Discriminatory implementation of the nuclear Non-Proliferation Treaty (NPT) has left many countries feeling that being a party to the anti-atom bomb pact hinders cooperation in the field atomic energy, Iran's U.N. ambassador said on Monday.
Western diplomats and analysts have long expressed concern that Iran might one day follow North Korea's example and pull out of the NPT and produce a bomb. North Korea withdrew from the treaty in 2003 and tested nuclear devices in 2006 and 2009.
Speaking at a meeting of the U.N. General Assembly on the annual report of the International Atomic Energy Agency (IAEA), Iranian Ambassador Mohammad Khazaee sought to assure countries that despite Tehran's reservations about the way the treaty is enforced, Iran does not plan to pull out.
"Iran ... is fully committed to its legal obligations, and its nuclear activities are, and have always been, exclusively for peaceful purposes," Khazaee said. He added that Tehran considers development of the full nuclear fuel cycle an "inalienable right" under the NPT.
Western intelligence sees 'small signs of wavering' on Iran nuclear policy
Western powers and their allies fear Iran is amassing the capability to produce atomic weapons, an allegation Tehran rejects. The Security Council has imposed four rounds of sanctions on Iran for refusing to halt nuclear-fuel work, but Tehran has pressed ahead with uranium enrichment.
In an attempt to convey what he sees as a threat to Israel's existence, Israel's Prime Minister Benjamin Netanyahu used a cartoon to illustrate how close he says Iran is to developing a nuclear weapon. In a speech at the United Nations General Assembly he asked the world to help stop them. NBC's Andrea Mitchell reports.
Khazaee accused the United States, Britain and France of supplying Israel - which is not a party to the 1970 treaty aimed at preventing the spread of nuclear arms and is widely assumed to be the Middle East's sole nuclear power -- with atomic "assistance and cooperation."
"The application of a discriminatory, selective, highly restrictive and politically motivated approach in nuclear cooperation ... has given rise to this impression that being an NPT party is not a privilege, because rather than facilitating, it impedes nuclear cooperation," he said.
Israel neither confirms nor denies having nuclear arms.
Nuclear discrimination?
In a written message to the 193-nation assembly, IAEA Director-General Yukiya Amano reiterated his oft-stated concerns about the agency's decade-long probe of Iran's nuclear program.
"Iran is not providing the necessary cooperation to enable us to provide credible assurance about the absence of undeclared nuclear material and activities," his statement said. "Therefore, we cannot conclude that all nuclear material in Iran is in peaceful activities."
Some analysts agree the non-proliferation regime is discriminatory, since the five permanent U.N. Security Council members -- Britain, China, France, Russia and the United States -- are all permitted to maintain nuclear arsenals, although they have pledged under the NPT to negotiate on eradicating such arms.

Russia and the United States, which possess the bulk of the world's nuclear weapons, have reduced the size of their atomic arsenals, although both still possess thousands of warheads. None of the other five permanent members has yet given up their capability.
The NPT bars non-nuclear weapons states from developing or acquiring them.
The IAEA statement expressed similar frustrations about the agency's investigations into North Korea and Syria. It said Pyongyang's statements about uranium enrichment and construction of a light-water reactor were "deeply troubling."
In a typically fiery speech, North Korea's deputy U.N. envoy Ri Tong Il told the assembly the IAEA was irrelevant to the situation in Asia because the agency was a puppet of Washington.
"The situation on the Korean peninsula is on the brink of explosion and nobody knows when the war will break out," he said, adding that the United States and South Korea were to blame. He said six-party aid-for-disarmament talks with the United States, China, Russia, Japan and South Korea were nearly "dead."

North Korea expelled IAEA inspectors at the end of 2002 when it restarted its mothballed Yongbyon nuclear facilities.
Pakistan, which like its neighbor India has nuclear arms but is not a member of the NPT, also complained to the General Assembly about the discriminatory way in which atomic technology is made available to some states, but not others.
"Pakistan believes in an equitable, non-discriminatory and criteria-based approach to advance the universally shared goals of non-proliferation and promotion of peaceful uses of nuclear energy," Pakistani Ambassador Masood Khan said.
Pakistan, which was embarrassed after it was revealed in 2003 that Pakistani technology had been sold to both Iran and North Korea, has long been irritated by a bilateral U.S.-India deal on the transfer of civilian nuclear technology to India.
That agreement went against a long tradition according to which countries producing nuclear technology pledged not to supply atomic equipment to states outside the NPT, or to treaty signatories in violation of it.
Frustrated by its status as a nuclear pariah, Pakistan has been turning to China for nuclear cooperation.
The IAEA statement also said that the agency continued to have questions about a site in Syria's desert Deir al-Zor region that U.S. intelligence reports say was a nascent, North Korean-designed reactor designed to produce plutonium for nuclear weapons before Israel bombed it in 2007.
Amano's statement reiterated his request for information about Deir al-Zor, which Syria says was a conventional military site, and other locations in Syria.

This report should not surprise anyone. This has been a recurring theme with the Iranians. They have repeatedly failed to allow unfettered access to their nuclear facilities for purposes of IAEA inspections. Then every time it looks like it is coming to the brink of military action taking place the Iranians start making overtures about negotiating and reaching an agreement, but this is just part of their stalling tactics. They stall and stall on a date for the talks and then when the talks finally do occur all anyone hears from the Iranians is more of the same nonsense they have been spouting for years. They are just hoping they can continue to stall action until they have a working weapon. In the mean time they continue to enrich large quantities of uranium to a 20% enrichment level. This level is far above the 3-5% that is needed to fuel a commercial power reactor. This level of enrichment is only needed for two things, to power a medical research reactor and as a precursor to further enrichment to 90%+ weapons grade material. The Iranians already have enough uranium enriched to this 20% level to power a whole slew of medical reactors when they are only building one. This makes it pretty clear what they ae doing. They are stockpiling 20% enriched material so that they can rapidly produce weapons grade material when they are ready. This is also borne out by the fact that they continue to install ever larger quantities of advanced centrifuges in their hardened Fordo facility, whose real purpose is to take the 20% enriched material up to weapons grade. This, coupled with their refusal to allow IAEA inspections of some of their nuclear sites makes it pretty clear that they are pursuing weapons. The only way Iran can avoid military action at this point is to halt all enrichment activities and open all of their nuclear facilities up to IAEA inspection without any notice required. This is something they are never going to agree to and all this talking and all the sanctions are not going to stop them in their quest for nuclear weapons. You would have to be blind or totally naive to think that this is going to end with anything other than either a nuclear test detonation in Iran or the Iranian nuclear facilities being completely destroyed by military strikes. This latest nonsense about talks is just their latest attempt to stall so that they achieve the former (a successful nuclear test) before the latter (destruction of their facilities) occurs. I wish there was a third choice because I do not relish the idea of the west having to bomb Iran, but I really do not see the Iranians giving us any other choice if we want to prevent them from getting nuclear weapons.

During ,the Clinton Administration, terrorist groups like Al Qaida did not feel threatened. They built the capabilities to carry out 911 shortly after Bush became President. Bush spent a huge amount of money to rebuild the military and intelligence abilities of the US, creating a large deficit. Clinton had inadvertently cut back on military and intelligence and therefore balanced the budget. Bush overspent and entered a war that should not have occurred (in retrospect, but at the time appeared more appropriate)
After 4 years of Obama, our enemies have strengthened and there is little restraint in places like Iran, N Korea and even in Russia's support of Syria. Unlike Clinton, Obama has failed to balance the budget and has put us in a very weak place both economically and internationally. Obama's success over Al Qaida Central has been good, but the real threat is from the Al Qaida franchises in Pakistan, Libya, Somalia and Yemen.
Frankly, I don't think McCain could have done much better. We need a president with the strength to take on these rogue nations and even advanced nations like Russia. Obama has just apologized and disassociated with our friends.

The ONLY WMD's that Sadaam Hussein had were two trailers, designed and built by Bechtel (an American company) that were used to produce mustard gas for artillery shells and a binary nerve agent for bombs. These two trailers were given to Sadaam by Ronnie Reagan (along with a pair of solid gold spurs) as a "birthday present." Don Rumsfeld was the delivery boy.
These were given to Iraq because Sadaam was getting restless and doubting US support in the Iran-Iraq War because Reagan had sold C-130, F-15 and Hawk Missile parts (and major upgrades to the Hawk system) to the Iranians. That was Reagan's payment for the Iranians keeping the hostages until after he was elected. And the money from the sale was intended to go to the Nicaraguan Contras so they could buy cocaine, smuggle it into the USA and sell it for enough money to overthrow the local government. Jeb Bush was the "bag man." But it appears that Bush, Poindexter and North siphoned off most of the money and only about half ($116 million) made it to the Contras.
All the Iraqi WMDs, and especially the nuclear weapons were all bragging on Sadaam's part, meant to make the Iranians fear bombing Baghdad because of the possibility of reprisals.
The Bush administration had been tracking the two vans and two SEAL Teams swooped down on them at the first opportunity. Unfortunately, one trailer long ago had been converted to making hydrogen gas from sulfuric acid and aluminum foil for weather balloons and the other had been gutted ans was being used to store empty carboys and old personnel records. Rameshm2, then if what you say is true then how do you explain IAEA's own statement in the article title regarding Iran's lack of cooperation? Is the IAEA lying? Logic says that if you want something to remain unseen and unobserved, you hide it underground or on a military installation or both. No cameras, no muss, no fuss as the Iranians see it. Plausible deniability at it's best. And by the way, as far as I know but I could be wrong, there is nothing in the wording of the NPT that stipulates inspections have to be announced in advance.

The comment was a joke aimed at the media for talking about Iran every single day of the year until elections came along, then all of a sudden Iran doesn't matter anymore. I wrote two sentences, one satirical and the second explaining the satire. I should have known that two sentences would be too much for some to read, though it is reassuring to see there's still some stiffs out there with no sense of humor and possibly large sharp objects shoved up their #$&. <-- Sentence three is what's known as sarcasm and if you made it all the way to this fourth sentence, pat yourself on the back.
Notice the word 'shall' -- rather than 'may'. According to this treaty's plain language, the USA should be treating Israel as a pariah when it comes to their nuclear activities, and the USA should be helping Iran develop its peaceful use. In fact, the exact opposite is occurring.
This hypocrisy is sickening to me, as a citizen of the USA. Iran signed that treaty willingly. Israel refused and continues to refuse to sign the NPT treaty. The US Constitution says that all treaties shall be considered the 'supreme law of the land'. And the UN Treaty expressly forbids sabre rattling and threats of attack -- yet we do it all the same.
We need to start honoring our treaty obligations, and stop supporting Israel's affront to peace in the region. Israel needs to draw her borders, and stop confiscating land under less-than-honest pretenses.
Except that by repeatedly violating the NPT by refusing inspectors, Iran isn't allowed to have its cake and eat it too.
Israel highlights the problem though. Once a state acquires the weapons, you can't force them to let them go. Having nuclear weapons is a very definite line, and I don't see anyone else lining up to be the next South Africa.
In other words, Iran does NOT have to give access to all of its conventional military secrets in order to comply with the IAEA inspections. Anyone who has taken even a single semesters worth of logic knows the difficulty in 'proving the negative'. There is absolutely no evidence whatsoever that Iran is diverting any of its fuel for anything other than peaceful purposes. The 20% enrichment is necessary for the production of medical isotopes -- which is Iran's right. And it's a FAR way away from the 90%+ enrichment necessary for building bombs.
And yes, Israel is the problem here. Her hypocrisy on this matter is beyond telling. And the proliferation of materials to various countries is also telling.

also the problem is that when iran applied for the nuclear program through npt and was approved to have them start it with transparancy, if u.s didn't reject their rights and alowed them to legally get it and it would have been transparent, then iran didn't have to go and get it from pakistani's and hide their program. it was their right, they applied for it legally, but it was blocked illegally by u.s
