Obama warns Syria's Assad not to use chemical weapons

President Obama made clear to Syrian President Bashar Assad and those under his command that "the world is watching" and the use of chemical weapons would be "totally unacceptable." If Syria does try to use those weapons, Obama added, there will be consequences. NBC's Andrea Mitchell reports.

President Barack Obama warned Syrian President Bashar Assad Monday that the use of chemical weapons by the regime would be "totally unacceptable."

"The world is watching," Obama said.

"The use of chemical weapons is and would be totally unacceptable and if you make the tragic mistake of using these weapons there will be consequences and you will be held accountable," he added.

U.S. officials told NBC News that the Syrian regime had ordered Syria’s military chemical corp to “be prepared.” The officials stressed the directive was not an order to use chemical weapons and did not come from Assad directly, but that order and a considerable increase in activity around Syria’s chemical weapons sites have raised serious concerns.

Syrian state television reported that the Syrian Foreign Ministry denied the country had any plans to use chemical weapons, no matter the circumstances.

The U.S. officials say the fear is that Syrians are at least preparing to mix the precursor chemicals for sarin nerve gas that could be used in artillery shells – but acknowledged it’s not clear that process has begun. 

Once the precursors are mixed, the sarin produced has a relatively short shelf life. In artillery shells, the precursors are packed separately inside the shells and “mixed” immediately before or shortly after the shells are fired.

Despite Obama’s warning that if Syria uses chemical weapons, “there will be consequences,” U.S. military forces have not been put on alert or given warning orders to prepare for any possible military action against Syria. According to a senior U.S. official, there are "plenty of assets in the region which could respond quickly.” 

A dramatic report from northern Syria shows how rebels control much of the countryside but remain locked in deadly battle with government forces who have the fire power. Some displaced civilians have taken refuge in the ruins of one of the Dead Cities of Syria, the ancient city Serjilla,  abandoned around 1600 AD.   NBC's John Irvine reports.

Earlier, the State Department said the "use or proliferation of chemical weapons" in Syria is a red line for the United States and would result in the administration's taking "necessary steps or actions."

"We are concerned about any move that might signal that they are somehow ready to use those chemical weapons on their own people," spokesman Mark Toner said Monday, adding that the U.S. is concerned that Assad's increasingly beleaguered regime might seek to up the ante in the 20-month-old uprising.

When asked if the chemical weapon stockpiles are secure, Toner said the U.S. is monitoring them, but "it is hard to say, in Syria today, that any stockpile of weapons is secure."

The U.S. is talking to the rebels fighting against the Assad regime about how they should secure chemical weapons that may come into their possession, a senior State Department official said.

A senior U.S. defense official said Monday that U.S. and allied intelligence have detected Syrian movement of chemical weapons components in recent days.

White House press secretary Jay Carney said "the world is watching" Assad and said he'll be held accountable for his actions. Carney declined to say what U.S. contingency plans involved.

Isn't it a little late to take action after they actually use the chemical weapons? Shouldn't the "red line" be any preparation or movement of the stockpiles towards their use? Acting after they have already been used does nothing to save those that have been gassed, burned, poisoned, etc.. by their use. And given that they are already being moved, the time to act is already at hand. Surely, if Assad has any intention of using chemical weapons, Obama's threat to take unspecified action if they are used is not going to deter Assad. Remember when Hillary took the position that Assad was going to enact democratic reforms. Oops, another Obama/Clinton blunder.

Yeah, Sam, that is even worse, Assad has no control over his WMD and lord knows what will happen with them. Hello NY, or Texas, California, Chicago, etc... after they fall into the hands of the Al Qaida group that killed 4 Americans in Libya or some of Hezbollah's friends.

In the meantime, Iran's nuke program marches forward, ever faster, to completion while Obama opposes the additional sanctions passed by Congress.

Just one point to make - for all of those who continue to make comments that Saddam did not have WMDs, where do you think Assad got most of his stockpile!!! Obama's warning is meaningless as he has given Assad the same warning before. I seriously doubt that Assad has any intentions of using chemical weapons. My guess would be that they are moving them to keep them from falling into the hands of the so-called rebels. Many of these rebel groups are nothing more than Islamic terrorists who want control of Syria for themselves. They are the real threat when it comes to these chemical weapons because they are definitely not above using them. That should be the real worry for the US and other western nations, the rebels getting their hands on these weapons, not that Assad would use them.

Yes We have warned them already on deploying chemical weapons. We will not become directly involved as long as the war remains contained. We might not get involved even if it spills over into another country. We will have a forcefull response if chemical weapons are used on their own people, this is no bluff.

Obama does not bluff.What would happen would be strategic strikes on Assads headquarters. Like Hussein he would be driven underground, literally, if not killed in the intitial strikes.

The first warning was more about allowing proliferation of WMDs,more than actually using them on the rebels.

If other countries started attacking other countries for selling weapons to other countries the whole world would be at war. Of course this does not include nukes or WMDs, the ante is always upped when WMDs are involved.

Those of you who think these warnings hold no water are kidding themselves. Obama would have the total backing of congress for a military response if WMDs are used against civilians, it would be swift and effective.

President Obama, you have already, by your lack of willingness to make firm commitments in foreign policy, shown America has no back bone to the world. Do you now expect anyone in the Middle East to take you seriously? Will you drag more American soldiers into a terrible mess by your lack of ability to understand how to negotiate with terrorists and those who really understand world power using violence to get there? I love it. When Clinton and Obama tell the world someone has WMDs...they're telling the truth, no questions asked, no proof required. That's why it was A-OK for Clinton to bomb Iraq in 1998 (Desert Fox), because when he, Madeline Albright, Sandy Berger all said Saddam had WMDs, it was the truth. When Bush and the UN said Iraq had WMDs in 2001, it was a lie.

Really? It's so interesting that you guys are geniuses that you can figure out that Saddam gave chemical weapons to Assad. Do you remember what Ms Rice said? Her quite famous quote was "before the smoking gun turns into a mushroom cloud." Chemical weapons do not cause "mushroom clouds", she, and the rest of the Bush Administration were talking about nuclear WMDs.

    The activity around the Chemical Weapon Stockpiles could be simply the Syrian Gov.. keeping them away from the Rebels (activist/terrorist).     We are massing thousands of troops to deter Iran from a preemtive strike. Hell even Myanmar is thinking about the road to Democracy.lol Russia and China only flex now and again nothing new there. Obama is beefing up the already powerful forces in the Pacific and concentrating on Asia. Out of 21 countries only one wanted Romney to win, that one was Pakistan. The reason why was because they hoped ther would be achnge in the drone program, guesss what,Obama won so the Mullahs still need to hide.

    Obama has approved many successfull covert missions you guys know nothing of. The world takes Obama seriously, and so does Assad, he knows he will be struck immediately following the use of any WMDs, no matter who is in office.

    What struck me was that it is somehow o.k. to kills scores of people with conventional methods, but not o.k. to kill them with gas. They are dead either way, but one way of killing is acceptable.

    I do not get this.

    Seriously, what would be the US reaction if gas was used? Does anybody really believe another war will be break out? how? Who will pay for that one? We just can't keep borrowing money to protect the world from itself.

    A senior intelligence official has issued a new timeline for the events surrounding the attack on the U.S. Consulate in Benghazi, Libya, indicating a series of tragic miscalculations that left CIA officers exposed at an annex near the consulate -- but no evidence of interference from Washington or of the CIA witholding aid from the State Department, as Republican critics have alleged.

    Rice was giving the press what she was supposed to as to not put the players in the Bhengazi attacks on the run. They stayed put, and were caught and thrown out of their headquarters. Petreaus backed this up, General Ham,and Dempsey and the SOD advised not to send troops in that night.

    Do you as preident go against the advice of two regional generals and your SOD? I think not. To blame Obama for these deaths is ignorant at best. I challenge any of you to show in his own words wwhere Obama directly blames the film on the attacks, you will not because it is not true. Look atb both the rose garden speech,no mention of a film at all, look at the speech at the U.N on Bhengazi you will not find one partb where he blames the film on the attacks.

    Personally I think that in this kind of situation the whole by-design (bipartisan) internal politics of the usa as well as any foreign relation policies need to be set aside. Over 40,000 people have died (according to the media and isn't likely too far off) in the Syrian conflict. Because of Russia (maybe China too and I'll admit some ignorance here) the USA has not/"cannot" take action. All that it would have taken to prevent ~40k deaths is a statement from the US government saying "NO. This stops now. You capitulate or we take action." Done. No military intervention is necessary. All our govt has to do is say we are going to step in... who is going to argue at that point? There is no nation or alliance on the planet that has any chance against the US Navy. We spend umpteen trillions on "defense" for a reason. We have this power because of our ideals. As a nation we have always fought for the rights of others, just as our forefathers fought to gain us our own rights. Our nation is the ONLY entity that has the power to peacefully end this awful conflict, and we just stand by and watch as 10s of thousands of innocent people are slaughtered by their own repressive regime. If we are going to maintain the military presence and leadership position that we claim, it can't be for nothing. Let's save these people. We don't need troops on the ground to end the suffering of these innocents. We just need a return to our own ideals.

    one thing you are correct about was an invasion that was planned before 9/11. And how Bush got permission from countless times the information was given back to the WH with Bush Sr, Clinton, then Bush Jr. But just because nothing was found does not mean Saddam finally got rid of them, he just got better at hiding them. With all my heart, I am not taking lightly of what you and many soldiers have gone through with the invasion and the frustration of not finding what you were sent to find.     Obama is doing terribly at foreign affairs. Look how badly he is handling terrorism. It took him nearly two years to kill Osama bin Laden. And even then, we had one fatal terrorist attack overseas. Why, Obama hasn't started even one war yet. Just because experts report a dramatic decrease in global terror doesn't mean that Obama is doing a good job. Neither does overthrowing dictators in Libya and Tunisia.       all you have to do is type that same question in on an MSN search, and read all about the Iraqi General who served for Sadaam Hussein and tells in his book, they were moved by civilian planes with the seats ripped out, into Syria, before the U.S. invaded Iraq. For those of you who forgot, the UN was being led around by their noses by the Iraqi prior to our invasion.....for MONTHS.

      Obama knew the MBH was lurking in the guise of Morsi to take over the country. Everyone in a position to know the situation knew they lusted for the power to impose radical Islam on the country. That has been the case since their founding. Just read the works of Hassan al Banna and Sayyid Qutb. Obama knew this. He was born a Muslim and lived as one and lived with one , his step-father , in the Islamic country of Indonesia. He knows more about Islam than any of the infidels in America. Anyone who knows the MBH credo knows what they intend to do if they gain power.

      That credo is as follows : Allah is our objective ; the Koran is our law , the Prophet is our leader , Jihad is our way ; and death for the sake of Allah is the highest of our aspirations.

      There are calls to cut the money we give Egypt but not by Obama. These calls come from the rational opponents of our embrace of these thugs who are actively working to impose Sharia law on all Egyptians.

        IF . . . . Assad uses any chemical weapons it will probably go something like this.

        Obama will send an emissary to ask Assad if he will please leave Syria so we can arrest him to bring him to trial in the Hague. And of course Assad will immediately oblige that request. Because other wise we will be able to do absolutely nothing to him while he lives the rest of his life out in whatever Syrian Presidential palace he wants after he finally crushes the rebels and removes the foreign fighters.

        What Obama should really do is to warn Assad that if he uses any chemicals for anything other than controlling the cockroaches at his palace there will be swift, destructive, and irreparable consequences. But this is a no win for the Administration. Either they are going to look weak for letting them cross the firm red line set back in August or they face armed intervention. There is going to have to be some creative diplomacy or a little luck to make this one come out pretty.

                                      I get what you're saying, but this is a very different situation from Iraq. Iraq used Mustard Gas to attempt a genocide against the Kurds in the late 1980's, they were ordered by the U.N. to get rid of all their Mustard Gas and WMD's which they did do, but Bush his crew decided not to believe it and start a war. In Syria's case, they openly admit to owning different types of WMD's and register their quantities with the U.N. every year.

                                        Not sure where you got that article Brian but Syria is open about the weapons it does have, they do not deny having them. The only site that has "even if they existed" as part of that quote that I could find is a Chinese website, all other websites have a different version of that quote.

                                                  Interesting. So we gave those countries (like Iraq) those weapons, and obviously, Iraq used them against Iran and even their own people in the 80s. So, in 1998, all the dems saying those WMDs existing were telling the truth.                                                   Another problem Saddam created for himself was to threaten Israel's existence. By using chemical weapons(where ever they came from) on his own Kurds, and then to threaten Israel, he only created more problems for himself.

                                                  Most people seem to forget that Saddam had the 4th largest military in the world, only behind the US, Russia, and China (thanks to these big countries). Saddam planned to control the entire region, and thus control the oil sales, and the world market.

                                                  With all due respect, I don't think those family members make a distinction between being killed with WMD, shot down in the streets, bombed with planes and helicopters, shelled with mortars, etc.. Either way their grandchildren, sons, daughters,brothers, sisters, husbands , wives, etc are dead/wounded and those left behind have their lives and properties destroyed forever. If there is cause to act to protect them it should not depend upon the nature of the weapon/tactic used to kill them. The real worry is that these weapons will fall into the hands of those that will use them against US. Including the very rebels Obama is hoping topple Assad.

                                                                    Um, in Egypt they were elected. What do we do? Nuke em all? Why must we always be at war?                                                                       This is a complicated situation. We don't really want to be the "world police". Russia and China do not want to lose their foothold in the Middle East and could retaliate if we have a preemptive strike (if Assad uses the chemical weapons). We have enough financial issues without taking on another war.

                                                                      HOWEVER... "to whom much has been given, much is expected". Do you want to face your Maker on Judgement Day and explain how you could stand by and watch a lunatic kill women and children with poison gas when you had the power to say "stop now"????

                                                                        An even better point to make in response to 55 would be to ask them what they have done for those women and children. We all meet our maker as individuals, not as a state. Does 55 think that posting a nice comment on a message board will save them, or will that require specific action on their part? Having an opinion to send our military does not make you good. It makes you opinionated.

                                                                        But, yes, I also agree with the shorter explanation provided by charles. Either way, we should apply our principles in a consistent manner.
