Protesters near the Indian parliament Thursday complain that a new sexual violence law is inadequate. Their signs call for the removal of the deputy chairman of the parliament's upper house, P.J. Kurien, who is facing rape allegations.
NEW DELHI -- Police were searching villages in western India on Friday for suspects in the rape and killing of three young sisters, as Indians still angry over the fatal gang rape of a woman on a New Delhi bus in December face another heinous sexual attack.
The bodies of the sisters — ages 7, 9 and 11 — were found Feb. 16 in a village well in Bhandara district in Maharashtra after they had gone missing from school two days earlier, said police officer Abhinav Deshmukh. The area is more than 600 miles south of New Delhi, the capital.
The victims' mother said police did not take the case seriously and did nothing for several days until villagers held protests.
Deshmukh said Friday that 10 teams of 30 investigators were working on the case and that he was confident they would find the killers soon.
Police first dismissed the deaths as accidental, the Press Trust of India news agency reported. The girls' mother accused police of a shoddy investigation and said they did nothing for two days. Enraged villagers forced shops to close, burned tires and blocked a national highway passing in the area for hours earlier this week, demanding justice.
Police eventually registered a case of rape and murder after a post-mortem of the girls found that they had been sexually abused and brutally killed, PTI said.
One police officer has been suspended for not acting promptly, Indian Heavy Industries Minister Praful Patel, who represents Bhandara district in Parliament, said Thursday.
Cabinet Minister Manish Tewari called the killings a "very, very heinous assault" and said Prime Minister Manmohan Singh was sending 1 million rupees ($18,300) to the girls' family.
The case has horrified Indians two months after they were outraged by the gang rape and killing of a young woman on a moving New Delhi bus.
The gang rape sparked nationwide protests about India's treatment of women and spurred the government to hurry through a new package of laws to protect them.
The gang rape victim and her male friend, who also was badly beaten up in the attack, were dumped naked on the roadside, and the woman died from her injuries two weeks later in a Singapore hospital. Five men are being tried on rape and murder charges in that case, while a sixth, who is underage, is in juvenile court.
A new law enacted by the government has increased the prison sentences for rape from the existing seven to 10 years to a maximum of 20 years. It also provides for the death penalty in extreme cases of rape that result in death or leave the victim in a coma.

and out-lawing healthcare for women, this is where it leads. Not that its being claimed on this case, but it was (by the lawyer defending the accused men at least) in the case when the last woman got beaten and raped. Interesting you should mention arming the women! After the bus incident last December, I read an article that mentioned that one community was passing out knifes to women there for protection. I believe firearms would be better, but its something!

There is certinally plenty of corruption but, it is generally not necessary to protest in such a manner because the official are responsive. Arms in this context were military arms not the personal weapons of private individuals. The context of "depriving of the whole nation of arms" was the refusal of the British to conscript Indians into the British Army during the First World War. Gandhi was an extreme anti-militarist.

India has different classes and it is the poor classes that are mostly affected by these crimes. The upper class like in America are insulated and get extremely good police attention.
I'm not sure what the gun laws are in India but if guns were as predominant as in America I'm sure their crimes would be just as easy and facilitated by those guns as is ours.

How would banning assault rifles give criminals no fear? and make it so the cops can't be bothered? it would be just the opposite, if the criminals had assault rifles then they would have no fear and the cops would be the ones who are to afraid to be bothered with solving crimes.

I agree and did not mean to stereotype. I was just going with what I've read before in other articles that blaming rape victims is more prevalent in India, which causes rapes to not be taken seriously and is part of the source of mass outrage on these cases.
But I know that people in the U.S. also blame the victim and what I said also applies to them--they're just espousing this sort of behaviour and effectively telling men that its acceptable to rape.

You can get a clear picture of the culture if you will only read the portions of the old Testament where women are spoken of. The West needs to become less tolerant to these radical religions and see them for what they truly are, Rabid Dogs that need to be put down as inhumanely as possible. These people have been stuck in a time that was over two thousand years ago, so how can we expect them to act as if they belong to the 21st century? Much like the news story about the Cannibals and headhunters burning witches, they are living in another time and place, removed from the modern cultures. Google Executions and Islam to see how whole villages brutally stone innocent people to death as "God's Will" and ask yourself if these people would make good neighbors in the subdivision?

Though I can see some logic in your reasoning, they do have a problem in India, recognized by its own population.
Recently on a very publicized atrocity, a gang raped a girl in a bus with a metal pipe with a hook and tried (maybe did) pulled her intestines out. When asked, they said it was "to teach her a lesson" (maybe because she was a college student). These are little girls, and though rape might be a common thing everywhere in the world, savage brutality accompanied by murder is rare. Obviously these men are not even worried to be recognized because they don't bother to kill male companions.
Well, India did toughen up its rape penalties to a maximum of 20 years. Both of these crimes are also murders - what's the punishment for that? Is there a pedophilia punishment enhancement for these last three children? Crimes against females is taken more seriously in India than in its' neighbor, Pakistan, but one wonders how the police didn't even seem to notice the violence perpetrated upon these little girls. Were the cops that handled this case Sharia Muslims, or is apathy just a result of having almost 1.2 billion people living in your country. Maybe the cops were Drew Petersen wannabes.

A bored group of men go out and find a girl (or a few girls) to amuse themselves, brutally beat, gang-rape, and murder her, then go out for a few drinks. Just one item in the list of fun things they did that weekend.
The police have always ignored these cases because, you know, that's just what men do, you know? No point prosecuting them. They probably do the same thing, or have in the past, and can't understand what the big deal is. They're only girls, after all. If their father is upset at losing them, he should have been more careful.
I've read stories like this from all over the world -- Africa, Asia, South America, Eastern Europe... they all have huge populations of men who think the exact same way.
It's only getting noticed now because of the globalization of information. Women in these areas are starting to realize that this isn't the way the world needs to work. The international community has the ability to be offended and demand change. Small, rural, isolated areas are suddenly subject to international attention and disgrace.
And still, they cases barely get a mention, and only get actual police resources after days of protests and condemnation. Once they grudgingly admit the spotlight isn't going away, they go through the motions -- to save face more than to help protect their girls.
If these things happen only in far away lands, how do you explain Steubenville, or Catholic Priests, or the so many cases of serial killers going after hookers.....?

You can't possibly understand the mind set of these men. For generations they have been taught that women are only chattel with no real value except to have children. What is worse, because this is in a remote area of the country it could very well be caste related, where the lives of people of lower castes have no value.
I, for one, really cannot understand that mindset. Don't they have mothers, sisters, daughters whom they love? Don't they realize that the women they are hurting are mothers, sisters, daughters to someone else? Wouldn't they have had enough interaction with their own female family members to realize that they are also HUMAN?
Why do you people insist that rape and other crimes are results of India's caste system or religion? People take what they read as the only truth. Some education will go a long way in understanding the world. Have you ever wonder what the world thinks of the crimes here. The only difference in the crimes there and here is the world status of our country. We call them third world and we call ourselves industrialized. I saw someone here went as far as to say "first world." Crimes happen everywhere, but it makes us feel good to point out how uncivilized "those" people are and how superior we are.
PeopleFirst - I think the thrust of the story and comments her are in regards to the reaction to the police which is, arguably, rooted in the Indian culture. You're right that a crime is a crime no matter the "status" of the country, the difference is that in modern countries that value human rights those crimes are taken seriously. If the police would have promptly investigated this crime, we would never have heard about it.

Just start publicly neutering the rapists after conviction (without anesthesia). That'll make a huge difference in the number of copycat crimes.
Start punishing the police where it hurts--in their pride and wallets.
In cases like this where the police refused to do anything, they should get the same sentence as the people who committed the crime.
I agree with all of you. The penalty for rape and death/coma resulting from rapes has increased. Now it is up to the officials to do their jobs. Therein lies the problem.

Big talks about respecting women and trash-talking the neighbor Pakistan/Afghanistan etc for the way they treat women, while they have no respect at all for human life. Any country professing about human rights should take all its business and diplomatic presence from that god-forsaken country till they become a civic, law-abiding society, without regard to profits that the huge Indian mob brings to their business.

Joseph, and the first time a women shoots an intended rapist, how fast do you think she would be tried and convicted? Pretty damn fast. Until laws are changed AND enforced to make women something more than possessions and 4th class citizens you are trading the one crime for another, innocent women coming out on the wrong end of justice.
Laws need to be changed but, more importantly, attitudes need to be changed! I had thought that India was more modern in their attitudes towards women than their neighbors like Pakistan and Afghanistan. Unfortunately, that is not the case. Until women are recognized as equal citizens and not property, this abomination will continue.

While I agree with you for the most part, I think it is pretty certain that any woman would be convicted if she stopped a rape because she shot her intended rapist before the rape happened. Therefore, no rape she goes to prison for shooting an innocent man in their eyes. Can't even imagine how many times over and over she would be raped in prison. I'm not so sure which is better.

As I have stated in the prvious rape cases, how can our government not heavily penalize companies who outsource jobs to this stupid country where women are treated with such disrespect. I guess it is bacause we don't care as a government.

I agree with SF Dad, the only way India will sit up and take notice is when the rest of the world intervenes. We might be able to buy American, but we still get the Indian customer service reps who nobody can understand anyway.
Janine, that doesn't solve the problem one bit. My husbands company is a US company dealing with US made products supporting US customers only. They have something like an 80% share of the market. Want to guess where they outsourced all their level 1 technical support last year? Just because their made in the US doesn't mean they don't still outsource other positions to places like India - and until you're in a position to deal with that department, you have no way of knowing.
Why don't we worry about intervening in the US instead--where 1 in 3 women are raped, a number likely far below India.

Now, why don't you go find the statistic for India and let's do a fact based comparison. Don't forget to account for the likely under-reporting of rape in India based on stigma and the fact that law enforcement won't do anything anyway.

The percentage of rapes are far less in India due to the high rate of "accidents" that are actually rape and murder. It's terribly ironic that you would write such a thing after reading this article, or did you even bother with that part? People in the U.S. also used to keep this stuff hushed. You weren't supposed to talk about what was done to you if you were molested as a kid or raped. The lid has been at least partially ripped off these kinds of cases but the average child molester still goes through as many as 200 kids before they're incarcerated. They don't affect the statistics until their actions are known. I prefer our flaws be exposed than to see society cloaked in false righteousness like in the golden age of morality that never was.
