NGO's can be very good tools to work with foreign government to support common goals, Victoria Nuland says it very clearly...

I would imagine that the Russian Government has seen a drastic change of focus from being partners to address their peoples critical interest to a self-serving purpose that has become a hallmark of the Obama Foreign Policy. Very simply Russia no longer trusts America because they do not trust Obama and his representatives.

With Putin ordering 600 jet fighter aircraft, this could be signaling a much greater military build-up Putin doesn't want Americans to see. We could take a hint and use the $50 million to help the private company that recently sent a space craft to the Space Station, modify their module to be able to transport our Astronauts to space and boot the Russians out and quit using and supporting their Russian space ventures. If we keep funding the Russian program, they will be on Mars before we are and, that could be a critical problem for us. Even though there is a "gentleman's agreement" among Earth's various space programs to not claim other bodies in space as their property, it is bound to be broken and then, the fun really begins. We need to be in a position to adequately protect our interests in space and, this would be a good leg up.

NO, it does not show that, it shows the bias of the author, Dinesh D'Souza, who is known to be an ultra-conservative (Google and vet him), did you actually think it was going to give a fair and balanced analysis, it might as well have been made by Karl Rove, Rush Limbaugh or Glen Beck. 95% of the money we spend on foreign aid is just bribes meant for the ruling parties in these countries to steal for themselves. So that we can get them to do what we want in exchange for keeping the money flowing. Well it hasn't been working in Russia for a long time so the money should have stopped flowing during George H Bush's term in office. In fact it doesn't appear to be working in most of the countries we give Aid (bribes) to. So lets just stop why give a bribe if it gets you nothing in return. This money would be much better spent at home. I'd like to know how they've justified sending money to Russia since Russia is rolling in dough from oil and natural gas and has been for 10 years.

While I may not agree that this is totally an Obama problem (I feel every man who has been president since this nonsense started has to take responisibility), it really chaps my ass to hear people say that someone is racists simply on the fact that they do not plan on voting for Obama. As Governor Johnson says, he is more liberal the Obama and more conservative than Romney. If people would take a minute or two, and with an open mind check out his positions on the things they care about, they would find he's the only one in the race with a real chance at changing Washington and taking this country back. He's got great appeal to both sides of the political spectrum.

Your initial statement is a share the wealth ideology at it's very left leaning core. What a libertarian would actually say is don't tax me for giveaways to countries that will insult us and allow me to keep my hard earned money to make the decision how I will spend it or donate it at my own discretion.

So please clear up your sentiment...I will happily look into the Gary Johnson and as a Conservative I will probably agree with much of what he has to say. It is highly doubtful that I would vote for him because it would be nothing more than a detraction from conservative voice away from Romney it will just give the election back to Obama....his supporters are so far away from the "earn your own way" premise that there is no way that the 47% who would vote for him would actually vote for a far right voice. Perhaps Mr. Johnson would be better served to continue to voice his concerns from Romney and Obama so that the Libertarians of this country could sort which candidate would best serve their interest. I don't wish to see true Libertarians marginalized they have a valid voice and concerns that need to be addressed particularly in our current state of political unrest. Honestly, they are a good part of the undecided or independent voter that Romney needs to persuade to vote for him because, Romney's agenda will come closest to meeting their immediate and future needs. Obama is not going to meet the needs of this bank of voters..he doesn't like people who think independently or live independently.

Our country is in serious debt, record number of food stamps being handed out, unemployment is actually around 17%, people are starving in the US and families are living in the streets.       I think you're trying to discredit his argument, that money spent/wasted on foreign aid would be better left in the hands those who earned it, based upon a perceived inconsistency. But do you disagree?

      I hear this sentiment from a lot of conservative voters who believe in the positions of Gary Johnson, but refuse to vote for him considering it either a wasted vote or a vote for Obama. My experience is that most conservativse don't really support Romney and they don't like the Bush era big government conservative policies. Romney will be more of the same. In my opinion, the only wasted vote is a vote for anything other than what you truly believe. I made the mistake of voting for the lesser of two evils once, and I'll never do it again. Vote your principles. Besides, Johnson will take as many votes from Obama as he will from Romney.

        Dingle B...I am not trying to discredit his argument. On one hand he has suggested a very share the wealth concept by distributing those funds equally among the people and on the other he is promoting a Libertarian.

        Libertarian ideology does not promote collecting taxes then redistributing them evenly. In the current economic situation a Libertarian might suggest taking that money and other money that is spent on wasteful programs and paying down the debt. Once the debt were paid off and ineffective or wasteful programs were eliminated they they would promote lowering taxes so the government gets only what they need. Economically I can get behind that ideology but I believe there would be a huge fight over what programs are "wasteful" based on the core values of either party.

        Of course you hear that statement a lot from Conservative. Shrinking government, states rights and using tax dollars for the Federal Government needs to promote their core purpose is certainly within the Republicans wheel house. What a libertarian has to offer in regard to personal fringe interests would a peal in a limited form to a Democrats interest. But the hardcore Democrats won't change candidates because a Libertarian is not going to support the share the larger wealth principles of the DNC.

        I support Romney because I do believe he has the knowledge and experience to get us out of the Recession and bring back jobs to America. I believe he will restore dignity and trust through on Foreign Allies. I believe that he will do his best to void Obama care and replace it with legislation that will serve all of the American People without forcing something down their throats that Americans do not wish to have. There is an even ground without creating a monster that the Government is ill equipped to control.

        As for Bush....for the most part I liked him and I whole heartedly believe that what he did for America was because he loves this country...There were things that he did to pander to the left that I completely disagree with...borrowing massive stimulus dollars. Several aspects of the wars in Iraq and Afghanistan. I was very disappointed that he did not stick to his concerns about risky lenders like Country Wide and that he did not do more to uncover the corruption between some bad lenders and Fannie and Freddie.

        I can vote for Romney with a free heart. Again I truly believe he is the better candidate at this point. I don't see anything that the DNC has latched onto as a negative and I also believe that Romney has the tools to repair our financial mess. I believe that he will have many in his administration working to fix the tax code. This is where the needs of the many and interest of the few will be served. The left has offered nothing except a whole bunch of empty rhetoric toward repairing inequities. The right has no leverage to enact changes in the tax code, they can't even get a budget passed through to the Senate.

        I think that Romney will work to improve the lifestyle of All Americans without having to resort to a pay to play administration. I don't believe that he will cut so deep that the poor and disenfranchised will suffer the indignity that the have for the past almost four years. Most people want jobs, most people want the dignity to support their families without assistance from anyone, most people want to earn a fair wage for a days work. I believe that Romney can implement a growth model in the United States. Unlike Obama who believes these jobs are just gone and we have to create something new in it's place. Sure by all means create something new but we can still promote a fair trade deal that will encourage companies to bring manufacturing back home. Without a good solid manufacturing base we will not have a healthy middle class.

          There is absolutely no doubt that relations with Russia have deteriorated under Obama further. They smell a very weak administration that has already cowered to them regarding defense shields.

          Because our media refuses to print facts regarding this administration, many poor decisions have not been scrutinized and now a few of them are surfacing.

          Obama apparently promised Russia back before the war with Libya that they would not oust Qaddafi, but strictly trying helping on a humanitarian level. Russia wrote about this promise in their papers, but it was not mentioned here in the US. That was it for Russia. They now do not trust Obama and that is why they want no US influence in their country fearing yet another government overthrow. Keep in mind that China, also fearing uprisings, and Russia consistently vote against the US in the UN.

          Uprisings bring about voids. As we have seen the US backing these internal civil wars has led to the Muslim world becoming even more anti-American.

          When Obama said that rural America was clinging to their guns and bibles, you could say the same about the Muslim world that has no interest in a secular society.

          I think the US needs to really assess how many billions of foreign aid are being sent out every year, whether it's really necessary, and whether that money might better be applied to projects that would create jobs here in the U.S. What if we could take that $1.7 billion or whatever it amounts to in aid to Russia, and apply it to, let's say, to infrastructure projects, or to tearing down dilapidated abandoned houses in the inner cities (thereby making an impact on crime and setting the stage for more demand for construction jobs), or as incentive awards to the small private rocket/spacecraft companies that can meet certain key benchmarks for innovation and production? Heck, we could take that $1.7 billion and enhance the budget for the NIH in researching human diseases, or put it towards offshore windmills, researching safer highway innovations, some kind of a pipeline that could channel floodwater from the Mississippi valley to the drought-stricken Southwest.... it goes on and on.

          All of these projects and more would create jobs. And that's just a start, pull the aid for Russia because they don't want it, and start decreasing the aid for some of the other countries that don't want it or don't need it or simply have a dubious relationship with us as a so-called "friend" (Pakistan!!). Then use it here at home in the USA to create jobs.

          how is that Japan owes the US reconstruction money post war? Last time I checked dropping two atomic bombs on their country negates any money you think they should owe. Bombs dropped on ordinary civilians. At least Pearl Harbour was a military hit.

          The US may have made the difference in winning WW2 but the US is not solely responsible. It still required the joined effort of European countries and the US to defeat the fascists which included: Japan, Italy, Croatia, Germany.......

          As for Russia - they don't want foreign aid because it invites interference from the US, which has messed up a lot of countries in the last 60 years. Russia has a huge territory to look after and they have to deal with muslim insurgents and as we can see from the middle east, every time the US interferes, the muslim extremists gain ground. Let Russia take care of things the way they want.

          Maybe they don't have the full democratic system and have some ways to go in the department of human rights but at least they know how to keep their country stable. A country's evolution in terms of human rights has to come from within and cannot be forced from the outside.

          rick i dont think you realize how much foreign aid we give out every year. foreign aid comprises over 30% of our yearly national spending. like ron paul said if we cut out foreign aide pulled our troops out and cut defense spending, stopped free trade increased tarrifs limited imports we would have a strong economy and be out of debt in under 5 years. you wont see any of that under romney or obama.

          as far as the free health care, i would like to see something for my taxes that i pay. i know that is something that should not be implemented untill our debt is gone. free health care with no increase to a nations debt is very feasible just look at germany for example.

He did say that 47% of people are receiving some sort of government assistance, and that they do not pay taxes! Sorry but President Obama's campaign is not being run on his record of his success's in keeping his campaign promises, only on excuses! His primary one is that he didn't know how bad things were.               aid to Israel was $3.175 billion in 2010 , 3.331 billion in 2009 , 2.77 billion in 2008 , and

              aid to Egypt was $1.55 billion in 2010 , 1.5 billion in 2009 , 1.701 billion in 2008

              Afghanistan which seems to be oddly missing from one of the charts received $4.646 billion in aid in 2010 not counting military assistance totaling 6.8 billion for a grand total of 11.446 billion in 2010 .

              Pakistan received $1.94 billion in aid plus 914 million in military assistance totaling 2.853 billion in 2010 .

              Just think what we could do with all that money being spent here or better yet not spent at all leading to a more balanced budget .

                Term limits is the worst idea ever to reshape American democracy.

                It's not that the people should have the right to elect whomever they want; that's a given in a democracy.

                But the effect of term limits is to make legislators wholly dependent on appointed staff members and lobbyists -- the people who have the history, the knowledge, and the tools to get things done. And what they get done is always in their own interests, not the interests of the people at large.

As a part of an organization, I was able to meet with representatives from the offices of my senators and representative this past spring.                       While I am fine with limiting aid to other countries, it should be our decision not theirs. We look weaker and weaker every day. The world has got Obama's number so to speak and he is being treated with disdain. Even money now keep up the pretense that the US even under Obama is not liked by many.

                      So now we are weak and not liked. Before we were disliked, but not weak. We are seeing the US losing their grip on the world and thus another new world leader will fight to appear. If the US doesn't want to lead, somebody else will.

                      The currency issue is next. This is the redistribution of wealth Obama supports. He and fellow progressives have believed for decades that the US consumes too much of the world resources and has too much of the money.
                      Obama supports a shared leadership role. Europe formed the EU to compete with that leadership role. Both are failing now and another country will step up with their political influence which NONE of us will like.

                            Have you ever served in the military? Every worked at the Pentagon? Likely not from your comments. You assume that others national pride is tainted labeling them "uneducated general populace" becuase they support our military. Pompous.

                            The reason we have helped reconstruct countries after WWI and WWII is for the average citizen in those countries who had no say in the ordeal. Stable countries are more peaceful. We have maintained a presence in the world to protect our allies and interests in different regions. The world has since gotten more complicated. Yes we give aid to countries to help them stay stable, yes we choose to support the lesser of two evil dictators and many other things. It is a global world and we are in up to our eyes now. But now we have met the Middle East that will not be stable like Europe was after the Nazi and Axis powers were defeated. Its a different ball game. Still, our country needs to stand up for right and wrong.

                                  Our government doesn't have to send humanitarian aid. It never gets to those who need it. Charitable organizations get more bang for their buck than our government does. Support Doctors without Borders or the many churches who have no dog in the fight.                                     USAid is primarily humanitarian. Like when they helped with Search and Rescue in Japan...volunteers came and staged out of our base to go to the disaster areas. Great people.

                                      Wrong, our relations were way down when we invaded Iraq. Many nations were opposed to the precedent of one nation just running around smashing up the place and putting everybody else on notice that we were above the law. The US also inflamed and helped instigate the crisis in Abkazia and South Ossestia, Saakashvilli was a puppet who did the Wests dirty work with the Caspian Sea pipelines to bypass Russia. Then we influenced and tried to usurp the sovereignty of the Ukraine with money for the election of Yuschenko and his Western cronies. The list goes on and on. So it seems to me that Russia has a legitimate beef with foreign interference in their national business. The latest episode of meddling is the whole "Pussy Riot' charade.

                                      While it's true that Russia needs to improve it's democatic system and human rights, it has to come from within. The people themselves have to bring about change and trying to force it on them will not work.

                                      Also, every time the US interferes with a country, Islamic extremists gain more power there. Russia has a big territory to look after and needs to have absolute control to prevent the chaos brought about by Islamic extremists.

                                      Obviously Saddam Hussein wasn't a good guy but he had full control of Iraq and there was no Al Queda (spelling?) activity there. Now there is no contol, al queda everywhere and innocent people dying all the time. The US had no problem with Hussein being a ruthless dictator until Hussein wouldn't do what the US wanted.

                                      While many people might think that aid to countries for these kinds of endeavors is wasteful, and might be unappreciated by the host countries, they do have an important benefit to our country. The reduction and treatment of communicable diseases benefits everyone, here and there. This is a small planet that is getting smaller each day...it is naive to think that we don't get an added benefit to helping countries, even Russia, combat these problems. Moreover, these humanitarian missions engender goodwill amongst the population. Russia's refusal of this kind of continued aid is more about Vladimir Putin's ego than anything else. The most marginalized people in Russia are about to get even more marginalized, if such a thing is possible.. :(

                                          Ever serve in the military, I mean the people in the trenches. THought not. Less than 1% do. There may be some waste in development and people in congress trying to get contracts in their districts, the average military member isn't in that bracket.

                                          The military is still expected to do the same mission and more with less budget, less gear and aging systems. If these new cuts go into effect you can eventually see our military finally be stretched so tight they will break.

                                          You don't know what you are talking about and you should check yourself. A tank is not replaced because of a new headlight or scope. Upgrades to systems are done to extend the life of things like tanks and aircraft. You have no idea how many aging airframes have been in service for 20 years, 30 years and they are being retrofitted to last more because of the budget. They are all used in the field and wear out from take off and landings, pulling Gs, etc. But I am probably talking about things you have no clue about, nor bother to learn about. Just like your car or your body wears out with age.

                                            Unions make sure you get decent wages and decent hours and vacation time and retirement and medical that is fair. How is that bad??                                             Yeah, unions are great, they aren't ever involved with organized crime or extorting management in exchange for collective bargaining concessions. See, because there aren't reams of legislation that protects workers, and they foster hiring the best and brightest people regardless of their affiliation, and they make it very easy to fire "tenured" incompetents. They are very relevant to today's reality of the workplace.

                                              Unions served their purpose in the industrial age. That is why we now have LAWS that require minimum wage, limited work hours, etc.

                                              I have no respect for Unions based on real life situations and how they have acted. When workers go on strike for some small concession, the union bosses get their salary while the workers can't pay their bills. Can't cross the line, can't work elsewhere. No one will ever tell me I cannot work. Remember the UPS strike? In Honolulu when the workers under contract for The Bus went on strike there was very little sympathy for them. Every person in any job big or small is important to our country and communities, but sorry, you are going to hit a ceiling in transportation. They complained yet made more than firefighters and teachers in Hawaii. No sympathy there. Many people in Honolulu use public transportation.One bus worker complained on TV about not being able to pay for her SUV while on strike. No sympathy for her either! People were pissed off, they were WALKING or trying to find any way to work possible, and she's griping about her SUV. Then one of the picket line people was shown getting a foot massage because his feet were sore and hurting after being in the picket line all day. The people said oh yeah, what about my feet hurting because you aren't driving? The people of Honolulu found other ways to get to work: massive carpooling, mopeds, etc. And for over a month after the strike bus ridership was down. They had to give away specials to win back riders.

                                              A few years ago in the Northwest a company built a factory and hired non-union workers. A union had their thugs come in and destroy private property. This is AMERICA, if a company wants to hire non-union they can. I have no respect for their cause when they think they are so priviledged that they can vandalise and destroy property.

                                              While wages are falling, I still don't want to be union.

                                                my wife and i make around 120k a year together and pay in 35% of it as taxes. so tell my why should someone that makes a million pay less of a percent. oh and mom sure go ahead and take your money overseas, most are doing that already when the taxes in this country for people that a million or more are the lowest it has ever been. like i said raise tarrifs limit imports force companies from continueing to outsource. romney and obama wont do that though

                                                The USA's foreign aid is about $12,000,000,000.00 annually with half going to Israel. But Israel always asks for and gets more after the fact... They received another $20,000,000,000.00 in February just for asking for it. This was at the same time that the White House was planning on cutting medicare, food stamps and money to local clinics.

                                                hey Robert, not that you give a sh!t, but that $70 billion goes back to 1949, most of it is loan guarantees (like a co-signer) and loans thay have been repaid, not actual money grants; and the return given by Israel on the investment far outweighs any other USAID money flushed down the toilet, like the money given to Arab states and Russia.

                                                    Great idea!! Now we need to stop giving money to Pakistan, Libya, Egypt and the other countries that use the money to buy weapons to kill us. Maybe we could use the leftover cash to pay off the money we borrowed to support our forgein aid programs. The days of buying friendship for us are over.
