Emir of Qatar visits Hamas-ruled Gaza Strip, pledges $400 million

The Emir of Qatar has become the first head of state to visit Gaza since the Islamist group Hamas seized control five years ago. The visit reflects increasing ties between the Gulf state and the regime which is considered a terrorist group by the West.  Lindsey Hilsum Channel Four Europe reports.

Updated 4:10 p.m. ET -- DUBAI, United Arab Emirates - The emir of Qatar embraced the Hamas leadership of Gaza on Tuesday with an official visit that broke the isolation of the Palestinian Islamist movement, to the dismay of Israel and rival, Western-backed Palestinian leaders.

Israel said it was "astounding" that Qatar, a U.S.-allied Gulf state whose oil and gas permit it to punch way above its diplomatic weight, would take sides in the Palestinian dispute and endorse Hamas, branded as terrorists in the West. The emir had "thrown peace under the bus," an Israeli spokesman said.

But some analysts saw a daring move, aimed at rehabilitating Hamas in Western eyes in order to coax it into the peace camp at a time of Arab Spring revolts and civil war in Syria, have been reshaping power balances across the Middle East.

The emir, who is rare among Arab rulers in having met senior Israeli officials, denounced Israel's policies and praised people in Gaza for standing up to it with "bare chests" -- but he also urged rival Palestinian leaders to abandon their feuds.

The emir, Sheik Hamad bin Khalifa al-Thani, who has led Arab efforts to support rebels in Syria and Libya during Arab Spring revolts, left Doha with a large delegation and was welcomed with a red carpet. Among those traveling with him were his wife, Sheikh Moza, Prime Minister and Foreign Minister Hamad bin Jassim and other ministers, the official Qatar News Agency reported. 

Hundreds of Palestinians lined his route, waving Palestinian and Qatari flags as the emir's black Mercedes limousine bumped along the rutted main highway Qatar has promised to rebuild.

"Today we declare victory over the blockade through this historic visit," Hamas Prime Minister Ismail Haniyeh told the Qatari monarch in a speech at the site of a new town to be built with the emirate's money. "Thank you emir, thank you Qatar, for this noble Arab stance. ... Hail to the blood of martyrs that brought us to this moment."

Hamas, whose suicide bombing campaign against Israel was at a peak a decade ago, rejects a peace treaty and has poured scorn on Palestinian Authority President Mahmoud Abbas, of the rival Fatah movement, for his efforts to negotiate his way to a Palestinian state. That peace process with Israel is stalled.

Sheikh Hamad slammed Israeli settlement in the West Bank and East Jerusalem. "The Palestinian cause ... remains a bleeding wound in the Arab body as Israel continues every day to change the face of Palestinian land through its settlement activities and Judaisation in the occupied West Bank and especially in Jerusalem," he told an audience at Gaza's Islamic University.

But he blamed some of the failure on Palestinian infighting, which had undermined "resistance." "Surely you realize that your division is the source of greater harm to your cause and the cause of all Arabs," he said. "It is time you end the chapter of differences and open a wide chapter for reconciliation."

"This visit has great political significance," said Hamas government spokesman Taher al-Nunu, according to AlJazeera.com. "[The emir] is the first Arab leader to break the political siege."

Gaza, under partial blockade by Israel and Egypt, has no airport or seaport, and the Qatari delegation is believed to have entered by land from Egypt.

Egypt's President Mohammed Morsi said he welcomed the emir's visit to Gaza, according to a late night statement from his office quoted by AlJazeera.com.

US, Israel ready for huge joint drill in Iran's shadow

This was the first visit to Gaza by any national leader since Hamas seized control of the enclave where 1.7 million people live from Abbas's forces in 2007. Israel had pulled out its troops and settlers from the territory two years earlier.

Qatar has called the visit a humanitarian gesture, to inaugurate reconstruction projects financed by the emirate. After initially earmarking $250 million for the schemes, a smiling Haniyeh announced the fund now stood at $400 million.

In Washington, State Department spokeswoman Victoria Nuland said the United States was concerned about the "destabilizing" role of Hamas in the region.

"The Qataris have described this as a humanitarian mission," she said. "We would hope that the opportunity was taken to make clear the importance of Palestinians and Israelis talking to each other."

The visit will not include a meeting with Abbas, whose authority extends over the West Bank. The emir notified Abbas of his visit in a phone call on Sunday, according to the Jerusalem Post.

“We can’t welcome the visit of the emir and his wife to the Gaza Strip,” political analyst Adel Abdel Rahman, who is affiliated with Fatah, told the paper. “The visit does not serve the unity of the Palestinian territories, the people and the political system. On the contrary, the visit poses a threat to unity and our political system.”

Western-allied Gulf Arab states are trying to lure Hamas away from its alliance with Iran, whose nuclear energy program has raised the prospect of a war with Israel.

Followers of Islamic cult, especially Sunni Saudi inspired Islamic radicals and militants (al-Qaida, Salaffi, Wahhabi, MB, Taliban and other label ones), are fast marching backwards to their seventh century desert tribal days.

They are indulging in rapings, lootings, killings and genocides of non-Muslims (Darfur, S. Sudan, Nigeria and spreading like wild fire in many regions and Muslims (Libya, Yemen, Mali, Iraq, Syria, Pakistan, Afghanistan and other places).

Sunni Saudi backed Salaffi and MB new chapters are opening up in Egypt. Just watch the fate of Christians, women and Israel as the time goes by.

Even in Syria, if Assad is overthrown by Sunni Islamic religious Nazis like al-Qaida, MB, the conditions of Christians will be unbearable just like Iraq.

Pakis and Sunni Saudis and co are responsible for 80 percent of world problems including economic ones. Examine the devastations with Iraqi wars and now sanctions on Iranian oil and the resultant oil price manipulations.

They are making the lives of their own people also miserable by their Islamic religious madness to the intolerable levels.

Hope Allah punishes all evil Muslims like these Sunni barbaric and beastly rulers by eliminating them first.

Ixor: This is known as seventh century Sunni Saudi, Qatar, Kuwaiti, UAE and other Arab League seventh century despotic, highly corrupt and bigoted dances and dramas.

Qatar ruler is the one of the villains along with Sunni Saudi ruler to support Sunni Syrian rebels supported by Sunni Islamic killers like al Qaida, Salaffi and others against Assad.

You can't trust a single one of them. Just keep away.

Even Jews of Israel should have patience.

Let us worry about these Islamic mad people after their centuries of Shiites vs Sunni battles are over.

In the ever changing world of the Middle East, these guys change alliances like I change my underwear.

When Hamas was formed, the israelis supported them as a better alternative to Fatah. Obviously that has changed.

My guess is that the Emir had frequent flier points to burn and had never been to Gaza. I hear Venezuela is nice this time of year.

The first lesson Israel should learn is not to take sides in the centuries old Shiites vs Sunni battles!

Jewish lobby started their dances along with Sunni Saudis and other despotic, autocratic seventh century bigoted Sunni ME tin-pot rulers/dictators before Iraqi wars. Then they vanished from the scene.

If Saddam was there, all these bigoted Sunni rulers would not have been there or taken refuge in the US and allied nations. Even the oil prices would not have been manipulated to $140 as during Iraqi wars.

Similar dances and dramas are being repeated on Iran and Syria.

Oil prices are being manipulated higher and higher! What is the big deal for Sunni Islamic barbaric and beastly rulers like emir of Qatar to throw away $400 million?

However one may jump with sanctions on Iranian oil and shrieks on Syria, US and allies will not be able to do much after a decade.

Iraqi wars and Afghan war have crippled US and allies so much that they can't do much in Iraq and Afghanistan. McCains, Hillarys and co only jump up and down in their offices!

Even in Libya, the US and allies could not do much except shrieks!

    beth ...exactly what does the isreali's taking the palestinian lands, homes, farms ,etc has to do with islam. I am no fan of any religion, but you don't make any sence. by the way isreali's are not problematic to paletinian only, just a few days ago kathryn ashton, the eu representative said that she regrets the isreali's decision of approving some 700 more building in the ocupied territory. so you can see the tred that even the eu is getting fed up with isreal.

    modern myth that "Jihad" doesn't mean holy war in the Quran, but

    spiritual struggle. Not only is the Arabic word used in this passage, but it is

    clearly not referring to anything spiritual, since the physically

    disabled are given exemption. (The Hadith reveals the context of the passage to

    be in response to a blind man's protest that he is unable to engage in Jihad
    and

    this is reflected in other translations of the verse).

    - "And be not weak hearted in pursuit of the enemy; if you suffer

    The Meccans were simply refusing Muhammad access to their city during Haj.

    Other Muslims were allowed to travel there - just not as an armed group, since

    Muhammad had declared war on Mecca prior to his eviction. The Meccans were also

    acting in defense of their religion, since it was Muhammad's intention to

    destroy their idols and establish Islam by force (which he later did). Hence

    the critical part of this verse is to fight until "religion is only for

    Allah", meaning that the true justification of violence was the
    unbelief of

    the opposition. According to the Sira (Ibn Ishaq/Hisham 324) Muhammad further

    explains that "Allah must have no rivals."

    - "If thou comest on them in the war, deal with them so as to

    strike fear in those who are behind them, that haply they may remember."

    - "And let not those who disbelieve suppose that they can

    outstrip (Allah's Purpose). Lo! they cannot escape. Make ready for them all

    thou canst of (armed) force and of horses tethered, that thereby ye may dismay

    the best way of staying safe from Muslim violence is to convert to Islam.

    Prayer (salat) and the poor tax (zakat) are among the religion's

    Five Pillars.

    - "Fight them, Allah will punish them by your hands and bring them

    to disgrace..."

    - "Those who believe, and have left their homes and striven with

    their wealth and their lives in Allah's way are of much greater worth in
    Allah's

    sight. These are they who are triumphant." The "striving"
    spoken of here is

    Jihad (Arabic).

    - "Fight those who believe not in Allah nor the Last Day, nor hold

    that forbidden which hath been forbidden by Allah and His Messenger, nor

    acknowledge the religion of Truth, (even if they are) of the People of the
    Book,

    until they pay the Jizya with willing submission, and feel themselves
    subdued."

    "People of the Book" refers to Christians and Jews. This was one
    of the

    final "revelations" from Allah and it set in motion the tenacious
    military

    expansion, in which Muhammad's companions managed to conquer two-thirds of the

    Christian world in the next 100 years. Islam is intended to dominate all other

    people and faiths.

    (9:30)
    - "And the Jews say: Ezra is the son of Allah; and the Christians

    say: The Messiah is the son of Allah; these are the words of their mouths; they

    imitate the saying of those who disbelieved before; may Allah destroy them; how

    they are turned away!"

    (9:38-39)
    - "O ye who believe! what is the matter with you, that, when ye

    are asked to go forth in the cause of Allah, ye cling heavily to the earth? Do

    ye prefer the life of this world to the Hereafter? But little is the comfort of

    this life, as compared with the Hereafter. Unless ye go forth, He will punish

    you with a grievous penalty, and put others in your place." This is a

    warning to those who refuse to fight, that they will be punished with Hell.

    - "Go forth, light-armed and heavy-armed, and strive with your

    wealth and your lives in the way of Allah! That is best for you if ye but

    knew." See also the verse that follows (9:42)

    - "If there had been immediate gain (in sight), and the journey easy, they
    would

    (all) without doubt have followed thee, but the distance was long, (and
    weighed)

    on them"
    This contradicts the myth that Muslims are to fight only in

    self-defense, since the wording implies that battle will be waged a long

    distance from home (in another country and on Christian soil, in this case,

    according to the historians).

    (9:73)
    - "O Prophet! strive hard against the unbelievers and the

    hypocrites and be unyielding to them; and their abode is hell, and evil is the

    destination." Dehumanizing those who reject Islam, by reminding
    Muslims

    that they are merely firewood for Hell, makes it easier to justify slaughter.

    It also explains why today's devout Muslims have little regard for those outside

    the faith.

    - "But the Messenger, and those who believe with him, strive and

    fight with their wealth and their persons: for them are (all) good things: and

    it is they who will prosper."

    - "Allah hath purchased of the believers their persons and their

    goods; for theirs (in return) is the garden (of Paradise): they fight in His

    cause, and slay and are slain: a promise binding on Him in truth, through the

    Allah? then rejoice in the bargain which ye have concluded: that is the

    achievement supreme."

    - "O you who believe! fight those of the unbelievers who are near

    to you and let them find in you hardness."

    that

    the crime is moral transgression, and the punishment is "utter
    destruction."

    (Before ordering the 9/11 attacks, Osama bin Laden first issued Americans an

    invitation to Islam).

    (18:65-81)
    - This parable lays the theological groundwork for honor

    killings, in which a family member is murdered because they brought shame to
    the

    family, either through apostasy or perceived moral indiscretion. The story

    (which is not found in any Jewish or Christian source) tells of Moses

    encountering a man with "special knowledge" who does things which
    don't seem to

    make sense on the surface, but are then justified according to later

    explanation. One such action is to murder a youth for no apparent reason (74).

    However, the wise man later explains that it was feared that the boy would

    "grieve" his parents by "disobedience and ingratitude." He
    was killed so that

    Allah could provide them a 'better' son. (Note: This is one reason why honor

    killing is sanctioned by Sharia. Reliance of the Traveler (Umdat al-Saliq) says

    that punishment for murder is not applicable when a parent or grandparent kills

    their offspring (o.1.1-2).)

    Quran

    (21:44)
    - "We gave the good things of this life to these men and their

    fathers until the period grew long for them; See they not that We gradually

    reduce the land (in their control) from its outlying borders? Is it then they

    who will win?"

    (25:52)
    - "Therefore listen not to the Unbelievers, but strive against

    them with the utmost strenuousness..." "Strive against" is
    Jihad -

    obviously not in the personal context. It's also significant to point out that

    this is a Meccan verse.

    - "If the hypocrites, and those in whose hearts is a disease,

    and the alarmists in the city do not cease, We verily shall urge thee on
    against

    them, then they will be your neighbors in it but a little while. Accursed, they

    will be seized wherever found and slain with a (fierce) slaughter."
    This

    passage sanctions the slaughter (rendered "merciless" and
    "horrible murder" in

    other translations) against three groups: Hypocrites (Muslims who refuse to

    "fight in the way of Allah" (3:167)

    and hence don't act as Muslims should), those with "diseased hearts"
    (which

    include Jews and Christians 5:51-52),

    and "alarmists" or "agitators who include those who merely speak
    out against

    Islam, according to Muhammad's biographers. It is worth noting that the victims

    are to be sought out by Muslims, which is what today's terrorists do. If this

    passage is meant merely to apply to the city of Medina, then it is unclear why

    it is included in Allah's eternal word to Muslim generations.

    - "There is no blame for the blind, nor is there blame for the

    Contemporary apologists sometimes claim that Jihad means 'spiritual

    struggle.' Is so, then why are the blind, lame and sick exempted? This verse

    also says that those who do not fight will suffer torment in hell.

    - "Muhammad is the messenger of Allah. And those with him are

    hard (ruthless) against the disbelievers and merciful among themselves"

    Islam is not about treating everyone equally. There are two

    very distinct standards that are applied based on religious status. Also the

    word used for 'hard' or 'ruthless' in this verse shares the same root as the

    word translated as 'painful' or severe' in verse 16.

    - "Surely Allah loves those who fight in His way" Religion of

    Peace, indeed! This is followed by (61:9):

    "He it is who has sent His Messenger (Mohammed) with guidance and the

    religion of truth (Islam) to make it victorious over all religions even

    - "O ye who believe! Shall I lead you to a bargain that will

    save you from a grievous Penalty?- That ye believe in Allah and His Messenger,

    and that ye strive (your utmost) in the Cause of Allah, with your property and

    your persons: That will be best for you, if ye but knew! He will forgive you

    your sins, and admit you to Gardens beneath which Rivers flow, and to beautiful

    mansions in Gardens of Eternity." This verse was given in battle. It
    uses

    the Arabic word, Jihad.

    (66:9)
    - "O Prophet! Strive against the disbelievers and the hypocrites,

    and be stern with them. Hell will be their home, a hapless journey's end."

    The root word of "Jihad" is used again here. The context is
    clearly holy

    war, and the scope of violence is broadened to include "hypocrites" -
    those who

    call themselves Muslims but do not act as such.

    declared, "Kill any Jew who falls under your power." Ashraf was a

    his Muslim partner, merely for being non-Muslim.

    For a long time, the enemies have been planning, skillfully and with precision, for the achievement of what they have attained.     If the Gazans will get some funding/money to help raise their quality of life, then you won't see so many volunteers to run attacks on Israel. They'd have too much to lose by doing so.

    And if they keep working hard and building up their little Gaza, they'll be happy and there won't be any reason for Israel to keep the blockade going.

    LM: The people of Gaza received much international support after Israel returned it to them and they did invest the money in infrastructure. Google, "Malls in Gaza" and look up cities in the West Bank and you'll see how well they live. Unfortunately, improving their economy will make no difference in their attitude towards Israel. They squandered a number of opportunities (e.g., under Prime Minister Barak) to have a thriving, independent Palestinian state, opting instead to wage war. The Arab-Israeli conflict is not a land-for-peace issue or an economic one. It is a cultural and religious war waged by Muslims aginst Jews and people of other faiths. It's in their covenant.     rameshm2: I have no problem with criticisms against Israel provided that it is counterbalanced with criticisms of the other side. Allow me to give you a bit of background information about myself. I am 52 years old and have dual Israeli-American citizenship (born in US, immigrated to Israel at age 8). It was during my service in the IDF that I became friendly with two Arabs – one a Druze who lives in a town near Haifa and the other who lives in a village near Jerusalem. We remain good friends to this day. We know each other's families well and visit each other whenever I'm in Israel (I currently live in US). Obviously we have ideological differences but agree more than disagree. They are against violence as a means of furthering the Palestinian agenda and I am against building settlements in the West Bank except for a five mile buffer zone considering the short distance between the West bank and the ocean in Israel's midsection, which would otherwise be impossible to defend. I also believe that the extreme religious right in Israel is a threat to democracy and should be divorced from the political system. I do, however, consider myself a Zionist in that I believe that there should be two distinct states – one Israel where the majority remains Jewish and the other Palestinian where the majority remains Muslim. This should not pose a problem for the Arabs considering the mass of land in all Arab countries combined relative to the size of Israel. But this is not a land-for-peace issue – it's a cultural and religious war and always has been. Being a Zionist does not suggest that I am against a two-state solution or believe that we cannot live at peace with each other. One major difference between the Arabs and Jews is that the former espouse a covenant of genocide against the Jews and will not permit Jews to live and flourish in a newly established Palestinian state whereas Arabs who are inherently non-violent do very well economically and also politically in Israel today (e.g., they are represented in the Knesset). Both my Arab friends do very well – one owns a restaurant and the other an auto repair shop. The difference between you and I is that I have condemned the actions of individual Israelis (e.g., when the Arab youth was assaulted by a group of Israelis a number of months ago) and some of the policies of the Israeli government whereas your posts are one-sided, biased against the Jews.

          If Gazans were truly living under seige, would Sheikh Hamad and his entourage have had the ability to just walk in AND break ground for his new business ventures??? This is no donation.             It's obvious you don't know your history very well, either. The peace accord between Israel and Egypt pre-dates Mubarak. The blockade was put in place well after the Israelis left Gaza, it was put in place after attacks on Israel from Gaza once the terrorist organization Hamas seized leadership in Gaza. Egypt put their blockade in place in reaction to smuggling tunnels being used by terrorists to smuggle arms into Gaza.

            Try an actual source, not the poisoned print they use in school books in Gaza.

            Stop firing rockets into Israel. Agree to peace talks without pre-conditions. Stop with the suicide attacks. Stop indoctrinating your children to hate along with mother's milk. Recognize Israel's right to exist as a Jewish homeland.

            Also, there are no "occupiers" in Gaza, unless you're talking about Hamas, the puppet of Iran. If you're talking about Israel, they unilaterally withdrew in 2005. The last Israeli left Gaza quite a while ago, he was a kidnapped soldier, so hardly an occupier. Remember Gilad Shalit?

            The old testament command the Jews to kill all non Jews and just to remind you this was written before Islam ever existed. Ovadia, their spiritual leader in Israel think all non Jews are animal and exist to serve the Jews.

                  Really? Provide your sources with links. Please read my posting above re: my own background. The majority of Israelis want a two-state solution. The Arabs living in Israel live better than in Arab countries. They have beautiful homes, drive luxury German cars (primarily Mercedes), and are represented in the Israeli parliament - those who are non-violent, that is. They can also freely practice their religion and watch Arabic programming on Israeli TV. You call that an apartheid state? The only monster I see is a grandiose person calling him/herself "first human."

                  Does anyone know why Arab residents of Jerusalem are applying for Israeli citizenship in record numbers? Answer: Because they want to, and would rather live under Israeli governance than under the government of any Arab state. They like the social benefits, too.

                  Well arafat was given the option of 97% of the land he wanted. He turned it down, he wanted 100% of Israel.

                  If HAMas would quit firing rockets and mortors into Israel it might be a starting point. Course the HAMas, the PLO and Hezbollah, only want the total destruction of Israel.

                  and as far as taking care of the arabs in Israel, they can go to school, they have free medical, they can own land, they can own a business, and they have members in the Israeli Knesset.

                  Not so in the arab countries where the displaced arabs live. OH, the reason they are displaced is when syria and egypt attacked Israel, they told the arabs to leave so they would only have Jews for targets.

And since the release of the Gaza, apparently the only thing that can be grown there by the arabs is goats, and probably because goats like to procreate. Everything that was grown in gaza by the Israelis cannot be done by the arabs. Course i wonder how many Jews are in the HAMas parlament.

                  Kudos to the Emir of Qatar. It's about time somebody with "grande cajones" stood up against the Israeli government (aka: thugs of the Mideast) and helped out. Maybe soon, without the help of the US; Palestine will finally have its own state. I'm sending my $400M to Iran to help finish their nuclear reactors so they can furnish power to their citizens as well as medical research.

                  I am sure Hilary is not happy about this now; oh well, she'll get over it. Does she know she is responsible for starting WWW III?

                    Palestinians are welcome to their own state, as long as they don't shoot at Israel.

                    In fact, they already pretty much have two states, and Israel is OK with that, but if they keep attacking Israel, both of those states will end up in ruins.

                    If emir is unhappy with that, I am sure Israeli government will put it right on top of their we-don't-give-a-dam list.
