The WikiLeaks website began publishing on Thursday what it said were more than 100 U.S. Defense Department files detailing military detention policies in camps in Iraq and at Guantanamo Bay in the years after the September 11 attacks on U.S. targets.
In a statement, WikiLeaks criticized regulations it said had led to abuse and impunity and urged human rights activists to use the documents, to be released over the next month, to research what it called "policies of unaccountability."
The statement quoted WikiLeaks founder Julian Assange as saying: "The 'Detainee Policies' show the anatomy of the beast that is post-9/11 detention, the carving out of a dark space where law and rights do not apply, where persons can be detained without a trace at the convenience of the U.S. Department of Defense."
"It shows the excesses of the early days of war against an unknown 'enemy' and how these policies matured and evolved," it said, and led to "the permanent state of exception that the United States now finds itself in, a decade later."
A spokeswoman for the U.S. Embassy in London said it had no immediate comment.
In January, U.N. human rights chief Navi Pillay said the United States was still flouting international law at Guantanamo Bay by arbitrarily and indefinitely detaining individuals.
Nearly 3,000 people were killed in 2001 when militants from Osama bin Laden's al-Qaida flew hijacked airliners into the World Trade Center towers in New York, the Pentagon and a field in Pennsylvania.
Then President George W. Bush set up a detention camp at a U.S. naval base at Guantanamo in Cuba after U.S.-led forces invaded Afghanistan to expel al-Qaida following the September 11 raids. Of the 779 men held there, 167 remained as of mid-September 2012.
Interrogation
WikiLeaks said a number of documents it was releasing related to interrogation of detainees, and these showed direct physical violence was prohibited.
But it added the documents showed "a formal policy of terrorizing detainees during interrogations, combined with a policy of destroying interrogation recordings, has led to abuse and impunity".
A number of what can only be described as "policies of unaccountability" would also be released, it said.
One such document was a 2005 document "Policy on Assigning Detainee Internment Serial Numbers," it said.
"This document is concerned with discreetly 'disappearing' detainees into the custody of other U.S. government agencies while keeping their names out of U.S. military central records — by systematically holding off from assigning a prisoner record number," the WikiLeaks statement said.
WikiLeaks did not elaborate. But human rights activists say that after the September 11 attacks, the Central Intelligence Agency used "black sites" in friendly countries to interrogate and sometimes torture suspected militants beyond the reach of normal legal protections.
Playing on 'love' and 'fear'
While Bush acknowledged the existence of a CIA program for detaining and questioning militants outside of the United States in speech in September 2006, the government has never publicly confirmed the location of the sites.
Some of the policies applied to other countries' personnel, Wikileaks said, citing what it said was a 13-page interrogation policy document from 2005 for U.S.-led multinational forces in Iraq.
It said the document detailed techniques such as the "Emotional Love Approach: Playing on the love a detained person has for family, homeland or comrades". In contrast, in the "Fear Up (Harsh)" approach, it said "the interrogator behaves in an overpowering manner with a loud and threatening voice in order to convince the source he does indeed have something to fear; that he has no option but to co-operate."
The documents released on Thursday date from 2001 to 2004.
Assange, whose website previously angered the United States by releasing thousands of U.S. diplomatic cables, has been holed up inside Ecuador's embassy in central London since June to avoid extradition to Sweden to face rape and sexual assault allegations. He denies wrongdoing.

So Assange believes in the rights of those that supported the murder 3000 innocent Americans. Meanwhile these inhabitants of Gitmo were given freedom of religion rights and better food than their guards. KSM looks pretty good after living their for years and "surviving" 180 waterboard sessions. They kill when someone destroys their book of peace, the kill women and children in the name of the "G-d" they have hijacked.
I believe in human rights for HUMANS, but not for the animals that were captured and held in Gitmo. Unfortunately some may have been innocent. Hopefully those will not suffer, but screw the rest of them.
The person that "leaked" the information, if found, should be charged with treason and spent no less than their natural life behind bars. If Assange and his group knowingly published the material, they should have adjoining cells. The names of those involved should be made public so U.S. Citizens are aware of the traitor's location.
i dont agree that giving out information as to how our government questions its prisonr of war should be put out for the enemy to take advantage of. our enemy treats us (its captives) of war with beheadings and other forms of execution that fall into a very painful death, and has been documented.
i also believe, in more cases than not, if our governemnt were to use such methods, it would be for a greater of the good. how can i say that about another human being? look at the enemy. they wouldnt kill you in your sleep. they would gather you and your family and make each of you watch as 1 by one dies, by any means possible to forsake everything as it happens before your eyes.

As a libertarian, BTW, I'd point out that Assange, like myself, is an anarchist. Not all libertarians are anarchists...but the two of us are. We swear no allegience to any government, and deny that IMPLICIT consent to a social contract (or any contract) can legitimately exist while we EXPLICITLY refuse to agree to it. In short, we didn't sign anything of our own free will, so we're not subject to your statutory laws...all aggressions against us on the pretext that we "implicitly agreed" (while explicitly notr agreeing) are tyranny...plain and simple.
So clearly, ethically, Assange is being a "patriot"...a word that finds its roots in Greek...it meant "love of fellow countrymen", not "love of government". We love people, not governments. All governments are at LEAST a "necessary evil", at worst a completely unnecessary tyranny of extortion (tax) and murder (wars of aggression). But at LEAST it is EVIL. There is no special exception (not even in "American Exceptionalism") that makes our government non-evil. ALL GOVERNMENT IS EVIL...the only question is whether it is necessary or not.
And how much money has the state spent on making itself less or not necessary?
We have a systrem here, a religion to many of you, in which the state is god and it is beyond exposing and questioning. You like evil, logically, or you'd question and expose the state, if you could too. You wouldn't cheerlead state murder, kidnapping (prison for nonviolent people), and extortion (tax)...you'd be against it.
There is a name for those who are brainwashed into this cult of the state: STATISTS. They are anti-patriots who think of themselves as "patriots"...but in reality they are NATIONALISTS. Nothing thwarts true patriotism like nationalism. Nationalism leads to statism...the mental disorders are inseparable...hence, "nation-state".
The point is this:
Assange can't be treasonist when he isn't from here...and he definately can't be treasonist if what he is exposing is an evil being perpetrated by the government against people. The people in question must be shown by a fair trial to be guilty...or they must be released. But the government tells sheep these people are guilty, while simultaneously refusing to prove it in court as they should and are MANDATED to in the Constitution. The PATRIOT Act was a law, not an Amendment...you can't overrule the Constitution with a law...it requires Amendments. But the government has made a habit of ignoring the very piece of paper we're told restrains it.
And look who it is that support this trampling of the Constitution and that which predate it....individual natural rights. For a group who think Rights come from God, you sure seem to think the government can take them away. Perhaps you need to look up the Enlightenment and Natural Law and Rights Theory...because government CANNOT legitimately take away rights, nor can it create them. But the very crowd who believe God gave them Rights deny that fact, logically, the moment they cheerlead for GITMO policies.
Because they, like the other side on other issues, are hypocrites.
This is why I'm libertarian...I like to be consistent. "Left" and "right" are false choices in a hypocritical two-dimensional false paradigm. It doesn't fit a consistent and three-dimensional reality.
If you don't support Wikileaks you're an anti-patriot. You stand against individual natural rights. You ahistorically and illogically (not to mention immorally) define individual natural rights as "American rights". There are no such things as border-specific rights. Governments don't gift you your rights! Look up the word "unalienable" or the alternative spelling "inalienable"....they were two ways to spell the same thing:
Rights that are not separable from the person...rights not subject to borders or statutory laws. That means no right can be taken away from anyone who has not through due process and fair trial been deemed someone who has abused those rights in order to limit the rights of others. It means no border can take away or grant rights. It means no law that takes rights away are legitimate laws morally, and must be resisted. It means there is no magical birth lottery where you get born by luck into a country where you get given rights by your government, and there is no birth lottery where you lose and are born in a country that does not grant you rights.
You have rights by the fact you are human being...whether you believe yourself Created or just evolved. Government can ONLY aggress against those rights. It might slightly expand some rights while shrinking others, but it's always a net loss.
Example:
1. Government makes it legal to enslave people for generations until the social more is that of a mass psychosis (racism).
2. Then they free the slaves and call themselves heroes.
See...they give you a disease, then cure it so they can PLAY hero. This is what you're falling for.
How can we read these papers?
"Government Transparency" is a joke. We should all loudly boo when anyone says it exists. If you believe secrets are precious and necessary and leaks are the work of the devil, then you are part of the problem.
i love the way the article quite calmly states who master-minded 9/11 when there are hundreds of problems with that event, most of which point to a false flag. Incredible but it wouldn't be the first, think Lusitania and Tonkin, both now officially acknowledged to have been tactics to push US into war, the first an arranged disaster, the second, fabricated. Heck, even Australia warned the president about Japanese planes headed for Pearl Harbor in plenty of time to evacuate the area but was ignored.

Hardly sounds like the works of a Terrorist Or of a enemy of the U.S.A. Although that is what the State Department has him listed as.

Quite convenient the charges came up after the leaked video of our helo pilots killing off those Al Jazeera news men and other "embarassing" documents. He is not exactly "hiding out" in an embassy when everyone knows where he is. I think I would not leave an embassy either if I knew I would most likely be dead soon after leaving or simply rot away in some prison.
What people now call "treason" in news reporting used to be called investigative journalism.

Your comments seem to suggest that the answer is no to all of the above. If I am wrong, then please accept my apologies in advance. I ask only because I find your comments somewhat disturbing and a little insulting to myself those that are in fact serving, wherever they may be as well as those that have served in the past and also for those that have made the ultimate sacrifice.
As a former 15 year member of the USAF Intelligence world, Bradley Manning and Julian Assange can both got rot in the depths of a Gitmo cell for all I care. Get over yourselves, the world is often a scary dangerous place that regularly needs an exterminator and I'd much rather that be us than them.

I know someone who was in the Navy and went though the training for torture in Southern CA. Since he is an intelligent guy he is now a VET Against GITMO and goes to every Protest he can. What it does to the Americans performing these acts is so damaging and dehumanizing that they are beyond all repair. He saw it destroying US. He felt it, he CONDEMS! I condem it and any country which does it.
JULEA, different people see things and handle them differently. During my 20 year Naval career. I went to the same school at Warner Springs, CA before being deployed to Vietnam. The school is was known as SERE school. I also went to similar jungle survival training at Cubi Point Naval Air Station in the Philippines. It was designed to teach survival skills to downed aircrew and how to evade capture and what to expect if that happened. It was a very intense and realistic experience on what one could expect from Communist/North Vietnamese interrogators. It was designed to instruct and to be dehumanizing at the same time. One was tortured and interrogated by personnel wearing Russian and North Vietnamese uniforms and speaking fluent Russian and Vietnamese. Unless you have been through this training, you have no frame of reference to judge others. At the current time I disagree with unrestricted torture but not some forms of forceful interrogation, and believe there is a difference. I proudly served my country honorably for 20 years during two wars and I have no regrets for anything I did.
I don't give a rat's ass what branch of the military you served in. If you're for the indefinite detention of any human being without a trial or evidence of wrong doing, then you can kiss my freedom-loving ass.

Those who fail to appreciate what the average military person does and the sacrifices made on a daily basis in defense of their country are the idiots! The great majority of the military have nothing to do with the detention of prisoners. Many are just trying to do their jobs the best they can, stay alive if they are in a war zone, and get back safely to their families and loved ones.
You didn't defend our country in any way by fighting in and losing the war in VietNam. Torture training is not torture. You know that it is going to end, with you still being alive and relatively unharmed, before it even starts. Watch George Tenet lie to Scott Pelley of CBS about US employment of torture. He just keeps repeating the lie. He's not even man enough to simply say that when we do it to our prisoners, it isn't torture because we think that we are the only people righteous enough to do it to others and therefore it can't be called torture, unless the exact same things are done to us by the unrighteous and then it is a war crime. Paul, I am going to assume that you are referring to my post above. First off, I never stated that I fought in Vietnam although I was there. Secondly, I never stated that training is torture. The training was designed to provide an example of what we could expect from the enemy if they captured us. I am going to assume that you yourself most likely have never served yourself, or you would have an idea of what I am saying. I will state once more that I am against torture for the sake of torture whether it be for military necessity or otherwise. I have never condoned, practiced, nor participated in it. And just for your info, I was a U.S. Navy Hospital Corpsman for 20 years! I flew as medical aircrew on medevac helicopters at the tail end of Vietnam. My fighting in that terrible war was a fight to save lives! I was the guy in the back of the bird trying hard to keep the shattered forms of humanity alive long enough to reach proper medical facilities. Most made it and some did not. I took an oath to preserve life, not take it. I take that oath just as seriously to this day as I did the day I took it those many years ago. If you wish to consider me a hypocrite and a liar please go right ahead. I am quite proud of my service and have no regrets except for those I could not save.

Your friends were shot and killed in Vietnam for nothing. Old men and theorists sent them over there on a theory - the half-witted domino theory. The loss of human life is insulting to me because they didn't die defending their country. It's a ridiculous notion lacking any logic. There are some people who watched every war movie, grew up with vets for dads, tear up at every Lee Greenwood song, and just believe that the United States is the greatest country ever. It is NOT a THEORY that the so called investigations of 9/11/2001 didn't have subpoena power, didn't have witness protection power, and weren't allowed the security clearances required to hear classified information from NSA, CIA, DIA, etc.

Any REAL investigation of any mass murder in the USA involves the issuance of subpoena power at the very least. The 9/11/2001 Commission on "Terrorist Attacks" didn't subpoena any of the principal material witnesses or place them under oath when the few of them allegedly "testified".
When investigating a mass murder which may be the work of a gang or terrorist organization, any REAL investigative entity must responsibly also have witness protection powers. NONE of the investigations into 9/11/2001 had the power to protect witnesses or whistleblowers.
Since 9/11/2001 was an enormous failure by our Military and Intelligence "Community", it is understandable, at the very least, that they would like to use classification to cover their asses and hide their "mistakes". I read it. It was boring. Usual military garble, in infinite detail. Just how many people are busy writing all these tons of documents and who is hired to read all them.

If I gave any bum scoop on wikileaks site, I apologize, I do know that there are other areas that wikileaks operates for more journalistic releases. Not the original .org site as far as i know.
