Israel strikes old foe amid new realities of Arab Spring

Israel and Gaza enter a second day of deadly exchanges that erupted after a Hamas military leader was killed in an Israeli missile attack. Israelis maintain that deadly strike was in retaliation for Palestinian rocket attacks. ITV's Paul Davies reports.

TEL AVIV, Israel -  Unilateral Israeli military attacks are not unexpected in this part of the world, as the wars with Gaza in 2008 and Lebanon in 2006 show. 

In the past, Israel, with help from the United States, could rely on the acquiescence of the Egyptian government to do nothing. This week's attacks, the first large-scale Israeli operation since Arab Spring revolts erupted and toppled governments throughout the region, will seriously test whether the United States and Israel can still depend on Egypt's new government to hold the line.

Egypt's reaction to Israel's bombing was swift.

"The Israelis must realize that this aggression is unacceptable and would only lead to instability in the region and would negatively and greatly impact the security of the region," Egypt's President Mohammed Morsi said in a televised address on Thursday. 

In a post-revolutionary Egypt, one where the country's foreign policy is expected to be more closely aligned with the will of the people, the latest round of Israeli strikes is sure to test Egypt's willingness go along with Israel and the United States. More importantly, it will test whether the United States' international priorities still hold sway in Egypt.

But whether or not the Israeli strikes on Hamas anger the Egyptian government, the key question is, what can Egypt actually do? 

Egypt, which has acted as a mediator between Hamas and Israel since 2007, recalled its ambassador in protest to what it called Israel's aggression on the people of Gaza. It has summoned the Israeli ambassador to Cairo for a diplomatic dress down.  It has also pushed for a United Nations Security Council meeting and will convene an Arab League gathering.

Egypt's ruling Freedom and Justice Party, and by extension the Muslim Brotherhood, has condemned the attacks and called for a strong international response. Already there are protest rallies and marches in solidarity with the people of Gaza being organized in Cairo.

Many in Egypt aren't sure what any of these moves will amount to. At the end of the day, any international measure condemning Israel will have to go through the U.N. and will most likely be vetoed by the United States.

So Israeli actions in Gaza will test the United States' evolving relationship with Egypt post-Hosni Mubarak, the U.S.-backed dictator who was deposed in 2011.

Three Israelis were killed when their apartment building was struck by a rocket fired from the Gaza Strip, an attack that intensified tensions between Israel and Palestinian militants. The incident came after Hamas' top military commander and seven others were killed in a series of airstrikes by the Jewish state. NBC's Martin Fletcher reports.

The White House said on Wednesday that Obama had spoken to Israeli Prime Minister Benjamin Netanyahu and Egypt's Morsi, and reiterated U.S. support for Israel's right to self-defense in light of rocket attacks from Gaza.

"The president urged Prime Minister Netanyahu to make every effort to avoid civilian casualties. The two agreed that Hamas needs to stop its attacks on Israel to allow the situation to de-escalate," the statement said.  "The president also spoke with President Morsi given Egypt's central role in preserving regional security. In their conversation, President Obama condemned the rocket fire from Gaza into Israel and reiterated Israel's right to self-defense."

These and other initial statements out of Washington have been received with great disappointment on the Arab street.  Unlike in the past, the Arab street increasingly matters to more responsive Arab governments.

Many in Egypt blame Palestinians for a week of rocket fire into southern Israel, but not the Israeli strikes on Gaza over the past week that have killed civilians, including young children. On Arab talk shows, news programs and press, many are denouncing Obama for failing to live up to the promise he made when he traveled to Cairo in 2009 and offered Muslims "a new beginning" and "mutual respect.

Four years ago, under the same pretext it used in carrying out Operation Pillars of Defense, Israel carried out Operation Cast Lead to stop Palestinian rocket fire into southern Israel.  It is hard to say that the operation succeeded -- Hamas not only remains firmly in power and it has grown stronger in Gaza.

Israel acknowledged that since Cast Lead, Palestinian militant groups have acquired new longer-range rockets and missiles and Hamas has not been weakened operationally to the point its not a threat.

If Israel's military operation failed to stop rocket fire four years ago, why would it succeed this time around?

And hopefully when he DOES notice he'll walk on by, leave things as they are, and focus on our OWN problems in our OWN Country, for once.

We've been in enough pointless Mideast quagmires as it is.

We need to stay out of this. COMPLETELY out of this. Let Israel take care of Hamas. They've got our money, don't they?? And they CERTAINLY have the weaponry. Let them have at it. A couple of tactical nukes, and maybe their message will sink in: Israel is not about to go away.

Come on Fubarak(clever name)......why should Obama open himself up to criticism on all sides when he ultimately fails to help the situation between Israel and Palestine. The new realities of the Middle East are not going to allow for peace in this lifetime...we have enough problems here at home thank-you very much!

As Egypt and our President mentioned, the Hamas must stop shelling and attacking Israelis so the situation will de-escalate and things will settle down. But as long as Hamas keep attacking and sending missiles into Israeli territory, there will be no backing down.How long is Israel expected to submit to an enemy attacks before she is allowed to take a stand by the world?

The Hamas have only gotten stronger with longer range missiles in the past four years. There comes a point when a country says, "No more, a line has been drawn which once passed, a certain deadly counter-action must begin." The Hamas have crossed that point. Expecting Israel to just stand by and continue to let her people be killed is ridiculous. We certainly wouldn't expect any other nation to do so. Why should we or our allies demand Israel to do the same in the name of peace?

Since 2007 the UN and United States have asked it to be patient, to not attack or strike back, despite numerous attacks and fatalities caused by Hamas. Some days over a hundred missiles have been shot into Israel territory. It is understandable now that they say enough and well they should.

Let Egypt say what they want, posture and demand. I believe until Israel takes a stand, from Hamas bulllying and attacking, nothing will change and these terrorist groups will continue to seek out innocent lives to destroy.Sometimes one needs to sweep their areas clean of pestilence in order to have peace finally.

For anyone who thinks Israel needs to stop their retaliations tell me this. How many rocket strikes would the US take from a neighbor before total invasion? Funny how we are so glib about this when its not one of ours who is killed by these rocket attacks into Israel.

I have no easy answer. But, I submit this letter written over 40 years ago:

There is a cry of outrage all over the world when people die in Vietnam or
when two Blacks are executed in Rhodesia.
But, when Hitler slaughtered Jews no one demonstrated against him.
The Swedes, who were ready to break off diplomatic relations with America
because of what we did in Vietnam, did not let out a peep when Hitler was
slaughtering Jews.
They sent Hitler choice iron ore, and ball bearings, and serviced his troops
in Norway.
The Jews are alone in the world.
If Israel survives, it will be solely because of Jewish efforts. And Jewish
resources.

The opening sentence in this article is a disgrace. It implies that Israel took the action they did without provocation, which could not be further from the truth. As for Morsi's statements, he needs to either wake up or just go away. Israel is not the aggressor here, they are responding to over 100 rockets that Hamas fired into Israel before the Israelis fired a single shot. As for the civilian casualties, no one is to blame for these besides the cowards in Hamas. They hide their weapons caches and rocket launchers in civilian homes. This virtually guarantees civilian casualties when Israel strikes at the launch sites. It is absurd to fault Israel for these civilian deaths. Hamas deliberately places their launchers in civilian areas and in civilian homes so that they can then show pictures of dead civilians to try and gain sympathy. The reality is that Hamas does not care about civilians dying, if they did they would stop using them as human shields. If Egypt and Morsi want to remain relevant to this situation then the Egyptian government needs to take Hamas to task for their unprovoked attacks against Israel and their use of civilians as human shields. If Morsi is simply going to parrot the terrorist line about civilian casualties instead of recognizing the reasons they are occurring then his participation in resolving this problem is worthless. Israel has every right to defend themselves and they have no reason to apologize for civilian casualties that are caused by Hamas' own actions. If Hamas is going to hide their stockpiles of rockets and launchers in the basements of civilian homes then it should be expected that those civilians are going to die. It is completely unreasonable to expect Israel not to try and destroy these stockpiles because Hamas is using their own people as human shields. The people of Gaza elected the terrorists of Hamas as their leaders and now they have to accept the consequences of that action. If they do not want any more civilian casualties they need to stop Hamas from using them as shields.

The only way for Israel to win this new action is to kill them all. These Palestinians won't ever stop fighting Israel, not until the Israelis are all dead, to the last man, woman and child. Israel gave up Gaza, they completely moved off. Then what did the Palestinians do, they started rocketing Southern Israel. They could have become business partners with Israel and really thrived but no, they chose not to even recognize Israel's right to exist, then fire rockets. What choice now does Israel have? How many other countries would let hundreds of missiles land on them and do nothing? Fight on Israel!!

Why do we keep reading about leaders, such as Egypt's Mohammed Morsi, telling Israel to stand down after hamas has launched 100 rockets into Israel in 5 days prior to the attack?

I support Israel's fight. I would expect the same out of ANY country that cares about it's people.

Even the first line of the article is wrong. This was not a unilateral move by Israel. They were getting attacked!!!

On another note if the world wants Israel to respond proportionally then Israel should just shoot hundreds of unaimed rockets into Gaza instead of the precision strikes that they are doing to reduce deaths.

Yeah, it's all Obama's fault, right? So are hurricanes, famines, and every other disaster that strikes mankind. If aliens landed tomorrow and wiped out humanity, it too would be Obama's fault. Grow up, man. As far as Israel goes, I say let them fight their own wars of aggression and absorb all the repercussions. They are most capable to take care of themselves, and have hundreds of powerful nukes to boot. Enough of our rubber stamping and banking everything they do.How about rebuilding our own infrastructure and education system here at home? That would be a much better use of the billions of dollars we give to Israel. And on top of it, we wouldn't be antagonizing half the Islamic world.

There was the toppling of dictators in order to fill the ranks with people who REALLY REALLY hate Israel and the West, the Muslim Brotherhood. Egypt needs to STFU and be glad that we still sell them Apache helicopters. This article loves to point out the aide we give to Israel, but doesn't like to talk about all the money we give to Egypt (and not just to buy our toys). Ixor: Just an aside. Sweden proclaimed neutrality during WWII but did so by being a "double agent" of sorts. For example, though they gave Hitler iron ore and allowed their troops safe passage from Norway to Finland during their invasion of Russia, they also provided refuge to Danish and Norweigan Jews. Be that as it may, their treatment of Jews since then justifies the problems they're currently having with the Mulsims who have essentially taken over their country.

I know this is not your words and do not expect you to respond, but what about the 3-6 billion the United States sends Israel in aid each year? How much aid would Israel get from the U.S. not just financially, but militarily if it were truly attacked/invaded? Who are your trying to fool. Both sides try to play the "victim" when it supports their causes stop trying to B.S.

I am not supporting the random rocket fire at all, not to mention the whole cease fire, and then more rockets. In this case I do believe Israel has a right to defend itself by going after the heads, but cannot condone the land grabs which help to fuel the conflict. Stop trying to acquire more land and I might believe the sob story. Until then I see two sides, groups, humans, that what the same thing, and are both willing to die for it. I would prefer not to see either of my bothers kill each other if at all possible.

The jury is still out on Egypt, but I am hopeful. The jury is still out on the U.S. and other countries too :P. Some of the things Morsi has said/done I agree with, others I do not, and this is one of them.

    Tired: You are naive if you believe this is a land-for-peace issue. It's a cultural and religious war waged by murderous Muslims who espoused the murder of Jews long before modren Arab-Israeli conflict. According to their covenant, killing Jews dates back to Allah. And there have been numerous opportunities for them to have a state, which they repeatedly rejected. It is not only their land but they want it all, free of Jews. It won't happen. If you insist on a detailed explanation of my statements I'll gladly supply them, along with a cogent rationale for continued US support of Israel.       What of the aid to Israel? It is nearly all mandated to be spent in the United States. As far as I know Israel is the only country receiving our aid that has that constraint placed upon her. Don't you think that Iron Dome system would be an asset for us perched on our aircraft carriers and navy fleet in the Persian Gulf?

      ps. I'm a second generation Swedish American...and can only shake my head, sad for the change in modern Swedish society. If you are familiar with the internet commentator Pat Condell....what he has to say on the matter articulates how I feel about THAT matter.

      Curious... in looking at the slideshow the Isreali photos are well focused and have good lighting as if the photographer is relaxed and using a tripod. Even the picture where a woman is trying to calm another lady is too professional. What are the guys looking at? another pic: Oh, there's rocket fire let me take my baby to the window. The photos look staged. On the Gaza side the photos are hazy, slightly out of focus, more reactionary photography.

      Gaza launched 100 rockets and no word, no story, none injured or killed. Who was firing them thar rockets, the A-Team? Isreal launches a strike killing the Hamas leader. Gaza fires back and suddenly they kill 3 people. Why are they all of the sudden able to hit a target?

      These stories are all the same. It's hard to know what is real. Has anyone interviewed the Jeopardy crew to find out if they've seen rocket fire on their trips?

            The biggest mistake the allies did after WWII was putting the Jews in Israel. What did they think was going to happen when you run people off their land? They should have put them in the U.S. somewhere. That being said, Israel is more than capable of defending themselves. We give them $3 Billion in aid plus access to our weapons. I don't want to see us involved in another Middle East conflict that will accomplish nothing except killing a bunch of people. We should have just let them all kill each other decades ago.

                    As you can see IWonder, Israel is very liberal in the requirements for citizenship. Here is more info on Israel and it's Arab population. BTW, Arabs make up about 20% of the government body.

                    Israel has also accepted many non-Jewish refugees fleeing terrible circumstances in their own countries. These refugees risk their very lives to reach Israel in the hope of freedom and a better life, just like so many coming to the US.

                        This is just what some person in Israel caught on their camera while they were waiting near a bus stop.

                        But you can clearly see about a dozen interceptors fired at incoming missiles and you can hear the explosions. It's crazy! You can hear that the girl who was standing next to the guy was freaking out.

                        Just imagine what would've happened to that young man and that girl in the video (and many other people in that town/neighborhood) if all those rockets would have landed near them, instead of being intercepted by that anti-missile system.

                        The only reason there are not more casualties on the Israeli side, is that all the people in Israel know they have to seek shelter if they hear a siren. Or in the case of these young people in this video, they were lucky to be protected by Iron Dome.

                              I am done, tired, had it with all this crap. Israel has been on the receiving end of this for way too long. And this is what happens when you give terrorists "land for peace", both in Gaza and in the Golan. They say thank you and then use that land to attack you.

                                I'm normally a dove and not a hawk. But in the case of Israel vs. Hamas & its allies, I'm all for complete annihilation of both the active militants and their supporters. If their culture allows them to use women and children in their jihad against Israel, then women and children are soldiers in this war. Israel has grown in the past 64 years and contributed much to the world while having its enemies repeatedly and in every way try to destroy her. They have not and cannot succeed. But rather than sit down and make peace like civilized human beings, the Hamas pigs choose to break Israeli windows with their Iranian rockets. Israel does not seek an eye for an eye as do the pagan Muslims. She just wants to continue to grow and contribute--even to her Arab belligerent neighbors. The world will never succumb to the Islamic fiction by force or cunning. If they choose to die for their false god, they'll just be added to the list of desert peoples who no longer exist on the face of the earth for their failing to follow the one true God, Jehovah.

                                The current rocket barrage was likely from Islamic Jihad, and NOT Hamas. Hamas has lost control of IJ, much as US Republicans had lost control of some Tea Party nutjobs (both are fringe elements) - the TP nuts will fade, but IJ will not. Gaza is more complicated because Hamas may listen to Egypt (and certainly doesn't want to "get into it" again with Israel), but IJ is a forward proxy/patsy for Iran (IJ only likes to fight, they have no interest in a "prosperous, independent Palestinian Land"), and Iran will NEVER back off (saying that Israel should be blown off the globe) unless something happens to Ahmanutjob. Iran doesn't really care about IJ (or the Palestinians), because there will always be some other fringe hater (like Hezbollah) that they can use to get at Israel.

                                We need to recognize Israel for what it is -- a terrorist state. One which has no interest at all in peace (except on its own terms). That would make it illegal to give money to it which is all the Israelis are interested in anyway.

                                  You know, by this reasoning, descendants of the Aztecs have a better claim to Mexico than all those other living there now. And Mayan descendants would have a better claim than the Aztecs.

                                  Or perhaps all of Northern Spain and Southern France should immediately be deeded back to the Basque people? After all they have "just as much claim to that land", right?

                                  Wrong. Read some world history. A group of people can only legitimately claim what they have the power to claim. Israel claimed territory in Palestine, the U.N. backed the claim initially, and Israel proved that claim through war and bloodshed. It has proved it's claim through numerous wars. Right now, not one nation in the Middle East dares to go toe to toe with Israel, unilaterally OR collectively. That includes Iran despite their rhetoric. End of claim.

                                  In centuries past, after a war over geography or resources, the losing side was either slaughtered, assimilated, forcibly removed to a distant location, or enslaved and any "claim" they had to the land ended right there.

                                  In this case, the Arab Palestinians, have remained in limbo. Because our modern rules of war prevent slaughter or enslavement. Neither side has any desire to "assimilate" with the other in terms of religion or culture, and the world community screams loudly that the only solution is to NOT relocate the Arab refugees to any distant location. Instead they cling to the ridiculous notion that they still have some "claim" to land they lost in war more than 6 decades ago & that someday soon, the Israelis are going to either die off or go away...

                                  Effectively, any claim Palestinian Arabs had on geographic Isreal ended in either '48 or '67 (or perhaps you could argue on the day that Isreal acquired nuclear weapons). At this point, it is absurd to think that the state of Israel is going anywhere. Further, the world's push for Israel to stop developing projects inside of it's own sovereign territory is silly as well. It is like telling the state of Texas that not one more home can be built because the Commanche & Apache nations have "claimed" that territory.

                                  Time for leaders & the people in the West Bank & Gaza to stop spending their resources on rockets and weapons in a silly, futile attempt to reclaim lost land. And sit down at the table with the rest of the civlized nations of the world and negotiate a lasting peace, broker some trade agreements, entice some foreign investment in infrastructure, and give their people a better life.

                                    Israel targets Hamas (even if they know IJ is firing rockets) because Hamas is the elected Gaza government, and if they REALLY want to, Hamas can put an end to the rockets - but the Israelis also wanted Jaabari gone. This could lead to a mini civil war between terrorists in Gaza - it happened before when Hamas took over. The difference now is that Iran has a bigger influence/interest after shipping a lot of weapons to Gaza. Ultimately this could end up pitting Iran against Egypt. Will see what develops.

                                    I would believe that most Americans have no problem with Israel defending itself. What I have a problem with is an Israel that feels that they have such an "unbreakable" bond with the U.S. that they can constantly dictate our foreign policy in the Middle East even if their objectives run contrary to our objectives. My mom who was a Christian felt that we should protect Israel at all costs because the Jews are Gods people and they gave us Jesus. This thinking runs contrary to the founding principles of our country. It's tiresome to see our politicians have to get up and slobber all over themselves to appease the Jewish Lobby.... People who live in the U.S. should be supportive of Israel if they wish BUT they should be supportive of America first and foremost.

                                    And as usual, Ban Ki Moon and Ashton "expresses concern" which is another way of saying the UN will do nothing as usual. I am sure they will eventually "come to their senses" and blame Israel like they always do. Egypt and Turkey et al astounds me... or maybe this universe astounds me. I know here in the US, all it takes is 1 projectile being lobbed at us and we would go ballistic (pardon the pun)... but yes after Israel responds somewhere around the 150th projectile Egypt recalls their Ambassador, Erdogan of Turkey starts foaming at the mouth (as usual) and Israel's vaunted "Peace Partner" Abbas jumps on the bandwagon and says "How dare they!" (Israel, not Hamas) "How dare they defend themselves!"

                                    And the people of Gaza once again suffer for the poor decisions of their "Leadership." And the people of Israel suffer because of former PM Olmert not finishing the job in Cast Lead.

                                    I'm not a fan of President Obama, and i certainly didnt vote for him, but kudos to him actually calling the situation for what it is... terrorist escalation from Hamas.

                                            This is a drill to make sure their Iron Dome system works before the Iran attack. They a re testing the system on a real scenario against Hamas. Remember Hamas stated that rockets will rain and obliterate Tel Aviv if Israel attacked Iran!!! well, There are two objectives here, getting Hamas to a non functional weakened state and second, to test the Iron dome system. The land of Palestine first was never a country and it was under Ottoman control until they sided with Germany in WW I (not II). England and France took control and divided the land into countries, such as Saudi Arabia, Iran, Iraq, etc.

                                                                In 1948 there was a vote in the UN and two countries were established Israel and Palestine except the Palestinians refused it. Israel has been there 64 years so at what point are the Palestinians going to accept this and try to create a country that might do some good for their people.

                                                                    Ok seriously... the land was not stolen. It was a British Mandate following WWI because the Ottomans were on the losing side. When the mandate ended, it was fair grabs because the UN didn;t do what they needed to and extend the mandate until a real, unified government could be created... and the population was almost 50% Jewish at that point. It's not like a small handful of Jews just swpt in within one month and took over the country, it ad been happening since the late 1800's. The Palestinians refused to be apart of the new government so this problem is equally both sides' fault as well as the rest of the world for not making sure the region was stabilized before letting the indigenous people take control.                                                                           It looks like Israel will destroy a good portion of Hamas' missiles in Gaza, plus what ever amount Hamas manages to launch. Hamas' missile count is going to go down by the hundreds. They will have to make that up somehow. Israel destroyed the missile making/assembly plant in Sudan from which these missiles came via Iran. Now Iran will have to replenish them. How to get them there? It's going to cost a lot to make more missiles then transport them. It's going to be harder to do this with the santions in place and more capable intelligence assests. This will help bankrupt Iran if they want to pay the price.
