Cops: Fugitive behind $1 million Medicare fraud nabbed in Canada

Toronto police say they arrested Leonard Nwafor on an extradition warrant in the Canadian city on Wednesday.

TORONTO -- An American fugitive convicted in a $1-million health-care fraud scheme in California was arrested Wednesday in Canada.

Police said Leonard Nwafor was detained on an extradition warrant at his Toronto residence. The U.S. Marshals Service contacted Toronto authorities in August to seek their help in finding Nwafor and issued the extradition warrant last month.

Nwafor was convicted on two counts related to health-care fraud for submitting false claims to Medicare through his Los Angeles-based company in 2008. According to the U.S. Department of Justice, most of the claims were for power wheelchairs costing up to $7,000 each that were not required by patients.

Federal prosecutors said he made more than $1.1 million in fraudulent claims to Medicare, the U.S. government's health-care program for the elderly and disabled, and received more than $500,000 in payments.

Nwafor fled California after the conviction. In 2010, he was sentenced in absentia to nine years in prison and ordered to pay more than $500,000 in restitution and $25,000 in fines.

He was also ordered to forfeit more than $500,000 in stolen funds to the U.S. government.

Authorities believe he had been living in Canada since he fled.

Nwafor was also wanted by the U.S. Postal Inspection Service, which had placed him among its 10 most-wanted fugitives.

The agency charges that Nwafor opened fraudulent credit card accounts in Arizona and used the cards in Southern California.

    The owners of Hoveround and the Scooter Store should be investigated, too. I cringe every time I see one of their commercials and the people brag about how "thanks to Medicare... I paid nothing out of pocket for my scooter ."

      I was just going to post that. Call for your free scooter, we will file your medical claim at no cost to you. I think any company billing medicare should not be allowed to advertise. If your doctor thinks you need it, he or she can refer you.

      Reading these posts, the amount of racial hatred coming from African-Americans these days is appalling. It's become very fashionable for blacks to be blatantly racist and filled with hate (just like the white bigots of the past). Obama seems to be the President of revenge.             This is mere pennies compared with the billions wasted in these entitlement programs, not to mention the trillions more the taxpayers will owe once all the baby boomers retire. With this country trillions in debt, and younger workers being squeezed by high rent and low wages, its high time for the Government to institute means testing so that only the poor senior citizens can get these benefits. Asking younger workers to pay higher payroll taxes to fund these monstrosities is plain wrong. Contrary to everybody being "entitled" because they paid in, these programs are not "investments" that can grow through compound interest.

                He was shipped back to the US, but we do not behead people. It is only $1M. There are numerous scams that involve Medicare and this one is small.

                  Every one of those Medicaid scooter things is a fraud. Get your ownself a $50 used wheel chair and push it around unless you're a paraplegic or can afford to buy one. I bet the costs come down real quick, when the tax payer stops buying them... But the worse fraudsters in the medicaid scam are some of the doctors...

                    Yeh, where do people claiming SSI is an entitlement get that from? Isn't it a form of insurance? Does that mean that all insurance policies (life,health,auto,home) are entitlement programs as well? When President Roosevelt set up SSI, he did it so politicians in the future could not touch it. All the money poured into SSI since it's inception should have produced more money from wall street or in interest than the best life insurance policy. But politicians couldn't leave it alone so it could be used as it was intended to be used. They depleted the program over the years by changing where the money goes. Now they want us to believe it is an entitlement! Roosevelt was right. There will be politicians who will want to steal our investment in our retirement. Not only have they changed the program, now they have changed the definition of insurance. The culprits wrote the book on Ponzy schemes. If these politicians worked half as hard at limiting fraud in our govnmt. programs as they do fighting one another, we would all be better off.

                      Guess what? I live in Massachusetts and Mitt Romney did the same thing to us when he was governor. Have health issurance from a job, pay for it thru the state or pay a huge fine when you file your taxes. By Mass law, our employers have to give us proof that we had insurance and we get to file it with our state taxes every year.

                          Every hospital in this country defauds Medicare at least 1m a year by fudging (moving around dollars) in their hospital reports. Why aren't we seeing more hospital administrators jailed?

Everyone who comes here be required to be a college graduate and pass a very high proficiency test and already have employment before they ever are allowed to be set foot on american soil.                               Two years ago Wal-Greens told me my medication was going up because after a year of billing an insurance company that in turn was billing Medicare was no longer paying for my medication. What, Wal-Greens collected untold hundreds of dollars for my medication and then when I told them I was going to be enrolling in Medicare Part D the next January 1st they said surprise we already bill and receive payment from Medicare for you! For years I told Wal-Greens when asked No I don't have insurance and that I have a Wal-Greens Prescription Program Card (lets you pay $8/30day supply and $12/90 day supply. I Paid $20 annually for this program and was under the impression it was a Prescription Drug Program and was told it was there to help people with no insurance (Generic Medication ONLY). Guess what, you pay Wal-Greens for a program that does nothing but pays Wal-Greens to bill your insurance every 30 days if you get your medication every 90 days. Because I had no insurance they found one that would bill Medicare on my behalf. Kroger's also has a 30day/90day policy but they don't charge you to bill your insurance ever 30 DAYS and if you tell them you will pay cash for your Prescription because the pills only cost 3 cents each they will still bill your insurance company every 30 days hundreds of dollars. Next time you're getting a medication it would be a good idea to call your local pharmacy and ask how much it is for one pill or a cash price, be sure to tell them when asked you have no insurance. You may find like I have there are 2 prices or 3 prices as my insurance representative found out last week. One for me, one for the insurance company and one for the representative. I was asked by the insurance company to file a grievance with them so they could start a fraud investigation. It seems you can't set different prices depending on who is asking. Don't fall for we need to know your insurance company first because they all pay different amounts. One price for everyone! Medicare Fraud is happening where you shop, I'll bet on it!

                                He is probably the guy who sent me an e-mail about a $10 million treasure he had in Nigeria and offered me for $300.

                                  I've heard from a physical therapist friend of a family that lives in a million dollar home in El Paso, TX yet they still claim medicare benefits for one of their child. How come these people are not being arrested? Social Security, Medicare and Medicaid fraud and abuse is what is killing this country. Many people are abusing these programs and I doubt we have the resources to monitor all of them. The best remedy is to totally reform the system. It does not make any sense for someone who is 80 years old or older who have lived past their prime but they are frequent fliers to the hospital to keep receiving treatments. Their families refused to make them DNR/DNI just because they want to keep collecting social security, Medicare or Medicaid benefits. And after wasting millions in health-care costs these people still end up dying. I see the same thing with some middle age people who are alcoholic and long time drug users with Hep C who have end stage liver disease. Or what about the alcoholics with liver disease who frequently come to the hospital and during treatment tells you they will not stop drinking, but when they show up in the ER from alcohol intoxication the next time we still admit them. These categories of people should only receive comfort care to help them through the dying process, not wasting expensive treatment knowing they will not make it. Use these resources to save the lives of children and young adults who still have a chance to contribute to the society to save us from imminent financial collapse.

                                        Prisons should be established in the interior of the frozen north of Canada and Alaska so that criminals like Bernard Madoff and idiots like this guy can suffer a little while they serve and do their time. Arctic circle prisons should be reserved for Terrorist, Cartel leaders and Serial killers... (aside from executions ..) and run like a Military prison if at all possible with little comforts. Low-life's like these deserve nothing but the best jails possible, and if the Russians can do it, so can we. Kodiak Island or an adjourning desolate island can be a perfect spot for them. With money spent wisely by the American people... nothing will be wasted on these hard-core criminals. No more pampering the do-gooders out there, and let justice treat this scourge by making sure they serve real time in real high security for their crimes !!!!!!!!

                                        Actuarial data is available (average rates of different procedures and medical equipment needed in a given population). Sophisticated I.T. resources exist. It just seems odd that with those kinds of resources available, that we can't do a better job of more rapidly identifying fraud. . . or at least unusual patterns that warrant indepth review.
