As anti-US policies multiply, should next president treat Russia as friend or foe?

Russia will be at the top of the foreign policy agenda for whoever is in the White House. Ordinary Russians give their view of the election to NBC News in Moscow.

LONDON -- One thing is clear: whether it's President Barack Obama or President Mitt Romney, dealing with Russia will be on his "must do" list.

The "sleeping bear" has been pretty restless lately: it has vetoed U.N. Security Council resolutions on Syria and blocked U.S.-led diplomatic efforts to end the civil war there; it has refused to pressure Tehran, even though it helped build Iran's nuclear enrichment program; and relentless push-back by Russian President Vladimir Putin against basing a missile defense shield in Poland and the Czech Republic – both former Soviet satellite states – has left those two NATO members exposed and nervous.

In the past six months, while supplying arms and support to Syrian President Bashar Assad's regime, Putin has shut down a U.S. government program inside Russia that dismantled its obsolete nuclear weapons, and restricted USAID's operations there.

But figuring out what to do about Russia first means defining who exactly Russia is. Is it, as Romney submits, America's "number one geopolitical foe"? Or, as Obama seems to believe, is Russia a post-Cold War rival with whom we can do business?

Let's step back a little here. Certainly, after the fall of the Soviet Union, relations with Russia under President Boris Yeltsin were more benign. Remember all the guffawing and back-slapping between Yeltsin and President Bill Clinton?

Unfortunately, all that good cheer soon turned into a humiliating debacle. Yeltsin was often intoxicated. He launched two disastrous wars in Chechnya, and became a laughingstock as his economy tanked and rich "oligarchs" divvied up the nation's wealth.

Then came Putin – the former KGB agent who heavy-handedly stopped the hemorrhaging. He re-established Kremlin control over oil and gas, and as oil prices tripled he pumped billions of petro-dollars into his military and, as importantly, into the salaries and pensions of Russian voters.

'An equal'
His popularity skyrocketed; and it was time for the West to take heed. At a Munich security conference in 2007, Putin threw down the gauntlet. He accused the United States – under President George W. Bush – of a murderous policy of global domination and said Russia had the weapons to "neutralize" any missile defense near its borders.

It was not a declaration of war, but it was a turning point – from an America-friendly…to a confrontational Russia. "Russia was back," Fyodor Lukyanov, managing editor of Russia in Global Affairs, told me. "That was the message – we have the resources. You need the resources, and you need to treat Russia with respect. As an equal."

And the chill began to thaw. Dmitry Medvedev succeeded Putin as Russian president and seemed more open and Western-minded than his mentor.

He and his counterpart, Barack Obama, agreed to "reset" relations, hoping that the rebooting would clear all the static. Soon, both sides came together on transporting supplies for U.S. soldiers in Afghanistan across Russian territory; cooperation in areas like counter-terrorism and narcotics interdiction increased; Medvedev even championed some political reforms that would have guaranteed the emergence of a real opposition. That is, until Putin retook the presidency last May. Since then, he's rolled back all the reforms, and seems to have "re-reset" U.S.-Russian relations to the days of the Cold War.

Russia warns Obama's 'reset' in relations 'cannot last forever'

Putin is turning the screws, and not just by dramatic moves, like imprisoning members of the female punk group, Pussy Riot, on charges of blasphemy for having performed an anti-Putin song in a Moscow church.

Members of the band Pussy Riot, arrested in February after storming a Moscow cathedral, were sentenced to two years in jail Friday. Critics say the arrest was Putin's personal revenge, raising questions about justice in Russia. NBC's Duncan Golestani reports.

"A pale of repression is settling over the country," wrote Ariel Cohen of the Heritage Foundation in a recent New York Times editorial. "This crackdown is wrapped in legislative garb, but the iron grip of authoritarianism is unmistakable."

New laws now slap pro-democracy protesters with large fines for "illegal assembly." One protest leader – Sergei Udaltsov, the head of the Left Front – has been charged with "plotting riots" and could spend 10 years in jail.

Others may follow – the courts have just expanded the meaning of "high treason" to include the sharing of information with any foreign non-governmental organization. In addition, NGOs which get funding from abroad must now register as "foreign agents," echoing the days of Cold War espionage.

And even as our presidential candidates debate whether Russia is a friend or enemy, there seems little doubt that Putin himself sees America as a looming geopolitical target. In the past six months alone, while supplying arms and support to Syrian President Bashar Assad's regime, Putin has shut down a U.S. government program inside Russia that dismantled its obsolete nuclear weapons; he's closed the UNICEF offices, and restricted USAID's operations there.

Russia tells US: We don't' want your aid money

As his anti-American policies multiply, it's small wonder that in a recent national poll, Russians were seriously divided on whether they loved America…or hated it (46 percent to 38 percent, respectively).

Conservatives like Cohen are frustrated. While Putin turns Russia into a "fortress," they say, the Obama administration keeps offering up carrots, like gaining Russia access to the World Trade Organization.

Vice presidential hopeful Paul Ryan praised running-mate Mitt Romney's foreign policy stances at the last presidential debate, telling TODAY's Savannah Guthrie that the GOP candidate did a "fantastic" job of spelling out his doctrine.

They claim the reset just hasn't worked.

"America should pursue its national interests in relations with Moscow, instead of pursuing a feel-good mirage," Cohen wrote.

'Putinization' spreading in Europe, US group warns

President Romney says he would stand up to Russia and talk tough about human-rights abuses. But it's less clear just how a 2nd term Obama presidency would deal with Putin's Russia.

Putin himself has said that he'd rather work with Obama than with the "misled" Romney. That's understandable – on Obama's watch, Putin has succeeded in cracking down on civic dissent at home and building the world's largest publicly-traded oil company – Rosneft.

Some Russia analysts are calling strategic energy reserves Putin's "new Red Army" – the Kremlin now controls some 25 percent of Europe's, including European NATO members', energy needs.

But does all of that make Russia an enemy, like al-Qaida or Iran? Hardly. Still, it probably means that the next U.S. president is going to have to take off the gloves in dealing with it.

"Putin's understanding of international affairs comes down to a fight for power and prestige," says Lukyanov.

And Putin seems intent on using that power and prestige to counter U.S. influence around the globe, even as he turns Russia back into a police state.

Vice President Joe Biden  reacts to President Obama's performance in the third and last debate, noting the president has demonstrated the "grasp and a gravity" of foreign policy.

The columnist John Vinocur recently suggested that, if re-elected, Obama should "stand up with protesting Russians the next time they fill Moscow's streets."

But how many protesters – and their leaders – will be languishing in jail by then?

It's abundantly clear that Russia must be dealt with as a foe, not a friend. The "reset" button didn't work- even Putin recently said that he's grown tired of the "reset". As noted, Russia helped Iran develop it's nuclear program, sold China the aircraft carrier that they modified into their 1st aircraft carrier, have been supplying anti-West regimes, and they've been using the UN against all US/West interests (vetoing sanctions, etc.). It's painfully obvious that they are attempting to stifle all US and western interests. Putin is KGB, so he's very astute as to how to manipulate intellegence and how to control a situation. Just take his own people for example, there have been many reports of public demonstrations being broken up and people disappearing.

President Obama literally told Medvided to tell Putin that he'd have more "latitude" to work with Russia on their opposition to an eastern European missile defense (against in part Russia and Iran). The President stalled on the installation to date (with NATO and Eastern Europe upset about it) and his likely next move would be to get Russia to "promise" or make a treaty saying that they wouldn't do anything to Europe. Kind of sounds like a time when England got Hitler to sign a treaty to say that Germany wouldn't attack other countries.

Romney is saying that we need to treat them like the foe- I agree. They are using the international community against us, are in talks with Venesuela and Cuba about building bases over here, and are clearly trying to hobble us overseas. Don't give them an inch.

Lastly, why do you think Putin, Chavez, and Castro are endorsing President Obama over Romney. Just wondering.....

    I think Jim Maceda is being disingenuous regarding Mr. Obama's 2nd term plans for dealing with Russia. True, we don't know any specifics, and we really have no idea of a theme other than continuing with the failed--so far--reset. But when Mr. Obama told Mr. Medvydev that after this election he, Mr. Obama, would have much more flexibility on issues with Russia, I think we have a clear clue about what Mr. Obama wants to do.

    He wants to give in yet more to Russia, despite every give so far resulting in more take by Russia. The only serious interpretation of Mr. Obama's words is that present USA policy will become even more Russia-friendly. Otherwise, why would the Russian he was talking with appear happy and say he would convey that message to Mr. Putin.

    The sad fact here, as in so many other areas of governance--foreign OR domestic--is that Mr. Obama pursues a child-like strategy, unable to comprehend that our foes/competitors/allies all have their own interests they are pursuing, and we simply can't shake them from whatever course that is by offering them half of our pudding cup. The way you deal internationally is to pursue your own national interests, not to try to get the other guys a win. Unless that is your goal.

    Putin intends to remain in power for at least the next decade - by hook or by crook. Under a worst case scenario, major political and economic reform in Russia and those states under Russian influence will likely remain on hold until Putin dies. I would suggest that puts him firmly in the 'foe' category.

    Hi SF accountant,

    I don't think the claim was that US troops were in Syria fighting Russian troops in Syria. The claim was that Russian troops are in the USA--not as combatants, they are here for training and joint work--but the USA is fighting against Russia in Syria. And to that point, he is exactly right while you are exactly wrong. Whether we are using others to do the actual fighting or not, they are fighting because the USA wants a particular outcome. In Syria that outcome is opposite of Russia's. It would take a tremendous leap of faith, coupled with a serious dose of suspending our disbelief, to think that Russia would have no operators on the ground in Syria looking out for its interests too.

    Too complex? Well, then simply look at various regional conflicts over time where the USA and USSR/Russia have been on opposite sides. Nicaraugua ring a bell? Peru? Grenada? How about much longer ago? Iraq? Or even MUCH longer ago? Iran?

    Or, you could be right, and both major powers are completely out of this Syrian conflict despite both being interested in the outcome of it. Now, please go and vote for Mr. Obama again and tell yourself how smart you really are, even how real you really are.

    At some point, the United States has common interests with Russia, as we do many countries.

    As of now, Russia is stabil, like Putin, or not. We both face some common threats, and I hope Romney reaches out his hand to him, listens to him, and sees if Putin listens in return. There will always be points of contention, but working together on anything is definitely a plus. Russia has large stakes in Syria, that needs to be considered first.

    Giving a little first, at least in spirit, can go a long way toward building a lasting friendship.

    1. finding out the little secret obama has planned with russia after the elections,

    Respect--I find it HILARIOUS that people keep yamering for Romney to release more tax returns. The ONLY thing that could possibly disclose is that Romney is, (especially compared to them) RICH, and they are not.

    Do they HONESTLY believe that the IRS hasn't been going over Romney's tax returns for at LEAST 7 years ?(since he ran for Potus last time?) and found NOTHING.

    Do they HONESTLY think that a well respected Public Accounting firm would have vetted Romney's tax returns and certified that he paid taxes every year they reviewed, if it were not TRUE? Does he KNOW that if they lied EVERY partner in that firm (and they have offices in most cities in the US and in other cities around the world) could be SUED for lying?

    But no, while Obama is able to hide HIS financial transactions re: paying for his college (s), while Romney is able to not release, on being served with a legal SUBPOENA, documents on Fast And Furious, and while Obama is able to STONEWALL questions about his and his administration at BEST screwing up majorly and getting 4 US employees MURDERED in Libya, and at WORST attempting to cover UP that Screw-up by ONCE again 'blaming it all on US' by LYING about the supposed 'causal video' when they KNEW that was not true.

    I didn't like Bush and CO. Lying to get us into war with Iraq. But here's the kicker--I NEVER VOTED for BUSH. I DID vote for Obama, and I'm PIZZED at myself for being stupid enough to FALL for his false front. So if I hated BUSH Lying, why on EARTH would I think it tolerable for OBAMA to do so?

    Our help for the Syrian rebels is mainly logistical to get the light arms and supplies to them. The allies of the rebels in Syria only supply them with light weapons so heavier weaponry does not fall into al qeadas hands.

    Those of you thinking Obamas remarks to Putin were cowtoing to him are wrong. One must lay a framework for the future. We have left Russia far behind as far as armed forces. We can speak from a place of strength not weakness. Russia likes to flex, not a big deal. The big deal is is the backsliding towrd Communism. Russia has vast amounts of natural gas, diamonds, crude, that are still untapped.

    Russia has a bright future if they play their cards right. They do not want war. The approach of Romney will mean war. What does the big German shepard or bigger dog usaually do when the little guys are snapping or yelping at them, they usually ignore them because they know they are no are no threat .

    Russia must be handled with kid gloves,not gloves off. They are now a "Democracy" and Putin can not last forever. We do not want to force them back in their shell. I was thankfull we defeated Communism in Russia without millions of lives lost. Romney should not call Russia a foe outwardly as he is done,whether it is true or not.

    Now he has pissed off Russia and China. We are the only superpower on earth. We come from a [place of strength not weakness. This strenght in the wrong hands can surely bring war.

    Loose lips sink ships Mr. Romney. In your case it could be literally.

    Putin,as His name implies is simply Putin. Russia cannot overcome the US, if we will stop with our senselessness in the middle east. There is room for logical alliances between the two countries. Application of strategy based on that logic will prevail. Another cold war in the name of "nationalism" would bankrupt Russia, and do no good for the US. China, and the south Pacific poses much more impending trouble for the US and world than Russian silliness.

    We have to Play Well With Others. We can work this to our advantage, and can - obviously - be done with strength.

    Think about some past wars: Germany & Japan were once our "most threatening geo-political foes." Russia has been our ally many times.

    This is one reason why I trust Obama in foreign policy. Contrary to The Haters - the ones determined to make President Obama a one-term president - and the spew from Faux Noise reinforcing that treasonous meme, Obama has earned us respect around the world.

    You need to study Russian history to understand why they take the stands and policies that they do.

    Russia has been double-crossed and invaded numerous times over the centuries.

    And inside Russia there is still a collective paranoia remaining from all these invasions.

    Once you understand their history then some of there actions begin to make sense from their perspective.

    Putin, Castro, and Chavez all are endorsing Obama. Russia has been working against us in the international community on anything we stand up for and gets reassurance from Obama that he will be EVEN more flexible in his second term. Wonder what the other two are expecting? The Today Show this morning again reported Obama was leading in all polls so they continue to endorse him. The economy is still in the $hitter but that is Bush's fault. Taking this all in its a slam dunk that Obama is going to get reelected so I am not even going to vote for him.

    Actually, what both presidents say about Russia isn't fully the truth. Russia is somewhere in the middle. Obama wants to downplay Russia's actions while Romney is looking for a new enemy so he can bring back the Cold War (that was good for American industries, but not so good for the soldiers who died in the Cold War wars). I really wish we had a viable 3rd option in this election because both of these guys have some serious issues I disagree with totally. But there won't be any other opposition because our government is too selfishly controlled by the wealthy of this country since it allows them to write the laws to favor themselves. Romney makes this fuss about the 47% of this country not paying their fair share of taxes, while he pays less percentage wise of what he earns than they do. Billions of our tax dollars ends up going to large corporations and in effect, right back into the pockets of the wealthy so they can send jobs overseas and increase their own worth, while the 47% make do with a few "trickle down" type programs that give them a few hundred dollars a month. So who are the real moochers? Then their is Obama with his weak policies towards foreign governments like Russia and other countries. So you have a choice of one guy who risks the lives of Americans overseas and the other who wishes to take away most Americans futures here at home. They both suck and what we are going to end up with is a President most people felt wasn't quite as crappy as the other.

    Been there, done that, got the T-Shirt the first time around. Cold war time-frame was no fun. We, the military, lived on a 30min edge for years. When I retired after 27yrs, I prayed that the peace we had helped forge through deterrence would hold...and it did for about 20 years. But the "late arrivals" to the Cold War, like Putin, who watched their leaders "give away" everything Mother Russia had won by being the "BEAR" blameD those leaders for "bowing" to the US. They have silently, but steadily built their forces and support back up to the point where they feel they can more openly face us down.

    Obama and his team of "socialist leaning" advisers are either totally oblivious to the reality of the Russian intent, or are silently maneuvering to sell us down the river. Mr Obama is under the impression that he can "talk" Putin into "joining the group" as he did so successfully in High School and college where he put together folks from other countries and beliefs. Problem is, most of those "kids" either wanted or needed to "belong", just like Barak. They were not powerful, international leaders who do not give a crap about anything but their own agenda. The "reset" did not work, it only provided Putin more time to solidify his position and Obama gave, or made sure, Putin had the time to do so.

    It is long past time for Uncle Sam to put the "Iron Fist" back on and stand up to those who doubt our resolve. But that is not in his Liberal, Socialistic, unrealistic understanding of the international world. IT IS TIME FOR MR OBAMA TO GO...BEFORE HE FINISHES GIVING AWAY THE FARM !

    Why is this even a question? Russia, like many countries including some of our allies, are our foes. If given an opportunity to bring us down, they will do it without hesitation. That is the reality and the world we live in.

    Excellent post. I remember very well in the 80's how many people thought that all we had to do was show the Russians that we are their friends and mean them no harm, and that they would love us then. These hardliners in Russia are the majority now and they want back what was lost in the 90's.

    This country and our President must stop with the Kumbayya attitude that if we just try hard enough to make friends with rogue countries, maybe we will be OK in the world and no-one will hate us. Countries like Russia, China, Venezuela, Syria etc.. all exist because of an authoritarianism mindset. The leaders of these countries cling to power based on fear mongering. They make the US out to be the monsters of the world and the marauders coiming to rape their daughters. They will never allow truly fair elections because they know they will be cast out.     Perhaps someone more left than me, which is just about anyone, could explain what we've gotten in return for our concessions to Russia? If the point is that to get a little you first have to give a little I agree, but when your giving never ends up with you getting anything in return then you are simply being taken.

    There is a vast gulf between labeling Russia a geopolitical foe and going to war with Russia. Too many people present false choices so they can tear down that straw man and claim they've got wisdom. But throughout history there aren't examples of how appearing magnanimous, if this is what you think Mr. Obama's policy has been towards Russia, has worked to that nation's benefit. This isn't to say we should rattle sabers over every issue either, and no one I know is arguing for this. The point is that you don't give your negotiating partner those things he wants without getting from him those things you want, unless your goal is to weaken yourself and strengthen him.

    So, again, what have we gotten from all this giving we've done to Russia? Someone from the left surely must have a reality-based answer. Which, imo, is likely "nothing".

    people seem to forget that Russia has a fairly sizable naval base in Syria, of course they want to protect that from being kicked out by a new Syrian regime, so of course they are going to back the current government. Russia protects Russian interests just as the US protects US interests.

    I think the evidence is pretty clear, truthfully, that we are engaged in a Cold War 2 scenario. Consider it -

    Bickering over human rights abuses and tyrannical (authoritarian style) governments. The support of Assad and Tehran (proxyisms). What people FAIL to remember is our support for the Mujahadeen against the soviet invasion of Afghanistan - a proxy war. Same with Korea, and Viet Nam. Today we support the rebellion in Syria, as Russia supports Assad. We impose sanctions on Iran for its nuclear program, Russia builds the centrifuges. We extend a missile shield to NATO MEMBERS and Russia makes veiled and not so veiled threats. If people are too blind and stupid to see this renewal of the Cold War, then by all means continue to support your Community Organizer who has already proven himself to be so inept that he couldn't even bother to secure a consulate in a country still fighting insurrection, even after 13 direct credible threats, over 200 security incidents to include a hole being blown out by a bomb on that very same consulate's exterior wall not but a few months before the attack.

    Yeah, I feel really safe and secure in dealing with another nuclear armed nation with this jackass at the wheel. We seem to forget the "open mike", after the election I have more flexibility comments, or the invitation to hollywood where we can disclose the "secret" operation of Neptune Spear, confirm the identity of a covert operations team, and an administration that leaks more "secrets" than a kitchen collander. I guess liberalism is a euphanism for mentally incompetent. And afterall, why should Obama stand up to Russia, it is more than apparent Obama embraces Socialism, and what better country to learn from than the Union of Soviet Socialist Republics. Putin is an ex-Cold War operative. It is more than apparent what he desires.

    I am just waiting for the tell all book to hit the stands, maybe Barracky Poo has a hammer and sickle on his underwear, a Quoran tucked in his Jacket Pocket, and wipes his ass with some "US CONSTITUTION" printed toilet paper.     So many misconceptions. Russia is not the Soviet Union. "The world's largest publicly-traded oil company – Rosneft", they understand capitalism quite well. From modern production and distribution methods to modern management modalities Russia is looking forward.

    And what complaint can be made about Russia that is not prevalent here? "Oligarchs"? What are "too big to fail banks"? Cracking down on "civil dissent"? Ask OWS. Jailing "Pussy Riot"? Ask Nakoula Basseley Nakoula. They support Iran and Syria? We call Al Qaeda an enemy in Libya but indirectly supply them with arms in Syria. Not to mention Pakistan (with friends like these...).

    He does sir except they are the terrorists not his generals. let me tell you why you do not go against this advice, or why they did. The players in the attack are dressed just as civilians. When there is unrest and chaos in an area it is almost impossible in the ME to tell the good guys from the bad guys. Many more would have died, and possibly even those that helped us if we went in with guns abalizin. A massacre could have ensued on the wrong people.

    Not one president will ever go against the advice of two regional generals in an unkown situation, at night. Your statement is a feel good one but just would have had a worse outcome sir.

    Most unpredictable tragic events could of been handled better in hindsight. The important thing is that we improve for the future. I do not see gross negligence here. I see people that had their hands tied and had to listen to those that are the experts. If it were Obamas decision alone, and he had no advisors telling him what they suggest, I am willing to bet he would of sent in the calvary.

    The extra security request was over before it started as they were told it would not happen, and not to ask, yet they asked anyway,and I do not blame them.     Russia is neither a friend or foe, but a rival. Russia will look after it's own best interests, as will we. There will be times when our best interests coincide, and there will be times when they do not. Obama has been a steady hand on the tiller of American foreign policy, whereas anytime Romney has stepped onto the stage of world affairs, he has promptly but his foot in his mouth. His public position on Russia is an obvious attempt to pander to the right wing of his own party.       A very wise man once said, "Trust but verify"! This means that we need to have a relationship with Russia and Putin, but, we cannot believe everything he says. The man is ex-KGB and is very intelligent and ruthless! I have a bit of an inside angle on this situation because I am married to a Russian woman from Ukraine and her parents, former high-level Soviet officials who personally knew Mr. Putin. They believe that he is a man with a level of intelligence only matched by his ruthlessness. He will do whatever he believes he has to do to improve the position of himself and Russia. He also will take full advantage of any sign of weakness from our President and they believe Obama has acted a fool in the eyes of Putin and the Russian people!

      This is why we need a President like Mitt Romney to be forceful enough to reign in his attempts to gain more world power without pushing too far. Mr. Obama believes that we can trust but he has no reason to ever verify. This would be a massive mistake from which the U.S. may never be able to fully recover. Weakness in the eyes of this man would be an invitation to run roughshod over any country he wishes!

When we finally decide to treat them as an equal partner, stop ridiculing them at every opportunity and stop acting as a bully-boy, that’s when things will start moving in the right direction. Let’s face it; our combined nuclear arsenals are big enough to destroy one another several times over, so what are we trying to achieve? Accordingly, there is no need to stare in each other’s eyes (just like in the photo) to prove the point!

                By the way, we are already working together in so many areas very successfully so why not make the relationship work for each one of us for the benefit of everyone.

                Putin can be personable and charming. But he is also a true, old school soviet. The Occupy Wall Street protests were not seen favorably by Putin. The protesters feel he stole the election and many were afraid of repercussions for defying Putin. I watched it on LiveStream while a small group broadcast their fears from inside the Soviet Union.

                I think Putin's attitude since then has been one of extreme caution toward western ideas infecting the minds of Russian youth.

                Putin will not deal well with Romney. He would do better with Obama who avoids insulting Putin, and thus the entire country.

                Romney is such a fool to throw down the gauntlet to Putin and then decide to let the chips fall where they may. He would fubar things with Russia before he even got into office. That is a rash and foolish man.

                Obama is for peaceful talk, but if needed I would trust Obama over Romney for a tough stand against Russia. Obama is wise enough to keep it about politics. Romney is just a fool rushing in with no thought to diplomacy.

                                Marlen--YOU DID know that the INFO that was developed to FIND Usama Bin Ladin was gotten thru 'advanced interrogation techniques' that Obama voted AGAINST, and decried in the LAST election?

                                In Guantanemo, which he also promised to shut down?

                                Sorry, but I think EVEN Dukakis (the LAST Dem I couldn't bring myself to vote for) would have ' pulled the trigger' on that one. And from several sources, I read that Obama dragged his heels for WEEKS on the actual take down, and that the military was afraid that someone would let something slip and SO would Bin Ladin. AWAY, that is.

                                And By the way--Seal Team 6 got Bin Ladin. Obama has just used his death as a campaign slogan that just MIGHT have been the REAL reason why a terror attack happened on US Soil (the diplomatic compound is legally considered to be US soil, you know) AGAIN on 9-11. EVER think of THAT?

                                That maybe Obama's constant CROWING about it INCREASED resentment against the US?

                                You know, I ADMIRED Obama's decision to 'bury' Usama Bin Ladin at sea, because it denied his followers a 'shrine' to the 'martyr' that they could go visit and rally the 'troops' at.

                                But that was COMPLETELY negated by Obama's (and ESPECIALLY Biden's) continual BOASTING about it.

How about this, Osama was offered on a silver platter to Clinton, but, he did not want to step on Saudi toes so he refused! Secondly, Osama was killed because of a plan of action based on Bush's military policies! All of the drone aircraft that circled around the compound were planned and created during Bush's watch. Most of the Seals who took out Osama were trained during Bush's watch! The rest of the high-tech equipment used to take the compound were designed and created during Bush's watch. All Obama did was to FINALLY pull the trigger!

                                  All Obama wants to do with the military is to gut it so that the poor Muslims and other terrorists in this world will just stop hating us!                                     Why does Russia have to fall in line with the US? Why does it have to be a black or white, friend or foe definition? Just like us Russia is probably trying to do what is in Russia's best interest. I'm sure that if we can convince them that something we like is also in their best interest then I'm sure they will listen. Russia isn't the USSR any more and they like to flex their muscles (like Putin does) at times to make sure that the world doesn't forget they are there.

                                    Russia doesn't have to "fall in line" with the US, but it's perfectly reasonable to answer Putin's blatant anti-American policy and rhetoric in kind. Also, there's a lot more to their decisions than what the United States wants or doesn't want. Try looking at their UN vetoes and international bullying from a perspective that doesn't involve the United States at all. An objective viewpoint may surprise you.

                                    Russia is no longer the country that tried to build silos in Cuba. Actually they never were building silos in Cuba they were installing mobile launchers because you don't need a hardened facility when you are 90 miles away, but I digress. Putin is using Anti-America rhetoric because what other super-power is he going bluster to, China? The iron curtain is down and will not come back up. Russia is worried because most of their former satellites have moved or are moving towards western style democracies and they are losing their buffer from the west. This is more about Putin's personal image and less about Russian foreign policy. If you want to dissect Russian foreign policy through their UN vetoes perhaps you should also look at China's or France's vetoes, but that might require an objective viewpoint. When I said they don't want the world to forget who they were it wasn't in relation to their domestic policies (former USSR and current) it was more to do with the fact that they really did lose their super-power status and are now really trying to get it back. By the way on the subject of paranoia and people disappearing in the night, in this country you can disappear just as fast as anywhere else at anytime courtesy of the Patriot Act; thank-you GWB.

The country was in term oil the government just recently came in to power the production was just picking back up and everything was not as tight as you might think, that's one of the points. The other is the Soviet people lost over 22 million people during WW2 so and that is because they defeated the Nazis not as you would like to think in the U.S. that's two. Third you are saying things is if the U.S. government and military are these saints, US the same country that has killed hundreds of thousand of innocent people in Iraq and let terrorism thrive there, yea we forgot about that or the same US that was bombing Civilian apartments and water treatment facilities in Yugoslavia, your country has been supporting terrorism for years and years and what now you are broke.

BTW, Governor Romney used Russia as the enemy during the primary because picking on China would not have been very good for his business buddies and because it played out well for the "red menace" hating GOP faithful who also think the President is a socialist or a communist. Now that he's in front of the entire voting nation and not just the GOP faithful he's suddenly getting strong on China because the national polls don't see Russia as a competitor for US jobs.

                                      I do have my criticisms of France, China, and even America's security council vetoes, and ESPECIALLY the Patriot Act and even moreso the NDAA (thank you Obama), but that's not the topic, is it? My concentrating on Russia's problems is a reflection of the topic matter, not bias.

                                      That said, you seem to be in agreement that Putin's decisions are largely acts of bluster and grandstanding, so why did you ask "Why does Russia have to fall in line with the US?" as if our complaint is that they're not Western enough or compliant enough to US interests? The problem we're facing here, even if we're to ignore all the abuses of political power within Russia by the ruling oligarchy, is that we're facing a Russia that is anti-American and anti-West as a matter of principle, to the point that it's literally become a platform issue for them. It's not a matter of whether or not Russia "should" do what we say, it's that they're picking a fight specifically for populist and nationalist gains. That makes sensible diplomacy awfully hard.

The Germans just like the French were defeated by the Russian Winter, lack of prior planning for Logistics Suport (Importance of Logistics as taught during War College).                                         @David Germany failed to complete operation Barbarossa for three reasons; first, Hitler lost sight of the oilfields as the objective, second, Hitler became fixated on Stalingrad instead of bypassing the city which resulted in the complete decimation of the German 6th army, and thirdly, Russia is more than twice the size of all the rest of all of western Europe and it was a huge mistake to believe it could be taken and held by his army. Even Hitler's general staff had grave reservations about Barbarossa. Also regardless of the initial military blunders by Stalin he later correct those by moving his entire war production so far east that it was out of the range of German bombers and he released his generals from prison.

                                        Russia doesn't fear the nations on her southern border (except for their religion) because they aren't most NATO nations.

                                        Obama may have some Chinese investments but Romney's Bain Capital interests make much more money moving US jobs and factories to China then Obama would ever make. Romney was a pioneer for US to China off shoring.

                                        China favored nation trading status is a double edged sword but US exports to China have also benefited (not as high as the other way) but it has more than doubled.

                                        Clinton's governorship had nothing to do with the location of the Walmarts headquarters it has always been in Bentonville AK.

                                        Stop looking for conspiracies because everything can be made to look like one and you will then never notice a real one.

                                          Friend or Foe. Obama believes more in the Russia style of government than the US style of government and is likely more sympathetic to the Russians. Romney whos ideology is totally different than that of Russia and will likely be less sympathetic. Also need to note Russia's Putin has already endorsed Obama.

                                                    Putin is looking to make America an enemy so that he can consolidate his power. Just like a great many other dictator's across the globe, demonizing America makes him look strong and scares people into suporting him.

                                                    The Answer isn't tough talk. Its being kind and suportive. Putin can't call us his enemy if we act like his friends and if he can't call us his enemy then he has to target people inside his country or others like China.

                                                    That's a good point, Zen, and I agree. Getting "tough" on Russia is probably unnecessary; their human rights abuses pale in comparison to many other countries and their military is no threat to ours. There is a concern about Russia's government playing gang boss to the ex-Soviet bloc, but there's very little we can do about that. It's probably best to treat them like any other country that likes to oppose the United States just for the sake of populist nationalism. Eventually blaming America for their problems or opposing us out of pure contempt will start to get old to the Russian people.

                                                            Russia is a federal semi-presidential republic. It country has a president – recently Dmitry Medvedev who was head of a multi-party government system which in turn was headed by the Prime Minister, Vladimir Putin who is now president and a former Soviet KGB officer. Not literally communist, but certainly I would not consider Vladimir as a friend or ally. To be clear, we have no friends in Russian government. Obama and Medvedev are good buddies though.

                                                                    Putin advocating for Obama is probably the best argument I've heard yet on why I should vote Romney.

                                                                    Romney making stupid threats to Russia is the best argument for me to vote for Obama. Who cares what Putin says about either candidate. Listen to your own candidate's words.

                                                                    Romney and Obama are typical politicians. They'll say whatever they think will get them elected, and do what they want when they're in office.

                                                                    Putin is a strongman who can literally sieze power whenever he wants (as he did in the last Russian election). It has the ironic side effect of making it very easy to tell when he's lying or not.
